International audience; En collaboration avec un fonctionnaire chargé des finances au sein des services du Premier ministre, cet article de fond consiste en un premier bilan de la mise en œuvre de la LOLF de 2001. Il n’a cependant pas pour ambition de faire le bilan de toutes les dimensions de la LOLF. D’abord, il existe une grande disparité de pratiques. Ensuite, nous avons fait le choix de nous concentrer uniquement sur deux des objectifs sur lesquels reposait l’équilibre du texte : liberté/responsabilité des gestionnaires de crédits et restauration du pouvoir financier du Parlement. En changeant le référentiel de spécialisation des crédits (programmes, missions), la LOLF créait un modèle de gestion censé être plus dynamique du fait de la plus grande liberté de manœuvre offerte aux gestionnaires (fongibilité des crédits…). Il était aussi question d’inculquer à l’administration une méthode de programmation budgétaire appuyée sur la mesure de la performance. En parallèle, on renforçait en droit les moyens du Parlement pour exercer sa mission de contrôle. Au regard de ces objectifs, la LOLF apparaît comme un dispositif sous-utilisé. En effet, la loi organique n’engendre pour l’heure qu’une responsabilité mitigée des administrations gestionnaires. Par ailleurs, le contrôle financier du Parlement reste timoré.

Public organizations are facing various new challenges, among which the satisfaction of their partners in an efficient way. To meet such requirements these organizations must define a public strategy, to measure the performance of their processes and to analyze their outcomes. Public service organizations are concerned de facto by problematic inherent to services (a fuzzy definition, difficulties to model and control service operations and a strong interaction with the customer which makes the service difficult to evaluate ....). Public service organizations are also framed using a legal framework named Organic Law relative to Finance Acts. The objective of this paper is to propose public service modeling, principles and a framework for performance measurement. This proposal is based on a representation of the service through a model framing of the service activity. The proposed methodology is illustrated through a case study and a software tool supporting the methodology is introduced.

We focus on the implementation, from the early 2000s onwards, of a reform of public management in France which called for a revision of the description of the boundaries and achievements of the action of the state. The reform targeted the rules governing the budgetary process and included, along with new accounting methods, new forms of reporting and assessment aimed at identifying the performance of governmental and administrative action. We consider the implementation process as a set of trials of explicitness in which a number of state practitioners struggled to elucidate the meaning of the reform and were confronted with pragmatic interrogations on what the state is and does. We analyze, using archival material, a number of such trials in the domain of national science and research policy, focusing on the development of managerial vocabularies and performance metrics.

We analyze, using archival material, a number of such trials in the domain of national science and research policy.
