This study starts with two questions: why is the literacy of 15-year-old Indonesian students low, and how does this compare with other countries? This study aimed to examine the literacy policies in Singapore, Malaysia, and Indonesia and discuss the strategic policies to improve literacy in each country. The qualitative comparative research method was employed to acquire a comprehensive understanding of the literacy policies in these three countries. According to the findings, Singapore, Malaysia, and Indonesia each have distinct literacy policy trends. The context of each country’s education system and language affects the government’s literacy policies: Singapore emphasises industrialisation; Malaysia refers to its multi-ethnic life; Indonesia reflects the 2013 curriculum. Meanwhile, the National Library Board (NLB; Singapore), the Malaysian National Literacy Agency (Malaysia), the Language and Book Development Agency, as well as the Archive and Library Agency (Indonesia) contribute to the implementation and commitment of these literacy policies. As part of their programme implementation, each institution has a literacy activity.

This article sets out how PISA has and continues to evolve to reflect the evolution of the demand for knowledge and skills in societies and the possibilities that new assessments offer to provide more relevant and granular information about what students know and can do. International large-scale assessments are facing several challenges: it is expected that they deliver reliable and comparable information on different levels of educational systems as well as documenting the situation of educational systems every few years as trend information over time. This means that the instruments used to gather the information need to be adapted to actual situations in each cycle of the study as well as focusing on information that is sufficiently important for trend observations over the different cycles. In order to gather actual information as well as assessing reliable and valid information over time, this involves walking on a tightrope. The challenge here is to predict what is currently important and what will also be relevant in the future. Ongoing societal and technological developments in education and changes in the global debate about education continue to promote the value of international large-scale assessments (ILSAs) in education. ILSAs are expanding their sphere of influence, evolving to cover novel target populations and subject domains. Advances in the methods and technology available to collect, scale, and analyze data present continuous methodological challenges, but also foster rapid developments of the methodological research and respective technology. Most ILSAs in education are now enforcing a transition to computer-based assessment. Recent research has suggested new approaches for addressing nonresponse, novel methods to improve measurement invariance evaluation, and explored innovative methodologies for statistical data analyses. This paper reflects on IEA's extensive experience of ILSA research to identify the most important contemporary challenges, contextualized by historical developments. The authors discuss these developments considering their potentials, drawing conclusions and giving recommendations on best practice. This paper examines the current status of basic education in Kenya. First, a review of the progress made in expanding access to both primary and secondary education is made, and the access gains are evaluated against the poor quality and the persistent inequalities. Specifically, it is argued that measurement of quality in education must supersede inputs to education, to consider the learning outcomes at every level. In analysing inequality, the variables geographic regions, socio-economic status of households, gender and school type (public and private) are considered. The paper further examines evidence on what works in improving education, and the priorities set for education in Kenya after 2015 are described. Conclusion is made that while progress is being made, there is little attention to adopting interventions that have shown promise to improving learning. A call is made to align the national priorities to the rich body of evidence, while paying attention to sustaining the current donor-driven initiatives for improving education. Nach einem Rückblick auf erreichte Fortschritte im Ausbau des Primar- und Sekundarschulbereichs werden die Zunahme des Bildungszugangs gegenüber der niedrigen Qualität und anhaltende Ungleichheiten beschrieben. Es wird herausgearbeitet, dass im Bildungssystem Qualitätsmessung an die Stelle bloßer Investitionen treten sollte, um die langfristigen Lernergebnisse auf allen Bildungsstufen einschätzen zu können. In der Analyse von Ungleichheiten werden die Variablen der geografischen Region, des sozioökonomischen Status des Haushalts, Geschlecht und Schultyp (staatlich oder privat) in Betracht gezogen. Daraufhin werden zu Fragen der Verbesserung von Bildung Befunde analysiert sowie die Prioritäten beschrieben, die für Bildung in Kenia nach 2015 gesetzt sind. Abschließend wird festgehalten, dass Fortschritte gemacht werden, jedoch wenig Aufmerksamkeit jenen Maßnahmen zu Teil wird, die sich vielversprechend mit Blick auf die Verbesserung von Lernen gezeigt haben. This paper provides a brief overview of global progress in achieving the six EFA goals and international aid for EFA policies. It shows that despite modest movement in achieving the EFA goals – some of it due to explicit policies and actions under taken by governments, international agencies, donors and NGOs – since Dakar, progress has been uneven. Much of the broad EFA agenda remains unfinished, as none of the goals was reached. The global EFA mechanisms that did work, often did so despite – rather than because of – international attempts to coordinate EFA. Much hope had been placed on external financing to accelerate EFA progress. While aid did increase, the overall volume of external assistance fell well short of the assessed need, was insufficiently targeted to countries most in need, declined as a share of recipient governments’ budgets over the period, and was not always delivered effectively. Es wird gezeigt, dass trotz bescheidener Bewegungen in Richtung der EFA-Zielerreichung – einiges davon durch explizite Richtlinien und Handlungen von Regierungen, internationalen Organisationen, Gebern und NGOs – die Fortschritte seit Dakar uneinheitlich sind. Ein Großteil der breit angelegten EFA-Agenda bleibt unvollendet, da keines der Ziele erreicht wurde. Die globalen EFA-Mechanismen funktionierten trotz, nicht wegen internationaler EFA-Koordinationsbemühungen. Viel Hoffnung war auf die externe Finanzierung von EFA gelegt worden, um EFA-Fortschritte zu beschleunigen. Building on experts opinion and literature research this study aims at monitoring VET policies in Australia, Canada, the U.S. and Japan. The study analyses five themes which are assumed to be of outstanding importance for understanding the current performance and the developing potentials of VET systems. The addressed thematic fields are: background and structure of the education systems; current general policies in VET; image and attractiveness; financing of VET; early skills recognition. The study ends up with a set of conclusions emphasising possible recommendations that might be formulated for European countries and the European Union in order to support their struggle for achieving the Lisbon goals, i.e. achieving a good position in the global economy, innovation with more and better jobs and social cohesion during the coming decades. Zeitschrift für Pädagogik 54 (2008) 6, S. 777-790, In recent years, many nations, including Germany, have begun to use students' scores on achievement tests to monitor the performance of schools and educational systems. Such systems have been in place for a considerable time in a few nations, notably the United States, and numerous studies of their effects have been conducted. While these studies are limited, they are sufficient to reveal serious problems that should be confronted as new systems are put in place in other nations. Research in the U.S. has shown two related types of problems in test-based accountability (TBA) systems. Studies have revealed a mix of positive and undesirable effects on teaching and other aspects of educational practice. Research has also shown that increases in scores can become seriously inflated. That is, scores can increase by a larger amount - in some cases, a far larger amount - than actual improvements in student learning warrant. This paper summarizes studies of score inflation, describes several mechanisms that produce it, and notes implications for evaluation, testing, and the design of accountability systems. (DIPF/Orig.)
