Abstract

Social enterprises, promoted by policymakers as effective and efficient public services producers and deliverers, are increasingly gaining academic focus. This paper explores the state of studies on social enterprise within Public Administration (PA) field, highlighting through a bibliometric analysis a community of 274 scholars contributing to 138 articles, grouped in six research clusters. We discuss three scenarios for SE-PA relationships: separation, cooperation, and integration into public administration & management (PAM) field alongside suggesting a future research agenda for SE in the PAM domain. 6. Evidencing the contribution of social enterprises to health and social care

Abstract

In the context of the persistent growth of societal needs and health inequalities, innovative solutions embedded in communities have been sought to address such issues. Among community based initiatives, 'social enterprise' has been presented as a potentially innovative and sustainable vehicle for addressing these problems. Social enterprise has been actively encouraged by government as a provider of public services, particularly in the health and social care sectors. However, to date, little empirical research has been undertaken concerning social enterprise and its contribution to health and social care, most likely due to the absence of comprehensive and rigorous academic processes for evaluating social enterprise in a health context. This thesis contributes to the development of these processes by assessing the feasibility of applying methods commonly used in health systems and public health research to the evaluation of social enterprise. Three different methods are adopted. A systematic literature review presents evidence of the impact of social enterprise in comparison with the usual care providers. A 'realist evaluation' and a feasibility study using quasi-experimental design were also conducted to investigate the operation of a specific social enterprise in rural Scotland. The study's contribution to knowledge is threefold. First, it represents one of the first attempts to assess the feasibility of these methods for analysing the contribution of social enterprise to health and social care. Drawing together the findings (and learning) arising from all three phases, recommendations for broadening and developing the evidence base are developed. Second, it is one of the first studies to explore the contribution of social enterprise to health and social care through empirical research. Third, the results of this study not only explore how best to adapt methods to the evaluation of social enterprises by building upon the barriers and limitations faced across the research, but they also contribute to the knowledge of the possible value that social enterprises can provide in health and social care settings.

Abstract

The discourse of deservingness has been mobilised against certain groups in the UK society navigating UK labour markets, among them refugees and asylum seekers. These discourses, leading to the stigmatisation of the unemployed are coupled with an emphasis on the importance of individuals taking responsibility to develop their 'employability'. Little attention has been paid to scrutinise the contrast between the deservingness rhetoric and policy making with the actual conditions newcomers, and in particular refugees and asylum seekers, are confronted with when seeking employment. Our paper fills such a gap by indicating key contradictions at the heart of labour market integration in the UK. On the one hand, the emphasis on deservingness is coupled with policy discourses that construct an environment shaped by welfare and labour market chauvinism. On the other hand, the policy architecture is fundamentally flawed in a number of ways in terms of the support mechanisms necessary to ensure that newcomers can successfully integrate into the labour market. Abstract

In this article, we critically investigate the role that volunteering can have in the labor market inclusion of migrants. We consider how volunteering can both enhance and hinder inclusion through a comparison of two different contexts: Finland and the United Kingdom, where both welfare state and migration regimes are differently shaped. We also question whether volunteering to gain work experience can be defined as "volunteering" or whether it corresponds more with a definition of unpaid labor. Our research is based on 104 interviews with migrants (including refugees and asylum seekers) from various nationalities. We find that volunteering is used in both countries as a way to gain work experience, in the absence of opportunities to enter regular employment. However, volunteering rarely directly leads to employment even though it may facilitate it indirectly and, thus, risks trapping migrants in a vicious cycle that does not always lead to labor market inclusion. Abstract

In this work we have compared two different sensing platforms for the detection of morphine as an example of a low molecular weight target analyte. For this, molecularly imprinted polymer nanoparticles (NanoMIP), synthesized with an affinity towards morphine, were attached to an electrochemical impedance spectroscopy (EIS) and a quartz crystal microbalance (QCM) sensor. Assay design, sensors fabrication, analyte sensitivity and specificity were performed using similar methods. The results showed that the EIS sensor achieved a limit of detection (LOD) of 0.11 ng·mL−1, which is three orders of magnitude lower than the 0.19 µg·mL−1 achieved using the QCM sensor. Both the EIS and the QCM sensors were found to be able to specifically detect morphine in a direct assay format. However, the QCM method required conjugation of gold nanoparticles (AuNPs) to the small analyte (morphine) to amplify the signal and achieve a LOD in the µg·mL−1 range. Conversely, the EIS sensor method was labor-intensive and required extensive data handling and processing, resulting in longer analysis times (~30–40 min). In addition, whereas the QCM enables visualization of the binding events between the target molecule and the sensor in real-time, the EIS method does not allow such a feature and measurements are taken post-binding. The work also highlighted the advantages of using QCM as an automated, rapid and multiplex sensor compared to the much simpler EIS platform used in this work, though, the QCM method will require sample preparation, especially when a sensitive (ng·mL−1) detection of a small analyte is needed.
