This New York City Panel on Climate Change (NPCC3) chapter builds on the projections developed by the second New York City Panel on Climate Change (NPCC2) (Horton et al., 2015). It confirms NPCC2 projections as those of record for the City of New York, presents new methodology related to climate extremes, and describes new methods for developing the next generation of climate projections for the New York metropolitan region. These may be used by the City of New York as it continues to develop flexible adaptation pathways to cope with climate change. The main topics of the climate science chapter are: (1) Comparison of observed temperature and precipitation trends to NPCC2 2015 projections. (2) New methodology for analysis of historical and future projections of heatwaves, humidity, and cold snaps. (3) Improved characterization of observed heavy downpours. (4) Characterization of observed drought using paleoclimate data. (5) Suggested methods for next generation climate risk information.

The New York City Panel on Climate Change (NPCC, 2015) sea level rise projections provide the current scientific basis for New York City scientific decision making and planning, as reflected in, for example, the City's Climate Resiliency Design Guidelines. However, since the IPCC (2013) and NPCC (2015) reports, recent observations show mounting glacier and ice sheet losses leading to rising sea levels. Furthermore, new developments in modeling interactions between oceans, atmosphere, and ice sheets suggest the possibility of a significantly higher global mean sea level rise (GMSLR) by 2100 than previously anticipated, particularly under elevated greenhouse gas emission scenarios.

The large population and major economic assets along New York City's extensive waterfront face exposure to sea level rise (SLR) and coastal flooding. The New York City Panel on Climate Change (NPCC), an advisory group of academic and private-sector experts, provides the city with scientific guidance on future climate risks. Here we highlight current NPCC research on sea level rise, coastal flooding, with some of the City's current and planned responses.Twentieth century SLR in New York City (2.8 cm/decade) exceeded the global average (1.2-1.9 cm/decade), underscoring a greater regional risk. In 2015, the NPCC projected a 2080s SLR of 46-99 cm relative to 2000-2004 (25th -75th percentile) at the Battery, with high-end SLR estimates (90th percentile) of 1.9 m by 2100. Growing evidence of potential instability of the West Antarctic Ice Sheet (WAIS) suggests the possibility of even higher future sea levels. We therefore present a new low probability, yet high impact SLR scenario for New York City, which incorporates these ice sheet instabilities. The new SLR projections will be combined with coastal flood return period curves for the 100-year storm flood levels. Related ongoing research examines changes in storm characteristics, surge--sea level rise interactions, and mapping of neighborhoods at risk.Guided by NPCC findings, New York City undertakes programs to strengthen coastal defenses, tailored to specific neighborhood needs. NPCC in collaboration with the city, continues to investigate vulnerability to extreme climate events, such as inland floods and coastal storms, and to develop stronger links with community-based stakeholder groups. New York City's plans to enhance coastal urban resiliency stand as a model for other urban coastal centers as they prepare for climate change.

Mechanisms such as ice-shelf hydrofracturing and ice-cliff collapse may rapidly increase discharge from marine-based ice sheets. Here, we link a probabilistic framework for sea-level projections to a small ensemble of Antarctic ice-sheet (AIS) simulations incorporating these physical processes to explore their influence on global-mean sea-level (GMSL) and relative sea-level (RSL). We compare the new projections to past results using expert assessment and structured expert elicitation about AIS changes. Under high greenhouse gas emissions (Representative Concentration Pathway [RCP] 8.5), median projected 21st century GMSL rise increases from 79 to 146 cm. Without protective measures, revised median RSL projections would by 2100 submerge land currently home to 153 million people, an increase of 44 million. The use of a physical model, rather than simple parameterizations assuming constant acceleration of ice loss, increases forcing sensitivity: overlap between the central 90% of simulations for 2100 for RCP 8.5 (93-243 cm) and RCP 2.6 (26-98 cm) is minimal. By 2300, the gap between median GMSL estimates for RCP 8.5 and RCP 2.6 reaches >10 m, with median RSL projections for RCP 8.5 jeopardizing land now occupied by 950 million people (versus 167 million for RCP 2.6). The minimal correlation between the contribution of AIS to GMSL by 2050 and that in 2100 and beyond implies current sea-level observations cannot exclude future extreme outcomes. The sensitivity of post-2050 projections to deeply uncertain physics highlights the need for robust decision and adaptive management frameworks.

We work at NASA's Goddard Institute for Space Studies, integrating the agency's satellite imagery and projections of extreme weather events into urban planning. In recent weeks, we have watched as Christian's hometown, Houston, has been ransacked by historic rainfall and flooding and Hurricane Irma has battered the U.S. Virgin Islands, Puerto Rico and Florida. Then, Hurricane Maria devastated Puerto Rico leaving millions of people without power. Sea-level rise, storm surge, warm ocean temperatures, and extreme rainfall interacted to exacerbate the damages incurred by Hurricanes Harvey, Irma, and Maria. Coastal flooding combined with inland flooding to wreak extraordinary havoc.

Inclusion of ecosystem services (ES) information into national-scale development and climate adaptation planning has yet to become common practice, despite demand from decision makers. Identifying where ES originate and to whom the benefits flowunder current and future climate conditionsis especially critical in rapidly developing countries, where the risk of ES loss is high. Here, using Myanmar as a case study, we assess where and how ecosystems provide key benefits to the countrys people and infrastructure. We model the supply of and demand for sediment retention, dry-season baseflows, flood risk reduction and coastal storm protection from multiple beneficiaries. We find that locations currently providing the greatest amount of services are likely to remain important under the range of climate conditions considered, demonstrating their importance in planning for climate resilience. Overlap between priority areas for ES provision and biodiversity conservation is higher than expected by chance overall, but the areas important for multiple ES are underrepresented in currently designated protected areas and Key Biodiversity Areas. Our results are contributing to development planning in Myanmar, and our approach could be extended to other contexts where there is demand for national-scale natural capital information to shape development plans and policies

The 837 km New York City shoreline is lined by significant economic assets and dense population vulnerable to sea level rise and coastal flooding. After Hurricane Sandy in 2012, New York City developed a comprehensive plan to mitigate future climate risks, drawing upon the scientific expertise of the New York City Panel on Climate Change (NPCC), a special advisory group comprised of university and private-sector experts. This paper highlights current NPCC findings regarding sea level rise and coastal flooding, with some of the City's ongoing and planned responses. Twentieth century sea level rise in New York City (2.8 cm/decade) exceeded the global average (1.7 cm/decade), underscoring the enhanced regional risk to coastal hazards. NPCC (2015) projects future sea level rise at the Battery of 28 - 53 cm by the 2050s and 46 - 99 cm by the 2080s, relative to 2000 - 2004 (mid-range, 25th - 75th percentile). High-end SLR estimates (90th percentile) reach 76 cm by the 2050s, and 1.9 m by 2100. Combining these projections with updated FEMA flood return period curves, assuming static flood dynamics and storm behavior, flood heights for the 100-year storm (excluding waves) attain 3.9-4.5 m (mid-range), relative to the NAVD88 tidal datum, and 4.9 m (high end) by the 2080s, up from 3.4 m in the 2000s. Flood heights with a 1% annual chance of occurrence in the 2000s increase to 2.0 - 5.4% (mid-range) and 12.7% per year (high-end), by the 2080s. Guided by NPCC (2013, 2015) findings, New York City has embarked on a suite of initiatives to strengthen coastal defenses, employing various approaches tailored to specific neighborhood needs. NPCC continues its collaboration with the city to investigate vulnerability to extreme climate events, including heat waves, inland floods and coastal storms. Current research entails higher-resolution neighborhood-level coastal flood mapping, changes in storm characteristics, surge height interactions with sea level rise, and stronger engagement with stakeholders and community-based organizations.

A warming climate is anticipated to increase the future heat-related total mortality in urban areas. However, little evidence has been reported for cause-specific mortality or nonurban areas. Here we assessed the impact of climate change on heat-related total and cause-specific mortality in both urban and rural counties of Jiangsu Province, China, in the next five decades. To address the potential uncertainty in projecting future heat-related mortality, we applied localized urban- and nonurban-specific exposure response functions, six population projections including a no population change scenario and five Shared Socioeconomic Pathways (SSPs), and 42 temperature projections from 21 global-scale general circulation models and two Representative Concentration Pathways (RCPs). Results showed that projected warmer temperatures in 2016-2040 and 2041-2065 will lead to higher heat-related mortality for total non-accidental, cardiovascular, respiratory, stroke, ischemic heart disease (IHD), and chronic obstructive pulmonary disease (COPD) causes occurring annually during May to September in Jiangsu Province, China. Nonurban residents in Jiangsu will suffer from more excess heat-related cause-specific mortality in 2016-2065 than urban residents. Variations across climate models and RCPs dominated the uncertainty of heat-related mortality estimation whereas population size change only had limited influence. Our findings suggest that targeted climate change mitigation and adaptation measures should be taken in both urban and nonurban areas of Jiangsu Province. Specific public health interventions should be focused on the leading causes of death (stroke, IHD, and COPD), whose health burden will be amplified by a warming climate.

The Consortium for Climate Risk in the Urban Northeast (CCRUN), one of ten NOAA-RISAs, supports resilience efforts in the urban corridor stretching from Philadelphia to Boston. Challenges and opportunities include the diverse set of needs in broad urban contexts, as well as the integration of interdisciplinary perspectives. CCRUN is addressing these challenges through strategies including: 1) the development of an integrated project framework, 2) stakeholder surveys, 3) leveraging extreme weather events as focusing opportunities, and 4) a seminar series that enables scientists and stakeholders to partner. While recognizing that the most extreme weather events will always lead to surprises (even with sound planning), CCRUN endeavors to remain flexible by facilitating place-based research in an interdisciplinary context.

An aging population could substantially enhance the burden of heat-related health risks in a warming climate because of their higher susceptibility to extreme heat health effects. Here, we project heatrelated mortality for adults 65 years and older in Beijing China across 31 downscaled climate models and 2 representative concentration pathways (RCPs) in the 2020s, 2050s, and 2080s. Under a scenario of medium population and RCP8.5, by the 2080s, Beijing is projected to experience 14,401 heat-related deaths per year for elderly individuals, which is a 264.9% increase compared with the 1980s. These impacts could be moderated through adaptation. In the 2080s, even with the 30% and 50% adaptation rate assumed in our study, the increase in heat-related death is approximately 7.4 times and 1.3 times larger than in the 1980s respectively under a scenario of high population and RCP8.5. These findings could assist countries in establishing public health intervention policies for the dual problems of climate change and aging population. Examples could include ensuring facilities with large elderly populations are protected from extreme heat (for example through back-up power supplies and/or passive cooling) and using databases and community networks to ensure the home-bound elderly are safe during extreme heat events.

Weather and climate profoundly affect human health. Several studies have demonstrated a U-, V-, or J-shaped temperature-mortality relationship with increasing death rates at the lower and particularly upper end of the temperature distribution. The objectives of this study were (1) to analyze the relationship between temperature and mortality in Bangladesh for different subpopulations and (2) to project future heat-related mortality under climate change scenarios. We used (non-)parametric Generalized Additive Models adjusted for trend, season and day of the month to analyze the effect of temperature on daily mortality. We found a decrease in mortality with increasing temperature over a wide range of values; between the 90th and 95th percentile an abrupt increase in mortality was observed which was particularly pronounced for the elderly above the age of 65 years, for males, as well as in urban areas and in areas with a high socio-economic status. Daily historical and future temperature values were obtained from the NASA Earth Exchange Global Daily Downscaled Projections (NEX-GDDP) dataset. This dataset is comprised of downscaled climate scenarios for the globe that are derived from the General Circulation Model (GCM) runs conducted under the Coupled Model Intercomparison Project Phase 5 (CMIP5). The derived dose-response functions were used to estimate the number of heat-related deaths occurring during the 1990s (1980-2005), the 2020s (2011-2040) and the 2050s (2041-2070). We estimated that excess deaths due to heat will triple from the 1990s to the 2050s, with an annual number of 0.5 million excess deaths in 1990 to and expected number of 1.5 millions in 2050.

New York City is one of the world's most vulnerable cities to coastal flooding, due to a high concentration of population and assets near a coastline exposed to warm-season tropical storms and cold -season Nor'easter storms. Among U.S. cities, New York City is second only to New Orleans in population living less than 4 ft above the local high tide. By the 2050s, average annual losses due to coastal flooding alone could exceed $2 billion for the combined New York City-Newark region. Perhaps the most iconic example of a vulnerable New York City asset is the financial district located at the southern tip of Manhattan, however low-lying coastal assets include the full complement of major highways, subways and tunnels, hospitals, schools, wastewater treatment plants, food distribution centers, and people's homes. Given the magnitude of the assets at risk, a compelling case can be made that long-term adaptation makes economic sense for New York City. Given New York's access to economic, human, and technological resources for resilience measures, the City may be able to achieve this resilience. The city's political environment-New York City is a place where climate science is generally not a partisan issue-and the city's experience with uncertainty and overall risk framing (e.g., financing of bond issues for multi-billion dollar infrastructure with multidecade expected lifetimes), encourage climate risk framing.

Because heat-related health effects tend to become more serious at higher temperatures, there is an urgent need to determine the mortality projection of specific heat-sensitive diseases to provide more detailed information regarding the variation of the sensitivity of such diseases. In this study, the specific mortality of cardiovascular and respiratory disease in Beijing was initially projected under five different global-scale General Circulation Models (GCMs) and two Representative Concentration Pathways scenarios (RCPs) in the 2020s, 2050s, and 2080s compared to the 1980s. Multi-model ensembles indicated cardiovascular mortality could increase by an average percentage of 18.4 percent, 47.8 percent, and 69.0 percent in the 2020s, 2050s, and 2080s under RCP 4.5, respectively, and by 16.6 percent, 73.8 percent and 134 percent in different decades respectively, under RCP 8.5 compared to the baseline range. The same increasing pattern was also observed in respiratory mortality. The heat-related deaths under the RCP 8.5 scenario were found to reach a higher number and to increase more rapidly during the 21st century compared to the RCP4.5 scenario, especially in the 2050s and the 2080s. The projection results show potential trends in cause-specific mortality in the context of climate change, and provide support for public health interventions tailored to specific climate-related future health risks.

Heat is among the deadliest weather-related phenomena in the United States, and the number of heat-related deaths may increase under a changing climate, particularly in urban areas. Regional adaptation planning is unfortunately often limited by the lack of quantitative information on potential future health responses. This study presents an assessment of the future impacts of climate change on heat-related mortality in 12 cities using 16 global climate models, driven by two scenarios of greenhouse gas emissions. Although the magnitude of the projected heat effects was found to differ across time, cities, climate models and greenhouse pollution emissions scenarios, climate change was projected to result in increases in heat-related fatalities over time throughout the 21st century in all of the 12 cities included in this study. The increase was more substantial under the high emission pathway, highlighting the potential benefits to public health of reducing greenhouse gas emissions. Nearly 200,000 heat-related deaths are projected to occur in the 12 cities by the end of the century due to climate warming, over 22,000 of which could be avoided if we follow a low GHG emission pathway. The presented estimates can be of value to local decision makers and stakeholders interested in developing strategies to reduce these impacts and building climate change resilience.

In its 2013-2014 Fifth Assessment Report (AR5), the Intergovernmental Panel on Climate Change (IPCC) states that there is a greater than 95 percent chance that rising global average temperatures, observed since the mid-20th century, are primarily due to human activities. As had been predicted in the 1800s, the principal driver of climate change over the past century has been increasing levels of atmospheric greenhouse gases associated with fossil-fuel combustion, changing land-use practices, and other human activities. Atmospheric concentrations of the greenhouse gas carbon dioxide are now approximately 40 percent higher than in preindustrial times. Concentrations of other important greenhouse gases, including methane and nitrous oxide, have increased rapidly as well.

Although cities cover only 2 percent of the Earth's surface, more than 50 percent of the world's people live in urban environments, collectively consuming 75 percent of the Earth's resources. Because of their population densities, reliance on infrastructure, and role as centers of industry, cities will be greatly impacted by, and will play a large role in, the reduction or exacerbation of climate change. However, although urban dwellers are becoming more aware of the need to reduce their carbon usage and to implement adaptation strategies, education efforts on these strategies have not been comprehensive. To meet the needs of an informed and engaged urban population, a more systemic, multiplatform and coordinated approach is necessary. The Climate and Urban Systems Partnership (CUSP) is designed to explore and address this challenge. Spanning four cities-Philadelphia, New York, Pittsburgh, and Washington, DC-the project is a partnership between the Franklin Institute, the Columbia University Center for Climate Systems Research, the University of Pittsburgh Learning Research and Development Center, Carnegie Museum of Natural History, New York Hall of Science, and the Marian Koshland Science Museum of the National Academy of Sciences. The partnership is developing a comprehensive, interdisciplinary network to educate urban residents about climate science and the urban impacts of climate change.

This paper describes a time-sensitive approach to climate change projections, developed as part of New York City's climate change adaptation process, that has provided decision support to stakeholders from 40 agencies, regional planning associations, and private companies. The approach optimizes production of projections given constraints faced by decision makers as they incorporate climate change into long-term planning and policy. New York City stakeholders, who are well-versed in risk management, helped pre-select the climate variables most likely to impact urban infrastructure, and requested a projection range rather than a single 'most likely' outcome. The climate projections approach is transferable to other regions and consistent with broader efforts to provide climate services, including impact, vulnerability, and adaptation information. The approach uses 16 Global Climate Models (GCMs) and three emissions scenarios to calculate monthly change factors based on 30-year average future time slices relative to a 30- year model baseline. Projecting these model mean changes onto observed station data for New York City yields dramatic changes in the frequency of extreme events such as coastal flooding and dangerous heat events. Based on these methods, the current 1-in-10 year coastal flood is projected to occur more than once every 3 years by the end of the century, and heat events are projected to approximately triple in frequency. These frequency changes are of sufficient magnitude to merit consideration in long-term adaptation planning, even though the precise changes in extreme event frequency are highly uncertain
