The research is devoted to the current problems of developing the territorial structure of the higher school of the Russian. We also paid attention to its historical retrospection, considering that the territorial organization of higher education is an essential factor in the spatial organization of society in postindustrial development. It is necessary to consider the regional inequalities that have developed in current Russia. We suggested that the territorial differentiation in higher education is exacerbated by regional economic disparities. There were also historical prerequisites for the established territorial differentiation of higher education, laid down almost 300 years ago. Given the current situation and its comparison with the economic situation at the regional level, it was right to suggest that such a system could not be sustainable. For Russia, with its high spatial natural and socio-economic differentiation, the policy of supporting a small number of universities located in capital cities is wrong. [ABSTRACT FROM AUTHOR]

The development of the digital economy is one of the elements of the post-industrial society and represents a new format for the development of economic relations. In recent years, the digital economy has expanded beyond the commercial realm of buying and selling goods online. This concept has been successfully implemented in the virtual processes of companies, as well as in the internal work of the Russian government. Thanks to the transformation of the economy, non-cash payments and alternative transaction channels are developing in the field of payments and transfers. In the future, financial institutions may face the loss of their intermediary role and control over customer transactions, the disappearance of bank cards, and the development of alternative channels for international transactions. The paper presents the results of a sociological study of the middle class of the Russian region from the standpoint of the characteristics of a post-industrial actor, in which, among other attributes, social participation, self-description and self-reflection are inherent. A data collection method is a semiformalized mass interview. The purpose of the study is to find the characteristics of the subjective middle class in innovative regions of Russia using the example of the Tomsk region. It was revealed that the subjective middle class of the Russian region quite confidently determines its class affiliation. Such actors are mostly independent in determining and achieving personal goals, sovereign in the meaning of recognition of their own life prospects as a priority, and economically active in ensuring their welfare. However, not all the features that are inherent in this post-industrial social stratum are fully revealed. The motives for self-identification with the middle class in the Russian region are still more in tune with the industrial era since they have a material nature. The awareness of the importance of social participation is insufficiently expressed, while participation itself is present in various forms, although not to the extent described in the world scientific literature. It was proved that such a feature of the post-industrial middle class as the ability to act as a driver of social progress is observed to a small extent. [ABSTRACT FROM AUTHOR]

Global changes in the production technologies of goods and services are connected with the development of the innovation system. Spatial differentiation plays an important role for the Russian Federation. It is associated with the in homogeneous distribution of economic activity and the historically formed structure of the economy, which ultimately determine the inhomogeneity of the economic space and in the spatial differentiation of the innovation system as well. A presented method for evaluating and analysing the structure of the innovation system by region confirms a significant inhomogeneity of the Russian Federation subjects in terms of expenditures on technological innovations of organizations. The article presents the application areas of statistical tools for levelling the impact of economies of scale of the regions with excess expenditures. We proposed measures aimed at overcoming adverse conditions and barriers for the transition of the national economy to the knowledge-model within the innovation system. [ABSTRACT FROM AUTHOR]

The problem of poverty in Russia is analyzed in terms of “deprivation poverty” and “income poverty” in connection with problems of the multifaceted nature of the country's economy. The article examines the structural preconditions of poverty in Russia. It offers assessments of the different types of poverty (preindustrial, industrial, and postindustrial) and recommendations on how to combat poverty, taking into account the characteristics of each type.
