Agriculture is vital for economic growth in sub-Saharan Africa. In Rwanda and Zambia, the sector drives economic output, particularly the horticulture sector, which has emerged as a significant contributor to export revenue and employment for resource-poor rural communities. As agri-food value chains become globally connected, there are increasing concerns about food safety and both the social and environmental sustainability benefits of production, which has underscored the need for producers to comply with certain regulatory standards. This paper uses a value chain analysis approach to assess the factors influencing compliance among smallholder fresh fruit and vegetable (FFV) producers in Zambia and Rwanda, and identify practices essential for achieving widespread compliance, to enhance the competitiveness of the sector. The data were gathered from 340 FFV farmers and key informants using structured questionnaires. The results reveal that the value chains for target FFVs are still traditional, predominantly targeting local markets. These markets pose low barriers to entry for smallholders, and often with few safety and quality requirements. As such, there remains a paucity of understanding of market needs and regarding quality and safety standards amongst smallholders, which, coupled with low-input, low-technology farming methods, and inadequate pre- and post-harvest handling, limit the market potential. To bridge these gaps, this study recommends organising farmers into legally recognised entities, to enable access to compliance information, reduce transaction costs, and provide access to high-quality niche markets through public–private partnerships. Purpose: We assessed the effectiveness of Village-based Advisors (VBAs) as a novel approach for scaling up improved common bean technologies in southern highlands of Tanzania. Design/methodology/approach: Data were gathered through focus group discussions (FGDs) and interviews with 11 VBAs and 102 farmers (37% female). The effectiveness of VBAs was assessed based on farmer reach, farmer knowledge, and application of new technologies. Findings: VBAs played important roles in reaching a wide audience of farmers, with common bean technologies. There was evidence of uptake of promoted common bean practices by farmers, enhanced by judicious incentives such as higher yields, increased land productivity, and labor-saving. VBAs shared information mainly through farm visits and community meetings. Extension materials facilitated VBA engagement of farmers even in informal settings, enhancing information flow beyond village boundaries. The current success of the VBA approach stems from the fact that VBAs are motivated by the rewards they receive--both cash and non-cash. Practical implications: VBAs are relevant in scaling up improved common bean technologies in rural Tanzania and similar settings, because of farmer understanding and trust. For sustainability, there is need to develop a more systematic incentive structure for VBAs through business development, and knowledge enhancement to keep pace with innovations to address emerging production challenges. Theoretical implications: Access to extension service providers who are knowledgeable of farmers' context enhances learning and uptake of innovations. Originality/value: Results fill information gap on the effectiveness of VBAs as knowledge and input disseminators, achieving scale of farmer reach with agricultural innovations.

This study quantified crop losses and economic impacts associated with papaya mealybug (Paracoccus marginatus) infestation in Kenya and identified the most important predictors of papaya tree (Carica papaya L.) yield losses through a household survey of 404 farmers. At least 95% male and 88% female respondents correctly identified papaya mealybug. Papaya was the most affected crop by the pest, with 73% of the respondents indicating that a major part (>60%) of their trees was affected. The estimated papaya yield losses due to papaya mealybug were 57%, with an associated annual economic loss of US$3,009 per ha at the farm level and US$29.8 million at the national level. Regression analysis showed significant yield-reducing effects with high infestation levels of papaya mealybug, use of local varieties, and use of indigenous pest control practices. Economic losses differed significantly by county, with the highest losses reported in Mombasa. Male farmers reported higher losses than their female counterparts. An assessment of the challenges and capacity gaps in smallholder access to digital extension and advisory services (EAS) was made by surveying 197 female and 239 male farmers in Kenya and Uganda. Non-digital extension approaches remain dominant but at least 78% of farmers accessed EAS from electronic sources dominated by radio. This is attributed to the fact that ownership of radios was more widespread than of other digital devices. Challenges that particularly limit the use of digital services included low digital literacy and prohibitive cost of internet and mobile devices. Female and elderly farmers were more likely to report these challenges than their counterparts. Logistic regression model results show that ownership of digital devices, participation in post-production activities, and access to extension were enablers of digital EAS use. Farmers mentioned gaps in obtaining information on crop pest/disease diagnosis and management, fertilizer application, pesticide safety and quality seed. Given the diversity in smallholder technological capabilities and information needs, the recommendations made include integration of digital communication within multimode advisory services that use different but linked communication channels, continued farmer digital innovation capacity enhancement, and participatory design approaches that deliver relevant and actionable information for inclusive scaling of extension activities. Sustainable agricultural intensification (SAI) practices have been developed with the aim of increasing agricultural productivity. However, most of them are not achieving their potential because of low adoption, linked to limited extension support to make them known and accessible by end-users. This paper reviews the effectiveness of the Africa Soil Health Consortium (ASHC) extension-based campaigns, contributing knowledge for formulating novel and cost-effective extension approaches. Results show that ASHC campaigns achieved scale of farmer reach and spurred adoption of promoted SAI technologies. Adoption levels for a range of practices were at least 20%, which favourably compares with reported adoption rates for the training and visit extension approach; 1-7% and 11-21% for complex and simple practices respectively. In comparison to a single channel, exposure to multiple communication approaches was associated with higher uptake of promoted practices and technologies, and also increased participation of men, women and youth, by addressing inherent differences in access to, proficiency with, and preferences of communication channels. Success factors associated with ASHC campaigns were; the deployment of multiple and complementary information channels; harnessing public-private partnerships to establish sustainable input supply chains; and development of localized content and fit-for-purpose information materials to facilitate information diffusion. BACKGROUND Since first reported in Botswana, fall armyworm (FAW) continues to be a threat to crop production. This study aimed to estimate impacts of FAW on yield and farmers' livelihoods in Botswana, and to obtain data that could be extrapolated to national level. Further, farmer knowledge of the pest, management practices and pesticide use for FAW management were assessed. RESULTS: In fact, 76% of the 220 respondents had seen FAW in their farms in the 2018/2019 cropping season, affecting almost the entire and about half of cultivated area for maize and sorghum, respectively. Thus, 51% of the respondents implemented FAW control measures, with chemical pesticides (27%) being the most common management against FAW. Only 33% of respondents in 2018/2019 were food self‐sufficient, as opposed to 80% in an ordinary year, with farmers who reported not to have been affected by FAW more likely to be insufficient with food (88%) compared to 60% of the farmers who reported FAW attack. Drought was ranked the major stress experienced by the famers (35%), and also showed significant yield reducing effects on maize yield with pest and diseases reported second most important. Pesticides (20%) and training on pest management (18%) were the top ranked needs by farmers interviewed. CONCLUSIONS: This study confirms the impact and threat of FAW to crop production in Botswana. Chemicals remain the go‐to control option by a majority of the farmers. Other low‐risk technologies exist and are proposed for adoption in the management of FAW. Of note is the acknowledgement that a single control strategy will not be effective against FAW and as such integrated pest management (IPM) on an area‐wide scale is needed to achieve best results. Since 2016, the invasive fall armyworm (FAW), Spodoptera frugiperda, has been one of the most rapidly spreading and highly devastating maize pests across Africa and Asia. Although several studies have estimated the effect of FAW on maize yield, little is known about its impact on broader welfare outcomes. Using data from smallholder maize‐growing households in Zimbabwe, this article aimed to measure the impact of FAW on household income and food security, as well as the extent to which the adoption of a control strategy can help mitigate the negative welfare impacts due to FAW invasion. Regression results showed that households affected by FAW were 12% more likely to experience hunger, as measured by the household hunger scale. A disaggregated analysis indicated that minor FAW infestation did not exert significant impacts on incomes and food security, but severe level of infestation reduced per capita household income by 44% and increased a household's likelihood of experiencing hunger by 17%. We also found that compared to unaffected households, the FAW‐affected households who failed to implement a control strategy had a 50% lower per capita household income, while their counterparts that implemented a control strategy did not suffer a significant income loss. These findings point to the need to promote strategies to prevent high infestation levels of FAW so as to mitigate its detrimental welfare effects. [ABSTRACT FROM AUTHOR]

Smallholder farmers represent the majority of food producers around the world, yet they are often the most at risk of suffering yield gaps and not achieving their production potential. Ecological Intensification (EI) is a knowledge intensive approach to sustainable agricultural intensification which utilizes biodiversity‐based ecosystem services to support greater yield and reduce reliance on agrochemical inputs. Despite the potential benefit of EI based practices, uptake by smallholders is not as widespread as it could be. Here we test the hypothesis that application of EI on smallholder farms in Kenya is a viable approach that could be taken in order to enhance food security. Focusing on natural pest control and crop pollination, we used farmer surveys to explore the potential for EI in central Kenya. We identified to what extent farm typology and access to knowledge determine the incentives and barriers facing smallholder producers and how this influences optimal pathways for sharing knowledge and providing extension services. We found considerable potential for EI of smallholder farms in this region; most farmers grew insect pollinated crops and some farmers already employed EI practices, while others relied heavily on chemical pesticides. Based on physical, social, and economic factors, three farm typologies emerged including "semi‐commercial," "market orientated," and "subsistence." These typologies influenced the appropriate EI practices available to farmers, as well as routes through which knowledge was shared, and the extent to which extension services were utilized. We propose that to support effective uptake of EI practices, smallholder farm heterogeneity should be acknowledged and characterized in order to target the needs and capabilities of farmers and identify appropriate knowledge sharing and support pathways. Background: Although Kenya has a relatively high number of registered biopesticide products, little is known about biopesticide use by smallholders. This paper documents farmers' current use and perception of chemical pesticides and biopesticides, their willingness to pay for biopesticides, and the key challenges to biopesticide uptake. Results: A survey found that chemical pesticides are used widely by smallholders despite awareness of the risks to human health and the environment. Almost half of respondents showed awareness of biopesticides, but current use in the survey localities was low (10%). Key reasons for the low use of biopesticides by smallholders in this study are: perceptions of effectiveness, primarily speed of action and spectrum of activity, availability and affordability. Smallholders who used biopesticides cited effectiveness, recommendation by advisory services and perception of safety as key reasons for their choice. Although farmers viewed both pesticides and biopesticides as costly, they invested in the former due to their perceived effectiveness. Average willingness to pay, above current chemical pesticide expenditures per cropping season was 9.6% (US$5.7). Willingness to pay differed significantly between counties, and was higher among farmers with more education or greater awareness of the health risks associated with pesticide use. Conclusion: This study confirms the low use of biopesticide products in the survey areas, alongside high use of conventional chemical pesticides. In order to promote greater uptake of biopesticides, addressing farmers' awareness and their perceptions of effectiveness is important, as well as increasing the knowledge of those providing advice and ensuring registered products are available locally at competitive prices. © 2020 The Authors. BACKGROUND: This paper documents farmer perceptions and management practices for fall armyworm (Spodoptera frugiderda J.E. Smith), providing a baseline for the development of sustainable pest management strategies. RESULTS: 91% of farmers correctly identified fall armyworm, and reported it as the most important maize pest during 2016/2017 cropping season, affecting nearly half of cultivated area. Estimated maize yield loss during the season, attributed to fall armyworm was 28%. A majority of farmers (60%) used pesticides for fall armyworm control, along with other cultural/physical practices – hand picking and crushing egg masses/caterpillars (36%), and application of ash/sand in the funnel (19%). Farmers used various pesticide active ingredients, and protective measures were inadequate; >50% of farmers did not use any protective measures while spraying. Significantly more male than female farmers used pesticides (P = 0.05), and the reverse was true for cultural practices. Significant maize yield differences (P = 0.001) were observed by gender, attributed to differences in utilization of production inputs/practices. At least 77% of farmers received and shared agricultural advice, which can be optimized to spread information on fall armyworm management options. CONCLUSION: Increased use of pesticides to manage fall armyworm poses health and environmental risks, besides the high cost for farmers and governments. Research into cultural and indigenous practices used by farmers will offer opportunities for alternative and sustainable management practices. Research efforts should pay attention to gender differences in access to resources and inputs. Tackling fall armyworm at the farm level, and averting yield losses will require integrated messaging addressing other production risks. © 2019 The Authors. African indigenous vegetables (AIVs) hold potential to address food security and nutrition in Africa. Their production and consumption remain constrained by lack of quality seed. Efforts to promote commercial seed production lack information about the effective demand of AIV seed. This study estimated derived demand for input seed in central Uganda using trans-log production model. Own-price and cross-price elasticities for production inputs were estimated using marginal approach. Seed demand analysis showed that farmers would utilise seed from market sources of approximately 32 tons per year, against current formal supply of 4.4 tons. Estimated price elasticities showed that purchased seed was less sensitive to its own price, implying less significant effect of price change on the quantity of seed demanded over time. Seed production exhibited higher gross margins and returns to labour day compared to vegetable production, suggesting prospects of profitability and sustainability of farmer-seed enterprises as an alternative source of quality seed for farmers. This paper aimed to provide empirical evidence on the links between farm diversity and resource use efficiency. Using farm typology and stochastic production frontier approaches, we grouped households into those pursuing similar livelihood strategies and assessed their resource use efficiency. At 60% coefficient of similarity, we identified three distinct farm types – Farm-specialised, Diversified and Off-farm specialised. Significant (p < 0.01) differences across farm types were observed for, the proportion of income from farming, farmed area, and land use patterns, confirming these as good indicators for distinguishing between farm types. Over 50% of surveyed households were categorised as Diversified and Off-farm specialised, and mainly pursued off-farm livelihood strategies. Farm-specialised households pursued mainly farm-based activities and earned higher net incomes compared to other farm types. However, they exhibited technical inefficiency in the use of labour and fertiliser compared to other farm types. Access to extension and commercial orientation showed significant (p < 0.01) positive effect on technical efficiency for Farm-specialised households. Results have implications for policies and programmes aimed at improving agricultural productivity. There is need to focus support on interventions that make a significant contribution to farm efficiency, in particular, extension services and market access. Agricultural programmes are likely to be successful if they are targeted to households reliant on agriculture, while, off-farm households could be oriented towards off-farm agri-enterprises such as processing and marketing. Climate change adaptation is a priority and is fundamentally about sound and resilient development tailored to local conditions and needs. Several researchers have underscored the importance of community-based adaptation in achieving this. This article examines community-based approaches in order to build an understanding of community vulnerability to current and future climate risks in eastern Uganda. Primary data were collected at the community and household level applying participatory vulnerability and capacity assessment, in-depth household, and key informant interviews. Major climate risks in eastern Uganda that exacerbate community and household vulnerability are heavy and erratic rainfall leading to landslides in hilly areas and floods in low-lying areas, and droughts within the year and mid-season, affecting crop and livestock yields. Communities and households have innovative coping mechanisms based on past experiences, local knowledge and expertise albeit in an ad hoc manner. Household labour endowment, farm size, livestock ownership, access to weather information and credit positively and significantly affect the adoption of adaptation technologies by households. At community level, inherent knowledge and skills, and social and financial capital, play a critical role in shaping adaptation to climate risks. This study therefore strongly suggests that analyses of climate change impacts and design of adaptation projects should take into account community perspectives, knowledge and resources. Government and other stakeholders should identify and evaluate potential, location-specific adaptation measures, and incorporate them into the country's development policy and management practices particularly national development plan. Fall armyworm (FAW) is a new invasive pest that is causing devastating effects on maize production and threatening the livelihoods of millions of poor smallholders across sub-Saharan Africa and Asia. Using unique survey data from 2356 maize-growing households in Ghana, Rwanda, Uganda, Zambia and Zimbabwe, we examined how smallholder farmers are fighting this voracious pest. In particular, we assessed the FAW management strategies used by smallholders, socio-economic factors driving the choice of the management options, the complementarities or tradeoffs among the management options, and the (un)safe pesticide use practices of farmers. Results showed that smallholder farm households have adopted a variety of cultural, physical, chemical and local options to mitigate the effects of FAW, but the use of synthetic pesticides remains the most popular option. Results from multivariate probit regressions indicated that the extensive use of synthetic pesticides is driven by household asset wealth, and access to subsidised farm inputs and extension information. We observed that farm households are using a wide range of pesticides, including highly hazardous and banned products. Unfortunately, a majority of the households do not use personal protective equipment while handling the pesticides, resulting in reports of acute pesticide-related illness. Our findings have important implications for policies and interventions aimed at promoting environmentally friendly and sustainable ways of managing invasive pests in smallholder farming systems.
