Abstract: This document presents the initial scientific case for upgrading the Continuous Electron Beam Accelerator Facility (CEBAF) at Jefferson Lab (JLab) to 22 GeV. It is the result of a community effort, incorporating insights from a series of workshops conducted between March 2022 and April 2023. With a track record of over 25 years in delivering the world's most intense and precise multi-GeV electron beams, CEBAF's potential for a higher energy upgrade presents a unique opportunity for an innovative nuclear physics program, which seamlessly integrates a rich historical background with a promising future. The proposed physics program encompass a diverse range of investigations centered around the nonperturbative dynamics inherent in hadron structure and the exploration of strongly interacting systems. It builds upon the exceptional capabilities of CEBAF in high-luminosity operations, the availability of existing or planned Hall equipment, and recent advancements in accelerator technology. The proposed program cover various scientific topics, including Hadron Spectroscopy, Partonic Structure and Spin, Hadronization and Transverse Momentum, Spatial Structure, Mechanical Properties, Form Factors and Emergent Hadron Mass, Hadron-Quark Transition, and Nuclear Dynamics at Extreme Conditions, as well as QCD Confinement and Fundamental Symmetries. Each topic highlights the key measurements achievable at a 22 GeV CEBAF accelerator. Furthermore, this document outlines the significant physics outcomes and unique aspects of these programs that distinguish them from other existing or planned facilities. In summary, this document provides an exciting rationale for the energy upgrade of CEBAF to 22 GeV, outlining the transformative scientific potential that lies within reach, and the remarkable opportunities it offers for advancing our understanding of hadron physics and related fundamental phenomena.

Abstract: We present new precision measurements of the elastic electron-proton scattering cross section for momentum transfer (Q$^2$) up to 15.75~\gevsq. Combined with existing data, these provide an improved extraction of the proton magnetic form factor at high Q$^2$ and double the range over which a longitudinal/transverse separation of the cross section can be performed. The difference between our results and polarization data agrees with that observed at lower Q$^2$ and attributed to hard two-photon exchange (TPE) effects, extending to 8~(GeV/c)$^2$ the range of Q$^2$ for which a discrepancy is established at $>$95\% confidence. We use the discrepancy to quantify the size of TPE contributions needed to explain the cross section at high Q$^2$., 7 pages, 2 figures

Abstract: We report on a precise measurement of double-polarization asymmetries in electron-induced breakup of 3Heproceeding to pdand ppnfinal states, performed in quasi-elastic kinematics at Q2=0.25 (GeV/c)2for missing momenta up to 250 MeV/c. These observables represent highly sensitive tools to investigate the electromagnetic and spin structure of 3Heand the relative importance of two-and three-body effects involved in the breakup reaction dynamics. The measured asymmetries cannot be satisfactorily reproduced by state-of-the-art calculations of 3Heunless their three-body segment is adjusted, indicating that the spin-dependent part of the nuclear interaction governing the three-body breakup process is much smaller than previously thought.

Abstract: Understanding the structure of the nucleon (proton and neutron) is a critical problem in physics. Especially challenging is to understand the spin structure when the Strong Interaction becomes truly strong. At energy scales below the nucleon mass (~1 GeV), the intense interactions of the quarks and gluons inside the nucleon makes them highly correlated. Their coherent behavior causes the emergence of effective hadronic degrees of freedom (hadrons are composite particles made of quarks and gluons) which are necessary to understand the nucleon properties. Theoretically studying this subject requires approaches employing non-perturbative techniques or using hadronic degrees of freedom, e.g. chiral effective field theory (chiEFT). Here, we present measurements sensitive to the neutron's spin precession under electromagnetic fields. The observables, the generalized spin-polarizabilities delta_LT and gamma_0, which quantify the nucleon spin's precession, were measured at very low energy-momentum transfer squared Q^2 corresponding to probing distances of the size of the nucleon. Our Q^2 values match the domain where chiEFT calculations are expected to be applicable. The calculations have been conducted to high degrees of sophistication, including that of the so-called "gold-plated" observable, delta_LT. Surprisingly however, our data show a strong discrepancy with the chiEFT calculations. This presents a challenge to the current description of the neutron's spin properties.

Abstract: The spin-structure functions g1 and g2, and the spin-dependent partial cross-section σTT have been extracted from the polarized cross-sections differences, Δσ∥(ν,Q2) and Δσ⊥(ν,Q2) measured for the He3→(e→,e′)X reaction, in the E97-110 experiment at Jefferson Lab. Polarized electrons with energies from 1.147 to 4.404 GeV were scattered at angles of 6∘ and 9∘ from a longitudinally or transversely polarized $^{3}$He target. The data cover the kinematic regions of the quasi-elastic, resonance production and beyond. From the extracted spin-structure functions, the first moments Γ1‾(Q2), Γ2(Q2) and ITT(Q2) are evaluated with high precision for the neutron in the Q2 range from 0.035 to 0.24GeV2. The comparison of the data and the chiral effective field theory predictions reveals the importance of proper treatment of the Δ degree of freedom for spin observables.

Abstract: Due to the lack of free neutron targets, studies of the structure of the neutron are typically made by scattering electrons from either $^{2}$H or $^{3}$He targets. In order to extract useful neutron information from a $^{3}$He target, one must understand how the neutron in a $^{3}$He system differs from a free neutron by taking into account nuclear effects such as final state interactions and meson exchange currents. The target single spin asymmetry Ay0 is an ideal probe of such effects, as any deviation from zero indicates effects beyond plane wave impulse approximation. New measurements of the target single spin asymmetry Ay0 at Q2 of 0.46 and 0.96 (GeV/c)2 were made at Jefferson Lab using the quasi-elastic He↑3(e,e′n) reaction. Our measured asymmetry decreases rapidly, from >20% at Q2=0.46 (GeV/c)2 to nearly zero at Q2=0.96 (GeV/c)2, demonstrating the fall-off of the reaction mechanism effects as Q2 increases. We also observed a small ϵ-dependent increase in Ay0 compared to previous measurements, particularly at moderate Q2. This indicates that upcoming high Q2 measurements from the Jefferson Lab 12 GeV program can cleanly probe neutron structure from polarized $^{3}$He using plane wave impulse approximation.

Abstract: We report on a precise measurement of double-polarization asymmetries in electron-induced breakup of He3 proceeding to pd and ppn final states, performed in quasi-elastic kinematics at Q2=0.25(GeV/c)2 for missing momenta up to 250MeV/c. These observables represent highly sensitive tools to investigate the electromagnetic and spin structure of He3 and the relative importance of two- and three-body effects involved in the breakup reaction dynamics. The measured asymmetries cannot be satisfactorily reproduced by state-of-the-art calculations of He3 unless their three-body segment is adjusted, indicating that the spin-dependent part of the nuclear interaction governing the three-body breakup process is much smaller than previously thought. Abstract: The experiment E94-107 in Hall A at Jefferson Lab started a systematic study of high resolution hypernuclear spectroscopy in the 0p-shell region of nuclei such as the hypernuclei produced in electroproduction on 9Be, 12C and 16O targets. In order to increase counting rates and provide unambiguous kaon identification two superconducting septum magnets and a ring-imaging Cherenkov detector were added to the Hall A standard equipment. The high-quality beam, the good spectrometers and the new experimental devices allowed us to obtain very good results. For the first time, measurable strength with sub-MeV energy resolution was observed for the core-excited states of Lambda 12B. A high-quality Lambda 16N hypernuclear spectrum was likewise obtained. A first measurement of the Lambda binding energy for Lambda 16N, calibrated against the elementary reaction on hydrogen, was obtained with high precision, 13.76 +/- 0.16 MeV. Similarly, the first Lambda 9Li hypernuclear spectrum shows general agreement with theory (distorted-wave impulse approximation with the SLA and BS3 electroproduction models and shell-model wave functions). Some disagreement exists with respect to the relative strength of the states making up the first multiplet. A Lambda separation energy of 8.36 MeV was obtained, in agreement with previous results. Abstract: Measurements of elastic electron scattering data within the past decade have highlighted two-photon exchange contributions as a necessary ingredient in theoretical calculations to precisely evaluate hydrogen elastic scattering cross sections. This correction can modify the cross section at the few percent level. In contrast, dispersive effects can cause significantly larger changes from the Born approximation. The purpose of this experiment is to extract the carbon-12 elastic cross section around the first diffraction minimum, where the Born term contributions to the cross section are small to maximize the sensitivity to dispersive effects. The analysis uses the LEDEX data from the high resolution Jefferson Lab Hall A spectrometers to extract the cross sections near the first diffraction minimum of 12C at beam energies of 362 MeV and 685 MeV. The results are in very good agreement with previous world data, although with less precision. The average deviation from a static nuclear charge distribution expected from linear and quadratic fits indicate a 30.6% contribution of dispersive effects to the cross section at 1 GeV. The magnitude of the dispersive effects near the first diffraction minimum of 12C has been confirmed to be large with a strong energy dependence and could account for a large fraction of the magnitude for the observed quenching of the longitudinal nuclear response. These effects could also be important for nuclei radii extracted from parity-violating asymmetries measured near a diffraction minimum., Comment: 14 pages, 10 figures

Abstract: The GEp-III and GEp-2$\gamma$ experiments, carried out in Jefferson Lab's Hall C from 2007-2008, consisted of measurements of polarization transfer in elastic electron-proton scattering at momentum transfers of $Q^2 = 2.5, 5.2, 6.8,$ and $8.54$ GeV$^2$. These measurements were carried out to improve knowledge of the proton electromagnetic form factor ratio $R = \mu_p G_E^p/G_M^p$ at large values of $Q^2$ and to search for effects beyond the Born approximation in polarization transfer observables at $Q^2 = 2.5$ GeV$^2$. The final results of both experiments were reported in a recent archival publication. A full reanalysis of the data from both experiments was carried out in order to reduce the systematic and, for the GEp-2$\gamma$ experiment, statistical uncertainties. Abstract: Purpose: The GEp-III and GEp-2γ experiments were carried out in Jefferson Laboratory’s (JLab’s) Hall C from\ud 2007 to 2008, to extend the knowledge of Gp\ud E/Gp\ud M to the highest practically achievable Q2 given the maximum\ud beam energy of 6 GeV and to search for effects beyond the Born approximation in polarization transfer observables\ud of elastic ep scattering. This article provides an expanded description of the common experimental apparatus and\ud data analysis procedures, and reports the results of a final reanalysis of the data from both experiments, including\ud the previously unpublished results of the full-acceptance dataset of the GEp-2γ experiment.\ud Methods: Polarization transfer observables in elastic ep → ep scattering were measured at central Q2 values\ud of 2.5, 5.2, 6.8, and 8.54 GeV2\ud . At Q2 = 2.5 GeV2\ud , data were obtained for central values of the virtual photon\ud polarization parameter of 0.149, 0.632, and 0.783. The Hall C High Momentum Spectrometer detected and\ud measured the polarization of protons recoiling elastically from collisions of JLab’s polarized electron beam\ud with a liquid hydrogen target. A large-acceptance electromagnetic calorimeter detected the elastically scattered\ud electrons in coincidence to suppress inelastic backgrounds.\ud Results: The final GEp-III data are largely unchanged relative to the originally published results. The statistical\ud uncertainties of the final GEp-2γ data are significantly reduced at = 0.632 and 0.783 relative to the original\ud publication.\ud Conclusions: The final GEp-III results show that the decrease with Q2 of Gp\ud E/Gp\ud M continues to Q2 = 8.5 GeV2, but at a slowing rate relative to the approximately linear decrease observed in earlier Hall A measurements. At\ud Q2 = 8.5 GeV2\ud , Gp\ud E/Gp\ud M remains positive but is consistent with zero. At Q2 = 2.5 GeV2\ud , Gp\ud E/Gp\ud M derived from\ud the polarization component ratio R ∝ Pt/P shows no statistically significant dependence, as expected in the\ud Born approximation. On the other hand, the ratio Pl/P Born\ud l of the longitudinal polarization transfer component\ud to its Born value shows an enhancement of roughly 1.7% at = 0.783 relative to = 0.149, with ≈ 2.2σ\ud significance based on the total uncertainty, implying a similar effect in the transverse component Pt that cancels\ud in the ratio R.

Abstract: The unpolarized semi-inclusive deep-inelastic scattering (SIDIS) differential cross sections in $^3$He($e,e^{\prime}��^{\pm}$)$X$ have been measured for the first time in Jefferson Lab experiment E06-010 performed with a $5.9\,$GeV $e^-$ beam on a $^3$He target. The experiment focuses on the valence quark region, covering a kinematic range $0.12 < x_{bj} < 0.45$, $1 < Q^2 < 4 \, \textrm{(GeV/c)}^2$, $0.45 < z_{h} < 0.65$, and $0.05 < P_t < 0.55 \, \textrm{GeV/c}$. The extracted SIDIS differential cross sections of $��^{\pm}$ production are compared with existing phenomenological models while the $^3$He nucleus approximated as two protons and one neutron in a plane wave picture, in multi-dimensional bins. Within the experimental uncertainties, the azimuthal modulations of the cross sections are found to be consistent with zero.

Abstract: New results are reported from a measurement of pi(0) electroproduction near threshold using the p(e , e'p)pi(0) reaction. The experiment was designed to determine precisely the energy dependence of s- and p-wave electromagnetic multipoles as a stringent test of the predictions of chiral perturbation theory (ChPT). The data were taken with an electron beam energy of 1192 MeV using a two-spectrometer setup in Hall A at Jefferson Lab. For the first time, complete coverage of the. phi*(pi) and. theta*(pi) angles in the p pi(0) center of mass was obtained for invariant energies above threshold from 0.5 up to 15 MeV. The 4-momentum transfer Q(2) coverage ranges from 0.05 to 0.155 (GeV/c)(2) in fine steps. A simple phenomenological analysis of our data shows strong disagreement with p-wave predictions from ChPT for Q(2) > 0.07 (GeV/c)(2), while the s-wave predictions are in reasonable agreement.

Abstract: In the absence of accurate data on the free two-body hyperon-nucleon interaction, the spectra of hypernuclei can provide information on the details of the effective hyperon-nucleon interaction. Electroproduction of the hypernucleus Lambda-9Li has been studied for the first time with sub-MeV energy resolution in Hall A at Jefferson Lab on a 9Be target. In order to increase the counting rate and to provide unambiguous kaon identification, two superconducting septum magnets and a Ring Imaging CHerenkov detector (RICH) were added to the Hall A standard equipment. The cross section to low-lying states of Lambda-9Li is concentrated within 3 MeV of the ground state and can be fitted with four peaks. The positions of the doublets agree with theory while a disagreement could exist with respect to the relative strengths of the peaks in the doublets. A Lambda separation energy of 8.36 +- 0.08 (stat.) +- 0.08 (syst.) MeV was measured, in agreement with an earlier experiment., Comment: 14 pages, 8 figures

Abstract: The physics case and an experimental overview of the MOLLER (Measurement Of a Lepton Lepton Electroweak Reaction) experiment at the 12 GeV upgraded Jefferson Lab are presented. A highlight of the Fundamental Symmetries subfield of the 2007 NSAC Long Range Plan was the SLAC E158 measurement of the parity-violating asymmetry $A_{PV}$ in polarized electron-electron (M{\o}ller) scattering. The proposed MOLLER experiment will improve on this result by a factor of five, yielding the most precise measurement of the weak mixing angle at low or high energy anticipated over the next decade. This new result would be sensitive to the interference of the electromagnetic amplitude with new neutral current amplitudes as weak as $\sim 10^{-3}\cdot G_F$ from as yet undiscovered dynamics beyond the Standard Model. The resulting discovery reach is unmatched by any proposed experiment measuring a flavor- and CP-conserving process over the next decade, and yields a unique window to new physics at MeV and multi-TeV scales, complementary to direct searches at high energy colliders such as the Large Hadron Collider (LHC). The experiment takes advantage of the unique opportunity provided by the upgraded electron beam energy, luminosity, and stability at Jefferson Laboratory and the extensive experience accumulated in the community after a round of recent successfully completed parity-violating electron scattering experiments

Abstract: We report the first measurement of target single spin asymmetries of charged kaons produced in semi-inclusive deep inelastic scattering of electrons off a transversely polarized $^3{\rm{He}}$ target. Abstract: Double-spin asymmetries and absolute cross sections were measured at large Bjorken $x$ (0.25 $ \le x \le $ 0.90), in both the deep-inelastic and resonance regions, by scattering longitudinally polarized electrons at beam energies of 4.7 and 5.9 GeV from a transversely and longitudinally polarized $^3$He target. In this dedicated experiment, the spin structure function $g_2$ on $^3$He was determined with precision at large $x$, and the neutron twist-three matrix element $d_2^n$ was measured at $\left< Q^2\right>$ of 3.21 and 4.32 GeV$^2$/$c^2$, with an absolute precision of about $10^{-5}$. Our results are found to be in agreement with lattice QCD calculations and resolve the disagreement found with previous data at $\left< Q^2\right> =$ 5 GeV$^2$/$c^2$. Combining $d_2^n$ and a newly extracted twist-four matrix element, $f_2^n$, the average neutron color electric and magnetic forces were extracted and found to be of opposite sign and about 30 MeV/fm in magnitude., Corrected a typo in the author list and Figure 1 legend. 6 pages, 2 figures, 2 tables

Abstract: We present a precise measurement of double-polarization asymmetries in the $^{3}\vec{He} \left ( \vec{e}, {e}'d \right )$ reaction. This particular process is a uniquely sensitive probe of hadron dynamics in $^{3}He$ and the structure of the underlying electromagnetic currents. The measurements have been performed in and around quasielastic kinematics at $Q^{2}=0.25(GeV/c)^{2}$ for missing momenta up to 270 MeV/c. The asymmetries are in fair agreement with the state-of-the-art calculations in terms of their functional dependencies on $p_{m}$ and $\omega$ , but are systematically offset. Beyond the region of the quasielastic peak, the discrepancies become even more pronounced. Thus, our measurements have been able to reveal deficiencies in the most sophisticated calculations of the three-body nuclear system, and indicate that further refinement in the treatment of their two-and/or three-body dynamics is required.

Abstract: We report the first measurement of the target-normal single-spin asymmetry in deep-inelastic scattering from the inclusive reaction $^3$He$^{\uparrow}\left(e,e' \right)X$ on a polarized $^3$He gas target. Assuming time-reversal invariance, this asymmetry is strictly zero in the Born approximation but can be non-zero if two-photon-exchange contributions are included. The experiment, conducted at Jefferson Lab using a 5.89 GeV electron beam, covers a range of $1.7 < W < 2.9$ GeV, $1.02$ GeV, which is non-zero at the $2.89\sigma$ level. Abstract: We report a new, high-precision measurement of the proton elastic form factor ratio \mu_p G_E/G_M for the four-momentum transfer squared Q^2 = 0.3-0.7 (GeV/c)^2. The measurement was performed at Jefferson Lab (JLab) in Hall A using recoil polarimetry. With a total uncertainty of approximately 1%, the new data clearly show that the deviation of the ratio \mu_p G_E/G_M from unity observed in previous polarization measurements at high Q^2 continues down to the lowest Q^2 value of this measurement. The updated global fit that includes the new results yields an electric (magnetic) form factor roughly 2% smaller (1% larger) than the previous global fit in this Q^2 range. We obtain new extractions of the proton electric and magnetic radii, which are ^(1/2)=0.875+/-0.010 fm and ^(1/2)=0.867+/-0.020 fm. The charge radius is consistent with other recent extractions based on the electron-proton interaction, including the atomic hydrogen Lamb shift measurements, which suggests a missing correction in the comparison of measurements of the proton charge radius using electron probes and the recent extraction from the muonic hydrogen Lamb shift., Comment: 12 pages, 3 figures

Abstract: Intensive theoretical and experimental efforts over the past decade have aimed at explaining the discrepancy between data for the proton electric to magnetic form factor ratio, $G_{E}/G_{M}$, obtained separately from cross section and polarization transfer measurements. One possible explanation for this difference is a two-photon-exchange (TPEX) contribution. In an effort to search for effects beyond the one-photon-exchange or Born approximation, we report measurements of polarization transfer observables in the elastic $H(\vec{e},e'\vec{p})$ reaction for three different beam energies at a fixed squared momentum transfer $Q^2 = 2.5$ GeV$^2$, spanning a wide range of the virtual photon polarization parameter, $\epsilon$. From these measured polarization observables, we have obtained separately the ratio $R$, which equals $\mu_p G_{E}/G_{M}$ in the Born approximation, and the longitudinal polarization transfer component $P_\ell$, with statistical and systematic uncertainties of $\Delta R \approx \pm 0.01 \mbox{(stat)} \pm 0.013 \mbox{(syst)}$ and $\Delta P_\ell/P^{Born}_{\ell} \approx \pm 0.006 \mbox{(stat)}\pm 0.01 \mbox{(syst)}$. The ratio $R$ is found to be independent of $\epsilon$ at the 1.5% level, while the $\epsilon$ dependence of $P_\ell$ shows an enhancement of $(2.3 \pm 0.6) %$ relative to the Born approximation at large $\epsilon$.

Abstract: The electric form factor of the neutron was determined from studies of the reaction He3(e,e'n)pp in quasi-elastic kinematics in Hall A at Jefferson Lab. Longitudinally polarized electrons were scattered off a polarized target in which the nuclear polarization was oriented perpendicular to the momentum transfer. The scattered electrons were detected in a magnetic spectrometer in coincidence with neutrons that were registered in a large-solid-angle detector. More than doubling the Q2-range over which it is known, we find GEn = 0.0225 +/- 0.0017 (stat) +/- 0.0024 (syst), 0.0200 +/- 0.0023 +/- 0.0018, and 0.0142 +/- 0.0019 +/- 0.0013 for Q2 = 1.72, 2.48, and 3.41 GeV2, respectively., submitted to PRL
