Abstract

A partial survey of the literature on the economics of vocational training reveals three important lessons on how evaluations may be undertaken using data on pay, inputs, and outputs. The first lesson is that social, corporate, and private returns to vocational training in developing countries appear to be high enough to justify expanding training activity. However, training in industrial institutes and vocational secondary schools is less cost-effective than more formal firm-based training, at least in Kenya, India, and Israel. Also, Latin American data indicate that school and formal institutional vocational training may be substituted for one another. The second lesson is that in some sectors a more labor-intensive method of production is economically more effective than current methods. This may, in turn, imply the need for more--not less--skilled labor and vocational training. Further, given technology and output, unskilled and skilled labor appear to be substitutes, rather than complements, in the production process. The third lesson is that sophisticated function analyses are plagued by statistical and measurement problems. If they are not resolved, estimation techniques are unlikely to be able to pick up any relationship between trained labor and output among firms. However, there are alternatives. Many input and output measures such as performance rating and downtime are available for more modest evaluations. Training can be evaluated using earnings data or output and input data. In all cases, there are technical problems including sample size, control groups, the use of longitudinal data, and difficulties caused by labor mobility. A simpler before/after plant level study of changes in inputs or output associated with training may offer the most tractable evaluation. (112 references.) (Author/CML)

Abstract

Objective: Determine the effectiveness of a COVID-19 remote monitoring and management program in reducing preventable hospital utilization. Design: A retrospective cohort study utilizing data from electronic health records. Sample: Two hundred ninety-three patients who tested positive for COVID-19 at a drive-through testing site in Michigan. [Correction added on 11 April 2022, after first online publication: In the preceding sentence, “Two hundred and ninety-third” has been corrected to “Two hundred ninety-three” in this version.] The intervention group, consisting of 139 patients, was compared to a control group of 154 patients. Measurements: The primary outcome was the 30-day probability of hospital utilization. The covariates included in the analysis were age, gender, tobacco use, body mass index (BMI), race, and ethnicity. Intervention: A nurse-led, telephone-based active management protocol for COVID-19 patients who were isolating at home. Results: The intervention group had a non-statistically significant 42% reduction in risk of hospital utilization within 30 days of a positive COVID-19 test when compared to the control group (HR = 0.578, p-value .111, HR 95% CI [0.29, 1.13]). Conclusions: A nurse-led remote monitoring and management program for COVID-19 reduced the probability of 30-day hospital utilization. Although the findings were not statistically significant, the program yielded practical significance by reducing hospital utilization, in-person interaction, and the risk of infection for healthcare workers. But similar issues were analysed a century ago by Fabian and other writers. In particular, the 18-page 1906 Tract by W. S. Sanders - the first ever call for a national minimum wage - anticipated all the present debates. That tract is examined here. Multimedia Information eXchange (MIX) is a multimedia information system that accommodates multiple data types and provides consistency across platforms. Information from all over the world can be accessed quickly and efficiently with the Internet-based system. I-NET's MIX uses the World Wide Web and Mosaic graphical user interface. Mosaic is available on all platforms used at I-NET's Kennedy Space Center (KSC) facilities. Key information system design concepts and benefits are reviewed. The MIX system also defines specific configuration and helper application parameters to ensure consistent operations across the entire organization. Guidelines and procedures for other areas of importance in information systems design are also addressed.
