The aim of the current study is to assess school leaders' perceptions and practices in the context of a new policy that emphasizes teacher evaluation. The study draws from survey data of 606 K-12 school leaders in the USA in a state implementing a new teacher evaluation model under Race to the Top. Findings illustrate that school leaders spent significant time on teacher evaluation. Some felt this was a good investment of time (e.g., rich conversations with teachers), increasing the ability for evaluations to improve instruction. Most, however, perceived the time demands as a cost (e.g., spending longer hours on the job, delegating more tasks to others). School leaders felt very confident in their ability to conduct observations and provide feedback to teachers. The opposite was found for student achievement data. Administrators' reported preparedness, confidence, and beliefs suggest that barriers exist to using student achievement data to evaluate teachers. Findings suggest that school leaders need resources to build capacity, particularly in accommodating the new time demands of teacher evaluation. Administrators could benefit from professional development that addresses the use and value of student achievement if this measure continues to be a substantial component in teacher evaluation models.

Background/Context: The stakes are getting higher for teachers daily as more and more states adopt hiring, firing, and tenure-granting policies based on teacher evaluations. Even more concerning is the limited discussion about whether or not high-stakes teacher evaluation can meet the intended outcome of improved student achievement, and at what cost. These high-stakes decisions are based on the rationale that firing ineffective teachers (as primarily measured by observation data and value-added scores) will improve student achievement. This premise is challenged by various variables and assumptions (e.g., reliability, validity, percentage fired, and turnover) that, if not met, could result in a number of possible unintended consequences. Focus of Study: This paper examines the history of high-stakes teacher evaluation and the ways in which teacher evaluation data are being used in today's schools to make human capital decisions. The intended consequences and unintended consequences are explored in great detail. Research Design: This paper is an analytic essay. Conclusions/Recommendations: There is no evidence that high-stakes teacher evaluation can produce a more effective teacher workforce and improve student achievement. Even if basic requirements and assumptions are met (e.g., highly reliable and valid measures, retention of effective teachers, and highly effective hires), gains in student achievement may be short lived, insignificant, or practically meaningless. The possible unintended consequences could result in worse, rather than better, student achievement outcomes and increase the gap in opportunity to learn for students attending the most and least affluent schools.

An introduction is presented in which the authors discuss articles in the special edition of the journal on the subject of teacher evaluation as of early 2014, including topics such as statistical methods, U.S. state and local teacher evaluation policies, and student achievement.

Background: American students have done poorly in algebra and that has generated policy concerns about preparing students for STEM careers. There has been growing recognition that the algebra problem may begin in earlier grades when students do not adequately master rational numbers. Purpose: The study provided a series of workshops organized around problematic issues that students have in learning rational numbers. The research was designed to help all grade 3-5 teachers in a single school district help students gain in their knowledge of rational numbers. Population: The population was drawn from one large school district (13 schools) and included 140 teachers and 2,845 students matched pre to post. Research Design: The study used a quasi-experimental design. As all teachers in the district were involved, there was no control group. Findings: On the basis of pre-post testing, girl and boy students, as well as students from diverse SES schools demonstrated large gains in their knowledge of rational numbers. There were no significant differences in gains for girls and boys at any of the three grade levels, but SES remained a main effect for gains in achievement for grades 3 and 4 even after entering prior achievement as a covariate and the interaction between SES and gender was significant for grade 5. Recommendations: The findings provide clear evidence that students can make notable gains in learning rational numbers if they are given the opportunity to do so. The authors provide their intentions to further analyze the quantitative data (presented in this paper) with qualitative data that were collected in the study (e.g., providing open-ended response opportunities for students to respond to rational number questions like, "What is a fraction?
