Over the past decade, there has been an increase in the use of NASA's Earth Observing System (EOS) data and imagery for time-sensitive applications such as monitoring wildfires, floods, and extreme weather events. In September 2016, NASA sponsored a workshop for data users, producers, and scientists to discuss the needs of time-sensitive science applications.

NASA;s Ice, Cloud, and Land Elevation Satellite-2 (ICESat-2) mission, scheduled to launch no later than April 2018 (and currently slated for October 2017), is being developed to continue the multiyear observations of the earths surface elevation, ice, and clouds started by ICESat. To increase the use of the satellite data after launch, the ICESat-2 mission invested in an applications program aimed at innovatively applying the data in a variety of fields. The program provides a framework for building a broad and well-defined user community during the prelaunch period to maximize the use of data products after launch and to provide early insight into the range of potential uses of the mission data. Ideas and research on how altimetry data will be used for decision making arise from the end users; there-fore, the ICESat-2 mission is extending itself through its applications program.

North Africa, the world's largest dust source, is non-uniform, consisting of a permanently arid region (Sahara), a semi-arid region (Sahel), and a relatively moist vegetated region (Savanna), each with very different rainfall patterns and surface conditions. This study aims to better understand the controlling factors that determine the variation of dust emission in North Africa over a 27-year period from 1982 to 2008, using observational data and model simulations. The results show that the model-derived Saharan dust emission is only correlated with the 10-m winds (W10m) obtained from reanalysis data, but the model-derived Sahel dust emission is correlated with both W10m and the Normalized Difference Vegetation Index (NDVI) that is obtained from satellite. While the Saharan dust accounts for 82 of the continental North Africa dust emission (1340-1570 Tg year(exp -1) in the 27-year average, the Sahel accounts for 17 with a larger seasonal and inter-annual variation (230-380 Tg year(exp -1), contributing about a quarter of the transatlantic dust transported to the northern part of South America. The decreasing dust emission trend over the 27-year period is highly correlated with W10m over the Sahara (R equals 0.92). Over the Sahel, the dust emission is correlated with W10m (R 0.69) but is also anti-correlated with the trend of NDVI (R equals 0.65). W10m is decreasing over both the Sahara and the Sahel between 1982 and 2008, and the trends are correlated (R equals 0.53), suggesting that Saharan Sahelian surface winds are a coupled system, driving the inter-annual variation of dust emission.

It is widely accepted that time-sensitive remote sensing data serve the needs of decision makers in the applications communities and yet to date, a comprehensive portfolio of NASA low latency datasets has not been available. This paper will describe the NASA low latency, or Near-Real Time (NRT), portfolio, how it was developed and plans to make it available online through a portal that leverages the existing EOSDIS capabilities such as the Earthdata Search Client (https:search.earthdata.nasa.gov), the Common Metadata Repository (CMR) and the Global Imagery Browse Service (GIBS). This paper will report on the outcomes of a NASA Workshop to Develop a Portfolio of Low Latency Datasets for Time-Sensitive Applications (27-29 September 2016 at NASA Langley Research Center, Hampton VA). The paper will also summarize findings and recommendations from the meeting outlining perceived shortfalls and opportunities for low latency research and application science.

As our climate changes through time there is an ever-increasing need to quantify how and where it is changing so that mitigation strategies can be implemented. Urban areas have a disproportionate amount of warming due, in part, to the conductive properties of concrete and asphalt surfaces, surface albedo, heat capacity, lack of water, etc. that make up an urban environment. The NASA Climate Adaptation Science Investigation working group at Goddard Space Flight Center in Greenbelt, MD, conducted a study to collect temperature and humidity data at 15 min intervals from 12 sites at the center. These sites represent the major surface types at the center: asphalt, building roof, grass field, forest, and rain garden. The data show a strong distinction in the thermal properties of these surfaces at the center and the difference between the average values for the center compared to a local meteorological station. The data have been submitted to Oak Ridge National Laboratory Distributed Active Archive Center (ORNL-DAAC) for archival in comma separated value (csv) file format (Carroll et al.,2016) and can be found by following this link: http:daac.ornl.govcgi-bindsviewer.pl?ds_id1319.

RECOVER is a site-specific decision support system that automatically brings together in a single analysis environment the information necessary for post-fire rehabilitation decision-making. After a major wildfire, law requires that the federal land management agencies certify a comprehensive plan for public safety, burned area stabilization, resource protection, and site recovery. These burned area emergency response (BAER) plans are a crucial part of our national response to wildfire disasters and depend heavily on data acquired from a variety of sources. Final plans are due within 21 days of control of a major wildfire and become the guiding document for managing the activities and budgets for all subsequent remediation efforts. There are few instances in the federal government where plans of such wide-ranging scope and importance are assembled on such short notice and translated into action more quickly. RECOVER has been designed in close collaboration with our agency partners and directly addresses their high-priority decision-making requirements. In response to a fire detection event, RECOVER uses the rapid resource allocation capabilities of cloud computing to automatically collect Earth observational data, derived decision products, and historic biophysical data so that when the fire is contained, BAER teams will have a complete and ready-to-use RECOVER dataset and GIS analysis environment customized for the target wildfire. Initial studies suggest that RECOVER can transform this information-intensive process by reducing from days to a matter of minutes the time required to assemble and deliver crucial wildfire-related data.

Since the advent of NASA's Earth Observing System, knowledge of the practical benefits of Earth science data has grown considerably. The community using NASA Earth science observations in applications has grown significantly, with increasing sophistication to serve national interests. Data latency, or how quickly communities receive science observations after acquisition, can have a direct impact on the applications and usability of the information. This study was conducted to determine how users are incorporating NASA data into applications and operational processes to benefit society beyond scientific research, as well as to determine the need for data latency of less than 12 h. The results of the analysis clearly show the significant benefit to society of serving the needs of the agricultural, emergency response, environmental monitoring and weather communities who use rapidly delivered, accurate Earth science data. The study also showed the potential of expanding the communities who use low latency NASA science data products to provide new ways of transforming data into information. These benefits can be achieved with a clear and consistent NASA policy on product latency.

Remote sensing is defined as making observations of an event or phenomena without physically sampling it. Typically this is done with instruments and sensors mounted on anything from poles extended over a cornfield,to airplanes,to satellites orbiting the Earth The sensors have characteristics that allow them to detect and record information regarding the emission and reflectance of electromagnetic energy from a surface or object. That information can then be represented visually on a screen or paper map or used in data analysis to inform decision-making.
