Abstract Every year, over 1,000 children and young people, between the ages of 8 and 20, are placed in special youth homes in Sweden due to criminality, substance abuse or ”other socially destructive behaviour”. This article is based on interviews with youth and staff about what happens at the institution and how they regard the purpose of the stay in a facility that has the character of a total institution, in Goffman’s understanding. With support in Adam’s theories about time rhythms and Abbott’s concepts of time/event, we analyze how staff and youth cooperate in creating institutional life where they share the space, while having distance from each other and avoid creating closeness as their interaction is limited in time. Due to several parallel time rhythms affecting their everyday life and time at the institution the young people develop an approach between resisting or developing what can be termed as ”meaningless diligence”. Everyday life becomes easier to manage if they follow what the staff say, but they cannot see that it leads to a better future. The staff describe an approach where they are careful both to follow rules and to make constant individual and situational exceptions, a ”flexible rigidity” to fixed rules and time-schedules, to deal with specific events and needs. Together they maintain institutional life and the young people are adapted to the situation here and now, not to the life outside or after the institution.

The article discusses children’s citizenship by linking the dimensions of being, becoming and belonging to the concept of lived citizenship in the context of contact person and contact family interventions. Drawing on empirical research from Finland and Sweden, the article elaborates on how to identify if, and if so, how, children’s lived citizenship is constructed in contact person and contact family interventions and to what extent these constructions leave room for children’s perspectives. The results of the study indicate that contact person and contact family interventions contribute to the construction of children’s citizenship in various ways that include the perspectives on children and childhood of being, becoming and belonging. However, children’s active participation often seems to be governed by adults. Thus, giving greater attention to children’s intergenerational connections, i.e., adults’ roles in forming children’s citizenship, is needed.

Advocacy is one of the central means for supporting access to justice. The social work profession has advocacy as one of its main courses of action. This discusses the components in actions that are considered as good practice for facilitating access to justice in its democratic aspects. More explicitly social workers advocacy for promoting the worth and dignity of human beings in society. Four different ideals in social work are presented, self-help, treatment, philanthropy and bureaucracy. Thereafter, cases presented as best practice from European social workers are used for pointing out the central components described for good advocacy work. These are communication, inclusion and flexibility. Taken together, the aspects all go back to having respect for those in need of advocacy. In advocating for access to justice, it is important that the advocates are actively aware of their own role in a way that their efforts facilitate access to justice.

Summer outbreaks of tularemia that occurred from 1995 through 2005 in 2 locations in Sweden affected 441 persons. We performed an epidemiologic investigation of these outbreaks using a novel strategy, involving high-resolution genotyping of Francisella tularensis isolates obtained from 136 patients (using 18 genetic markers developed from 6 F. tularensis genome sequences) and interviews with the patients. Strong spatial associations were found between F. tularensis subpopulations and the places of disease transmission; infection by some subpopulations occurred within areas as small as 2 km2, indicating unidentified environmental point sources of tularemia. In both locations, disease clusters were associated with recreational areas beside water, and genetic subpopulations were present throughout the tularemia season and persisted over years. High-resolution genotyping in combination with patients’ statements about geographic places of disease transmission provided valuable indications of likely sources of infection and the causal genotypes during these tularemia outbreaks.

To develop effective and accurate typing of strains of Francisella tularensis, a potent human pathogen and a putative bioterrorist agent, we combined analysis of insertion-deletion (indel) markers with multiple-locus variable-number tandem repeat analysis (MLVA). From 5 representative F. tularensis genome sequences, 38 indel markers with canonical properties, i.e., capable of sorting strains into major genetic groups, were selected. To avoid markers with a propensity for homoplasy, we used only those indels with 2 allelic variants and devoid of substantial sequence repeats. MLVA included sequences with much diversity in copy number of tandem repeats. The combined procedure allowed subspecies division, delineation of clades A.I and A.II of subspecies tularensis, differentiation of Japanese strains from other strains of subspecies holarctica, and high-resolution strain typing. The procedure uses limited amounts of killed bacterial preparations and, because only 1 single analytic method is needed, is time- and cost-effective.

The article analyses the compulsory care of drug misusers in Sweden. An historical analysis of this field of work as a part of the Swedish welfare state highlights historically changing legislations, institutions, understandings and practices. Following Foucault, it is argued that it is impossible to distinguish between power and care and that confusion about coercive care is a result of not acknowledging power. Empirical studies of current social work point to the significance of different institutional settings. The author's study of the Swedish probation service shows that social workers and clients may adopt different positions in relation to each other and that their experiences of the practice of social work depend on the congruence or disparity between these positions. The problematic role of motivation in coercive care is highlighted. While some scholars claim that motivation is not possible in coercive institutions, the author relates motivation to the caring power arguing that social work is always aimed at normality and that care is exercised to achieve normality. The promise of an improved life situation may make people in need of help adapt to the demands of the helper, and the caring power can be seen as a way to provide help for individuals who do not realize that they are in need of care.

This article describes the process of professionalisation in the field of social control in Sweden. The aim is to analyse how the state by legislation created the profession of social workers for local social services and thus for social control by public administration. We show how organisations for social work have developed and played an important role since the 19th century and that social investigation should be seen as a hub for the practice. The work now mediated though professional organisations was initially performed by volunteers. In the early 20th century, volunteers and employed social workers cooperated, where social investigation was a central task for social workers. In the 1960s and ‘70s, more social workers were educated, the importance of social investigation was highlighted, and volunteers became subordinated to paid social workers. The legal professions have throughout the process had a role in making decisions, but not in the performance of investigating or executing procedures.

The F. tularensis type A strain FSC198 from Slovakia and a second strain FSC043, which has attenuated virulence, are both considered to be derivatives of the North American F. tularensis type A strain SCHU S4. These strains have been propagated under different conditions: the FSC198 has undergone natural propagation in the environment, while the strain FSC043 has been cultivated on artificial media in laboratories. Here, we have compared the genome sequences of FSC198, FSC043, and SCHU S4 to explore the possibility that the contrasting propagation conditions may have resulted in different mutational patterns. We found four insertion/deletion events (INDELs) in the strain FSC043, as compared to the SCHU S4, while no single nucleotide polymorphisms (SNPs) or variable number of tandem repeats (VNTRs) were identified. This result contrasts with previously reported findings for the strain FSC198, where eight SNPs and three VNTR differences, but no INDELs exist as compared to the SCHU S4 strain. The mutations detected in the laboratory and naturally propagated type A strains, respectively, demonstrate distinct patterns supporting that analysis of mutational spectra might be a useful tool to reveal differences in past growth conditions. Such information may be useful to identify leads in a microbial forensic investigation.

A robust, rapid and flexible real-time PCR assay for hierarchical genetic typing of clinical and environmental isolates of Francisella is presented. Typing markers were found by multiple genome and gene comparisons, from which 23 canonical single nucleotide polymorphisms (canSNPs) and 11 canonical insertion-deletion mutations (canINDELs) were selected to provide phylogenetic guidelines for classification from genus to isolate level. The specificity of the developed assay, which uses 68 wells of a 96-well real-time PCR format with a detection limit of 100 pg DNA, was assessed using 62 Francisella isolates of diverse genetic and geographical origins. It was then successfully used for typing 14 F. tularensis subsp. holarctica isolates obtained from tularemia patients in Sweden in 2008 and five more genetically diverse Francisella isolates of global origins. When applied to human ulcer specimens for direct pathogen detection the results were incomplete due to scarcity of DNA, but sufficient markers were identified to detect fine-resolution differences among F. tularensis subsp. holarctica isolates causing infection in the patients. In contrast to other real-time PCR assays for Francisella, which are typically designed for specific detection of a species, subspecies, or strain, this type of assay can be easily tailored to provide appropriate phylogenetic and/or geographical resolution to meet the objectives of the analysis.

Francisella tularensis is a potent mammalian pathogen well adapted to intracellular habitats, whereas F. novicida and F. philomiragia are less virulent in mammals and appear to have less specialized lifecycles. We explored adaptations within the genus that may be linked to increased host association, as follows. First, we determined the genome sequence of F. tularensis subsp. mediasiatica, the only subspecies that had not been previously sequenced. This genome, and those of 12 other F. tularensis isolates, were then compared to the genomes of F. novicida (three isolates) and F. philomiragia (one isolate). Signs of homologous recombination were found in approximately 19.2% of F. novicida and F. philomiragia genes, but none among F. tularensis genomes. In addition, random insertions of insertion sequence elements appear to have provided raw materials for secondary adaptive mutations in F. tularensis, e.g. for duplication of the Francisella Pathogenicity Island and multiplication of a putative glycosyl transferase gene. Further, the five major genetic branches of F. tularensis seem to have converged along independent routes towards a common gene set via independent losses of gene functions. Our observations suggest that despite an average nucleotide identity of >97%, F. tularensis and F. novicida have evolved as two distinct population lineages, the former characterized by clonal structure with weak purifying selection, the latter by more frequent recombination and strong purifying selection. F. tularensis and F. novicida could be considered the same bacterial species, given their high similarity, but based on the evolutionary analyses described in this work we propose retaining separate species names.

This article discusses how new kinds of individual needs develop parallel to the changes in the welfare state. From a study of Victim Service in Sweden it is shown how this organisation has grown parallel to the changes in the welfare state. In the empirical material it is also shown that the need of support often comes from secondary victimisation. Those who are helped by Victim Support are often people with loose bonds to society and people of low class. As victims they can get help from Victim Support, but the need derives from lacking service in the welfare state. NGOs have come to complement and strengthen organisations in the public sector when the welfare state has weakened. At the same time as the neo-liberal conception of crime, threats and risk has replaced the social democratic ideas of social security.
