Due to the wide range of possible applications, terrestrial laser scanning (TLS) has long since found its way into monument protection and construction. The advantage of this technology is the resulting 3D image of the surroundings including all visible objects as a 3D point cloud. At the office, all necessary information can be derived from the data set using specialized software. In order to test the suitability of TLS to create partition plans according to the Ordinance on Cadastral Surveying (VermV), a case study was conducted using both, a total station and a TLS. Both recordings were evaluated and compared for accuracy, cost-effectiveness, and legality. The accuracy of a TLS mainly depends on the care taken in the evaluation. Deviations occur if geometries are misinterpreted, however, such mistakes can be corrected in the office. From an economic point of view, the TLS requires 14% less total working time. The workload is shifted from the field to the office, with a 68% reduction in field work time. This leads to a reduction in costs and less disruption in the surveyed area. The use of a TLS is legally covered by the VermV. A major advantage of the technology is the recording of the entire environment suited for documentation, preservation of evidence, and added value for planners. However, the decision on the use of a TLS needs to be done case-based.

Human behaviour detection is relevant in many fields. During navigational tasks it is an indicator for environmental conditions. Therefore, monitoring people while they move along the street network provides insights on the environment. This is especially true for motorcyclists, who have to observe aspects such as road surface conditions or traffic very careful. We thus performed an experiment to check whether IMU data is sufficient to classify motorcyclist behaviour as a data source for later spatial and temporal analysis. The classification was done using XGBoost and proved successful for four out of originally five different types of behaviour. A classification accuracy of approximately 80% was achieved. Only overtake manoeuvrers were not identified reliably.

In 2019, the Austrian surveyors will celebrate the 50 years anniversary of the enactment of the Austrian Surveying Act. The date of the enactment of this law was also the hour of birth for the Austrian Legal Boundary Cadastre (germ. der Grenzkataster) and with it a milestone to ensure the legal security of parcel boundaries. The jubilee is taken as the occasion to introduce the development, implementation and running of the Legal Boundary Cadastre to a wider scientific community. After a short history of the Austrian Cadastre, the process of its transition from the Fiscal Cadastre to the Legal Boundary Cadastre is documented in the article. The current situation with strengths and weaknesses of the system is outlined and scheduled developments are introduced.

The coordinate system of the Austrian cadastre is physically realised through control points provided by the national institution for surveying. Due to historical development over the centuries and changes in measurement technologies, inhomogeneities can occur within the local control point network. These inhomogeneities affect the derived boundary point coordinates. When staking out boundary points in an area with inhomogeneous control points, deviations from the boundary marks in the field can occur that exceed the accuracy requirements of the ordinance for surveying. Examples show that a suitable approach to tackle this issue has to be selected on a case-based strategy. Different situations might require different approaches. This needs to be considered in the legal framework to enable cadastral experts to select the optimal approach.

To better manage data in agriculture, governmental services implement geoinformation systems. These systems may be used as an aid to calculation of subsidies, serve as means of control and as support in decision making while following the latest technologies and standards. One of the oldest policies of the EU, the Common Agricultural Policy, implements a system for agricultural subsidies along with an information system to aid in enforcing it. This paper provides one design for an exhaustive geoinformation system in the Republic of Serbia and verification of the mentioned system with test data. The system must fulfil requirements and standards as one of the conditions for accessing the EU. These needs are met by extending the current Serbian framework while conforming to directives and standards such as INSPIRE, ISO/LADM and LPIS. A suggestion is shown in the paper for using this system in communicating and presenting relevant data to the farmers through a geoportal Web application which also serves as a way of verifying the system.

Three-dimensional (3D) real property has been the subject of increased research activity during the last decade. This article continues the discussions of the legal framework sessions at the 4th international workshop on 3D cadastres in Dubai 2014 in order to further develop and analyse the legal concepts of 3D real property, and presents an overview of experiences from 3D property use and registration. The outcome is intended to initiate discussions on the legal framework of 3D cadastres and aims at identifying the main topics concerning the legal aspects of 3D property and cadastre.

Land administration is an essential part of public administration. Geographic Information Science (GIScience) deals with the concepts, principles, and models of geographic information. Land administration has always adopted new technological and scientific developments and thus it is reasonable to check, which results from GIScience can be used to improve land administration systems. This editorial paper introduces the key research areas for land administration. After that, 12 original papers are presented, which provide a general picture of recent trends in land administration research. This Special Issue shows that land administration as a scientific field is still evolving and adopting to the changing societal needs.

The objective of this discussion is the Austrian land cadastre, which forms the basis of the Austrian land information system, together with the land registry. From a data structure perspective, the Austrian land cadastre is a traditional parcel-oriented system and includes a geometric description of land plots linked to other records describing the nature of the land plots. The changeable institutional (legal) framework was shaped the continuous development of the Austrian land cadastre since the first systematic land survey and cadastral mapping at the beginning of the 19thcentury. With the progress of information technology in recent decades, it has been developed into a contemporary land information system, which (together with the land registry) provides up-to-date land information. It has to be emphasized that the current land cadastre still contains some data from its very beginning and, for this reason, the historical development of this evidence, including data sources, is of great importance for users of these data. The first part of the article provides an introduction to the historical development of the Austrian land cadastre, followed by the presentation of contents and procedures of the current land cadastre.
