Abstract

The National System of Innovation (NSI) is a powerful concept that has significantly influenced the science and technology policy for the last four decades. The present article re-examines the concept of NSI and suggests that it has no internal dynamics that activate NSI. With reference to the disconnect between the production system and the innovation support system in Indian NSI (as underscored in the Indian National Innovation Survey), the article suggests that the trigger that can activate NSI is demand from the enterprises. The focus, therefore, should be on the Enterprise System of Innovation, a micro replica of NSI. This article introduces the concept of the innovation circle as a mode of inculcating the culture of innovation within an enterprise, thereby stimulating demand and activating NSI. Abstract

The Science, Technology and Innovation (STI) indicators have become essential tools for assessing knowledge capacity in a country or a region and as evidence for setting policy actions. Indicator development has become possible primarily because of two parallel efforts: collection and compilation of global, regional and national statistics on various dimensions of STI, and development of manuals/guidelines for their proper collection. These statistics and indicators are mostly available in the form of print or online publications as well as in the form of online databases or as sub data sets of online data portals. An indicative list of global, regional and national databases and publications is given in this webliography for engaging readers with STI indicators and related tools. Some of the key manuals/guidelines are also highlighted.

Abstract

During the last two decades, India has emerged as a major knowledge producer in the world, however different reports put it at different ranks, varying from 3rd to 9th places. The recent commissioned study reports of Department of Science and Technology (DST) done by Elsevier and Clarivate Analytics, rank India at 5thand 9th places, respectively. On the other hand, an independent report by National Science Foundation (NSF) of United States (US), ranks India at 3rd place on research output in Science and Engineering area. Interestingly, both, the Elsevier and the NSF reports use Scopus data, and yet surprisingly their outcomes are different. This article, therefore, attempts to investigate as to how the use of same database can still produce different outcomes, due to differences in methodological approaches. The publication counting method used and the subject selection approach are the two main exogenous factors identified to cause these variations. The implications of the analytical outcomes are discussed with special focus on policy perspectives.

Abstract

Technological innovations, as the key to building competitive advantage, need a comprehensive review to address the issues related to transformation of the Indian industries. The present paper reports the broad findings of the first National Innovation Survey undertaken by the Department of Science and Technology, Government of India. The findings presented here highlight the status of innovation related activities in different industrial sectors, its weaknesses, and areas requiring institutional interventions. The survey results underline the fact that the innovation activities in Indian industries are more for survival in a competitive market conditions than to create market advantage. A sort of disconnect between the innovation support system and the production system is a discernible fact that surfaces from the study. Abstract

The paper examines the innovation and knowledge creation activities of the Indian firms based on the data from the pilot national innovation survey conducted in 2008--09. The pilot survey was conducted as a part of an exercise by the Department of Science and Technology (DST) to evolve a framework for the measurement of innovation in Indian context. The survey focuses on the firm's innovation by way of new products, process, product improvement and also infrastructure created to implement them. The result showed that firms have successfully introduced innovation to the market with product and process developments. Firms carry out innovation on a continuous mode largely through their internal resources. Intramural R&D accounted for 92% of the innovation expenditure, in contrast to the results of the community innovation surveys (CIS) for the European Union and the emerging economy Brazil, where non-R&D inputs such as acquisition of machinery, external knowledge and market introduction of innovation etc., account for a large part of innovation.
