A study was made on the effect of Ca, Sr, and Ba chloride complexes with dibenzo-18-crown-6 ether as catalysts on the process criteria of the efficiency of industrial cumene oxidation using kinetic modeling. It is the first stage in the process chain of polymer composite production. The kinetic scheme of the process is made of classical reactions of the radical chain mechanism (reactions of initiation, chain propagation, and chain termination), molecular reactions, reactions of formation of intermediate adducts “component of the reaction mixture—catalyst” and their decomposition, as well as reactions that take into account the specifics of the catalyst used: (1) formation of planar catalyst complexes with various substances; (2) formation of acetophenone along the catalytic path; (3) hydration of the intermediate adduct “α-methylstyrene—catalyst” to the required alcohol. It is shown that the kinetic model fully reproduces the experimental time dependencies of the cumene hydroperoxide concentration in the cumene oxidation and cumene hydroperoxide decomposition. Using the kinetic model, computational experiments were carried out, as a result of which the following conclusions were made: (1) among the considered catalysts, the complex of Sr chloride with dibenzo-18-crown-6 ether should be recognized as the best, provided that it is used at temperatures of 393–413 K and an initial concentration < 2 mmol/L; (2) to ensure selectivity comparable to the selectivity of a non-catalytic process, it is necessary to conduct the catalytic process at a lowest possible initial concentration of any of the considered catalysts.

The effect of the process temperature and the initial concentration of Mg, Ca, Sr, Ba, Zn, Cd, and Hg 2-ethylhexanoates as catalysts on the productivity and selectivity of the oxidation stage of cumene is studied in the technological chain for the production of polymer composites from cumene; “production of phenol by cumene method (stage 1 is cumene oxidation to cumene hydroperoxide, stage 2 is decomposition of cumene hydroperoxide into phenol and acetone) → production of precursors from phenol → production of polymers from precursors → production of composites from polymers”. A criterion has been introduced that reflects the productivity of cumene oxidation at the moment of reaching the maximum concentration of cumene hydroperoxide, which takes into account the cumene conversion and selectivity achieved in this case in the shortest possible time using the selectivity comparable with the selectivity of a non-catalytic process. It has been shown that the achievement of the maximum value of this criterion, among all the considered catalysts, is ensured by Mg 2-ethylhexanoate at its relatively low initial concentration (1 mmol/L) under conditions of moderately-high process temperatures (393–413 K).

Relevance. Technoparks are one of the most important ways to form a partnership between the state, business, science and education. This voluntary union, on the one hand, arises on the initiative of any of the subjects of the partnership and this active subject carries out a preliminary examination of possible participants in joint activities, assuming that they already have an interest in the declared subject of interaction, or is convinced that in order to solve the problem of interest to him, it is necessary to expand the search for possible partners. The preliminary discussion of joint activities is framed in the form of a project, which is determined by the innovative nature of the future interaction. However, in order to start joint activities of the future team, it is necessary to work out in advance the legislative framework that ensures the legitimacy of future actions of the partnership entities. It is clear that the source of this kind of legislative foundation is the state. If, during the preliminary examination, such moments are discovered, the implementation of which requires further expansion of the legislative framework, the partnership acts as a customer applying to the state body with an initiative to expand the legislative framework. As stated in the normative legal acts, in order to create the necessary regulatory framework corresponding to the type of activity of partner organizations, it is necessary to have a clear definition of such an organization, taking into account its specific features that determine its structure, goals and participants. Therefore, it is important to clarify the concept of a technopark. In the regulatory framework, we are talking about industrial parks, but in accordance with the explanations offered in the regulatory legal acts, such remarks should also be attributed to technoparks as more complex organizations of partner activity: «It was difficult to call such sites industrial parks, since at that time there was not even a terminological unity in the concept of «industrial park», not to mention determining the compliance of a legal entity with the criteria of an industrial park management company, typologies of industrial parks and minimum requirements for the site itself. The development of a regulatory framework is important for any branch of the economy. Without the formalization and institutionalization of economic phenomena, the emergence of state support measures, the evaluation of performance and the creation of development strategies are impossible» [14, p. 6]. Purpose, materials and methods. Among the unprocessed regulations are issues related to the drafting of contracts between partners regarding in which financial, intellectual, material, production, professional and performing parts the partners record their participation in joint activities. In addition, the issues of the distribution of possible risks for different partners are not balanced and are expressed in different forms: financial, commercial, prestigious, etc. A uniform and systematic legislative framework in this area of technopark activity also needs to be developed. At the present stage of innovation activity, there is no comprehensive systematic approach to ensuring reliable forms of partnership interaction from the point of view of comprehensive provision of its activities with legislative and legal regulations and norms, since we are talking about innovation activity, which in itself implies variability and constant development of science, production, education and training. Due to these circumstances, it is necessary to identify possible common forms, rules, laws, on the basis of which technoparks as ways of a synergistic union of the state, science, production, education are developed for the purpose of innovative development of the country. In this article, the author tries to identify the problems faced by the organization of innovation activities in the form of a technopark. The results of the study. The article shows that the role of the state is necessary and ubiquitous in the organization of innovative activities, but it is expressed differently depending on the type of partnership: in general, first of all, the state forms the legislative and legal basis for all new forms of activity, and in other cases its participation is partial along with other subjects of partnership. Since the imbalance of risks in a partnership is inevitable, compensation issues should be negotiated when forming a new union between the subjects of joint activity. It is also important to understand the need to redistribute managerial functions as specific tasks are solved in the process of project implementation.

The question of media space is posed in the analysis of multiple communicative practices which appeared in the 21st c. including the subject realm of diplomacy. The axiological importance of the structures of a diplomatic discourse, as dynamic form which made a progress from a concealed policy to an informational openness, is determined. The fact that digital diplomacy is drawn into audiovisual stream of the network type of communication is also proved. The paper deals with new communicative practices in the area of diplomacy, mainly within the social networks framework. The ways of creation of an opened communicative area of digital diplomacy at the expense of media technologies to meet diplomatic tasks are displayed. The role of official accounts of foreign policy departments and international organizations in Facebook and Twitter is analyzed. This fact allows to distinguish the Facebook diplomacy and Twiplomacy as forms of the diplomacy of social networks. A strategic potential and media parameters of a diplomatic practice are specified. The application of the strategy of national branding by the use of personalized diplomacy is identified. The use of Really Simple Syndication (RSS) technology in a blog's band of notes in the form of creolized messages with the purpose of informational rapprochement with a potential recipient is examined. A comparative analysis of linguistic and cultural particularities of sites of USA, French and Russian foreign ministries is represented. It was concluded that new parameters of diplomatic communication like orientation on masses, forms and content, level of involvement of social networks users mirror a new discursive informational practice of diplomatic services. It is shown that the modeling of discourse of digital diplomacy is based on national branding with the purpose to create a positive image of a represented state.

Due to the active development of industries using nuclear technology, the creation of highly effective and cost-effective building materials for protection against hazardous ionizing radiation is of increasing interest. Widespread in the field of radiation-protective building materials are barite-containing concrete. The purpose of this article is to establish the prospects of their use in nuclear facilities, as well as to find ways to improve their technical and operational characteristics. For this an analysis of relevant literature and scientific research in the field of radiation-protective materials and, in particular, barite-containing concrete was carried out. The advantages of barite-containing concrete are high radiation-protective properties, environmental friendliness, high density, as well as economic indicators. The disadvantages are high susceptibility to shrinkage deformation and poor resistance to cyclic temperature effects. The addition of barite to the concrete composition allows to increase the coefficient of linear absorption of -rays of the material; also, with the proper selection of the composition, such material may have strength characteristics equal to or superior to the characteristics of concrete with standard compositions. Barite-containing materials have a wide range of applications and can be used both for the production of heavy concrete in the construction of load-bearing structures and in the creation of radiation-protective coatings for walls and floors.
