This paper addresses why food security implications of projected losses to inland capture fisheries due to hydropower development have been neglected in policy arenas. Drawing on the case of the Lower Mekong Basin, this paper applies a conceptual framework for analyzing this question as a case of fundamental food system change. Four inter-related axes of change – narratives, actors, institutions and resources – constitute the framework for analyzing and challenging the dynamics and values of food systems change. Despite substantial scientific evidence on the nutritional and food security significance of the fisheries, and the magnitude of negative impacts of planned hydropower development, there has been no discernible shift in hydropower investment and related policy. The lack of attention to this food production loss is due to a broader transformation in food systems, itself shaped by powerful interests and values. Fish from marine and inland capture fisheries is an important food that contributes significantly to diets and health, but their contribution is somewhat overlooked in food security and poverty‐related policies. Given the current numbers of malnourished people globally, there is a pressing need to consider how to better realize the potential of fish in food systems that can address malnourishment. To do so, we re‐examine the fisheries literature from the perspective of food systems. Starting with nutritional needs and considering how these may be met through local food systems reveals an ongoing transformation that has implications for small‐scale fisheries, as increasingly become part of globalized food systems. We describe the factors that can change the nature of production, mediate access to fish and the distribution of benefits that can lead to impoverishment. This emphasizes the governance challenges that lie at the heart of complex, contested and increasingly globalized food systems, in which actors interact to shape the systems, determining who benefits and how. We draw attention to critical issues of access, power and the values and norms that underpin efforts to manage and transform fisheries, exposing the unequal struggle to secure access that small‐scale fishers and poor people must endure. We suggest a vital challenge for fisheries management is to engage with this struggle and develop policies and management measures that would enable fisheries to make positive contributions to food systems and nutritional security, while meeting global sustainable development objectives. Purpose - This paper aims to review and develop lessons learned from the United Nations Office of Disaster Risk Reduction Local Government Self Assessment Tool (LGSAT) experience in four cities. The capacity to understand, learn from and respond to or reorganize in the face of change is at the core of urban resilience to disasters, climate change and major shocks. Self assessments, like the LGSAT, can be used to engage city stakeholders in critically assessing and understanding their capacity according to a set of standards of resilience. Design/methodology/approach - City stakeholders in four cities, Hat Yai and Udon Thani, Thailand and Hue and Lao Cai, Vietnam, completed the LGSAT in an open multi-stakeholder process as part of urban climate resilience programs. Findings - Completing the LGSAT provided important and valuable information about institutional capacity that is important for disaster risk reduction and climate change efforts. Multi-stakeholder processes allowed for greater and more sustained dialogue among groups that may not have a chance to interact regularly and helped build trust and relationships that contribute to climate resilience and disaster risk reduction efforts. Originality/value - Further, the inclusion of multiple viewpoints allowed for more nuanced and novel consideration of issues and in multiple cities led to new projects that focused on building institutional and agent capacity. The LGSAT process relied on facilitation that was able to guide discussion, ensure safe spaces for dialogue and address stakeholder questions. Finally, while the tool was applied to questions of climate change in this process, there is still room to improve the tool to more adequately and directly address issues of climate change risk. Purpose - This paper aims to fill a conceptual gap in the understanding of rapidly changing characteristics of local risk, addressing how the notion of the local might be reframed, and how opportunities for multi-scale interventions for disaster risk reduction might be identified. Design/methodology/approach - The paper illustrates the significance of the systems and services on which urbanization depends - water, food, energy, transport and communications - to consider the cascading impacts at multiple scales often beyond the administrative boundaries of cities, and how vulnerabilities and risks are distributed unevenly across different groups of people. Findings - The process of rapid urbanization in the Mekong Region represents a fundamental transformation of ecological landscapes, resource flows, livelihoods and demographics. In addition to the location of urbanization, it is these transformative processes and the critical dependence on inter-linked systems that shape the overall picture of urban disaster and climate vulnerability. Research limitations/implications - By drawing on research and practical experience in two of the most rapidly urbanizing countries in the world, Thailand and Vietnam, the approach and findings have implications for understanding global patterns of urbanization. Practical implications - The paper contributes to considering practical actions whether in terms of policy or project implementation for both the assessment of disaster and climate risk, and for actions to reduce vulnerability and promote resilience. Social implications - The paper draws largely from social science perspectives, highlighting the dynamism of social organization in urbanizing contexts, and the implications for risk and vulnerability. Using a new framework combining vulnerability and exclusion as two central dimensions of poverty, this article revisits some of the long-standing beliefs about poverty in small-scale fisheries. We argue that the issue of poverty in fish-dependent communities cannot be reduced to a simple correlation between income poverty and fishery dependence. A more thorough analysis is required that must account for the diversity of fishing-related livelihoods and the complexity of causes of poverty, both inside and outside the sector. The article highlights how poverty in fishing communities often relates to a wide range of socio-institutional factors other than income, including landownership, debt, access to health, education and financial capital, and marginalisation from political decision making. The empirical examples used in this article refer to inland capture fisheries from the Volta and Mekong basins but, arguably, the analysis applies to other fisheries (inland and coastal) in developing countries. Relying on experience from West Africa and the Mekong Basin, we contend that small-scale inland fisheries are a critical element in the livelihoods of many farming households who live near water bodies in developing countries. Empirical evidence suggests that the relation between poverty and small-scale fisheries cannot be reduced to a simple correlation with income. A more thorough analysis is required. The products isolated from the reaction between Cd(NO3)2 x 4H2O and 1,4-benzenedicarboxylic acid (H2bdc) in DMF are very dependent on the conditions. At 115 degrees C, the reaction gives [Cd(bdc)(DMF)]infinity, which has a three-dimensional network structure, whereas at 95 degrees C, 1 is formed alongside [Cd3(bdc)3(DMF)4]infinity 2, which has a two-dimensional network structure. When the reaction is carried out under pressure, it yields [Cd3(bdc)3(DMF)4]infinity 3, which is a supramolecular isomer of 2. The structure of 3 differs from that of 2 regarding the way the Cd3(O2CR)6 units are interlinked to form layers. When the reaction was carried out in DMF that had undergone partial hydrolysis, the only isolated product was [(NMe2H2)2[Cd(bdc)2] x 2DMF]infinity 4. Compound 4 has a three-dimensional triply-interpenetrated diamondoid structure, with dimethylammonium cations and DMF molecules included within the pores. The reaction between Cd(NO3)2 x 4H2O and H2bdc in DEF gave [Cd(bdc)(DEF)]infinity 5, regardless of the solvent quality. Compound 5 has a three-dimensional network structure. The reaction of Cd(NO3)2 x 4H2O and 1,3-benzenedicarboxylic acid (H2mbdc) in DMF gave [Cd(mbdc)(DMF)]infinity 6 which has a bilayer structure. The thermal properties of the new materials have been investigated, and the coordinated DEF molecules from 5 can be removed on heating to 400 degrees C without any change in the powder X-ray diffraction pattern. The H2 sorption isotherm for the desolvated material shows marked hysteresis between adsorption and desorption, and less adsorption than predicted by simulations. Kinetic data indicate that the hysteresis is not due to mass transfer limitations, and the most likely explanation for this behaviour lies in partial collapse of the framework to an amorphous phase under the conditions of activation.
