- Abstract
This SPEC Kit and Flyer focus on how libraries gather affirmative action statistics, what types of recruitment practices are used, especially those for protected classes, and what methods are used to retain minority librarians. Of 120 Association of Research Libraries (ARL) libraries polled in 1997, 43 responded to the survey. Survey results are discussed in the SPEC Flyer in terms of statistics, recruitment, and compliance. Retention strategies are also outlined and trends and emerging patterns are discussed. In addition to the representative documents, the survey form, a list of responding institutions and selected readings are included. (AEF)

- Abstract
This paper presents a procedure for the assessment, identification, and placement of second language learners in the Chester Upland School District in Pennsylvania. The second language learner educational program is designed to: (1) make instructional use of both English and the student's native language; (2) enable second language learners to achieve English proficiency and academic mastery of subject matter content and higher order skills, including critical thinking, so as to meet age appropriate grade promotion and graduation standards in concert with the National Education Goals; (3) develop the native language skills of second language learners; and (4) include the participation of English-proficient students if the program is designed to enable all enrolled students to become proficient in English as a second language. The paper discusses theoretical perspectives, steps in identification and language assessment, the educational placement, referral for screening, the Suggested Instructional Plan process for second language learners, the line of inquiry, psychological evaluation, Individualized Education Program, and placement in specially designed instruction. 14. The Psychology of Puerto Rican Migration.

- Abstract
The psychology of the Puerto Rican migrant to the United States mainland is explored. Puerto Ricans have been migrating to the U.S. mainland and returning to Puerto Rico for more than 125 years, and, in fact, approximately 57% of all Puerto Ricans have migrated at one time or another. The migrant experience, including the circular migration experienced by many Puerto Ricans, has been recorded in popular Puerto Rican literature. "Impressionistic" data from informal interviews has confirmed the patterns of migration depicted in literature. Five stages of migration are identified as: (1) the anticipation before migration; (2) the act of migration; (3) overcompensation in the early period following migration; (4) decompensation after the initial period of euphoria; and (5) eventual adaptation. The transgenerational impacts of migration are traced. Few, if any, Puerto Rican migrants have migrated alone; all exist in the context of Puerto Rican culture. An understanding of the psychology of migration and Puerto Rican culture is essential for the professional working with the Puerto Rican child. (Contains 33 references.) (SLD)

- Abstract
Two theoretical frameworks, which underlie education programs for young Limited-English-Proficient (LEP) children, are explored: cognitive/developmental and maturational/linguistic theories. The cognitive/developmental view supports the idea that intellectual and language growth and learning are action oriented and variable among young children and are affected by factors such as direct experiences with the physical and social worlds. The maturational/linguistic view stresses development and learning as a series of overlapping, predetermined, and continually emerging traits. A third view is recommended that is an offshoot of the maturational/linguistic view: the sociolinguistic perspective, which recognizes the significant affect that the sociocultural milieu has on children's language and intellectual traits. Several cognitive developmental implications for young LEP children are discussed, including practical applications to the early childhood classroom and home environments. Discovery learning (free, prompted, and directed) and the selection of materials for language and intellectual development are also suggested. Implications for further research are noted. Although United States (US) medical institutions discuss the importance of diversity, equity, and inclusion, there is little guidance about the process by which these concepts can be attained programmatically within institutions. The Office of Belonging, Equity, Diversity, and Inclusion (OBEDI) at The Warren Alpert Medical School of Brown University intends to rise to the challenge and share knowledge and experience with other institutions. Program design models, and the alignment of inputs, outputs, and outcomes for the short-term and long-term are illustrated. OBEDI's unique model of how each of these concepts contribute towards health equity, from the individual to the community, is also explained. 22. Integrating Psychosocial Programs in Multisector Responses to International Disasters

- Abstract
This article describes the role of psychosocial support programs in American Red Cross-sponsored humanitarian assistance efforts in international disasters. The American Red Cross psychosocial support program consists of four specific components: participatory crisis assessment, dealing with survivors' root shock, community mobilization, and community development. The program is predicated on the assumption that after a disaster, survivors lose their sense of "place". Psychosocial community programs are based on outreach activities by local practitioners trained and supported by the American Red Cross. The approach sees psychological advantages to survivors of continuing to mobilize their own resources; familiarity, trust, and human capital build. The community members themselves decide the steps they are going to take to reestablish "place," thus becoming active participants in reducing the traumatic stress caused by the disaster. The article concludes with three actions that signal successful integration of psychosocial support programs into multisector responses to disasters: reestablishment of a sense of place, community mobilization, and taking actions that lead to a sense of physical and psychological well-being.

24. School Attachment Among Latino Youth in Rural Minnesota

- Abstract
To explore school attachment in a group of rural Latino students in Minnesota, the data from 159 surveys given to students from 14 schools were analyzed. The findings indicate that students level of school attachment is increased by the frequency of attendance at community events and by the number of extracurricular activities in which students engaged. Consistent with theories of school attachment was the finding that some high-risk behaviors were reduced with greater levels of school attachment, although limitations of the study prevent generalization to the population of all Latino students. Additionally, students surveyed who were born outside of the United States were found to be more attached to their school than Latino students born in the United States.

28. The Conflicts in In-School Cultural Behaviors of the Puerto Rican Migrant Children on the Mainland.

In this paper, culturally acceptable home behaviors of Puerto Rican children are contrasted with those behaviors that are demanded in classrooms of mainland United States schools. Sources of conflicts between home and classroom behaviors discussed include: (1) instability resulting from the migration process; (2) language problems; (3) differential expectations for obedience to adults; (4) differential attitudes toward competitiveness and individualism; (5) attitudes toward female authority figures; (6) expectations in the areas of motor skills and manipulation of educational materials; (7) physical modesty that may preclude participation in school physical education activities; (8) family responsibilities that may tend to keep children out of school because of their roles as intermediaries between Spanish speaking parents and U.S. social institutions. Suggestions for alleviating such conflicts are provided for teachers and school administrators. (GC)

29. An Analysis of the Effects of a Bilingual Curriculum on a Selected Group of Ninth Graders with Regards to Attitude toward School and Self Concept.

- Abstract
A study was made of a group of ninth grade students to investigate the effects of a bilingual curriculum on monolingual Spanish (MS) students with regard to their self concept and attitude toward school. The research used one treatment group (MS) and two comparison groups: monolingual English Students (ME) and Bilingual Students (BI). The ME and BI groups were from a mainstream curriculum. These three groups of students were administered the following instruments: Self Esteem Inventory (Coopersmith, 1967), Self Appraisal Inventory (Frith and Nakimura, 1972), and the School Sentiment Inventory (Frith and Nakirmura, 1972) both at the beginning and at the end of the semester. The change between pre- and post-test administration was assessed by using an analysis of covariance for each dependent measure. The pretest became the covariate and the respective post-test because the dependent variable. The results of the analysis of covariance produced a significant difference in the dependent measure Self Esteem Inventory; the Self Appraisal Inventory yielded a significant difference between the groups in self concept; and the School Sentiment Inventory was statistically significant. The need for further research in secondary bilingual education and the importance of longitudinal studies are discussed. (Author/AMH)

The paper reviews cultural experiences that create home-school discrepancies in Puerto Rican adolescents, some of whom have remigrated from the mainland to the island, and considers factors leading to a diagnosis of social maladjustment or emotional disturbance. The effects of cultural experience, the parents' expectations, and the family's economic situation are examined. Cultural discrepancies experienced by Puerto Rican pupils participating in "More Alternatives for Students," an alternative program in Hartford, Connecticut, included discrepancies in time, space, dependency, personalism, humanism, and relationalism between both cultures. The author concludes that special education teachers must realize that their educational methods are derived from their own culture and must gain a more thorough understanding of the island's educational methods and culture. 32. Cultural Adjustment and the Puerto Rican.

- Abstract
This review of the literature on cultural adjustment is divided into four sections: the nature of cultural adjustment; acculturation as a model of cultural adjustment; psychological responses to acculturation; and a model of cultural adjustment developed by the author as a result of his immigration from Puerto Rico to the United States mainland. Language, cognitive style, identity, attitudes, and acculturation stress as experienced by Puerto Ricans are discussed. Also considered are the processes of adaptation, assimilation, integration, rejection and deculturation. The report suggests the need for more research to explain the process of cultural adjustment from a modern society to a less modern one. (JCD)

33. The Remigration of the Puerto Rican Student as a Factor in School Adjustment.

- Abstract
The growing number of Puerto Rican return migrants (those who return to Puerto Rico after having lived in the United States mainland for several years) face sociological, psychological, and linguistic and social adaptation problems. To meet these students' linguistic needs, the Puerto Rican Department of Education has developed several bilingual education programs. Some studies indicate that, compared to non-migrant students, return migrant students are more poorly adjusted to school, lack confidence, feel inferior, have low self-esteem, and are often described by teachers as low achievers, troublemakers, aggressive, undisciplined, disrespectful, lacking identity, and unable to speak either English or Spanish well. However, some teachers believe that return migrants will react positively when they feel that teachers and their non-migrant peers are trying to understand them. The problem of the return migrant student should be regarded not only as a linguistic problem, but also as one of adjustment to two cultures. (Author/MJL)

- Abstract
Previous research suggests that most Puerto Rican students who have spent some years in the United States and then returned to Puerto Rico generally experience cultural adjustment problems, language difficulties, low self-esteem, and identity crises. This study compared attitudes of Puerto Rican return migrant students (those who have returned to Puerto Rico after living for 3 or more years in the United States) with attitudes of Puerto Rican circulatory migrant students (those who constantly move back and forth between Puerto Rico and the United States) concerning school, teachers, and self-concept in Puerto Rico and in the United States. The Inventario de Percepcion al Ambiente Escolar, an attitude questionnaire, was used to elicit responses from 117 migrant students. The research results indicated that return migrants had more positive feelings toward school, teachers, and self in Puerto Rico than in the United States, while the converse was true of circulatory migrants, who demonstrated more positive attitudes toward school, teachers, and self in the United States. - Abstract
The purpose of this annotated bibliography is to provide the reader with a guide to relevant research in the area of Gestalt therapy, techniques, and methods. The majority of the references are journal articles written within the last 5 years or documents easily obtained through interlibrary loans from local libraries. These references were compiled both through a manual search of 26 different journals from the United States and Canada and through several computer searches of two databases, Psychological Abstracts (PSYC) and Dissertation Abstract International (DAI). The bibliography is designed to provide reading material to those professionals in organization and staff development (OSD) who are pursuing greater knowledge of Gestalt therapy as well as to save time for Gestalt practitioners by providing the abstracts for each article. 36. A Reliability Study of the WISC with Puerto Rican Children (Grades K-9) in Puerto Rico.

- Abstract
A Spanish translation of the Wechsler Intelligence Scale for Children (WISC) was tested for reliability among kindergarten to ninth grade Puerto Rican children. The study was prompted by the concern expressed in previous studies that translated and adapted intelligence tests, which have been standardized primarily with children of one culture, do not account for cultural differences and therefore may not reflect the actual intellectual capacity of children of other cultures. From the test results, the researcher computed coefficients of reliability; item difficulty indices; item and subtest correlations; and mean scores for verbal intelligence, performance intelligence, and full intelligence. Findings of higher performance over verbal scores were similar to findings of previous studies. The mean intelligence quotient was 109.9. Comparatively, an earlier study, which also tried out the WISC translation among Puerto Ricans, yielded a mean score of 88.01, 12 points below the American mean. The results of the present study suggest that the WISC is appropriate for measuring intelligence among Puerto Rican children. (Author/MJL)

- Abstract
The six articles in this issue demonstrate how collaborative education efforts can be useful in meeting the needs of bilingual communities. The first article describes a Community Based Education model derived from experience in developing, implementing, and evaluating it. The article details the collaborative efforts between a bilingual school district and an institution of higher education to benefit children and their families in and outside of school settings. The second article describes Project PIAGET, a bilingual kindergarten program for Hispanic children, explains plans for replicating the program in other bilingual communities, and outlines a five-point home model aimed at enhancing the contributions bilingual parents can make in teaching their children in home settings. The third explains how collaborative efforts between bilingual teachers, parents, school districts, and university personnel can effectively build a classroom program in school settings for five-year-old bilingual kindergarten children. The fourth article outlines procedures which bilingual teachers and parents can use in developing learning centers for bilingual children in school and home. The penultimate article explores how bilingual children learn to read a second language and draws implications for cultural adjustment. The concluding article describes ideas and implications of a collaborative effort to work effectively with Puerto Rican students and others who have difficulty communicating in a second language. 38. The Effects of Migration on Children: An Ethnographic Study.

- Abstract
This report re-examines previously gathered ethnographic data derived from approximately 3,000 hours of interviews with migrants across the United States to determine what factors associated with migration affect children's educational outcomes. The data suggest the existence of a "culture of migrancy," which is manifested in similar attitudes, lifestyles, and behavioral patterns among migrants of different ethnic and cultural backgrounds in the three major migration streams. The survival-oriented priorities of the culture of migrancy make all migrant children potential dropouts. Migrant children are affected by poverty, poor living conditions, isolation from mainstream society, fragmented education received between moves, and low self-esteem related to the trauma of moving. A migrant child's success or failure in the educational system is related to the emotional and economic support available to the child, the child's decision-making power, and the child's economic contribution to the family. Migrant education programs differ greatly among states and often are not coordinated with other social services. The seven chapters in this report define the migrant population, outline the ethnographic methodology used, discuss migrant lifestyles and living conditions in home-base states and "upstream" states, describe the move from the first kind of state to the other, examine role relationships and social behavior among migrants, detail the component parts and services of the Migrant Education Program, and highlight national questions of educational policy.
