L’article s’interroge sur l’impact des cultures transgéniques sur l’emploi des pesticides, objet de nombreux débats. Sont examinés les résultats de plusieurs études portant sur le bilan des premières années d’utilisation à grande échelle des OGM aux États-Unis, plus particulièrement du soja tolérant au glyphosate. Les travaux analysés présentent des résultats variables, surtout pour les années récentes, selon les méthodes choisies et le type d’extrapolations faites. Divers facteurs expliquant l’accroissement de l’emploi global du glyphosate sont passés en revue. Mais l’estimation des quantités d’herbicides utilisées qui dépendent de nombreux facteurs n’est pas un indicateur valide de l’impact des cultures transgéniques sur l’environnement.

This article is the last one of a special "Engineering Our Food. A Discussion Of GM Crops" 2017 issue of the Harvard College Review of Environment & Society. Today there is a consensus on the need for more sustainable agriculture, yet there is strong controversy over the right course to take, particularly between two directions to follow: high-tech agriculture, notably biotechnology, and agroecology. However, beyond the controversy, these directions have some common points. Indeed high-tech agriculture needs to take agroecological aspects into account to avoid ecological and social damage. For its part, agroecology needs much techno-scientific knowledge, advanced applications, and technological tools, in addition to local and farmer knowledge. Thus, both high-tech agriculture and agroecology are in need of scientific, technical, practical, and local knowledge. Both are knowledge intensive and need multidisciplinary approaches, as well as a good governance of economic, social, and environmental aspects. When one wishes to address the issues of sustainable agriculture and food security, there is no technological panacea. High-tech agriculture and agroecology should not be so deeply opposed. Rather, they should be combined as much as possible., Cet article est le dernier du No spécial 2017 du "Harvard College Review of Environment & Society" consacré aux OGM. S'il y a aujourd'hui un consensus sur la nécessité d'une agriculture plus durable, une controverse existe sur les options concrètes à prendre, en particulier entre deux orientations : l'agriculture high-tech, notamment biotechnologique, et l'agroécologie. Pourtant par-delà la controverse, ces deux voies ont des points communs. En effet l'agriculture high-tech doit intégrer des aspects agroécologiques pour éviter des dommages écologiques et sociaux. De son côté, en plus des savoirs locaux et paysans, l'agroécologie a besoin de nombreuses connaissances scientifiques et techniques et d'outils technologiques. Agriculture high-tech et agroécologie requièrent ainsi toutes deux des connaissances scientifiques, techniques, pratiques et locales. Toutes deux sont intensives en connaissance et nécessitent des approches multidisciplinaires ainsi qu'une bonne gouvernance des aspects économiques, sociaux et environnementaux. En matière d'agriculture durable et de sécurité alimentaire, il n'y a pas de panacée. L'agriculture high-tech et l'agroécologie ne devraient pas être si fortement opposées. Au contraire elles devraient être associées autant que possible.

Considering food security and sustainability in the perspective of cereals within EU, wheat production and quality will remain a key question in the near future. Indeed, combining a sustainable agricultural system with a sustainable food production system is not so obvious after such a long period of adaptation of agronomical practices to food industry requirements. Today, the actual wheat agri-food system exhibits many contradictions needing to be solved through an integrated approach. Three main questions emerge from this approach: how to maintain a high quality of cereal products with reduction of nitrogen inputs ; how to lower the presence of pesticides and other contaminants in end products; is it possible to improve the nutritional value of cereal products ? This presentation will analyse these three key issues for the cereal chain taking into account their interactions in order to suggest new solutions for Research and Industry.

Les cultures transgéniques été adoptées rapidement là où elles ont été autorisées. Parmi elles, celles tolérantes aux herbicides sont les plus cultivées depuis 1996. Elles entraînent l'utilisation d'un herbicide associé, généralement du glyphosate. La répétition sur les mêmes parcelles de cultures tolérantes au glyphosate et des traitements avec ce désherbant sans alternance suffisante ni diversité des herbicides utilisés a contribué à l'apparition d'adventices résistantes au glyphosate, qui sont maintenant un problème notable. Cet article examine la diffusion des cultures OGM tolérantes aux herbicides dans le monde entier et leurs impacts en matière d'emploi des herbicides dans le cas des États-Unis. Il analyse ensuite le développement des mauvaises herbes résistantes au glyphosate dans le monde et leur impact, en particulier aux États-Unis où elles sont devenues un problème considérable. Enfin on étudie la façon dont les acteurs impliqués font face à la propagation de ces adventices résistantes. Cela illustre que le progrès scientifique nécessite une orientation, une mise en œuvre et une utilisation appropriées pour contribuer de manière pérenne et durable à une meilleure productivité.

Leur culture implique l'emploi d'un herbicide, généralement du glyphosate. Mais la répétition sur les mêmes parcelles de cultures tolérantes au glyphosate et de désherbages avec cet herbicide avec une alternance insuffisante a contribué à l'apparition d'adventices résistantes au glyphosate qui représentent maintenant un problème notable dans un nombre croissant de régions du monde. Les cultures transgéniques tolérantes à un herbicide sont depuis l'origine les cultures OGM les plus répandues : en 2008, elles représentaient 63% des surfaces en cultures transgéniques, et même 85 % si l'on inclut les surfaces où ce caractère est associé à un autre. En outre d’autres sont prévues pour les prochaines années comme le montrent le pipeline des grandes firmes et les essais au champ. Pourtant ces cultures ont fait l’objet de fortes critiques en raison du type de caractère introduit, la tolérance à un herbicide. En effet on espérait que les biotechnologies contribueraient à s’affranchir des pesticides par une meilleure valorisation des processus du vivant. Or les cultures transgéniques tolérantes à un désherbant dépendent d'un herbicide (généralement le glyphosate). Comment expliquer alors la diffusion importante de ce type de cultures transgéniques et quelles sont leurs retombées ? Dans un premier temps l’article présente les surfaces en jeu et les facteurs explicatifs du développement de ces cultures transgéniques tolérantes à un herbicide (HT). Puis le cas du soja tolérant au glyphosate aux USA est étudié plus en détail. On analyse ses impacts agro-environnementaux, notamment en matière d’évolution de l’emploi des herbicides. La 3e partie aborde les facteurs d'adoption, les résultats économiques, les avantages et inconvénients de ce soja, puis ses perspectives. Enfin la conclusion s'interroge: le soja HT contribue-il à une agriculture plus durable ?, Until today, herbicide-tolerant (HT) transgenic crops have been the most widely used type of transgenic crops. In 2008, worldwide, 63% of all agricultural land devoted to transgenic crops involved HT transgenic ones, and the percentage was higher (85%) when the herbicide-tolerant trait was stacked with another. In addition, other HT crops are foreseen within the next five years if we are to believe the "pipeline" of the companies involved along with field trials. However, herbicide-tolerant crops have been criticized, particularly in Europe, because of the type of trait introduced: herbicide tolerance. Indeed, this trait leads the crops to depend on a herbicide (generally glyphosate) instead of freeing them from some pesticides through a better use of their biological capacities and a valorisation of life processes as biotechnology was expected to do. Therefore, how can we explain the widespread use of HT transgenic crops and what are their fallouts? At first the paper presents the extent of surface areas dedicated to these crops and the factors that have led to the development of these herbicidetolerant crops. Then, the case of glyphosate-tolerant soybeans in the USA is studied in more detail. Its agro-environmental impacts, particularly with regard to trends in the use of herbicides, are analyzed. Thirdly, we address the factors of adoption, economic performance, benefits, and drawbacks of this soybean as well as its prospects. Finally, the conclusion questions the contribution of HT soybean to more sustainable agriculture.

Cette contribution au 16e Congrès International de Protection des Plantes étudie l’évolution des opinions envers les OGM depuis une dizaine d'années. Une méta-analyse des résultats d'un grand nombre d'enquêtes et de sondages est effectuée pour comparer les manières de voir aux Etats-Unis et dans les pays de l'Union européenne (UE) et leur évolution. En premier lieu, après une évocation des questions de méthode, l’auteur présente les points de vue des années passées aux Etats-Unis et dans l’UE qui montrent la différence de niveau d’acceptation des OGM de part et d’autre de l’Atlantique. Puis il analyse l'évolution des perceptions envers les OGM d'une part aux Etats-Unis, d'autre part dans les pays de l'UE. Finalement la conclusion examine s'il y a une certaine convergence de vues ou au contraire un maintien ou une progression des écarts.

15. Corporate Concentration and Technological Change in the Global Seed Industry.

In the past three decades, the seed sector has experienced, and is now again experiencing, corporate concentration trends. The fallout of this consolidation is the subject of numerous concerns. However, the seed sector is rather poorly understood. Thus, it is useful to understand it better and to investigate the potential impact on the agri-food chain of the trend toward increased corporate concentration. The first part of this paper presents the main characteristics of the global seed sector, its stakeholders, and its size in the agri-food chain. Next, the corporate consolidation trends of the seed industry over the past two years are examined. The technological evolution of the seed sector is also briefly presented. In the last part of this paper, the fallout of recent mergers and acquisitions in the seed industry are analyzed. Opposing views are expressed on the impact of these mergers and acquisitions in the agri-food chain: while certain stakeholders worry about the risk of food power by the biggest companies, some others expect useful innovations. International audience; L'article discute des perspectives d'application en agriculture des biotechnologies et des nouvelles technologies de l'information, de leurs enjeux et de leurs impacts sur le modèle productif agricole. En premier lieu on présente leurs diverses applications possibles dans les différents domaines de la production agricole et leur stade de développement. Puis on s'interroge sur leurs impacts potentiels, ce qui met en évidence leur ambivalence. On réfléchit enfin aux potentialités des nouvelles technologies face aux modifications de la demande adressée à l'agriculture (qualité des produits, préservation de l'environnement, meilleure régulation de l'offre...). La conclusion souligne qu'il serait souhaitable d'orienter les nouvelles technologies et leur utilisation pour permettre un modèle de développement plus durable.

20. Genetically Modified Glyphosate-Tolerant Soybean in the USA: Adoption Factors, Impacts and Prospects – A Review.

- Abstract
Transgenic crops are the subject of lively debate and controversy. Despite such controversy, transgenic soybean has undergone a rapid expansion. Among various types of transgenic crops, herbicide-tolerant crops appear to many to be of limited interest, especially in Europe. Nonetheless, herbicide-tolerant crops are the most widely spread in the world. Indeed, glyphosate-tolerant soybean was notably the most cultivated transgenic plant in the world in 2006. In the USA 91% of soybean was transgenic in 2007. How can this particularly significant diffusion in the USA be explained, and what are its impacts? Such issues are addressed in this article, using surveys, studies of numerous statistical data and literature analysis. A first section underlines the importance of soybean in the current development of transgenic crops in the world, and the favourable context for their expansion in the USA. Then follows an analysis of the advantages and drawbacks of transgenic soybean for American farmers. Factors explaining the rapid diffusion of transgenic soybean are also analysed. A comparison of transgenic vs. conventional soybean reveals that transgenic glyphosate-tolerant soybean allows both the simplification of weed control and greater work flexibility. Cropping transgenic soybean also fits well with conservation tillage. Transgenic soybean has an economic margin similar to conventional soybean, despite a higher seed cost. The next section describes the evolution of the use of herbicides with transgenic soybean, and some issues linked to the rapid increase in the use of glyphosate. At the beginning a smaller amount of herbicides was used, but this amount increased from 2002, though not steadily. Nonetheless, the environmental and toxicological impacts of pesticides do not only depend on the amounts applied. They also depend on the conditions of use and the levels of toxicity and ecotoxicity. The levels of ecotoxicity seem to have somewhat decreased. The success of transgenic soybeans for farmers has led to a higher use of glyphosate as a replacement for other herbicides, which has in turn led to a decline in its effectiveness. However, the issue here is not only genetic engineering in itself, but rather the management and governance of this innovation. Finally, the prospects of transgenic soybean are addressed. Transgenic soybean with new traits should be placed on the market. The conclusion describes economic context of the development of the first transgenic crops. [ABSTRACT FROM AUTHOR]

21. Herbicide-tolerant Transgenic Soybean over 15 Years of Cultivation: Pesticide Use, Weed Resistance, and Some Economic Issues. The Case of the USA.

Genetically modified (GM) herbicide-tolerant (HT) crops have been largely adopted where they have been authorized. Nevertheless, they are fiercely criticized by some, notably because of the herbicide use associated with them. However, how much herbicide is applied to GMHT crops compared to conventional crops, and what impacts does the use of herbicide have? The paper first presents some factors explaining the predominance of GMHT crops. Then, trends in the use of herbicide for GM crops are studied in the case of the most widespread HT crop: HT soybean in the USA. The trends in the toxicity of herbicides applied to HT soybean are also addressed, as well as the appearance of glyphosate-resistant (GR) weeds. Lastly, the paper examines the spread of GR weeds and its impact. How are farmers, weed scientists, and the industry coping with this development, and what are the prospects of glyphosate-tolerant crops given weed resistance? In conclusion, some issues of sustainability and innovation governance raised by genetically modified herbicide-tolerant crops are discussed. [ABSTRACT FROM AUTHOR]

22. Effects of the Energy Crisis on French Agriculture between 1974 and 1984

The effects that the energy crisis has had on the relatively energy-intensive French agriculture are discussed in this paper for the period 1974-1984. The economic significance of energy in agriculture and the economic effects of higher energy prices are examined. An analysis is made of developments in the use of different sources of energy in the agricultural sector: savings in petroleum products used for heat production, diversification of fuel sources for heating, growing consumption of wood for space heating, and increased use of electricity. The effects of the energy crisis on France's agricultural economy, particularly with regard to farm income, the choice of sites for agricultural production, and trade in agrofood products are discussed. Finally, a detailed breakdown is given of the changes in the use of production factors, caused by the increase in energy prices. Agriculture appears to have become more economical or more efficient.
