Annual vehicle kilometres travelled (VKT) is a long used index of car use. Usually, the annual VKT, as reported by respondents, is used for the analysis. But the reported values almost systematically contain approximations such as rounding and heaping. We apply a latent class approach in modelling VKT to account for this problem developed by Heitjan and Rubin (J Am Stat Assoc 85(410):304–314, 1990; Ann Stat 19(4):2244–2253, 1991). Our model takes the form of a mixture of ordered probit models. The level of coarseness in reporting is considered as a latent variable that determines a category the respondent may belong to. Ordered response probit models of VKT are developed for each category. Thresholds are predetermined and model the level of coarseness that relates to the category. Annual VKT is itself assumed to affect the level of coarseness in reporting, thus included as an explanatory variable of the latent coarseness model. It is also modelled by an ordered probit model. The data set used in this study is a panel data of French households’ vehicle ownership (Parc-Auto panel survey). The results confirm that the longer VKT results in a larger coarseness in the report. The results also suggest that the coarseness in the report of VKT is larger for commuting car than others. The coefficient estimates on the VKT function are not statistically different from those estimated by conventional regression model of VKT. However, the estimated variance of the error term and the standard errors of the coefficient estimates in the VKT function for the proposed model are smaller than those for conventional regression model, implying that the proposed model is more efficient to investigate the effect of the explanatory variables on VKT than the conventional regression model., ファイル公開：2021/06/01

The Global Positioning System (GPS) has motivated rapid advances in mobility data collection. A massive amount of spatio-temporal information has made it possible to know where a person was and when, but not how and why (s)he travelled, creating the need for inference models. Compared with mode detection, purpose imputation has been insufficiently studied. However, the relative lack of attention to purpose identification does not mean that this field has not emerged. For this paper, which is the first review dedicated to inferring trip purposes from GPS data, 1,162 non-duplicate papers from four databases (Scopus, Web of Science, ScienceDirect and TRID) were screened, and a corpus of 25 publications was selected for examination. Based on these papers, the purpose imputation problem is defined in the contexts of the evolution of GPS-based travel surveys and two research domains, Transportation Science (TS) and Human Geography (HG). Subsequently, three steps of the purpose detection process, namely (1) trip end detection, (2) input feature selection and (3) main algorithms and validation, are surveyed. During these procedures, the differences between studies in TS and those in HG are highlighted. Finally, unresolved issues related to data and feature selection, algorithms and assessment are discussed substantially to provide potential research directions. This review may be an informative reference for those newly accessing the GPS-based purpose imputation field and/or intending to develop solutions to this problem.

This phenomenon has been attributed not only to conventional economic factors (stagnation of incomes, upward volatility in fuel prices) and to re-urbanization linked to metropolisation, but also to demographic factors (ageing of the population, longer life cycle stages leading in particular to delay the passage of the driving license in the younger generations). The economic recovery, albeit rather slow, and a significant drop in the price of oil in 2014 favored a certain revival of traffic growth in several countries (U.S.A., Germany, France, ...); but what about the structural factors and how to predict medium-term developments? We have already dealt with these questions via Age-Period-Cohort models, and more often Age-Cohort (AC). In view of the over-determination generated by the mechanical link between these three factors, we propose a Life Expectancy-Period-Cohort model (EPC); indeed, by replacing age by life expectancy at this age and at each date, the model can be directly estimated keeping the three components, while making this approach more consistent with the extension of life cycle stages (longer studies, women having their children in their thirties, postponement of retirement age, ...). Period effects are specified by introducing the income of the household and a fuel price index as explanatory variables. The results are compared with those of various previous models. The scope is the adult population (i.e., of driving age), considering three phases for automobile behavior: - to pass the driver?s license, - to be the main user of a vehicle, - to ride (annual mileage) or frequency of use of the vehicle. Once the model is estimated on the data of the Parc-Auto Kantar-SOFRES 1994-2016 panel survey, an example of medium-term (horizon 2030) projection of the annual mileage is presented, being aware that in the long term the technical innovations (autonomous vehicle, electric and hybrid engines) and organizational evolution (car sharing, carpooling, ...) are likely to fundamentally change the conditions of use of the car.; Dans la plupart des pays industrialisés, après plusieurs décennies de croissance progressivement ralentie, la circulation automobile globale a stagné dans les années 2000. Ce phénomène a été attribué non seulement aux facteurs économiques classiques (stagnation des revenus, volatilité des prix du carburant orientés à la hausse) et à une certaine ré-urbanisation liée à la métropolisation, mais aussi aux facteurs démographiques (vieillissement de la population, allongement des étapes du cycle de vie amenant notamment la jeune génération à retarder le passage du permis de conduire,...). La lente reprise de l'économie et une baisse sensible du prix des carburants en 2014 ont favorisé une certaine reprise de la croissance des trafics dans plusieurs pays (France, Allemagne, U.S.A., etc.). Qu'en est-il maintenant des facteurs structurels et comment mettre en oeuvre des projections à moyen terme ? Dans des travaux antérieurs, nous avons traité ces questions en utilisant des modèles Age-Cohorte, puis Age-période-Cohorte, avec la difficulté que le modèle n'est pas identifiable quand la période est représentée par l'année calendaire et la cohorte par l'année de naissance, vue la relation linéaire liant ces trois composantes. Pour contourner cette difficulté, nous remplaçons l'âge par l'espérance de vie à chaque date d'observation compte tenu de l'âge. Le modèle devient ainsi identifiable en gardant ses trois composantes, ce qui permet de mettre en évidence les effets de l'allongement des différentes étapes du cycle de vie (études plus longues, arrivée plus tardive des enfants, recul de l'âge de la retraite, etc.). Les effets de période sont spécifiés par le niveau de vie du ménage (revenu réel par unité de consommation) et le prix du carburant (essence ou gazole). Les résultats sont comparés avec ceux de différents modèles utilisés dans nos travaux antérieurs (effet d'âge fixe avec différentes années de référence, Age-Cohorte). Le champ est la population adulte, c'est-à-dire en âge de conduire ; et les comportements automobiles sont décomposés en trois phases : - Passer le permis, - Etre le conducteur principal d'un véhicule, - rouler (kilométrage annuel ou fréquence d'utilisation de la voiture). Les modèles sont estimés sur la série 1994-2016 des vagues du panel ParcAuto KANTAR-TNS-SOFRES, avec des exemples de projection à différents horizons temporels, sachant qu'à long terme les innovations technologiques (moteurs électrique et hybrides, véhicule autonome) et organisationnelles (covoiturage et voiture partagée) sont susceptibles de modifier en profondeur les comportements.

In most developed countries, total car driving is stagnating since the early 2000s. This trend can be attributed primarily to people living in the largest urban areas: trips have become less frequent (with unbroken workdays) and less exclusively taken by car (as more young adults adopt multimodal behaviors). A review of the literature shows that demography is an important factor explaining peak car. It is examined through case studies from cities of different level of development. To represent developed economies we chose Lille in the North of France, and Montreal in Canada. For the emerging economies we chose two Mexican cities, Juarez, on the northern border of Mexico where the level of motorization is quite high, and Puebla more traditional, where car ownership is lower. A straightforward combination of fixed mobility by age group with the evolving number of inhabitants suggests that the demographic transition (i.e. a slower growth of the number of inhabitants with population ageing) shows a peak in the total amount of car travel. Then, considering travel behavior in terms of distance travelled per person per day, an age-cohort demographic projection model is implemented for each case-study in order to consider the extent to which, and in what time frame, the trends observed in developed cities could spread southward to the emerging economies.; Dans la plupart des pays développés, la conduite automobile totale stagne depuis le début des années 2000. Cette tendance peut être attribuée principalement aux personnes vivant dans les bassins urbains les plus larges: les déplacements sont devenus moins fréquents (avec des journées de travail intenses) et moins exclusivement en voiture (plus de jeunes adultes adoptent des comportements multimodaux). Une revue de la littérature montre que la démographie est un facteur important pour expliquer le "peak car". Il est examiné à travers des études de cas de villes de différents niveaux de développement. Pour représenter les économies développées, nous avons choisi Lille dans le nord de la France et Montréal au Canada. Pour les économies émergentes, nous avons choisi deux villes mexicaines, Juarez, à la frontière nord du Mexique où le niveau de motorisation est assez élevé, et Puebla plus traditionnel, où la possession d'une voiture est plus faible. Une combinaison directe de la mobilité fixe par groupe d'âge et de l'évolution du nombre d'habitants suggère que la transition démographique (c'est-à-dire une croissance plus lente du nombre d'habitants avec le vieillissement de la population) marque un pic dans le nombre total de déplacements en voiture. Ensuite, en considérant le comportement en termes de distance parcourue par personne et par jour, un modèle de projection démographique par cohorte d'âge est mis en oeuvre pour chaque étude de cas afin de déterminer dans quelle mesure et dans quel délai les tendances observées dans les villes développées pourraient s'étendre vers le sud aux économies émergentes.

This paper discusses the related issues associated with dealing with immobility and survey non-response within survey design, sampling protocols and for different survey instruments and methodological approaches. How to develop new tools and methods to capture the travel under-surveyed, ‘hard to reach’ and ‘survey shy’ populations was discussed. Also, how to adapt standard survey designs and sampling approaches to include overlooked population sectors, such as young people, non-travellers and the residents of informal settlements in developing countries. The paper recommends that best known practice in this area is a long way from common practices, and that the academic, commercial consultancy and policy worlds are very different places. This raises the need to develop some minimum standards/checklists of survey inclusion protocols, together with basic training on sample composition, screening and proxy data recording.

The objective is to analyse the evolution of car ownership and use in the Paris region according to the standard of living of households and the place of residence (Paris, inner suburbs and outer suburbs). Based on annual panel surveys from 1974 to 2013, we show that a maximum of car use has been reached in the 1990s in the Paris region but the date of appearance of car ownership and use saturation differs according to the zone of residence (earlier in the City of Paris). The Gini index and the Q4/Q1 ratio are also computed to describe the evolution of inequalities in the population. In the Paris region, car ownership and use inequalities have strongly reduced since the 1970s. However, the levels of inequalities are higher in dense areas than in the outer suburbs where the necessity to own a car tends to homogenise travel behaviour. Last, if the Gini index is low because global inequalities are weak, inequalities remain important for low-income groups, especially in the outer suburbs where the indicators have to be interpreted as indicators of inequity.

International audience; At the aggregate level, the growth in individual car use (in vehicle*kilometres per adult) over time has considerably slowed down in France in the 2000s, but is this tendency observed whatever the area and standard of living? Relying on annual data drawn from the French Household Continuous Surveys (1974–1994) and the Car Fleet surveys (1994–2010), time-series of annual mileage per adult is compared in the four quartiles of the household income scale, in three types of zone: core cities, suburbs and low-density areas. We observe that the recent stagnation of individual car use is a general phenomenon, as it has occurred in all the income groups and in all the areas, but at different levels and moments in time nonetheless. In the 2000s, fuel price has dramatically increased, providing a likely explanation for the slowdown observed in the time-series. Using a Chapman–Richards growth model where the saturation level depends on economic factors, we disentangle their effect from the diffusion process of individual car use over time. As expected, the saturation level is found to be an increasing function of income, and a decreasing function of fuel price and population density. Besides, the estimation results show that the diffusion of individual car use among low-income households in 2010 was still ongoing in all the types of zone, while it was ending for high-income households. Moreover, the model assumes that the fuel price sensitivity of individual car use is decreasing as the standard of living raises: it is probably the combination of these effects that has led the annual mileage per adult to stabilize in the 2000s.

In most industrialised countries, it can be seen that urban mobility and car traffic have stagnated since the early 2000s. In France, the report on traffic conducted by the National Transport Accounts Commission shows a similar break in the trend, which was confirmed by household travel surveys (EMDs) in most major cities, including Lille, Lyon and Strasbourg, and later by the National Transport and Travel Survey (ENTD), which shows that the trend can be attributed primarily to people living in large urban areas and provides an overall view of mobility: trips have become less frequent (with unbroken workdays) and less exclusively taken by car (as more young adults adopt multimodal behaviours), and car ownership is decreasing in the centre of greater Paris, as, for that matter, in the centre of London. Does this levelling-off of traffic suggest that the saturation point is near (with a decoupling of traffic and income trends in the most densely populated areas or above a certain standard of living) or, rather, a cancelling out of opposite trends (continued growth in rural and suburban areas and decline amongst residents of the most densely populated areas) ? Is this a structural phenomenon (population ageing, etc.) or a cyclical one linked to rising and volatile fuel prices and the recession? We shall explore these issues in the light of data collected in France, supplemented by selected data from other developed countries, and then move on to a comparison with a number of Mexican cities in order to consider the extent to which, and in what timeframe, these trends could spread southward to the emerging economies.; Dans la plupart des pays industrialisés on assiste depuis le début des années 2000 à une stagnation de la mobilité urbaine et du trafic automobile. En France, le Bilan de la Circulation établi par la Commission des Comptes Transport de la Nation montre une rupture de tendance analogue qui a été confirmée par les Enquêtes Ménages Déplacements (EMD) dans la plupart des grandes villes, notamment Lille, Lyon, Strasbourg, puis par l'Enquête Nationale Transport et Déplacements (ENTD) qui permet de l'imputer essentiellement aux habitants des grands pôles urbains et de la resituer dans une vision d'ensemble de la mobilité: les déplacements sont moins fréquents (journée continue) et moins exclusivement automobiles (comportements multi-modaux des jeunes adultes), la motorisation des ménages décroît au coe½ur de l'agglomération parisienne comme d'ailleurs de celle de Londres... Ce plafonnement de la circulation traduit-il l'approche de la saturation (découplage entre évolutions des trafics et des revenus dans les régions les plus denses ou au-delà d'un certain niveau de vie ?) ou plutôt la superposition d'évolutions contraires (poursuite de la croissance chez les ruraux et péri-urbains vs. recul chez les habitants des zones les plus denses) ? S'agit-il d'un phénomène structurel (vieillissement de la population...) ou conjoncturel lié à l'augmentation et à la volatilité du prix des carburants, à la récession ? Nous examinerons ces questions à la lumière de données collectées en France, complétées par quelques données de pays développés pour ensuite les comparer à quelques villes mexicaines, afin d'envisager dans quelle mesure et à quel horizon ces tendances pourraient s'étendre dans les pays du Sud.

International audience; In this paper we challenge the prevailing practice of conducting one-off cross-sectional mobility surveys, making a case for change on the basis of usefulness and cost-effectiveness. We believe that urban areas over say, one million inhabitants, should collect mobility data on a continuous basis as part of their efforts to guarantee sustainable development. This would allow them to gain a proper understanding of the pressing environmental and transport-related issues of today's world, as well as of the effects of economic growth and price (especially for fuel) volatility. In our scope we include panel data (i.e. information from a smaller sample of respondents who are interviewed at different points in time, hopefully during several years), as this type of information is unique in its ability to help understanding behavioural changes and the impact of time-related effects, such as habit and inertia. We revise the state of affairs in different parts of the world, not limiting ourselves to urban data. Continuous surveys, on-going surveys, panel surveys.

This thesis is breathing new life into the location choice models of establishments. The need for methodological advances in order to more realistically model the complexity of establishment decision-making processes, such as their optimal location choices, is the key motivation of this thesis. First, location choice models use geo-referenced data, for which choice sets have an explicit spatial component. It is thus critical to understand how to represent spatial aspect in location choice models. The final decision of an establishment seems to be related to the surrounding economic landscape. When accounting for the linkage between neighboring observations, the decision on the spatial weight matrix specification must be made. Yet, researchers overwhelmingly apply the Euclidean metric without realizing its underlying assumptions and its alternatives. This representation has been originally proposed due to scarce data and low computing power, rather than because of its universality. In areas, such as the Paris region, where high congestion or uncrossable physical barriers problems clearly arise, distances purely based on topography may not be the most appropriate for the study of intra-urban location. There are insights to be gained by mindfully reconsidering and measuring distance depending on a problem being analyzed. Rather than locking researchers into a restrictive structure of the weight matrix, this thesis proposes a flexible approach to intimate which distance metric is more likely to correctly account for the nearby markets depending on the sector considered. In addition to the standard Euclidean distance, six alternative metrics are tested: travel times by car (for the peak and off-peak periods) and by public transit, and the corresponding network distances. Second, what makes these location choices particularly interesting and challenging to analyze is that decisions of a particular establishment are interrelated with choices of other players.These thorny problems posed by the interdependence of decisions generally cannot be assumed away, without altering the authenticity of the model of establishment decision making. The conventional approaches to location selection fail by providing only a set of systematic steps for problem-solving without considering strategic interactions between the establishments in the market. One of the goals of the present thesis is to explore how to correctly adapt location choice models to study establishment discrete choices when they are interrelated.Finally, a firm can open a number of units and serve the market from multiple locations. Once again, traditional theory and methods may not be suitable to situations wherein individual establishments, instead of locating independently from each other, form a large orgnization, such as a chain facing a fierce competition from other chains. There is a necessity to incorporate interactions between units within the same and competing firms. In addition, the need to state a clear difference between the daytime and nighttime population has been emphasized. Demand is represented by pedestrian and car flows, the crowd of potential clients passing through the commercial centers, train and subways stations, airports, and highly touristic sites. The Global Survey of Transport (EGT 2010), among others, is of service to reach this objective. More realistically designed location choice models accounting for spatial spillovers, strategic interaction, and with a more appropriate definition of distance and demand can become a powerful and flexible tool to assist in finding a befitting site. An appropriately chosen location in turn can make an implicative difference for the newly-created business. En plus de la distance euclidienne standard, six autres mesures sont testées : les temps de déplacement en voiture (pour les périodes de pointe et hors pointe) et en transport en commun, ainsi que les distances de réseau correspondantes.Par ailleurs, les décisions d’un établissement particulier sont interdépendantes des choix d’autres acteurs, ce qui rend les choix de localisation particulièrement intéressants et difficiles à analyser. Ces problèmes épineux posés par l’interdépendance des décisions ne peuvent généralement être négligés sans altérer l’authenticité du modèle de décision d’établissement. Il est possible d’acquérir des connaissances en reconsidérant et en mesurant la distance en fonction du problème analysé. Plutôt que d’enfermer les chercheurs dans une structure restrictive de la matrice de pondération, cette thèse propose une approche souple pour identifier la métrique de distance la plus susceptible de prendre en compte correctement les marchés voisins selon le secteur considéré. En plus de la distance euclidienne standard, six autres mesures sont testées : les temps de déplacement en voiture (pour les périodes de pointe et hors pointe) et en transport en commun, ainsi que les distances de réseau correspondantes.Par ailleurs, les décisions d’un établissement particulier sont interdépendantes des choix d’autres acteurs, ce qui rend les choix de localisation particulièrement intéressants et difficiles à analyser. Ces problèmes épineux posés par l’interdépendance des décisions ne peuvent généralement être négligés sans altérer l’authenticité du modèle de décision d’établissement. Les approches classiques de la sélection de localisation échouent en ne fournissant qu’un ensemble d’étapes systématiques pour la résolution de problèmes sans tenir compte des interactions stratégiques entre les établissements sur le marché. L’un des objectifs de la présente thèse est d’explorer comment adapter correctement les modèles de choix de localisation pour étudier les choix discrets d’établissement lorsqu’ils sont interdépendants.En outre, une entreprise peut ouvrir un certain nombre d’unités et servir le marché à partir de plusieurs localisations. Encore une fois, la théorie et les méthodes traditionnelles peuvent ne pas convenir aux situations dans lesquelles les établissements individuels, au lieu de se situer indépendamment les uns des autres, forment une grande organisation, telle qu’une chaîne confrontée à une concurrence féroce d’autres chaînes. Le modèle prend en compte non seulement les interactions intra-chaînes mais aussi inter-chaînes. Aussi, la nécessité d’indiquer une nette différence entre la population de jour et de nuit a été soulignée. La demande est représentée par les flux de piétons et de voitures, la foule de clients potentiels passant par les centres commerciaux, les stations de trains et de métros, les aéroports et les sites touristiques. L’Enquête Globale Transport 2010 (EGT 2010), entre autres, est utile pour atteindre cet objectif.

In the context of the Kyoto Protocol, France has set Greenhouse Gas (GHG) emission reduction targets of 75% below 1990 levels by 2050. More recently, Mexico has set the objective to achieve a 50% reduction by 2050 with respect to the base year 2000. Since the transport sector in urban areas with approximately 1 million inhabitants accounts for most CO2 emissions and will continue to increase its share, we wanted to determine to what extent the experiences observed in cities from developed countries (peak travel, dissemination of new vehicle technologies) may be repeated in urban areas from developing nations. For this purpose, we focus on case studies in France (Paris and Lille) and Mexico (Juarez and Puebla). The first objective of this thesis was to identify the determinants of mobility on each urban region. The second objective was to apply the age-cohort model for the development of long-term travel demand forecasts in order to take into account changes in the population structure (ageing) and in travel behaviour. The last objective was to develop GHG emissions assessments from observed travel demand. The decline in mobility and the dissemination of new vehicle technologies in France led to a reduction in GHG emissions. However, these changes are not sufficient to achieve the GHG reduction targets. The case studies in Mexico show the inability to reverse the trend towards the increase of GHG emissions; therefore the reduction targets will be hardly achieved. The case of Mexico give us an overview of trends in emerging countries, which are very far from achieving sustainable development and will face a major challenge in the coming decades., Dans le cadre du protocole de Kyoto, la France s’est engagée à diviser par quatre ses émissions de gaz à effet de serre (GES) de 1990 à l'horizon 2050. Le Mexique a pour objectif d’atteindre une réduction de 50% en 2050 par rapport à l’année 2000. En vue du poids croissant du secteur des transport dans les villes d’environ 1 million d’habitants dans le total des émissions de CO2, nous souhaitons vérifier dans quelles mesures les expériences observées dans le Nord (plafonnement de la mobilité, diffusion de nouvelles technologies sur les véhicules) peuvent se répéter dans le Sud. Nous nous sommes pour cela appuyé sur des études de cas en France (Paris et Lille) et au Mexique (Juarez et Puebla). Le premier objectif de cette thèse a été d’identifier les déterminants de la mobilité urbaine. Le deuxième objectif a été d’appliquer le modèle âge-cohorte pour la prévision de la demande de transport, afin de prendre en compte l’évolution de la structure de la population (vieillissement) et les changements de comportement. Finalement, nous avons développé des diagnostics des émissions de GES. En France, nous avons observé des tendances vers une réduction des émissions de GES due à la baisse de la mobilité et aux nouvelles technologies, mais qui est encore loin d'être suffisante pour atteindre les objectifs fixés. Les études de cas du Mexique montrent l’incapacité à inverser la tendance à l'augmentation des émissions de GES ; par conséquent les objectifs de réduction seront difficilement atteints. Le cas du Mexique peut nous donner un aperçu des tendances dans les pays émergents, qui sont très loin d'atteindre un développement durable et resteront face à un grand défi dans le futur.
