Aim: This study aims to present a general bibliometric overview of the development status of global nursing research from 2000 to 2019. Design: A longitudinal bibliometric analysis of nursing research was conducted. Methods: Nursing research publications (N = 88,665) were obtained from Web of Science. Bibliometric method was used to map the output and citation impact trends of countries/regions, institutions, disciplines, and journals and analyse the research collaboration among countries/regions and institutions. Results: The global paper output in nursing research increased steadily over the past two decades and it varied in different countries/regions with the USA being far ahead of the others. The paper output and cross‐border collaboration are mainly distributed in several developed countries like the USA, the UK, Australia, and Canada. The University of Pennsylvania, Harvard University, University of Toronto, and University of North Carolina at Chapel Hill have high academic influence in the field of nursing. Increasing attention from academic fields has been paid to research on nursing. Journal of Advanced Nursing is the most prolific and most cited journal in nursing field. Conclusion: Nursing research has developed steadily over the last two decades. Both the scientific output and research collaboration are disproportionally distributed between high‐income countries/regions and low‐ and middle‐income countries/regions. Most research and collaboration have taken place in a few developed countries across North America, Europe, and Oceania. Impact: The study highlighted the need for policy makers and funding agencies, especially those from low‐ and middle‐income countries/regions, to allocate research funding that supports the nursing higher education and international cooperation so as to promote the development of high‐quality nursing research in those countries/regions. At the same time, researchers from non‐English‐speaking countries/regions should attach more importance to publishing papers in English, strengthening the academic exchanges with international nursing colleagues and better integrating into the international academic community. The aim of this paper is to map the pattern of awards for research degree supervision in institutions in Australia and the United Kingdom. In particular, it explores the scope of such awards, their objectives, the criteria for nomination, the evidence required to be submitted, the composition of award panels, the criteria for award, and the rewards and conditions attached to success. Marked differences are found between these features in the two systems, which it is argued stem mainly from the fact that in Australia institution-led awards are the norm, while in the UK student-led awards are predominant. In conclusion, it is suggested that, while institution-led awards seem more likely to be effective in identifying, recognising and rewarding exemplary supervision, students can and should have an important role to play and, hence, that optimally all stakeholders should be involved in the awards process. Conventional student-led evaluation is now an orthodox feature of the North American, UK and Australian higher education landscape. Increasingly, it is guiding major institutional decisions around educational quality, academic promotion and more recently institutional funding by government. Yet significant research around student-led evaluation has demonstrated that this form of student opinion-based evaluation remains highly fragile and susceptible to multiple forms of influence. This paper argues that student-led evaluation of itself is not sufficiently robust to appropriately inform notions of educational quality or pedagogical capability of academics. An alternative approach to evaluation in higher education is proposed, broadly drawing on the conception of fourth generation evaluation. The model foregrounds academic collaboration in shaping a professional evaluative framework at an activity level (i.e. programme or sub-discipline level) based on an ongoing dialogue between peers and with students, as well as qualitative evaluation of student learning. The model attempts to make tensions and conflicts in the teaching and learning context more explicit and the active focus of evaluative efforts to devise appropriate and sustainable responses to improve the quality of learning and professional practice. As Arbo and Benneworth (2007) have alerted us, higher education institutions are now expected not only to conduct education and research, but also to play an active role in the development of their economic, social and cultural surroundings. They call this the ‘regional mission’ of HEIs. This paper is concerned with cultural engagement. Research on universities’ cultural engagement in their regions and the impact of that engagement is still in its infancy, partly because there are different understandings of ‘culture’ and of what ‘engagement’ entails. In this paper, qualitative data from the reports of mixed teams of academics and regional administrators involved in a large international project designed to improve universities’ regional engagement are analysed and discussed. The on-going study — PASCAL Universities' Regional Engagement (PURE) — investigates the role of HEIs in their regions across in a variety of fields such as the economy, community development, the environment and others. This article analyses the data from the study to identify the different perspectives universities and regions have of cultural engagement. The aim here is to demonstrate the value of PURE in facilitating the development of mutual understanding both between universities through a common language and between universities and their regions in respect of mutual expectations. For example, particularly difficult to de-construct is universities’ engagement with disadvantaged communities (Doyle, 2007) but Powell's (2009) work suggests that universities might engage more broadly and effectively ‘through better knowledge sharing and co-creation with business and community partners’ to become ‘real drivers of creative change in developing socially inclusive projects’. Others have written about the educational role of universities in developing a ‘lifelong learning culture’ in their region (European Universities’ Charter on Lifelong Learning, 2008). Academic development has played a significant role in creating university 'learning and teaching' as an object of policy scrutiny and intervention. While academic development is a new field, its practices have been productive of new learning and teaching regimes in both the global 'north' and 'south'. This paper explores the emergence of academic development as a practice and the agentic understandings of its actors in creating the academic development project in the face of global unevenness. The paper offers a critical account of the emergence of academic development practice in both the global 'north', drawing on the intertwined histories of the UK and Australia, and in the global 'south', drawing on the example of South Africa. In looking at the ongoing debates about academic development the paper argues that in constituting teaching and learning as its object, other more radical, feminist and critical pedagogies, which are capable of dealing with the power and curricula, were marginalised. This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. The abolition of the default retirement age is creating challenges for UK employers, and universities in particular. Operating without mandatory retirement may have consequences for performance management, the creation of opportunities for new generations of workers, the scope for workforce planning and employment costs. Drawing on comparative experiences of Australian universities, which have been operating without mandatory retirement since the 1990s, this paper critically examines whether these consequences have materialised in Australia. This paper considers Australian academic staff members' attitudes to their colleagues in positions of university leadership, based on responses to the international Changing Academic Profession (CAP) survey conducted in 2007. When compared with responses from other participating nations, Australian academics indicate considerably lower satisfaction on management issues than the average for all countries. The use of quantitative performance measures to assess the quality of university research is being introduced in Australia and the UK. This paper presents the case for maintaining a balanced approach. It argues that 'metrics' have their place, and can make the process more efficient and cost-effective, but that peer review must be retained as a central element in any research assessment exercise. Dual sector universities (or duals) are a growing international phenomenon that cut across the divide that typically exists in post-secondary education. Duals combine ‘further’ and ‘higher’ education within a single institution providing enhanced opportunities for student transition between post-secondary sectors. This paper reports the results of an international survey of duals in Australia, Canada, New Zealand, South Africa and the UK. The results indicate that duals operate divergent operational models in managing the structural challenges of cross-sector education characterised as unitary and binary. Many duals contend that state and provincial government regulation militates against the integration of structures, processes and human resources within a dual sector context. [ABSTRACT FROM AUTHOR]

This paper discusses and compares post-16 English Literature curricula in Australia and the UK, and the International Baccalaureate diploma, in the context of issues about breadth and depth in post-16 education, reflecting on the different structures and philosophies which have influenced approaches to teaching and learning at this level. It argues that, if A Level English students are to manage the transition to higher education effectively, and/or develop a broad, contemporary understanding of literature and literary studies, the post-16 literature curriculum in the United Kingdom needs to develop further in progressive directions informed by contemporary developments in higher education English, and by notions of critical literacy and cultural pluralism, as in the other systems described. It suggests that the effect of central government reforms in the United Kingdom, and the consequent weakening of professional networks at national and regional levels, as well as conflicts within the profession about the nature of literature teaching, are responsible for lack of progress in this regard. This paper describes the process of review, design, and delivery of a course in modern embedded systems, an international collaborative teaching project involving the University of New South Wales (Australia), Manchester University, and Imperial College, London University (United Kingdom). This project, being the first of its kind anywhere in the world, provides a learning environment that replicates the current industrial practice in embedded systems design in an easy and comprehensible setting, an environment where the processor, dedicated coprocessors, and software are all integrated to create a functional system such as used in sophisticated electronic devices, including mobile phones, Web phones, televisions, digital cameras, and personal digital assistants. Such collaborations are important in both reducing development costs in developing up-to-date, and increasingly sophisticated, courses and in addressing pedagogical issues that are common between computer and electrical engineering programs in all academic institutions. To assist students' learning experience, the course is supported with purpose built state-of-the-art programmable hardware and software development platforms, carefully planned laboratory experiments, lecture notes, weekly online quizzes, tutorials, and a companion CD-ROM as a learning tool. Since the introduction of this complete package, students' satisfaction, assessment results, and skills obtained through evaluation and assessment methods have improved markedly. The assessment of research activity in universities is now undertaken regularly in a number of countries, with resources then being allocated according to the results of those evaluations. Such an exercise (a Research Quality Framework – RQF) has recently been proposed for Australia. This paper suggests likely consequences of such an exercise for geography in Australian universities, given its current situation there, on the basis of experience with the Research Assessment Exercises undertaken in the UK since 1986. The global expansion of access to higher education has increased demand for information on academic quality and has led to the development of university ranking systems or league tables in many countries of the world. A recent UNESCO/CEPES conference on higher education indicators concluded that cross-national research on these ranking systems could make an important contribution to improving the international market for higher education. The comparison and analysis of national university ranking systems can help address a number of important policy questions. First, is there an emerging international consensus on the measurement of academic quality as reflected in these ranking systems? Second, what impact are the different ranking systems having on university and academic behavior in their respective countries? Finally, are there important public interests that are thus far not reflected in these rankings? If so, is there a needed and appropriate role for public policy in the development and distribution of university ranking systems and what might that role be?
