Abstract

This study responds to the need for more research around (im)mobility decision-making to better support people facing environmental shocks and climatic changes. The concept of Trapped Populations, first appeared with the release of the 2011 Foresight report yielding repeated use in environmental migration studies and to a more limited extent policy. Although a seemingly straightforward concept, referring to people's inability to move away from environmental high-risk areas despite a desire to do so, the underlying reasons for someone's immobility can be profoundly complex. The empirical literature body referring to ‘trapped' populations has similarly taken a fairly simple and narrow economic explanatory approach. A more comprehensive understanding around how immobility is narrated in academia, and how people's cultural, social and psychological background in Bangladesh influences their (im)mobility, can provide crucial research insights. To better protect and support people living with environmental shocks and changes worldwide we need to build robust and well-informed policy frameworks To achieve this, a set of discourse analyses were carried out. Firstly, a textual Critical Discourse Analysis (CDA) reviewed how ‘trapped' has been framed within academia. Secondly, a Foucauldian inspired discourse analysis was performed on field data to explore how power, knowledge and and binary opposites shape and determine people's social norms in terms of their (im)mobility decision-making. These key concepts critically showcased how meaning, values and power can constrain the mobility of a social group. The analysis was carried out on a large set of field data gathered between 2014 and 2016 in Bangladesh. The data on urban immobility and rural non-evacuation behaviour was gathered through a mixed-method quant-qualitative approach that included Q-methodology, storytelling group sessions, in-depth interviews and a survey questionnaire. Other key concepts used to frame the analysis included those of subjectivity, gender, place and space. The textual discourse analysis highlighted the dangers of framing mobility or resettlement as a potential climate adaptation. Assisted migration, could for example end up disguising other hidden political and economic agendas. The research identified how the empirical notions of ‘trapped' move beyond economic immobility. People in Bangladesh described being socially, psychologically and emotionally ‘trapped'. These empirical notions are useful within the area of climate policy, as they raise questions around whether mobility in fact is the solution.

Abstract

Child Sexual Abuse (CSA) is an ongoing scourge upon society. There is minimal understanding of the experiences of mothers and children in private law family court proceedings (PLP), when CSA is reported. A qualitative study was conducted and a feminist-informed Foucauldian Discourse Analysis was applied to understand ten life-stories from within a larger sample of 45. Five themes are presented. CSA was overwhelmingly reported as being minimised, with harmful outcomes for children and mothers reported. Pro-father and 'parental alienation' narratives were a facilitator of severe harm and continued male violence to victim-survivor mothers and children. Further research into the scale and prevalence of CSA within PLP is urgently required. [ABSTRACT FROM AUTHOR]

Abstract

In modern complex societies with profoundly interlinked sectors and sub-sectors, policymakers and scholars need to adopt systemic thinking as an analytical lens for mapping the intersections and interdependencies between social systems and their related vulnerabilities. This paper argues for an integrated governance approach to manage the risks and opportunities arising from the interactions between human mobility (HM) and disaster risk (DR). The analysis of HM and DR governance frameworks at the international and national levels (including through the case study lens of Bangladesh) shows that some progress has been made in integrating aspects of HM into DR governance and vice versa. Although respective frameworks have been integrated to a certain extent, further points of convergence and overlap still need to be adequately addressed. The policy integration process can be guided and facilitated by combining two conceptual frameworks originating in the HM and DR governance fields: the human mobilities perspective and the systemic risk approach. The paper concludes by proposing an HM-DR governance framework informed by these perspectives and steered by an interagency standing committee. [ABSTRACT FROM AUTHOR]

Abstract

In the past 15 years, research activities focusing on the interlinkages between climate change and human mobility have intensified. At the same time, an increasing number of actors and processes have sought to address human mobility in the context of climate change from a policy perspective. Hitherto, research has been limited in terms of geographical preferences as well as conceptual and methodological focus areas. This paper argues that to address the evolving policy space, future research on climate change in the context of human mobility needs to become more differentiated, integrated and generalized. This includes concerted efforts to better integrate researchers from the global South, improved cross‐linkages between different datasets, approaches and disciplines, more longitudinal and comparative studies and development of innovative qualitative and quantitative methods. Abstract

This article analyses the suite of policies and measures enacted by the Indian Union Government in response to the COVID-19 pandemic through apparatuses of disaster management. We focus on the period from the onset of the pandemic in early 2020, until mid-2021. This holistic review adopts a Disaster Risk Management (DRM) Assemblage conceptual approach to make sense of how the COVID-19 disaster was made possible and importantly how it was responded to, managed, exacerbated, and experienced as it continued to emerge. This approach is grounded in literature from critical disaster studies and geography. The analysis also draws on a wide range of other disciplines, ranging from epidemiology to anthropology and political science, as well as grey literature, newspaper reports, and official policy documents. The article is structured into three sections that investigate in turn and at different junctures the role of governmentality and disaster politics; scientific knowledge and expert advice, and socially and spatially differentiated disaster vulnerabilities in shaping the COVID-19 disaster in India. We put forward two main arguments on the basis of the literature reviewed. One is that both the impacts of the virus spread and the lockdown-responses to it affected already marginalised groups disproportionately. The other is that managing the COVID-19 pandemic through disaster management assemblage/apparatuses served to extend centralised executive authority in India. These two processes are demonstrated to be continuations of pre-pandemic trends. We conclude that evidence of a paradigm shift in India's approach to disaster management remains thin on the ground.

Abstract

Over 220,000 asylum seekers and refugees (ASR) lived in the United Kingdom in 2021. Traumatic experiences lived during the different phases of the migration process make people seeking asylum vulnerable to mental health conditions, including post-traumatic stress and depression. Assessments conducted by various local authorities since 2016 stress the need to improve ASR's access to appropriate mental health support, but lack clarity on how to achieve this. This article explores perceptions of mental health support needs for ASR, and contrasts them to service provision. Data were collected via semi-structured interviews with nine ASR and six individuals who provide wellbeing support to ASR living in Brighton and Hove, and were analysed via thematic analysis using NVivo. Three main themes emerged, relating to the need for holistic mental health support for ASR, the disjunctive between perceived needs and the available support, and the barriers to accessing existing services. Findings highlight the need for holistic, specialised, culturally sensitive and sustainable mental health support for ASR, and illustrate how training healthcare receptionists on the rights and entitlements of ASR and greater support services coordination can help strengthen ASR's access to the available support services and their mental wellbeing. Abstract

Many will remember the 1990s alarmist narratives of how a human tide of up to a billion climate refugees would flood "our" borders by 2050. By 2011, a new character joined the discourse: the trapped figure. No longer would climatically vulnerable people be forced to move, they could also end up immobile. This review examines the narratives that surround the trapped figure. The article highlights the trapped figure's (i) characterisation, (ii) geography, and (iii) storytellers. The material includes the 2011 Foresight Report, 64 English peer‐reviewed journal articles, and seven UNFCCC policy reports. The textual analysis furthers our understanding of the values that shape the meaning of the trapped figure within the wider discursive economy. Out of the 64 articles, 48 located the trapped figure in Asia, while 34 placed the figure in Africa. Meanwhile, the majority of articles—62 in total—were written by scholars based at European research institutes. The study shows that the trapped figure, much as the mythical climate refugee and migrant, is constructed as both a victim in need of rescuing and as an ambiguous security threat. It is ethically problematic that planned relocation was often put forward as an effective tool to "move" the figure out of harm's way. The review also found a range of binary opposites in the discourse on trapped populations, including those of order–disorder, freedom–unfreedom, and victim–savior. This suggests that however well‐intentioned the liberal discourse on trapped populations appear, it remains embedded in power relations which demands for critical scrutiny. Abstract

The Lancet Countdown is an international collaboration established to provide an independent, global monitoring system dedicated to tracking the emerging health profile of the changing climate. The 2020 report presents 43 indicators across five sections: climate change impacts, exposures, and vulnerabilities; adaptation, planning, and resilience for health; mitigation actions and health co-benefits; economics and finance; and public and political engagement. This report represents the findings and consensus of the 35 leading academic institutions and UN agencies that make up the Lancet Countdown, and draws on the expertise of climate scientists, geographers, engineers, experts in energy, food, and transport, economists, social, and political scientists, data scientists, public health professionals, and doctors.

Abstract

The Global Gag Rule is a United States policy that blocks global health funding to foreign non-governmental organisations if they engage in abortion-related activities. It has been implemented by every Republican administration since 1984 and remains in operation at the time of writing in its most stringent and extensive form. It has been criticised for its implications for women's bodily autonomy, its censorship of non-governmental organisations and health professionals, and for its impact on the health of populations in affected countries. To capture the effects of the policy to date, we conducted a scoping review in April 2020. Forty-eight articles met our eligibility criteria, and were analysed thematically, noting the effects on: the operations of non-governmental organisations; maternal health; sexually transmitted infections; marginalised groups; reproductive rights. We found that the policy increased the abortion rate and had a negative impact on maternal health, STIs, and the health of marginalised groups. We conclude that the policy amounts to the neocolonial co-optation of sexual and reproductive health in the Global South to advance an ideological agenda in the Global North. We urge that the policy be repealed as part of the broader project of protecting and decolonising sexual and reproductive health globally. [ABSTRACT FROM AUTHOR]

Abstract

A climate-resilient and sustainable future for people in vulnerable countries starts with resilient livelihoods. There is an urgent need to turn knowledge around livelihood threats, shocks, trajectories and opportunities into operable solutions. This factsheet presents the key findings coming out of Gibika, a five-year research-to-action project, advancing the understanding of people’s responses to climatic changes and environmental stress in Bangladesh. Bangladesh is a country with a wide variety of environmental stressors. The fact that people are struggling with different stressors in different regions also makes their needs and responses very diverse. Clear differences were observed between the northern, central and southern study sites. For example, in the northern study sites people were facing drought and shifting rainy seasons, while in the southern and central study sites people were dealing with stressors such as riverbank erosion, cyclones and floods. In the southern and central study sites people described struggling more with the environmental impacts than in the northern study sites, and they found themselves and their livelihoods failing to cope with the stress. This factsheet presents six key conclusions, as well as voices from the people which we hope will guide and support policy makers and practitioners in their work to better protect the most vulnerable from climatic risks.

Abstract

This article uses storytelling methodology to investigate the connections between urban climate-induced loss of wellbeing and (im)mobility in Bhola Slum, an informal settlement in Dhaka, Bangladesh. The settlement houses Internally Displaced People from the southern coast who built and named the slum after their home - Bhola Island. The storytelling sessions revealed that loss of belonging, identity, quality of life and social value produced in people a desire to return. Nostalgic storylines of home also shaped the narratives of the children born in the slum who often referred to the island as their home. Some women felt that the move had resulted in more liberty, but also claimed that it had increased the risk of social punishment and stigmatisation. Social stigma often extended from parents to children. More women than men reported feeling unsafe, depressed and anxious. Mental and physical ill health were both common consequences of the compromised living and working conditions of the slum. Loss of health (due to injuries or disease) damaged people's wellbeing and pushed already fragile families into a downward spiral with no escape. Few empirical studies investigate 'trapped' populations and non-economic losses and damages in urban environments. The insights gained from this work can therefore help safeguard vulnerable populations worldwide and build more robust climate policy frameworks. [ABSTRACT FROM AUTHOR]
