1. The monthly evolution of precipitation and warm conveyor belts during the central southwest Asia wet season

Abstract

Understanding the nature of precipitation over central southwest Asia (CSWA), a data-sparse, semi-arid region, is important given its relation to agricultural productivity and the likelihood of hazards such as flooding. The present study considers how daily precipitation and local vertical motion – represented by warm conveyor belts (WCBs) – evolve from November to April over CSWA. First we compare several precipitation datasets, revealing that the seasonality of daily precipitation is consistent across estimates that incorporate satellite information, while total accumulation amounts differ substantially. A common feature across datasets is that the majority of precipitation occurs on the few days when area-averaged accumulation exceeds 4 mm, which are most frequent in February and March. The circulation pattern associated with heavy (< 4 mm d−1) precipitation days evolves within the wet season from a southwest–northeast tilted couplet of circulation anomalies in January and February to a neutrally tilted monopole pattern in April. El Niño conditions are associated with more heavy precipitation days than La Niña conditions, with both enhanced WCB frequency and moisture transport observed during the former. An exception to this is found in January, when precipitation, WCB frequency, and moisture do not increase, despite a similar increase in surface cyclones to other months, suggesting that precipitation changes cannot always be inferred from cyclone frequency changes. Nonetheless, our results generally support prior connections made between the El Niño–Southern Oscillation (ENSO) and seasonal-to-interannual precipitation anomalies and extend this connection to one between the slowly evolving ENSO influence and transient and local vertical motion represented by WCBs.

2. Subseasonal precipitation forecasts of opportunity over central southwest Asia

Abstract

Subseasonal forecasts of opportunity (SFOs) for precipitation over southwest Asia during January–March at lead times of 3–6 weeks are identified using elevated expected forecast skill from a linear inverse model (LIM), an empirical dynamical model that uses statistical relationships to infer the predictable dynamics of a system. The expected forecast skill from this LIM, which is based on the atmospheric circulation, tropical outgoing longwave radiation, and sea surface temperatures, captures the predictability associated with many relevant signals as opposed to just one. Two modes of variability, El Niño–Southern Oscillation (ENSO) and the Madden–Julian Oscillation (MJO), which themselves are predictable because of their slow variations, are related to southwest Asia precipitation SFOs. Strong El Niño events, as observed in 1983, 1998, and 2016, significantly increase the likelihood by up to 3-fold of an SFO 3–4 and 5–6 weeks in advance. Strong La Niña events, as observed in 1989, 1999, 2000, also significantly increase the likelihood of an SFO at those same lead times. High-amplitude MJO events in phases 2–4 and 6–8 of greater than one standardized departure also significantly increase the likelihood of an SFO 3–4 weeks in advance. Predictable atmospheric circulation patterns preceding anomalously wet periods indicate a role for enhanced tropical convection in the South Pacific convergence zone (SPCZ) region, while suppressed convection is observed preceding predictable dry periods. Anomalous heating in this region is found to distinguish wet and dry periods during both El Niño and La Niña conditions, although the atmospheric circulation response to the heating differs between each ENSO phase.

Abstract

From the Hindu Kush mountains to the Registan Desert, Afghanistan is a diverse landscape where droughts, floods, conflict, and economic market accessibility pose challenges for agricultural livelihoods and food security. The ability to remotely monitor environmental conditions is critical to support decision making for humanitarian assistance. The Famine Early Warning Systems Network (FEWS NET) Land Data Assimilation System (FLDAS) global and Central Asia data streams provide information on hydrologic states for routine integrated food security analysis. While developed for a specific project, these data are publicly available and useful for other applications that require hydrologic estimates of the water and energy balance. These two data streams are unique because of their suitability for routine monitoring, as well as for being a historical record for computing relative indicators of water availability. The global stream is available at ∼ 1-month latency, and monthly average outputs are on a 10 km grid from 1982–present. The second data stream, Central Asia (21–56∘ N, 30–100∘ E), at ∼ 1 d latency, provides daily average outputs on a 1 km grid from 2000–present. This paper describes the configuration of the two FLDAS data streams, background on the software modeling framework, selected meteorological inputs and parameters, and results from previous evaluation studies. We also provide additional analysis of precipitation and snow cover over Afghanistan. We conclude with an example of how these data are used in integrated food security analysis. For use in new and innovative studies that will improve understanding of this region, these data are hosted by U.S. Geological Survey data portals and the National Aeronautics and Space Administration (NASA). 4. Rapid Development of Systematic ENSO‐Related Seasonal Forecast Errors

Abstract

Abstract Climate models exhibit known systematic errors in their representation of the El Niño‐Southern Oscillation (ENSO). In this study, we show that such simulation errors are largely present in tropical seasonal prediction, even for short lead times. Regressing monthly forecast errors from 11 different operational models upon the observed ENSO state, we find that predicted ENSO‐related sea surface temperature anomalies (of either sign) for winter/spring are significantly extended or shifted to the west and are also too persistent during the ENSO decay phase, both common climate model errors. There are also corresponding precipitation forecast errors, most notably a robust westward shift of the ENSO‐related precipitation dipole that may impact predictions of extratropical teleconnections. These ENSO‐related errors develop within days after initialization regardless of month, including significant errors appearing in anomalous surface trade winds, and saturate so rapidly that they primarily depend upon the seasonal cycle rather than lead time.

5. The West Pacific Gradient tracks ENSO and zonal Pacific sea surface temperature gradient during the last Millennium

Abstract

Abstract Small changes in Pacific temperature gradients connected with the El Niño Southern Oscillation (ENSO) influence the Walker Circulation and are related to global climate anomalies. Therefore, it is of paramount importance to develop robust indices of their past behavior. Here, we reconstruct the difference in sea surface temperature between the west and central Pacific during ENSO, coined the West Pacific Gradient (WPG), based on the Last Millennium Paleo Hydrodynamics Data Assimilation. We show that the WPG tracks ENSO variability and strongly co-varies with the zonal gradient in Pacific sea surface temperature. We demonstrate that the WPG strength is related to significant atmospheric circulation and precipitation anomalies during historical El Niño and La Niña events by magnifying or weakening droughts and pluvials across the Indo-Pacific. We show that an extreme negative WPG coupled to a strong zonal Pacific temperature gradient is associated with enhanced megadroughts in North America between 1400 CE and the late sixteenth century. The twentieth century stands out in showing the most extreme swings between positive and negative WPG conditions over the past Millennium. We conclude that the WPG is a robust index together with ENSO indices to reveal past changes in Pacific zonal sea surface temperature gradient variability.

12. Predicting East African spring droughts using Pacific and Indian Ocean sea surface temperature indices

Abstract

In eastern East Africa (the southern Ethiopia, eastern Kenya and southern Somalia region), poor boreal spring (long wet season) rains in 1999, 2000, 2004, 2007, 2008, 2009, and 2011 contributed to severe food insecurity and high levels of malnutrition. Predicting rainfall deficits in this region on seasonal and decadal time frames can help decision makers implement disaster risk reduction measures while guiding climate-smart adaptation and agricultural development. Building on recent research that links more frequent East African droughts to a stronger Walker circulation, resulting from warming in the Indo–Pacific warm pool and an increased east-to-west sea surface temperature (SST) gradient in the western Pacific, we show that the two dominant modes of East African boreal spring rainfall variability are tied to SST fluctuations in the western central Pacific and central Indian Ocean, respectively. Variations in these two rainfall modes can thus be predicted using two SST indices – the western Pacific gradient (WPG) and central Indian Ocean index (CIO), with our statistical forecasts exhibiting reasonable cross-validated skill (rcv ≈ 0.6). In contrast, the current generation of coupled forecast models show no skill during the long rains. Our SST indices also appear to capture most of the major recent drought events such as 2000, 2009 and 2011. Predictions based on these simple indices can be used to support regional forecasting efforts and land surface data assimilations to help inform early warning and guide climate outlooks.

Abstract

Food security is a key pillar of environmental security yet remains one of the world's greatest challenges. Its obverse, food insecurity, negatively impacts health and well-being, drives mass migration, and undermines national security and global sustainable development. Ensuring food security is a delicate balance of myriad concerns within the atmospheric and Earth sciences, agronomy and agriculture engineering, social sciences, economics, monitoring, and policymaking. A Food Security Presidential Session at the American Meteorological Society's (AMS) 2022 Annual Meeting brought together experts across disciplines to tackle issues at the nexus of weather, climate, and food security. The starkest takeaway was the realization that, despite its importance and clear roles for the atmospheric and climate sciences, food security has not been a focus for the AMS community. The aim of this paper is to build on the perspectives shared by this expert panel and to identify overlapping issues and key points of intersection between the food-security community and AMS. We examine 1) the interactions between weather, climate, and the food system and how they influence food security; 2) the time and spatial scales of food security decision support that match weather and climate phenomena; 3) the role of both providers and users of information as well as decision-makers in improving research to operations for food security; and 4) the opportunities for the AMS community to address food security. We conclude that, moving forward, the AMS community is well-positioned to scale up its engagement across the global food system to address existing scientific needs and technology gaps to improve global food security. SIGNIFICANCE STATEMENT: We examine how members of the AMS community can help ensure global food security, whether they are engaged in the physical and social sciences or the realms of policy and society. Inspired by the messages of panelists at a Presidential Forum on Food Security at the 2022 AMS Annual Meeting, we gather their perspectives and those of experts working in the various relevant fields and find that there are roles for everyone across the AMS--from providing forecasts of the hydrometeorological variables used in food security outlooks to converting data to knowledge and engaging with stakeholders and decision-makers. We make concrete suggestions to ensure the AMS and its members are fully engaged in feeding the world. 37. What role for Washington? : US hegemony and the diversification of Latin American international relations

The year 2001 marked a critical juncture in inter-American relations. Whereas the United States diverted attention away from the Western Hemisphere, deeming Latin America a low-priority region, extra-regional actors — particularly China — expanded economic and political ties with Latin America so significantly in subsequent years that US Secretary of State Hillary Clinton referred to this trend as ‘quite disturbing’. Focusing on the relations between Argentina, Brazil, Venezuela and the United States in the post-9/11 period under the presidencies of George W. Bush and Barack H. Obama, this thesis investigates US hegemonic decline in Latin America. It claims that US decline was happening but has been overstated, and that a ‘thin-thick’ hegemonic model explains shifts in US hegemony—Washington’s responses to hegemonic decline—over time. The ‘thin-thick’ hegemonic model posits that coercive influences dominate interactions between the dominant state and the other states in ‘thin’ hegemonies, whilst ideational, ideological and/or multilateral traits (which provide additional legitimacy through the promotion of cooperation and a more equal partnership) complement coercive influences in ‘thick’ hegemonies. This thesis draws evidence from the interactions between the United States and the three selected South American states in three analytical dimensions (economic relations, role in regional organisation and diversification of international relations) in order to understand and identify shifts from ‘thin’ to ‘thick’ hegemony. The contention is that US hegemony was ‘thin’ under President Bush in the post-9/11 period as unilateralist tendencies dominated relations between Washington and Latin America, prompting Latin American assertiveness and the decentralisation of foreign relations away from the United States. The renunciation of the Monroe Doctrine under President Obama, by contrast, set US Latin America policy on a ‘thick’ hegemonic course, which coincided with the end of the so-called commodities boom and eventually the rise to power of pro-Western presidents in Argentina (Mauricio Macri) and Brazil (Michel Temer).

46. Characterizing of dropouts in the mental health of refugees and asylum seekers (MEHIRA) study examining the effects of a stepped and collaborative care model – a multicentered rater-blinded randomized controlled trial.

Abstract

Background: Dropout from healthcare interventions can negatively affect patients and healthcare providers through impaired trust in the healthcare system and ineffective use of resources. Research on this topic is still largely missing on refugees and asylum seekers. The current study aimed to characterize predictors for dropout in the Mental Health in Refugees and Asylum Seekers (MEHIRA) study, one of the largest multicentered controlled trials investigating the effectiveness and cost-effectiveness of a nationwide stepped and collaborative care model. Methods: Predictors were multiply imputed and selected for descriptive modelling using backward elimination. The final variable set was entered into logistic regression. Results: The overall dropout rate was 41,7%. Dropout was higher in participants in group therapy (p = 0.001; OR = 10.7), with larger satisfaction with social relationships (p = 0.017; OR = 1.87), with difficulties in maintaining personal relationships (p = 0.005; OR = 4.27), and with higher depressive symptoms (p = 0.029; OR = 1.05). Participants living in refugee accommodation (p = 0.040; OR = 0.45), with a change in social status (p = 0.008; OR = 0.67) and with conduct (p = 0.020; OR = 0.24) and emotional problems (p = 0.013; OR = 0.31) were significantly less likely to drop out of treatment. Conclusion: Overall, the outcomes of this study suggest that predictors assessing social relationships, social status, and living conditions should be considered as topics of psychological treatment to increase adherence and as predictors for future research studies (including treatment type).
