The world has seen with surprise that, notwithstanding the payment of the war indemnity, Germany has seemed to become steadily poorer and more depressed, while France has exhibited unusual prosperity, and the Bank of France, by having the courage to accumulate an enormous mass of specie, has brought its inconvertible paper to par, and left indeed no obvious reason, why actual redemption should not take place. This state of things has nettled the Germans not a little, and the book "Reichs Gold," by Ludwig Bamberger was written to show that it cannot be charged to the operations of the coinage law. Two accusations are especially deprecated by Bamberger, first, that a valuable opportunity was lost for promoting an international money, by adopting a coinage readily interchangeable with francs, already in such extensive use, and second, that after the accumulation of a large quantity of gold by the mint, the new coin was paid out at such a time and in such a manner as to lead to its export in large quantities, causing some mirth among foreigners and a good deal of internal dissatisfaction.

In other developments, the rescript addressed by the German Emperor to the Prussian Ministry, which was published at length in the Sunday papers, contains two distinct propositions.

The Roman papers, with a mischievous joy, report that the Pope has broken oil negotiations with Prussia. Prussian minister Herr von Schloezer left Rome six weeks ago, and is perfectly superfluous there. The Liberals, who during their ascendancy neglected to press a law of public instruction, which just now would be of enormous value, are at present earning the fruits of their negligence. School inspectors who had been appointed to guard against clerical influences have been removed, and are supplanted by Ultramontane Hotspurs, new seminaries for the education of boys by priests, and under their exclusive influence, have been opened.

Voltaire, in his volume, attempted to name all those who had played a part in the terrible struggle. Politically, the battle had not the great consequences which it ought to have had. The biggest question for the time was whether France will go to maintain the alliance with German Empire.

These books are "L' Empéreur Guillaume et son règne," "The Emperor William and His Reign," "Historie du Prince de Bismarck," "L' Empéreur Frédérick." In the book by Simon, Emperor William appears as an honest and kind-natured and a strong character, a true gentleman and a great king. Prince William assumed the regency with friendly feeling toward Austria and a belief that the Prussian and Austrian crown must make an common cause against democracy.

Eighty years ago were published the memoirs of Frederica Sophia Wilhelmina, Margravine of Baireuth, the sister of the Great Frederick. These memoirs extended from 1706 to 1142, and in the manuscript they were entirely in her own handwriting. This first edition was read with much avidity; it was a living picture of the manners and at the situation of Germany in the eighteenth century. The book is now extremely rare, and a new edition has been published in Leipzig, only 300 copies being issued. The publishers end a small preface with these words: "In publishing this new edition, we have been anxious to present to the public a portrait of this Princess, after having removed the stain of infidelity which disfigured it. We wish to show in her true light a woman, thinking and acting as a queen, great in her heroic affection for her brother, true in her friendship. Let us hope that we shall see the opinion disappear which made her considered as a woman without a heart and without a soul."
