14. Educational Equality as a Key Concept in the Creation of a New Educational Dispensation for South Africa. A Working Paper.

- Abstract
This paper assesses human inequality and its consequences for the formulation of educational policy in South Africa. Various forms of human inequality, such as achievement, potential, lifestyle, life changes, credentials, aptitudes, and interests are discussed, as are psychological and sociopolitical solutions that have been proposed to remedy these imbalances. Ways that school systems can be designed to allow for and promote equal education, equal access, and equal opportunity are then considered. Next, the paper evaluates inequality in South African education by comparing educational access and input for whites and for the rest of the society. The author holds that educational decision making and policy formation are inextricably related to political power of South African populations, and that truly equal education will serve as a major vehicle toward national unity. We have studied the effects of intermolecular and intramolecular coupling on the C–O stretching vibration of CO adsorbed on Platinum (111) by means of femtosecond broadband vibrational sum frequency generation (VSFG). Resonant intermolecular coupling is investigated through the coverage dependence of the VSFG signal. The experimental observations can be accurately modeled as lateral coupling of the molecular transition dipole moments; this coupling is invoked in the nonlinear optical response model as a local field correction. The linear polarizability, which appears in this model, is modified by both the dipole-dipole coupling and the population of bridged adsorption sites. By extending the formalism to include these effects, we deduce a vibrational polarizability of 0.32 Å3 from the data. Intramolecular coupling to the frustrated translational mode is observed as temperature dependence of the C–O stretch. The present data can be described either by pertubative or nonpertubative lineshape models from the literature. Measurements of the temperature dependence of the vibrational free induction decay indicate a population relaxation time T1 of (0.8±0.1) ps, in agreement with the observed low-temperature linewidth. Moreover, the ability of this time-domain method to discriminate spectral inhomogeneity yields clear evidence of the order-disorder transition near 275 K. Above this temperature an inhomogeneous linewidth component of (12±3) cm-1 is observed. This value allows us to estimate the structural heterogeneity of the disordered phase, which result agrees with published Monte Carlo simulations. © 2004 American Institute of Physics. A search for Higgs boson decays to invisible particles is performed using 20.3 fb–1 of pp collision data at a centre-of-mass energy of 8 TeV recorded by the ATLAS detector at the Large Hadron Collider. The process considered is Higgs boson production in association with a vector boson (V = W or Z) that decays hadronically, resulting in events with two or more jets and large missing transverse momentum. No excess of candidates is observed in the data over the background expectation. The results are used to constrain V H production followed by H decaying to invisible particles for the Higgs boson mass range 115 < mH < 300 GeV. The 95%confidence-level observed upper limit on σVH × BR(H → inv.) varies from 1.6 pb at 115 GeV to 0.13 pb at 300 GeV. Assuming Standard Model production and including the gg → H contribution as signal, the results also lead to an observed upper limit of 78%at 95%confidence level on the branching ratio of Higgs bosons decays to invisible particles at a mass of 125 GeV.

The remote control of the electrical conductance through nanosized junctions at room temperature will play an important role in future nano-electromechanical systems and electronic devices. This can be achieved by exploiting the magnetostriction effects of ferromagnetic materials. Here we report on the electrical conductance of magnetic nanocontacts obtained from wires of the giant magnetostrictive compound Tb 0.3 Dy 0.7 Fe 1.95 as an active element in a mechanically controlled break-junction device. The nanocontacts are reproducibly switched at room temperature between "open" (zero conductance) and "closed" (nonzero conductance) states by variation of a magnetic field applied perpendicularly to the long wire axis. Conductance measurements in a magnetic field oriented parallel to the long wire axis exhibit a different behaviour where the conductance switches between both states only in a limited field range close to the coercive field. Investigating the conductance in the regime of electron tunneling by mechanical or magnetostrictive control of the electrode separation enables an estimation of the magnetostriction. The present results pave the way to utilize the material in devices based on nano-electromechanical systems operating at room temperature.

The vascular strain is very high during heavy handgrip exercise, but the intensity and kinetics to reach peak blood flow, and peak oxygen uptake, are uncertain. We included 9 young (25 ± 2 yr) healthy males to evaluate blood flow and oxygen uptake responses during continuous dynamic handgrip exercise with increasing intensity. Blood flow was measured using Doppler-ultrasound, and venous blood was drawn from a deep forearm vein to determine arteriovenous oxygen difference (a-vO
2diff ) during 6-min bouts of 60, 80, and 100% of maximal work rate (WRmax ), respectively. Blood flow and oxygen uptake increased (P < 0.05) from 60%WRmax [557 ± 177(SD) ml/min; 56.0 ± 21.6 ml/min] to 80%WRmax (679 ± 190 ml/min; 70.6 ± 24.8 ml/min), but no change was seen from 80%WRmax to 100%WRmax . Blood velocity (49.5 ± 11.5 to 58.1 ± 11.6 cm/s) and brachial diameter (0.49 ± 0.05 to 0.50 ± 0.06 cm) showed concomitant increases (P < 0.05) with blood flow from 60% to 80%WRmax , whereas no differences were observed in a-vO2diff . Shear rate also increased (P < 0.05) from 60% (822 ± 196 s-1 ) to 80% (951 ± 234 s-1 ) of WRmax . The mean response time (MRT) was slower (P < 0.05) for blood flow (60%WRmax 50 ± 22 s; 80%WRmax 51 ± 20 s; 100%WRmax 51 ± 23 s) than a-vO2diff (60%WRmax 29 ± 9 s; 80%WRmax 29 ± 5 s; 100%WRmax 20 ± 5 s), but not different from oxygen uptake (60%WRmax 44 ± 25 s; 80%WRmax 43 ± 14 s; 100%WRmax 41 ± 32 s). No differences were observed in MRT for blood flow or oxygen uptake with increased exercise intensity. In conclusion, when approaching maximal intensity, oxygen uptake appeared to reach a critical level at ~80% of WRmax and be regulated by blood flow. This implies that high, but not maximal, exercise intensity may be an optimal stimulus for shear stress-induced small muscle mass training adaptations. [ABSTRACT FROM AUTHOR]- Published

The electrical conductance G of magnetostrictive nanocontacts made from Galfenol (Fe
73 Ga27 ) can be reproducibly switched between "on" and "off" states in a low magnetic field of ~20-30mT at 10 K. The switching behavior is in agreement with the magnetic field dependence of the magnetostriction inferred from the magnetization behavior, causing a positive magnetostrictive strain along the magnetic field. The repeated magnetic-field cycling leads to a stable contact geometry and to a robust contact configuration with a very low hysteresis of ~1mT between opening and closing the contact due to a training effect. Non-integral multiples of the conductance quantum G0 observed for G > G0 are attributed to electron backscattering at defect sites in the electrodes near the contact interface. When the contact is closed either mechanically or by magnetic field, the conductance shows an exponential behavior below G0 due to electron tunneling. This allows to estimate the magnetostriction λ = 4 x 10-5 at 10 K. The results demonstrate that such magnetostrictive devices are suitable for the remote control of the conductance by low magnetic ?elds in future nanotechnology applications. An electrical measurement is non-linear when it is affected by the applied stimulus, i.e. when the measured phenomenon changes with amplitude. If pinched hysteresis loops can be observed in the voltage current representation, the underlying tissue can be classified as a memristor. Several biological memristors have been published, like human skin and apples. However, changes in the polarization impedance of electrodes may also cause pinched hysteresis loops. The question whether the reported biological memristors are real or whether the results just reflect changes in the polarization impedance arises. If the impedance of the measured object is close to or smaller than the polarization impedance of the used electrodes, the latter may dominate the measurement.

The paper describes the Lunar Ejecta and Meteorites (LEAM) experiment of the Apollo 17 flight mission, placed in the Taurus-Littrow area of the moon. The objective of the experiment was to measure impact parameters of cosmic dust on the lunar surface. Preliminary data analysis led to the recognition that the bulk of events recorded by the LEAM experiment are not signatures of hypervelocity cosmic dust particles as expected, but are induced signatures of electrostatically charged and transported lunar fines.

Results of analysis of the orbital elements of interplanetary dust particles collected by Pioneers 8 and 9 are presented in tabular form. The following conclusions are drawn from the analysis: (1) statistical analysis confirms that the nature of the nominal trajectories is essentially correct, with the most probable elements close to the nominal ones, (2) the elliptic or hyperbolic nature of most orbits is not affected by reasonable density assumptions, and (3) the incoming asymptote of the hyperbolic orbits is consistent with the particles arriving from the apex of the solar motion.

Earlier analyses of the Pioneer 8 and 9 experimental meteoroid data have shown that the detectors on these two spacecraft are intercepting meteoroids with hyperbolic orbital parameters. It is shown in this paper that these results are entirely consistent with and, indeed, to be expected from other observations of the interplanetary meteoroid complex. Collisional breakup of meteoroids and post-collision radiation pressure modification of their orbits is found to be a sufficient cause for the observed results. Details of the calculations as well as of the results are presented.

Consistent data for more than 8 years have been obtained from two identical cosmic dust particle experiments on board the space probes Pioneer 8 and 9. The two spacecraft are in direct heliocentric orbits with perihelia between 0.75 AU and 1.00 AU. On the basis of the data it is concluded that the majority of dust particles having elliptical orbits detected by the two space probes show orbital characteristics of Apollo group asteroids which originated from residual nuclei of short-period comets.

A three-axis cosmic dust experiment placed on the lunar surface by the Apollo 17 crew is registering impact parameters of cosmic dust and lunar ejecta. A total of 1117 events have been recorded in eight months of data. Preliminary conclusions on the nature of the data include possible evidence of lunar soil transport associated with the terminators. Particle fluxes have been derived for two of the three sensor systems and for specified conditions of exposure.

Data from the LEAM (Lunar Ejecta and Meteorite experiment, a micrometeorite detector at the Apollo 17 landing site) have been examined for evidence of interstellar (IS) dust grains traversing the solar system. The analysis technique considers IS grains approaching the solar system from the local solar apex. A model calculates the grains' hyperbolic orbits into the solar system and predicts the impact directions on the moon. The observations are then compared with the predicted impact directions to measure the IS dust flux. No evidence has been found (at the 97.5% confidence level) for a flux greater than about 6 hundred-thousandths per sq m/sec for particles of at least 2 by 10 to the -14th power g.

The Lunar Ejecta and Meteorite (LEAM) experiment has been in operation since December 1973 when it was deployed in the Taurus-Littrow region of the moon by the Apollo 17 crew. A specialized analysis based on more than twenty-two lunations of the impact data shows that all of the events recorded by the sensors during the terminator passages are essentially lunar surface microparticles carrying a high electrostatic charge. Charged lunar fines held in place by adhesive forces can be ejected into space if the electrostatic stress exceeds the adhesive strength. A simple laboratory test demonstrated that this soil transport can indeed take place at the lunar terminator and in the vicinity of it.

Pioneer 8 and 9 measured cosmic dust flux rate data are in agreement with astronomy theory, zodiacal light measurements, and ground-based observations, but differ markedly from the high flux rates deduced from earlier in situ measurements. As many as seven orders-of-magnitude separate the small particle end of the high and low flux curves. It was concluded that the data from the multicoincidence cosmic dust sensors have not only measured very low flux for micrometeorites, which is in keeping with astronomy theory, but have also shown how a high flux theory may be based on faulty data.
