Abstract

In recent years, numerous examples of food system dashboards have been developed with the goal of offering users the opportunity to monitor or assess (their) national food systems. One of the many challenges faced by these initiatives has been to strike an acceptable balance between the complexity, local-specificity, and multi-sectoral nature of these food systems while also ensuring that the information remains accessible and usable for decisionmakers. Perhaps even more critical, yet rarely discussed or implemented in most of the current food system dashboard initiatives, is the imperative of coconstructing these initiatives with local stakeholders. The case presented in this study puts participation at the center of the design and construction of a food systems' monitoring dashboard. Using a replicable yet rigorous methodology, we demonstrate the feasibility of co-creating food system dashboards that integrate comprehensive and multi-sectoral inputs from national stakeholders while ensuring these dashboards are functional, evidence-based, and reflective of the country's specific features. The approach is illustrated with the empirical cases of three pilot countries within the low-and middle-income countries group (Bangladesh, Ethiopia, and Honduras), where the methodology was tested between 2021 and 2022. Abstract

The call for transforming food systems from their current unsustainable trajectories toward more desirable, healthy, sustainable, resilient, and equitable outcomes has received unprecedented echoes recently--particularly following the 2021 UN Food Systems Summit. But lack of guidance on how to do so in a comprehensive and integrated manner has left many actors uncertain, skeptical, or even low-spirited about the prospects of delivering such an ambitious task. Through this work, we argue that food systems transformation is not an impossible goal to aspire for; however, whether we achieve any form of transformation is essentially down to how food systems politics are enacted. Politics, we posit, is at the center of creating and maintaining current unsustainable food system trajectories and will also be crucial in guiding change processes toward sustainable goals. In this paper, we explore this argument through a conceptual framework. The framework, which is relevant for both high and lower-income countries, integrates multiple perspectives and practical experiences on transition, transformation and politics to propose a holistic diagnostic and prescriptive tool for food systems transformation. Three critical lessons emerge from this: first, the transformation (of food systems) must be normative, deliberate and goal-oriented--as opposed to driven by technological innovations; second, the process must account for, integrate, and build on the multi-dimensional and multi-procedural nature of the politics that drive (or resist) changes; and third, the transformation needs to build on a strong driving environment, one that transforms not just food systems but also their governance. Abstract

This open access book compiles a series of chapters written by internationally recognized experts known for their in-depth but critical views on questions of resilience and food security. The book assesses rigorously and critically the contribution of the concept of resilience in advancing our understanding and ability to design and implement development interventions in relation to food security and humanitarian crises. For this, the book departs from the narrow beaten tracks of agriculture and trade, which have influenced the mainstream debate on food security for nearly 60 years, and adopts instead a wider, more holistic perspective, framed around food systems. The foundation for this new approach is the recognition that in the current post-globalization era, the food and nutritional security of the world’s population no longer depends just on the performance of agriculture and policies on trade, but rather on the capacity of the entire (food) system to produce, process, transport and distribute safe, affordable and nutritious food for all, in ways that remain environmentally sustainable. In that context, adopting a food system perspective provides a more appropriate frame as it incites to broaden the conventional thinking and to acknowledge the systemic nature of the different processes and actors involved. This book is written for a large audience, from academics to policymakers, students to practitioners. This is an open access book.

Abstract

Small-scale fisheries in Ghana are declining in response to the global fisheries crisis. The policies to curb this situation are dependent on the wellbeing of fishers in terms of material condition, quality of life, and transformative strategies for sustainable livelihoods. This paper employs survey data to investigate the wellbeing of fishers, using descriptives, principal-component analysis, and structural equation modelling. The results revealed that the summative effect of material condition, quality of life, and sustainability on fishers' wellbeing is low. Despite the low ranking of income (lower among men fishers than women fish processors), basic necessities, and government support, fishers are still motivated to work but claim that their children may one day be locked out of the industry. This paper addresses the gap in the literature by establishing the need to enhance educational facilities for the children of fishers, while complementing with investments that create job opportunities in the fishing communities. Abstract

The connection between international trade and food systems (un)sustainability is both contentious and critical for policy work supporting progress towards achieving the twin goals of hunger alleviation and dietary health while improving the overall sustainability of development. We characterize the food system using a set of metrics based upon the EAT-Lancet commission dietary guidelines for both over- and under-consumption of different foods to assess country-level dietary health and sustainability in tandem. Using a partial equilibrium model of agricultural production and trade, we then project the functioning of the global agricultural system to 2050 and calculate the metrics for that year. For most regions we find increased overconsumption above the expert-defined healthy and sustainable diet thresholds, with more limited progress towards closing dietary health and sustainability gaps where they currently exist. Trade influences this dynamic into the future under certain socioeconomic conditions, and we find that under a "business as usual" trade environment, future agricultural import profiles continue to be misaligned with dietary health and sustainability outcomes, suggesting the potential for early intervention in trade policy as a means to positively influence food system outcomes. Abstract

Despite representing a growing element of the international community's discourse, the sustainability of food systems and the challenge of its empirical measurement are still highly debated. In this paper, we propose to address this gap by computing a global food system sustainability index which we then use in a cross-country analysis covering 94 countries in low-, middle- and high-income regions. The analysis reveals a strong non-linear but positive correlation between the food system sustainability index and countries' individual GDP per capita. This relationship suggests some possible degree of endogeneity between food system sustainability and economic development. We then use the Shared Socioeconomic Pathways framework and Individual Conditional Expectations modeling techniques to explore how the sustainability of food systems is projected to evolve in the future as countries move up the economic development ladder. The projections indicate that for lower income countries, the change is usually more significant than for higher income countries. The analysis also reveals that the different dimensions of sustainability will not all contribute equally to future improvements in food system sustainability. In particular, investments targeting social and food security & nutrition dimensions are projected to have a greater effect on the sustainability of food systems than investment/interventions aiming at the environment or economic domains. For countries located at the lower end of the economic development spectrum, this would imply that, even with limited resources, policy-makers could substantially improve the sustainability of countries' food systems by prioritizing (sub) national policies and interventions focused on social and food security & nutrition domains.
