1. Using perceived impacts, governance and social indicators to explain support for protected areas

Abstract

Protected areas (PAs) are the foremost policy tool for biodiversity conservation internationally. In order for PAs to deliver desired conservation outcomes effectively, equitably, and for the long-term, they require a high level of support from local communities. A mosaic of factors have been proposed aiming to explain the level of support for PAs focusing mainly on governance indicators, perceived social impacts and social attributes, such as personal norms and values. However, these factors are often explored in isolation and in studies of small scale within the scientific literature. To cover this research gap we run a structural equation model exploring how the interconnections between these factors can lead to higher levels of support for PAs using data from 3239 local residents in 10 PAs in Europe. Our analysis shows that the mediation effects of governance indicators, such as trust in institutions and level of public engagement, are important in explaining associations between an individual’s social profile and their perceived social impacts with public support. Our findings also provide a useful and operational framework for PA practitioners and researchers illuminating pathways to increase the level of public support for a PA.

Abstract

This article addresses environmental conflictuality in the Calanques area in the south of France, which has been a National Park since 2012. Our work draws on two disciplinary fields – economic history and social geography – to shed light on the frictions, their interaction and the factors behind them from the 19th century to today. By taking the historical legacy into consideration, we have a better understanding of the complexity of the motivations for current disputes. This study is based on a mostly discursive analysis with which we have identified endogenous and exogenous conflicts. This contribution also provides an opportunity to take a new look at conflict situations within a broader timeframe, to assess whether there are interactions between one conflict and another and to appreciate the determining role of situations external to the Calanques in conflictual processes, reminding us of the close links between neighbouring urban areas and the National Park.

Abstract

The development of illegal housing is a reality on a national scale, in particular, on coasts experiencing significant human-made pressure. In Languedoc-Roussillon, the consumption of space by the legal urbanization of the coastal zone comes along with an illegal occupation of the space by temporary housing or housing with all the modern conveniences but not falling under the rules of urban planning, occupied in a temporary or permanent way by populations of very diverse social standing. The transformation of traditional accommodation (“cabins”) as a problem of public policy (“cabinization”) and the overlap between traditional and recent occupations, native and non-native inhabitants gets mayors into trouble, as they are asked to find a socio-territorial balance in a context of increasing human, financial and electoral pressure. This article aims to highlight this mode of occupation of the coast and to characterize its specificities. It offers an interpretative framework of “cabinization” profiles, allowing us to highlight the differentiated treatment of this phenomenon and appreciate different territorial divides and various forms of marginalization undergone by certain resident populations on the coast of Languedoc-Roussillon.

Abstract

The family configurations we observe in our societies today are still organized based on the major elements essential to a system of family relations : alliance, filiation and sib. However, their mode of arrangement has changed and these three elements, crisscrossing one another, have now become autonomous. This change of model results in a change of position for all persons included in the construction of a family relation. Starting from the works of David Schneider, showing the importance of law in declaring “the good” family relation and Godelier’s remark to the effect that a man and a woman are never enough to make a child, I will study the reports published recently on assisted procreation and adoption in Québec and in France in reflecting on these two ways of entering into a family relation. These reports show us the particular place the woman holds in the Western model of family relations involving only one father and only one mother. This place is changing, and the mother is no longer all that “certain” ; other maternal figures are appearing, testified to by the very existence the child.

Abstract

For some forty years, we have seen that the way to become parents has changed ; besides the “classical family”, i.e. a heterosexual married couple and their children, there are now a number of different family configurations, the most recent being that of homoparental families. However, although the latter constitute a new part of the evolutionary chain, they mark a major change, inasmuch as these parents cannot present themselves as their children’s genitors. What questions are raised by both the continuity and the change involved ? These families are looking for recognition ; and why, though it is granted by some countries, is it so difficult to receive it in France ?

Abstract

Nous nous intéressons ici à la gouvernance d’une catégorie d’aires marines protégées, Natura 2000 en mer, et aux déterminants de l’efficacité de la gouvernance des sites. Après avoir constitué une base de données portant sur 158 sites localisés en France métropolitaine, un échantillon de 20 sites a été l’objet d’une analyse comparative par études de cas. Nous constatons d’abord qu’un même cadre standard est décliné, en réalité, de façons différentes selon les façades, régions et sites. La diversité des situations de gouvernance est déchiffrée à partir de l’identification de quatre facteurs discriminants : l’enchevêtrement (ou non) du site dans un autre dispositif de gestion territoriale, les temporalités de la gouvernance (en amont ou en aval du document d’objectifs), les proximités locales (préexistantes ou à créer), la situation géographique du site (côtier ou au large). L’analyse porte ensuite sur ce que produit la gouvernance, selon ses caractéristiques, avec différents types de plus-values (effets directs et effets-rebonds, ressources, actions et coordinations) qui ne se révèlent effectives que sous certaines conditions. Les facteurs qui fondent l’efficacité et la qualité de la gouvernance sont finalement caractérisés, au regard des objectifs du dispositif et différentes pistes d’amélioration en sont déduites., This article is focused on the governance of one type of Marine Protected Areas, namely Natura 2000 at sea. The aim is to identify what is determinant for the effectiveness of their governance. From a database of 158 sites located in Hexagonal France, 20 were used for comparative case-studies. The analysis of the database shows that despite an identical national framework, it is in fact implemented very differently according to the diversity of maritime frontage, regions and sites. To understand this diversity, we describe four discriminant factors: the overlapping of the Natura 2000 area within another territorial management zone, the governance temporalities (before or after the management plan), local proximities (pre-existing or to be created), the geographical location of the site (coastal or offshore). Then we analyze the effects and impacts of governance, according to their characteristics. Their added benefits are described (direct effect, rebound-effect, resources, actions and coordination), revealing that their effectiveness is nonetheless conditional. The effectiveness and quality of the governance are then characterized according to the objectives of Natura 2000 at sea and some improvements are suggested.

Abstract

International audience; Marine protected areas face numerous conflicts associated with the implementation of conservation measures. These conflicts generate costs, prevent progress, make cooperation between stakeholders difficult and create risks of ineffectiveness. Although they are often concealed or circumvented, they also offer opportunities for new connections and collective innovation. Rather than leaving them to these kinds of avoidance strategies, conflicts were the subject of a Knowledge Café event at the Fourth International Marine Protected Area Congress to compare the perspectives of managers, decision‐makers and scientists on dealing with conflict. This contribution presents the conceptual framework for discussions during and after the Fourth International Marine Protected Area Congress and the operational and research avenues they open up. Cross‐referencing the results of this collective approach and research contributions makes it possible to characterize the diversity and complexity of conflicts in marine protected areas and the driving forces behind them and analyse resolution strategies. Instead of avoidance strategies, the causes and consequences of the idea of understanding and valuing conflicts is explored, along with operational approaches to achieving this.

Les configurations familiales que nous constatons aujourd’hui dans nos sociétés s’organisent encore à partir des grands éléments essentiels à un système de parenté : l’alliance, la filiation et la germanité. Toutefois, leur mode d’agencement a changé et ces trois éléments qui se recoupaient les uns et les autres deviennent maintenant autonomes. Ce changement de modèle entraînerait un changement de position de tous les personnages inclus dans la construction d’une parenté. À partir des travaux de David Schneider montrant l’importance de la loi pour dire la “bonne” parenté et de la remarque de Godelier affirmant qu’un homme et une femme ne suffisent jamais à faire un enfant, je lirai les rapports parus récemment sur la procréation assistée et l’adoption au Québec et en France pour réfléchir à ces deux manières d’entrer en parenté. Ces rapports nous révèlent la place particulière que tient la femme dans le modèle de parenté occidental d’un seul père et d’une seule mère. Abstract

This text aims to present the methodology of study of land-use conflicts performed in recent years by a multidisciplinary team, and to reveal the methods of survey and data collection, as well as the structure of the resulting database. We first define the scope of our study by providing a definition of these conflicts, of their characteristics and motives, of the ways they manifest themselves and of the actors involved (I). We then present the methodology we have used to identify conflicts; it is based on a spatial analysis and the combined use of different data collection methods including surveys conducted by experts, analyses of the regional daily press and of data from the administrative litigation courts (II). Finally we present the resulting Conflicts © data base, with its tables and nomenclatures, in which the data collected in different fields are reconciled and analyzed (III), before providing a few examples of how this method can be used to analyze case studies in developed and developing countries (IV). Abstract

International audience; Most rapidly changing areas are beset by intensified conflicts of use, where the environmental dimension plays an increasingly important role. These antagonistic situations represent a challenge for continuing and launching territorial public actions for integrated resource management. This contribution aims to highlight the socio-spatial dynamics of conflicts of use relating to the environment and provides methodological elements to characterise the conflictual processes at work in rapidly changing areas. It sets out elements of research on the Languedoc-Roussillon coastal zone, based on the hypothesis that sustainable management of territories' gains by being acquainted with conflict mechanisms (the emergence factor, modes of dissent, methods of regulation) and the actors involved (role, organisation, strategies), in time and in space. An interpretative framework for the conflictual processes relating to the environment is proposed, in order to provide a complementary analysis of the typologies of existing conflicts.
