Early learning matters and can be strengthened and supported through contexts where children spend much of their time. Strong early learning experiences provide young children with opportunities to enjoy exploring their own interests and growing capabilities. Strong early learning also positively predicts well-being across a range of indicators in adulthood, including general well-being, physical and mental health, educational attainment and employment. Areas of early learning that are of particular importance include: language and literacy; numeracy and other non-verbal cognitive skills; self-regulation; emotional health, social well-being and social and emotional skills. These domains are interrelated, meaning that holistic assessment of a range of skills is necessary to understand well-being in early childhood and its implications for the future. Assessment of early learning provides an essential opportunity to reflect on whether governments, communities, schools and families are supporting the power and promise of early learning as intended.

This issues paper, eighth in a series of eight, is intended to distill formative evaluation questions on topics that are central to the development of the higher and further education information environment in the United Kingdom. This study focused on the searching behavior of higher education students as they attempted to locate electronic resources. The study was part of a usability study that aimed to evaluate the quality of information environment services. Students were asked to find information on 15 set tasks, completing a questionnaire after each item. Forty-five percent of students used Google as their starting point, and the second most highly used starting point was the university online catalogue, used by 10% of the sample. Nine percent of students used Yahoo and other search engines were used by the rest. Students appeared to like search engines for their familiarity and because they had been useful in the past. Seventy percent of the students thought that they had been successful, and 50% said the search had been easy. A third, however, found it difficult. Results make it clear that more work needs to be done to give students the awareness and skills to use electronic resources other than Google. (SLD)

This issues paper, fifth in a series of eight, is intended to distill formative evaluation questions on topics that are central to the development of the higher and further education information environment in the United Kingdom. The term "portal" is so widely used by so many people with so many different perspectives that definition is difficult. In its simplest form a portal is a filter for Web content, a place form which users can locate the Web resources they commonly need. Other aspects of portals that receive attention are the fusion function of portals, which involve cross searching of multiple resources and presentation of the aggregated results within the portal. Personalization is an aspect of a portal in that they select information on the basis of the individual user's needs. Portals for higher education will need to meet many requirements, and they will need to address a significant proportion of the resources that are available within the fields. Many of the issues surrounding portal development have little to do with technology, and more to do with sustainability and determining user needs. (SLD)

Despite the strategic importance of the private-school sector to education policy reform, and a general belief in the superiority of private schools, there is very little evidence on the relative effects of such schooling in comparison with public schools. This paper reviews the current evidence in the United States and United Kingdom on the relationship between private-school attendance and earnings. The effects of private schooling on future earning are important for the equity and efficiency of education systems, arguably more so than any effects on test scores. Yet, the review uncovers only 4 studies of this relationship for the United States, and 11 studies for the United Kingdom. They show a reasonably robust correlation between higher earnings and private schooling, but a summary explanation of the private-school earnings premium cannot be easily identified. The available evidence varies across estimation techniques, and probably fails to include the full set of direct and indirect effects of private schooling on earnings. However, the rate of return to investment in private schooling in comparison with public schooling is calculated from simulations of the earnings premium. This rate of return, which includes the direct and indirect effects of private schooling, is modest, at around 3 percent for the United States and 5 percent for the United Kingdom. This paper compares the development since the 1980s of privatization of education services in the U.S. and U.K. In both countries, education management organizations (EMOs) have become institutionalized to some degree, with policy-borrowing between the two countries and common ideological predisposition toward market solutions. Despite this history, privatization remains small-scale and not especially lucrative to those entering the market. In the U.K., the emphasis has been on compulsory competitive tendering and the Private Finance Initiative: public-sector structures to aid privatization within a governmental system. The result is a privatization at "glacial speed," with few opportunities for EMOs. In the U.S., it is the creation of capital markets and the rollout of charter schooling that have sustained privatization. The activities of companies such as Edison and TesseracT are considered. Capital market growth and charter schooling represent much more general alternatives to public provision. (Contains 59 references.) (Author)

Increasingly, education systems are being privatized through various changes to organizational structures, to school management, and to funding mechanisms. Yet education remains publicly funded and therefore accountable to taxpayer preferences through voting mandates. This paper investigates the determinants of political support for the privatization of education in the United Kingdom. The electorate is assumed to apply cost-benefit calculations, depending on their circumstances, and a set of criteria for evaluating educational reforms is linked to individual voters' characteristics. It is then possible to identify which voters would oppose or advocate educational reforms such as greater school competition, ability selection, and promotion of private schooling. Support for these reforms is then estimated using the British Educational Panel Survey. The results indicate that political preferences largely reflect the anticipated personal costs and benefits from educational reforms. Those with children are in favor of reforms to raise school competition, whereas those working in the education sector are against such reform. Those with higher anticipated tax liabilities favor privatization and support private schooling. Overall, however, educational reforms toward privatization received only minority support in Britain as of 1997. (Contains 29 references and 6 tables.) (Author/RT)

This paper presents key indicators of educational and employment status for students making the transition from adolescence to early adulthood in selected Organisation for Economic Co-operation and Development (OECD) countries. The data that are presented include international comparisons of student achievement, educational attainment, literacy and unemployment among young adults. Data on expenditures for education are presented as a measure of national investment in education. It is a selective account, presenting data on important educational markers from international surveys and collections, offered as representative of key aspects of transitioning from education to the workforce in each country. To ensure comparability of data across countries, the data are derived from international surveys, or data collection efforts in which data have been harmonized. The time frame to which the data refer is the middle of the 1990s, between 1994-96. The countries chosen for comparison are OECD members that are representative of the regions of Europe (Northern, Central, Southern, and Eastern), English-speaking countries, and Asia. The coverage of countries varies by source, as the same countries did not participate in each of the surveys and data collections. However, every effort was made to include seven countries that are of particular interest, and they are the focus of the discussion in the text and appear in the figures when data are available: the United States, the United Kingdom, France, Germany, the Netherlands, Sweden, and Italy. An appendix presents: Description of School Systems in Seven Countries.

A multinational, multidisciplinary team examined the impact of globalization on education, training, and small and medium sized enterprise development in Ghana, Kenya, and South Africa. The study focused on the following issues: developing a learner-led competitiveness approach; building learning enterprises; education for microenterprises and macroeconomic growth; and training for self-employment and competitiveness. The study documented the importance of learning-led competitiveness and identified obstacles to development of learning enterprises in all three countries. The following are among the 12 recommendations offered to national governments and international agencies with development concerns: (1) insert learning-led competitiveness into development debates; (2) understand the implications of globalization better; (3) address the range of barriers to development of learning enterprises; (4) consider interenterprise linkages and the role of learning therein; (5) place learning-led competitiveness at the heart of small enterprise development policy; (6) broaden the universal primary education vision; (7) construct a curriculum for competitiveness; (8) improve public training's ability to support competitive self-employment; (9) empower training providers to be more market responsive; and (10) emphasize skills transfer from large to small firms. Higher education institutions (HEIs) have experienced increasing pressures to provide accountability data and consumer information on the quality of teaching and learning. Existing ratings and rankings of HEIs tend to neglect information on student learning outcomes. Instead, they focus on inputs, activities and research outputs, such as resources used, classes taught, and articles published. Such indicators provide no indication of the degree to which HEIs actually develop the knowledge and skills of their students. In most countries, hardly any comparable information is available on the educational quality of different programmes and institutions. In some countries, approaches to assess higher education learning outcomes have been developed, but little cross-country information is available on the characteristics of the instruments used. This paper provides an overview of experience gained in this domain across OECD and partner countries. Based on illustrative evidence collected for 18 assessment instruments, it examines conceptual, organizational and methodological aspects of existing assessments. It proposes a typology of higher education learning outcomes and reviews the ways in which these have been assessed across countries. Examples are drawn from Australia, Brazil, Mexico, the United Kingdom and the United States. (Contains 2 footnotes and 7 tables.)

Two important sets of performance indicators for institutions of higher education have become established in the United Kingdom: research quality ratings and teaching quality ratings. The research quality ratings and, to a lesser extent, the teaching quality ratings influence the level of government funding provided to higher education institutions. This paper considers the correlations between the two ratings and the possible consequences of policies which reshape the higher education sector by concentrating research resources in a limited number of institutions. Comparisons are made between quality assurance/assessment approaches in the United Kingdom and the United States, finding that U.S. higher education is much larger, more heterogeneous and has less government control than U.K. higher education, While the U.S. system of colleges and universities is generally unranked (by those responsible for accreditation), the UK system includes rankings. Use of use various analytical approaches to compare teaching and research ratings for both systems concluded that it remains unclear whether the measurement standards will lead to improvements in teaching and research. The United Kingdom does not yet have any lifelong learning pedagogies. The country has a stratified and segmented educational system, with little connection between those sectors that might be regarded as contributing to the concept of lifelong learning. The reasons for this lack of connections between sectors were examined during an 18-month study that included a literature review and resulted in identification of the following pedagogic "identities" assumed by adult educators: educator as critical practitioner; educator as psycho-diagnostician and facilitator of learning; educator as reflective practitioner; educator as situated learner within a community of practice; and educator as assurer of organizational quality and efficiency and deliverer of service to agreed or imposed standards. These identities were analyzed within the following conceptual dimensions: learning within a community versus individualized learning; disciplinary community versus pedagogic community; moral and social accountability versus organizational accountability; educator as "person in the world" versus anonymous/invisible educator; and student as "person in the world" versus anonymous/invisible learner. The analysis established that it is impossible to disentangle learners' situatedness from the educative process and that the split between adult education and higher education lies at least partly in the relationship between pedagogical theory and practice. Part 1 addresses understanding race and class oppression, including moving away from a Eurocentric approach, features of racism, social and economic exclusion, the language of exclusion/liberation, roots of racism, combating racism in the United States, manifestation of racism in the UK, and racism and the law. Employment of black workers is described in Part 2, including the library field, the role of the Library Association, and the culture of change. Part 3 covers the black community perspective, including community librarianship, empowering local communities, and research projects. Part 4 discusses problems and solutions, including equal opportunity, commitment of managers, the role of Equalities Officers, barriers to change, the need to fight institutionalized racism, and anti-racism. Tools for change are discussed in Part 6, including perspectives on combating racism, recommendations of the Roach and Morrison study, Commission of Racial Equality standards, Lawrence Inquiry recommendations, the government's Social Exclusion agenda, library standards, empowering staff, changes at the British Broadcasting Corporation, the Best Value process, the Quality Leaders Project, and the Local Authorities Race Relations Information Exchange. This document contains four reports on technology and further education (FE) that Lynton Gray and Ann-Marie Warrender prepared for the Further Education Funding Council's Learning and Technology Committee. The first report, "Main Themes from Learning & Technology Committee Press Surveys," examines three themes that were identified during a review of British press coverage of the role of information/learning technologies in FE: technological developments, organizational changes and learning applications. "Learning and Technology in American Community Colleges," which is based on materials presented at an American Association of Community Colleges convention, discusses the following topics: technology and teaching, distance learning, technologies and the Internet, and industry and student-centered learning. "Multimedia and Education," which is based on materials presented at an Association for the Advancement of Computing in Education conference, examines the following topics: technology for teachers, breaching the technological barriers, the impact of national initiatives, publishing and multimedia, and Canada's Open Learning Agency. "Learning Technologies in Industrial Training" explains the uses of information and learning technologies by a small sample of British companies in their own training programs. The implications of the four papers for reform of FE are summarized in a final section titled "Evidence for Action." (MN)

"Can You Hear Me? The Right of Young Children to Participate in Decisions Affecting Them" emphasises that participation enhances children's self-esteem and confidence, promotes their overall capacities, produces better outcomes, strengthens understanding of and commitment to democratic processes and protects children more effectively. Participation provides the opportunity for developing a sense of autonomy, independence, heightened social competence and resilience. The benefits are therefore significant, and adults with both direct and indirect responsibility for children need to acquire a greater humility in recognising that they have a great deal to learn from children. But the case for listening to young children goes beyond the beneficial outcomes. It is also a matter of social injustice and human rights. All people, however young, are entitled to be participants in their own lives, to influence what happens to them, to be involved in creating their own environments, to exercise choices and to have their views respected and valued. This paper considers issues relating to the measurement of skill for national statistical purposes. It draws upon the work program and research underlying the revision of the national occupational classification for the United Kingdom (UK), SOC90 (Standard Occupational Classification introduced in 1990). The report's introduction states the intention to reflect upon the review-related research findings; detail the perceived inadequacies of SOC90; describe the problems associated with occupational definition in certain areas; show how the revised classification will affect the analysis of skill change; and cause experts to rethink the forecasts of occupational change. Section 2 presents an overview of the history of occupational classification in the UK. Section 3 describes the conceptual basis of the SOC. Section 4 details the perceived weaknesses in SOC90 and the constraints surrounding the development work undertaken to revise this classification. Section 5 outlines some key processes that were influential in bringing about a redefinition of occupations for statistical purposes. Section 6 discusses the resources that were used to investigate the processes of occupational change from a statistical and definitional perspective. Section 7 examines the revised classification in terms of its ability to distinguish and discriminate between occupations and the new analytical opportunities it will provide. Section 8 concludes that SOC2000 (published in spring 2000) makes better use of its conceptual base, solves problems inadequately dealt with earlier, and provides a better tool for job matching purposes than did SOC90. A task force was convened to identify the nature, extent, and pattern of skill needs and shortages for managerial occupations in the United Kingdom (UK). The task force began by examining the key challenges facing managers in the UK. The following factors were among those considered: economic policies promoting liberalization and deregulation; increasingly fragmented and global product markets; and technological transformations arising from developments in microelectronics. The demand projections for managers and skills shortages (as demonstrated through recruitment problems for higher-level occupations) were reviewed along with the new skills and competencies demanded of managers. Skills related to the following management roles were detailed: managing operations, managing finance, managing people, and managing information. Each key role was subdivided into units of competence that were in turn subdivided into elements of competence. Performance criteria and range indicators were provided for each element of competence. The following key management roles were added to the original four: manage energy, manage quality, and manage projects. Existing management standards were reviewed and modified to reflect the new roles. Management training and development in schools and small and medium enterprises were discussed along with criticisms that have been leveled against competency-based management development. This is a report on the quality review of distance learning in a sample of five countries. The report was commissioned by the Council for Higher Education Accreditation's (CHEA's) International Commission in order to understand better the nature of existing regulatory arrangements in the context of growth in electronically supported learning and in the import and export of education world-wide. The data collected from readily available public sources were used to create country case studies for Jordan, Malaysia, Australia, Kenya and the UK, which were subsequently verified by in-country experts. From the data and information collected, a summary report was produced in two parts. Part One summarizes information and issues arising from relevant policy reports and academic literature. The sections of the report cover: context and terminology, approaches to quality review, agencies involved, review processes, and challenges and issues in the quality review of distance learning. The second part presents data from the case studies. After a brief section outlining the socio-economic context, educational system and policy context for each country, Part Two addresses the main themes of the project: the nature of distance learning in each country and the main providers, the nature of the regulatory and quality assurance systems as they apply generally and to distance learning in particular, and the relationship between trade in educational services (from an importing and exporting perspective) and arrangements for quality review. This paper describes how audiovisual media have influenced the way students have learned--or failed to learn--at the Open University at Walton Hall. The paper is based in part on results from a large body of research that has repeatedly demonstrated the interrelatedness of a wide range of factors in determining how or what students learn from audiovisual media. For instance, the administration's policy toward the assessment of broadcast material will affect not only the way many students approach the programs, but may determine whether or not a student will watch at all; the benefit a student obtains from a program will be affected by how much he has read in the correspondence texts; and that in turn will be influenced by the timing of the TMAs (tutor marked assignments). Primarily a literature review, this paper discusses the following topics: general theory and research relevant to the Open University; the roles of audiovisual media in Open University learning; case studies and documentaries; television as reinforcement; delivery of instruction; students' prior experience with learning from television and radio; student control over audiovisual media; relevance of program material; individual differences; and the need for broadcast notes. This study examined the impact of linguistic and cultural diversity in two urban, British secondary schools on "how English looked" (the content and interactions of urban, multiethnic classrooms). Data were collected from two classrooms with diverse students using interviews and videotapes. In both classrooms, the teachers were working at mediating a text to the students. Both texts focused on relationships. Both lessons were led by the teacher, mainly from the front of the classroom, and involved the whole class working together for most of the period. The two teachers believed that their challenge was to make texts relevant to students' own experiences, though they went about this in different ways. In both classrooms, there was a significant congruence between the way in which the teacher viewed English and what she was producing in the English class and that which her students were able to make explicit during their interviews. In this HEPI Occasional Paper, Sir Anthony Seldon and Dr Alan Martin explore the concept of a 'positive university' by looking at the approaches used by positive psychology and mindfulness. With increasing concern about the health of students and staff, this report considers the importance of a proactive approach to mental wellbeing. Exploring best practice from the United States, Australia and Mexico, as well as celebrating the work already being done in UK higher education institutions, the pamphlet makes practical recommendations for students and staff as well as highlighting ways to improve students' transition between school and university.

This study examined patterns and developments in the communicative strategies of 3-year-old children over the course of their first year in a small, rural playgroup. It also: identified factors in the dynamics of children's playgroup experiences that correlated with the developments observed, investigated mothers' and playgroup staffs' perceptions of the children, and considered how individual identity was created and recreated through the process of acquiring new "voices" in new social domains. Data from interviews with playgroup staff and parents, audio and video recordings of playgroup and home interactions, field notes, and a research diary indicated that playgroup staff viewed children as less confident and less able to communicate than did their mothers. There were significant differences in the quantity and type of talk in the two contexts. In the playgroup, there was a constant buzz of talk made up of a mosaic of conversations. However, compared to home, the children engaged in very few sustained exchanges, and many of their exchanges remained unfinished due to interruptions. At home, children frequently initiated and set the pace of conversational exchanges. Their home interactions tended to be dominated by talk, with body movements for emphasis. The contribution of higher education institutions to regional development is a theme that has attracted growing attention in recent years. Knowledge institutions are increasingly expected not only to conduct education and research, but also to play an active role in the economic, social and cultural development of their regions. The extent to which higher education institutions are able to play this role depends on a number of circumstances: the characteristics of the institutions, the regions in which they are located and the policy frameworks are all significant. At the same time, there are signs of more fundamental conceptual and strategic confusion. The discussions in this domain are frequently characterised by slogans and popular metaphors. This literature review was prepared to support the OECD project entitled 'Supporting the Contribution of Higher Education Institutions to Regional Development', which was conducted by the OECD Programme on Institutional Management in Higher Education (IMHE) in collaboration with the Directorate of Public Governance and Territorial Development. Drawing mainly from a selection of European and North American publications, the report takes an overall view on the development of higher education institutions in the regional context. It focuses on the evolution and discourses of higher education and research, the regional aspects of higher education policies, the various functions and roles that the institutions play, measures taken to link the universities with their regional partners, and the conditions which favour or hamper stronger regional engagement. An analysis was done regarding the perceived low numbers of British students who stay on in school past age 16. This three-part paper summarizes that study. Part 1, "Post-Compulsory Education Analysing the Market," presents a summary of the problem of low participation in post-16 schooling, based on a survey of literature and interviews with technical college managers and officers. It includes information about the economic significance of continuing education and training and the emerging consensus that both are vital to the economic well-being of the United Kingdom. In Part 2, "Post-compulsory-education: identifying the trends," the paper offers an alternative analysis of much of the data. It suggests that the quantitative gap between the United Kingdom and its major economic competitors is narrowing at such a rate that means this part of the argument for further education is becoming irrelevant. The number of young people continuing in education and training, within the public sector, is fast approaching the rates common elsewhere. This section also brings up the question of the quality of the training. Part 3, "The Challenge for Colleges," suggests policy for the future. It maintains that the reasons that participation rates have increased are manifold, but the role of post-16 institutions is central. These institutions have spent the last few years improving their marketing and changing the attitudes and behaviors of many thousands of young people. The effectiveness of these strategies are at the root of the social changes that are evidenced by the increasing participation rates. For the future, the paper maintains, the growth and cooperation of these institutions will determine how many young people are prepared for the future. The report includes 17 figures. This literature review of published research findings on parental involvement and literacy was undertaken to support the information needs of the National Literacy Trust, policymakers and educational providers in the United Kingdom (UK). Parental involvement and family involvement is a core value of the National Literacy Trust and underpins its philosophy that the literate society begins in the home and is sustained by home literacy practices and culture. Priority in the literature review was given to UK sources on parental involvement published in the 1990s, although some evaluations of the 1980s were included because of their important contribution to the field. Some international sources were also included when UK literature was lacking. The aim of the review was to summarize the published findings and to identify the activities in the home that contribute to children's literacy. Following a Preface and an Executive Summary, the review is divided into these sections: (1) Introduction; (2) The Role of Parents: The Trust's Position; (3) Main Findings in the Literature on Parental Involvement (Early Years; School Years); (4) Interventions and the Evidence (Interventions in the Early Years; School Age Interventions); (5) Way Forward; and (6) Conclusions. This study examined the allocation of government research grants to universities in the United Kingdom in the context of the current funding system which distributes such grants based on universities' performance in the marketplace. Marketplace performance indicators include academic staff and postgraduate student counts, grants from Research Councils, income from contracts with industry, donations, and research ratings. Research grant data were analyzed to determine if the allocation of research grants reflected the performance indicators outlined in the funding methodology. A multiple regression analysis was used to determine the relationship between indicators and allocation of grants in the academic years 1990-91, 1991-92, and 1992-93. The results showed that the funding formula was used to allocate research grants to the 50 long-established United Kingdom universities with a large coefficient of multiple determination in the three years examined. A large proportion of grants were explained by the performance indicators: 73.1 percent in 1990-91, 80.9 percent in 1991-92, and 86.2 percent in 1992-93. (Contains 45 references.) (JLS)

The patterns of manual and clerical workers' access to learning opportunities in the workplace in the United Kingdom were examined through case studies of three local authorities and three National Health Service trusts and a survey examining their employees' learning experiences. The workers occupying the lowest- grade jobs at the study organizations included younger workers, women returning to the labor market, and older workers who were either close to retirement or older than retirement age. A large percentage worked part-time. The case studies revealed evidence of upskilling and job enrichment, with individual workers' attitudes toward this upskilling and retraining depending on the social context in which they were occurring. Also identified were examples of work intensification and deskilling and of a number of people feeling trapped in routine and monotonous jobs. The following types of learning at work were identified: learning within the job and "doing the job better"; learning to understand the job; learning for job progression; learning around the job by extending knowledge of the section or department; learning for employability; learning for personal development; and learning for democratic participation in the 21st century. The contribution of occupational profiling to explaining and forecasting job satisfaction were analyzed by using data on job satisfaction for 33,249 workers from waves 1-7 of the British Household Panel Survey. Overall job satisfaction gradients were defined for major and minor groups of occupations in the United Kingdom's Standard Occupational Classification. The level and congruence of the material aspects and quality of work life aspects of job satisfaction in individual occupational unit groups (OUGs) were profiled. Stark contrasts emerged between fortunate OUGs, where levels of both modes of satisfaction are high, and disfavored OUGs, where both are low. Although the analysis results were consistent with earlier accounts of alienation in industrial settings, the findings required more comprehensive forms of explanation involving established findings about the correlates of job satisfaction. Regression analysis demonstrated that, in many cases, levels of satisfaction in OUGs could be accounted for largely in terms of individual and organizational variables. However, significant occupational effects remained for a large minority of OUGs. Industry was discounted as a minor influence on job satisfaction. The scope for more general explanations of job satisfaction in terms of relative deprivation was suggested, and methods for predicting trends in job satisfaction were outlined. Data from the Work History and Attitudes survey of the Social Change and Economic Life research initiative (SCELI) enquiry of 1986-1989 and the first wave of the British Household Panel Survey (BHPS) were analyzed to determine their continuity and comparability with regard to employee attitudes in general and job satisfaction and work centrality in particular. The study revealed a high degree of comparability between the two data sets and in the results obtained when they are used. However, several difficulties in comparing the two data sets were also identified. The SCELI was credited with providing good indicators of both human capital ("own-skill") and job skill and for providing extensive details about the technical milieu of work and the work organization, which were deemed good control variables. BHPS was found to offer excellent data on human capital, particularly on recently acquired technical training and vocational and other education. However, BHPS's direct measures of job skill proved minimal. An imputation process was suggested as one way of resolving this difficulty. The material offered by BHPS on partnership and household structures was concluded to be so admirable as to partly compensate for its lack of workplace and organizational data.
