Africa's international relations have often been defined and oriented by the dominant international and geopolitical agendas of the day. In the aftermath of colonialism the Cold War became a dominant paradigm that defined the nature of the continent's relationship with the rest of the world. The contemporary forces of globalization are now exerting an undue influence and impact upon Africa's international relations. Increasingly, the African continent is emerging as a vocal, and in some respects an influential, actor in international relations. There is a paucity of analysis and research on this emerging trend. This timely book proposes to fill this analytical gap by engaging with a wide range of issues, with chapters written by experts on a variety of themes. The emerging political prominence of the African continent on the world stage is predicated on an evolving internal process of continental integration. In particular, there are normative and policy efforts to revive the spirit of Pan-Africanism: the 21st century is witnessing the evolution of Pan-Africanism, notably through the constitution and establishment of the African Union (AU). Given the fact that there is a dearth of analysis on this phenomemon, this volume will also interrogate the notion of Pan-Africanism through various lenses – notably peace and security, development, the environment and trade. The volume will also engage with the emerging role of the AU as an international actor, e.g. with regard to its role in the reform of the United Nations Security Council, climate change, the International Criminal Court (ICC), the treaty establishing Africa as a nuclear-free zone, Internally Displaced Persons, the Millennium Development Goals (MDGs), international trade, the environment, public health issues, security, and development issues. This book will assess how the AU's role as an international actor is complicated by the difficulty of promoting consensus among African states and then maintaining that consensus in the face of often divergent national interests. This book will in part assess the role of the AU in articulating collective and joint policies and in making interventions in international decision and policy-making circles.The Handbook will also assess the role of African social movements and their relationship with global actors. The role of African citizens in ameliorating their own conditions is often underplayed in the international relations discourse, and this volume will seek to redress this oversight. Throughout the book the various chapters will also assess the role that these citizen linkages have contributed towards continental integration and in confronting the challenges of globalization.

The German Yearbook of International Law, founded as the Jahrbuch für Internationales Recht, provides an annual report on new developments in international law and is edited by the Walther Schücking Institute for International Law at the University of Kiel. Since its inception in 1948, the Yearbook has endeavored to make a significant academic contribution to the ongoing development of international law. This volume looks at hospitals in the post-medieval Indo-Iranian world from various perspectives. During the Safavid-Mughal periods hospitals were still tied to Avicennian medicine. However, in Qajar Iran and British India hospitals became important instruments for the spread of modern Western medicine. The papers in this volume present a significant panorama on the history of medicine and medical institutions in Iran and India during the early modern and the modern periods. The portrait that emerges is not homogeneous, but instead shows ambivalent and contrasting images. In this timely book, completed before the current outbreak of unrest in Bahrain that has formed part of the Arab Spring, Laurence Louer explains, the background of the Bahraini conflict in the context of the wider issue of Shiism as a political force in the Arab Middle East, amongst other issues relating to the role of Shiite Islamist movements in regional politics. Her study shows how Bahrain's troubles are a phenomenon based on local perceptions of injustice rather than on the foreign policy of Shiite Iran. More generally, the book shows that, though Iran's Islamic Revolution had an electrifying effect on Shiite movements in Lebanon, Iraq, the Gulf and Saudi Arabia, local political imperatives have in the end been the crucial factor in the direction they have taken. In addition, the overwhelming influence of the Shiite clerical institution has been diminished by the rise to prominence of lay activists within the Shiite movements across the Middle East and the emergence of Shiite anti-clericalism. This book contributes to dispelling the myth of the determining power of Iran in the politics of Iraq, Bahrain and other Arab states with significant Shiite populations.

All over the world, in the most varied contexts, contemporary theatre is a rich source for increasing the visibility of communities generally perceived by others as minorities, or those who see themselves as such. Whether of a linguistic, ethnic, political, social, cultural or sexual nature, the claims of minorities enjoy a privileged medium in theatre. Perhaps it is because theatre itself is linked to the notions of centre and periphery, conformism and marginality, domination and subjugation – notions that minority theatre constantly examines by staging them – that it is so sensitive to the issues of troubled and conflicted identity and able to give them a universal resonance.Among the questions raised by this volume, is that of the relationship between the particular and the more general aims of this type of theatre. How is it possible to speak to everyone, or at least to the majority, when one is representing the voice of the few? Beyond such considerations, urgent critical examination of the function and aims of minority theatre is needed. To what kind of public is such drama addressed? Does it have an exemplary nature? How is it possible to avoid the pitfalls and the dead end of ghettoization? Certain types of audience-specific theatre are examined in this context, as, for example, theatre as therapy, theatre as an educational tool, and gay theatre. Particular attention is paid to the claims of minorities within culturally and economically dominant western countries.These are some of the avenues explored by this volume which aims to answer fundamental questions such as: What is minority theatre and why does theatre, a supposedly bourgeois, if not to say elitist, art form, have such affinity with the margins? What if, particularly in contemporary society, the theatre as a form, were merely playing out its fundamentally marginal status? The authors of these essays show how different forms of minority theatre can challenge cultural consensus and homogenization, while also aspiring to universality. The Saljuq period of the eleventh and twelfth centuries saw the arrival in Iran of Türkmen nomads from Central Asia and the beginning of Turkish rule. Through the example of the city of Isfahan, the book analyses the internal evolution of Iranian society in this period and the interaction of the Iranian elites and Turkish rulers.Drawing on an analysis of a wide range of sources, including poetic and epistolary material, this study fills an historiographical gap and casts new light on the two centuries prior to the Mongol invasion. The Iranian Islamic revolution brought about a political system based on a combination of state institutions that derive their legitimacy from Islamic law and republican institutions legitimized by the people. As there are no legal political parties in the Islamic Republic of Iran, political factions represent the varying ideological and material interests of members of the political elite and their supporters. This book analyzes the rivalries between the political factions and their related state institutions and the impact of the dynamics of factionalism on domestic (economic and socio-cultural) and foreign policy formulation. It shows that tensions inherent to the structure of state institutions and factional rivalries slow down the process of democratization and economic reforms in the Islamic Republic of Iran.

The Akhbārī School dominated the intellectual landscape of Imāmī Shiʿism between the Seventeenth and early Nineteenth Centuries. Its principal doctrines involved a reliance on scripture (primarily the sayings or akhbār of the Shiʿite Imams) and a rejection of the rational exegetical techniques which had become orthodox doctrine in Imāmī theology and law. However, the Akhbārīs were not simple literalists, as they are at times portrayed in secondary literature. They developed a complex theory of exegesis in which texts could be interpreted, whilst at the same time remaining doggedly committed to the ability of the revelatory texts to provide answers to theological and legal questions arising within the Shīʿī community. This book is the first in-depth study of the intellectual development and historical influence of the Akhbārī School.

Who speaks for Islam? To whom do Muslims turn when they look for guidance? To what extent do individual scholars and preachers exert religious authority, and how can it be assessed? The upsurge of Islamism has lent new urgency to these questions, but they have deeper roots and a much longer history, and they certainly should not be considered in the light of present concerns only. The present volume – grown out of an international symposium at the Free University, Berlin in 2002 – is not so much concerned with religious authority, but with religious authorities, men and women claiming, projecting and exerting religious authority within a given context. It addresses issues such as the relationship of knowledge, conduct and charisma, the social functions of the schools of law and theology, and the efforts on the part of governments and rulers to organize religious scholars and to implement state-centred hierarchies. The volume focuses on Middle Eastern Muslim majority societies in the period from the eighteenth to the twentieth centuries, and the individual papers offer case studies elucidating important aspects of the wider phenomenon. Individually and collectively, they highlight the scope and variety of religious authorities in past and present Muslim societies.

Chrétien de Troyes uses repeated references to Spain throughout his romances; despite past suggestions that they contain Mozarabic and Islamic themes and motifs, these references have never been commented upon. The book will demonstrate that these allusions to Spain occur at key moments in the romances, and are often coupled with linguistic riddles which serve as roadmaps to the manner in which the romances are to be read. These references and riddles seem to support the idea that some of their themes and motifs in Chrétien's romances are of Andalusi origin. The book also analyzes Chrétien's notion of conjointure and shows it to be the intentional elaboration of a sort of Mischliteratur, which integrates Islamic and Jewish themes and motifs, as well as mystical alchemical symbolism, into the standard religious and literary canons of his time. The contrast afforded by Chrétien's use of irony, and his subtle integration of this matière d'Orient into the standard canon, constitutes a carefully veiled criticism of the social and moral conduct, as well as spiritual beliefs, of twelfth-century Christian society, the crusading mentality, chivalric mores, and even the notion of courtly love. The primary interest of the book lies in the fact that it will be the first to comment upon and analyze Chrétien's references to Spain and the rich matière d'Orient in his romances, while suggesting channels for its transmission, through scholars, merchants, and religious houses, from northern Spain to Champagne.

The interaction between the Eurasian pastoral nomads - most famously the Mongols and Turks - and the surrounding sedentary societies is a major theme in world history.
