We analyzed harvest data to test hypotheses that nearly 4 decades of effort to reduce abundance of brown bears (Ursus arctos), black bears (U. americanus) and gray wolves (Canis lupus) in an 60,542 km2 area in south-central Alaska (Game Management Unit [GMU] 13) was positively correlated with moose (Alces alces) harvests in some time-lagged fashion. Predator-reduction efforts were progressively more aggressive over decades (both de facto and officially designated predator control) and did not have clear starting points which complicated our post hoc analyses. We documented no positive correlations (p > 0.05) between harvests of brown and black bears and subsequent moose harvests for any time lag. Moose harvest was negatively correlated with the previous years’ wolf harvest, but the relationship was weak (correlation = −0.33, p < 0.05). Consequently, we reject our hypotheses that harvest of predators was positively correlated with moose harvests. We also observed no differences in mean moose harvests during periods of officially designated wolf control (2005–2020) and a previous period (p > 0.50). We recommend that predator reductions designed to improve hunter harvests of moose be conducted within a research framework that will permit improved interpretations of results and the implementation of an adaptive-management approach to achieve management objectives.

The pathways through which environmental variability affects population dynamics remain poorly understood, limiting ecological inference and management actions. Here, we use matrix-based population models to examine the vital rate responses to environmental variability and individual traits, and subsequent transient dynamics of the population in response to the environment. Using Sitka black-tailed deer (Odocoileus hemionus sitkensis) in Southeast Alaska as a study system, we modeled effects of inter-annual process variance of covariates on female survival, pregnancy rate, and fetal rate, and summer and winter fawn survival. To examine the influence of environmental variance on population dynamics, we compared asymptotic and transient perturbation analysis (elasticity analysis, a life-table response experiment, and transience simulation). We found that summer fawn survival was primarily determined by black bear (Ursus americanus) predation and was positively influenced by mass at birth and female sex. Winter fawn survival was determined by malnutrition in deep-snow winters and was influenced by an interaction between date of birth and snow depth, with late-born fawns at greater risk in deep-snow winters. Adult female survival was the most influential vital rate based on classic elasticity analysis, however, elasticity analysis based on process variation indicated that winter and summer fawn survival were most variable and thus most influential to variability in population growth. Transient dynamics produced by non-stable stage distributions produced realized annual growth rates different from predicted asymptotic growth rates in all years, emphasizing the importance of winter perturbations to population dynamics of this species.

Abstract Despite widespread use of fecal pellet‐group counts as an index of ungulate density, techniques used to convert pellet‐group numbers to ungulate numbers rarely are based on counts of known individuals, seldom evaluated across spatial and temporal scales, and precision is infrequently quantified. Using DNA from fecal pellets to identify individual deer, we evaluated the relationship between pellet‐group count and count of Sitka black‐tailed deer (Odocoileus hemionus sitkensis) during a 3‐year study (2006–2008) in 3 watersheds in southeast Alaska, USA. We surveyed 141,054 m2 of transect, counted 10,569 pellet groups, and identified 737 unique deer. We used a multilevel mixed‐effects generalized linear model to analyze expected deer count as a function of pellet‐group count. Pellet‐group count was a significant predictor of DNA‐based index of deer count, but that relationship varied by transect, watershed, and year, indicating that extrapolation of a single linear relationship across space and time was not possible. More importantly, most of the variation in our models was residual and unexplained. Assuming that our DNA‐based results were a more accurate and precise metric of true deer count, we do not support the use of pellet‐group count to index deer count in southeast Alaska unless confounding factors are accounted for at fine spatial (e.g., habitat patch) scales. Because of the difficulty in routinely evaluating the influence of confounding variables in remote and unmanaged landscapes, we suggest that wildlife programs in these environments consider alternatives, such as DNA‐based methods, for monitoring trends in ungulate populations. © 2013 The Wildlife Society.

The effects of landscape changes caused by intensive logging on the availability of wild game are important when the harvest of wild game is a critical cultural practice, food source, and recreational activity. We assessed the influence of extensive industrial logging on the availability of wild game by drawing on local knowledge and ecological science to evaluate the relationship between forest change and opportunities to harvest Sitka black-tailed deer (Odocoileus hemionus sitkensis) on Prince of Wales Island, Alaska. We used data collected through interviews with local deer hunters and GIS analysis of land cover to determine relationships among landscape change, hunter access, and habitat for deer hunting over the last 50 yr. We then used these relationships to predict how harvest opportunities may change in the future. Intensive logging from 1950 into the 1990s provided better access to deer and habitat that facilitated deer hunting. However, successional changes in intensively logged forests in combination with a decline in current logging activity have reduced access to deer and increased undesirable habitat for deer hunting. In this new landscape, harvest opportunities in previously logged landscapes have declined, and hunters identify second-growth forest as one of the least popular habitats for hunting. Given the current state of the logging industry in Alaska, it is unlikely that the logging of the remaining old-growth forests or intensive management of second-growth forests will cause hunter opportunities to rebound to historic levels. Instead, hunter opportunities may continue to decline for at least another human generation, even if the long-term impacts of logging activity and deer harvest on deer numbers are minimal. Adapting hunting strategies to focus on naturally open habitats such as alpine and muskeg that are less influenced by external market forces may require considerably more hunting effort but provide the best option for sustaining deer hunting as a local tradition over the long run. We speculate that managing deer habitat in accessible areas may be more important than managing the overall health of deer populations on a regional scale. We further suggest that the level of access to preferred hunting habitat may be just as important as deer densities in determining hunter efficiency.
