The article presents the initial experience (spring-summer 2023) of using artificial neural networks (ANN) in improving traffic management in the large Russian city of Tyumen. Using the example of one of the intersections of the city's road network, it is shown how much transport delays are reduced when the duration of the traffic light cycle phases is quickly adjusted to the actual traffic intensity when compared with the usual previously used traffic light predictive mode. For the specific intersection of Odesskaya and Kotovskogo streets in Tyumen, considered in this article, the traffic light control mode using an ANN can significantly (by 20.6 ... 22.4%) reduce the average delay time of vehicles. It is also important that the reduction in traffic delays, which is possible with the regulation of traffic using ANN, helps to reduce stress for road users and improve road safety. The article presents historical data illustrating the dynamics of changes in the field of traffic management and road safety in Tyumen. This information well confirms the thesis about the dialectic of systemic development and the need for a gradual increase in the intellectual component in traffic management in large cities. The Applications (Appendix A and Appendix B) present the code of the auxiliary procedures and functions module and the code of the main data collection module used to optimize the traffic light control mode at the experimental intersection of the Tyumen road network. Despite the fact that agent technologies have widely gained popularity in distributed systems, their potential for advanced management of vehicle traffic has not been sufficiently explored. This paper presents a traffic simulation framework based on agent technology and fuzzy logic. The objective of this framework is to act on the phase layouts represented by its sequences and length to maximize throughput and fluidize traffic at an isolated intersection and for the whole multi-intersection network, through both inter- and intra-intersection collaboration and coordination. The optimizing of signal layouts is done in real time, and it is not only based on local stream factors but also on traffic stream conditions in surrounding intersections. The system profits from agent communication and collaboration as well as coordination features, along with decentralized organization, to decompose the traffic control optimization into subproblems and enable the distributed resolution. Thus, the separate parts can be resolved rapidly by parallel tasking. It also uses fuzzy technology to handle the uncertainty of traffic conditions. An instance of the proposed framework was validated and designed in the ANYLOGIC simulator. Instantiation results and analysis denote that the designed system can significantly develop the efficiency at an individual intersection as well as in the multi-intersection network. In this paper, a new method is proposed to detect traffic regulations at intersections using GPS traces. The knowledge of traffic rules for regulated locations can help various location-based applications in the context of Smart Cities, such as the accurate estimation of travel time and fuel consumption from a starting point to a destination. Traffic regulations as map features, however, are surprisingly still largely absent from maps, although they do affect traffic flow which, in turn, affects vehicle idling time at intersections, fuel consumption, CO 2 emissions, and arrival time. In addition, mapping them using surveying equipment is costly and any update process has severe time constraints. This fact is precisely the motivation for this study. Therefore, its objective is to propose an automatic, fast, scalable, and inexpensive way to identify the type of intersection control (e.g., traffic lights, stop signs). A new method based on summarizing the collective behavior of vehicle crossing intersections is proposed. A modification of a well-known clustering algorithm is used to detect stopping and deceleration episodes. These episodes are then used to categorize vehicle crossing of intersections into four possible traffic categories (p1: free flow, p2: deceleration without stopping events, p3: only one stopping event, p4: more than one stopping event). The percentages of crossings of each class per intersection arm, together with other speed/stop/deceleration features, extracted from trajectories, are then used as features to classify the intersection arms according to their traffic control type (dynamic model). The classification results of the dynamic model are compared with those of the static model, where the classification features are extracted from OpenStreetMap. Finally, a hybrid model is also tested, where a combination of dynamic and static features is used, which outperforms the other two models. For each of the three models, two variants of the feature vector are tested: one where only features associated with a single intersection arm are used (one-arm model) and another where features also from neighboring intersection arms of the same intersection are used to classify an arm (all-arm model). With rapid development of the urbanization, how to improve the traffic lights efficiency has become an urgent issue. The traditional traffic light control is a method that calculates a series of corresponding timing parameters by optimizing the cycle length. However, fixing sequence and duration of traffic lights is inefficient for dynamic traffic flow regulation. In order to solve the above problem, this study proposes a traffic light timing optimization scheme based on deep reinforcement learning (DRL). In this scheme, the traffic lights can output an appropriate phase according to the traffic flow state of each direction at the intersection and dynamically adjust the phase length. Specifically, we first adopt Proximal Policy Optimization (PPO) to improve the convergence speed of the model. Then, we elaborate the design of state, action, and reward, with the vehicle state defined by Discrete Traffic State Encoding (DTSE) method. Finally, we conduct experiments on real traffic data via the traffic simulation platform SUMO. The results show that, compared to the traditional timing control, the proposed scheme can effectively reduce the waiting time of vehicles and queue length in various traffic flow modes. Secondary roads often suffer from diverted traffic trying to avoid congestion on major motorways. In this paper we study the traffic problems of a small town that is located parallel to a congested motorway and suffers from such diverted traffic (high local accident risks, local congestion and other nuisances). We assume that the motorway and the secondary road through the local town are under the jurisdiction of a different authority. A local government controls local accident risks and congestion using non-price measures such as speed bumps, traffic lights and explicit access restrictions for through traffic. A 'federal' government can control traffic levels on the motorway using tolls. We show the following results. First, competition between the federal and local authority leads to a Nash equilibrium where the toll is too high and there is too much traffic calming compared to the second-best social optimum. Second, if the local government uses traffic calming measures, imposing a federal toll on the main road is welfare-reducing, unless congestion on the main road is severe and accident risks and other traffic nuisances in the small town are unimportant. Third, traffic diverted from the main road to the local community gives the latter strong incentives to close the local road for through traffic, even when it is socially undesirable to do so. Fourth, if the access restriction only applies to through traffic by trucks, the conflict between federal and local authorities disappears: both will agree on restricting truck access. A numerical application using a two-link network between Leuven and Brussels (the highway and an alternative road passing through local communities) illustrates the theoretical results. In this paper, we focus on trajectories at intersections regulated by various regulation types such as traffic lights, priority/yield signs, and right-of-way rules. We test some methods to detect and recognize movement patterns from GPS trajectories, in terms of their geometrical and spatio-temporal components. In particular, we first find out the main paths that vehicles follow at such locations. We then investigate the way that vehicles follow these geometric paths (how do they move along them). For these scopes, machine learning methods are used and the performance of some known methods for trajectory similarity measurement (DTW, Hausdorff, and Fréchet distance) and clustering (Affinity propagation and Agglomerative clustering) are compared based on clustering accuracy. Afterward, the movement behavior observed at six different intersections is analyzed by identifying certain movement patterns in the speed- and time-profiles of trajectories. We show that depending on the regulation type, different movement patterns are observed at intersections. This finding can be useful for intersection categorization according to traffic regulations. The practicality of automatically identifying traffic rules from GPS tracks is the enrichment of modern maps with additional navigation-related information (traffic signs, traffic lights, etc.). The study of traffic flow bifurcation control analysis is of great significance for understanding the essential evolution law of traffic flow, controlling traffic flow with practical means and alleviating traffic congestion. This paper describes the influence of lateral distance compensation in the process of lane change, and adjusts the traffic flow from the perspective of bifurcation control, which can capture the characteristics of traffic flow better, so as to describe the practical significance of the actual traffic phenomenon better. For example, the green ratio of traffic lights in the road, the planning and design of traffic signs, and the guidance of traffic condition prediction in ITS. In addition, the traffic flow is introduced and applied to the traffic model from the perspective of random function, and the bifurcation control is carried out according to the bifurcation behavior in traffic. That is, the bifurcation characteristics of the system are modified by the designed feedback controller, and the appearance of the equilibrium point of the system is adjusted to make it move forward, backward or disappear, so as to prevent or alleviate traffic congestion. There are few researches on bifurcation control of traffic flow model with lateral distance compensation. This paper introduces stochastic function based on lateral compensation model to study Hopf bifurcation phenomenon and Hopf bifurcation control. Firstly, the existence condition of Hopf bifurcation at the equilibrium point in the model is proved theoretically. Then, a feedback controller is designed to control the amplitudes of the Hopf bifurcation and the limit cycles formed by the Hopf bifurcation. Finally, the theoretical results are verified by numerical simulation. The research shows that by adjusting the control parameters in the feedback controller, the influence of boundary conditions on the stability of the traffic system is fully described, the effect of unstable focus and saddle point on the system is inhibited, and the traffic flow is slowed down. A detailed analysis of traffic conditions at the intersection allows us to obtain information about the efficiency of its operation. This type of analysis usually involves assessing the capacity and scale of the intersection and applying classical measures to assess its quality. In Poland, for this purpose, methods developed by the General Directorate for National Roads and Motorways are used to estimate the capacity of intersections without traffic lights, intersections with traffic lights, and roundabouts. The paper presents the results of the analysis of traffic conditions at the intersection of Brzezinska and Nowochrzanowska Streets, located in Myslowice (Silesian Province, Poland). In general, the use of superelevation and changes in a road's transverse slope are typically based on the road's design speed to provide safety and comfort for a vehicle driving on a horizontal curve. However, due to the difference between operating and design speeds, there has always been uncertainty in determining the margin of safety using superelevation. This paper discusses the assessment of the safety margins obtained from the application of superelevation in horizontal-curve design. The assessment uses geometric design guides and a reliability index to determine any uncertainties in the design parameters. In addition, adjusted design charts of superelevation values related to the radius of horizontal curves at various levels of probability of noncompliance are provided. The results show that the adjusted superelevation values are generally greater than those derived from current standards. The adjusted design charts can help designers select an appropriate superelevation value for a particular horizontal curve for highways that have geometric constraints. These adjusted charts may also aid designers in predicting the consequences and safety margins associated with the selection of superelevation alternatives required to approve geometric designs that involve violations of the standard requirements due to environmental constraints. In 2010, the left turn flashing yellow arrow (FYA) signal displays were installed at signalized intersections on state routes in the Peoria, Illinois, area. Supplemental traffic signs with text “Left Turn Yield on Flashing Yellow Arrow” were mounted on the mast arm adjacent to the left turn signal at over half of the FYA installations. The purpose of this paper is to present the results of the effectiveness evaluation of the FYA supplemental sign on safety. Analyses are presented on the effects of the FYA supplemental sign for all drivers and a subset of drivers age 65 and older. A crash-based comparison of 164 FYA approaches including 90 approaches with the sign and 74 approaches without the sign showed greater crash reductions when the supplemental FYA sign was present. The results also showed that crashes involving drivers age 65 and older did not experience the same magnitudes of crash reductions as compared to all drivers. The findings of this research indicate that supplemental FYA signs may help in improving safety for left-turning vehicles during the permissive interval. Thus, it is recommended that supplemental signs be used when initially implementing the FYA, and that effort to educate the driving public on new traffic control be made to further improve safety at signalized intersections. Abstract: Analyses of intersection accidents have shown that in most cases drivers overlook or see other road users with the right of way too late that they cannot react in time. Appropriate visual warning signals which support drivers in their attention allocation and driving behavior could be useful to improve drivers’ reaction. In a driving simulator study, two warning strategies varying in their timing: (1) top-down warning while approaching a critical intersection and (2) bottom-up warning directly before the critical incident were investigated in a T-intersection situation. For the bottom-up warning, two warning signal designs were compared. 48 subjects (M =27.3 years, SD=7.4 years) participated in the study. Driving data as well as subjective evaluation of the three warning signals (one early and two late warning signals) were analyzed. The early warning signal which was given while approaching the intersection showed a positive effect. Here, most collisions could be avoided due to drivers’ adaptation of their driving behavior toward safer driving. They waited longer at the intersection before turning and finally turned with a lower velocity. In addition, drivers evaluated the early warning signal as very “useful”. With regard to the late warnings a much smaller effect was found. Abstract: Collision diagnosis is the second step in the six-step road safety management process described in the AASHTO Highway Safety Manual (HSM). Diagnosis is designed to identify a dominant or abnormally high proportion of particular collision configurations (e.g., rear end, right angle, etc.) at a target location. The primary diagnosis method suggested in the HSM is descriptive data analysis. This type of analysis relies on, for example, pie charts, histograms, and/or collision diagrams. Using location specific collision data (e.g., collision frequency per collision configuration for a target location), safety engineers identify (the most) frequent collision configurations. Safety countermeasures are then likely to concentrate on preventing the selected collision configurations. Although its real-world application in engineering practice is limited, an additional collision diagnosis method, known as the beta-binomial (BB) test, is also presented as the secondary diagnosis tool in the HSM. The BB test compares the proportion of a particular collision configuration observed at one location with the proportion of the same collision configuration found at other reference locations which are similar to the target location in terms of selected traffic and roadway characteristics (e.g., traffic volume, traffic control, and number of lanes). This study compared the outcomes obtained from descriptive data analysis and the BB test, and investigates two questions: (1) Do descriptive data analysis and the BB tests produce the same results (i.e., do they select the same collision configurations at the same locations)? and (2) If the tests produce different results, which result should be adopted in engineering practice? This study''s analysis was based on a sample of the most recent five years (2005–2009) of collision and roadway configuration data for 143 signalized intersections in the City of Saskatoon, Saskatchewan. The study results show that the BB test''s role in diagnosing safety concerns in road safety engineering projects such as safety review projects for existing roadways may be just as important as the descriptive data analysis method. This paper presents an investigation into the current U.S. practice regarding the use of channelized right-turn lanes at signalized intersections, the type of traffic control used, and the safety experience of highway agencies. The study involved a literature review and a practice survey, which was distributed to all state and selected local agencies in the United States. The literature review revealed the overall lack of knowledge about the operational and safety aspects of channelized right-turn lanes explaining, to a large extent, the lack of guidance in practice. Survey results suggest a heavy reliance on engineering judgment by highway agencies in the use of channelized right-turn lanes and the selection of traffic control. Further, results confirmed a general perception in practice about the safety benefits of signal control at channelized right-turn lanes, despite the fact that such benefits were not supported by studies or statistics. This paper presents an extensive investigation regarding the impacts of green signal countdown devices (GSCD) on the intersection safety and efficiency, based on field observation of critical driver and vehicle related parameters at two similar intersections (one with GSCD and the other without GSCD) in Shanghai. Statistical analysis results have revealed that the installation of GSCD can (1) encourage drivers to pass the stop-line during the amber time with higher speeds and thus result in better utilization of the amber time and increased capacity of the intersection approach; (2) smooth the driver's response to the phase transition and effectively prevent the sudden change of speeds; (3) effectively eliminate the intersection dilemma zones by allowing the drivers to envision the phase transition and make decisions in advance; and (4) significantly reduce the number of red-light violations. Despite its effectiveness in facilitating the driver decision-making process, the installation of GSCD may adversely increase the possibility of collisions with unexpected crossing vehicles or pedestrians due to the significantly increased speeds of vehicles approaching the amber time. The analysis results from this study will offer the basis for traffic practitioners, researchers, and authorities in China to assess the impact of GSCD with respect to its operational and safety performance, and propose guidelines for its proper field installation. Minimum sign retroreflectivity standards issued by the Federal Highway Administration (FHWA) on January 29, 2008, have focused the attention of administrators and sign managers on improving the nighttime performance of traffic signs. To predict when a sign will need replacement, an agency will need to know when the retroreflectivity of signs with similar characteristics deteriorate to the minimum level established by the FHWA. Currently in the literature, there is limited information about the long-term deterioration behavior of ASTM Type III and IX signs. One way of achieving a better understanding of long-term sign deterioration is to establish an experimental sign retroreflectivity measurement facility (ESRMF). An ESRMF is an arrangement of signs in a controlled area that have their retroreflectivity measured at regular intervals to determine how it deteriorates as a function of time. This article shows how such a facility should look and why. A template is presented that can be used by agencies nationwide for collecting critical sign data to inform policy decisions. Traffic-responsive plan selection (TRPS) control is one of the largely underutilized control features in National Electircal Manufacturers Association traffic controllers. This control feature allows the controller to change timing plans in arterials or networks in response to changes in traffic patterns automatically, and can therefore result in better performance of the signal system. However, there is limited number of studies that document the procedure of TRPS configuration. The authors have previously published general guidelines on TRPS system setup and configuration, laying out a comprehensive approach that assumes general traffic patterns, a standardized arterial network, and some generic system detector locations. This paper fills a significant gap in literature by providing an illustrative procedure of actual field implementation of a TRPS system in Mexia, Texas. The paper demonstrates the configuration methodology on an arterial network that does not conform to the standardized guidelines. This implementation resulted in up to 75% reduction in delay and up to 33% increase in the lower arterial speed. In this paper, the authors provide some findings and insights into the TRPS configuration process, highlighting some solutions for potential field problems that the engineer might face when configuring a TRPS control system. Robust road-boundary extraction/tracking is one of the main problems in autonomous roadway navigation. Although the road boundary can be defined by various means including lane markings, curbs, and borders of vegetation, this paper focuses on road-boundary tracking using curbs. A vehicle-mounted (downward tilted) 2-D laser-measurement system is utilized to detect the curbs. The tracking problem is difficult because both the vehicle is moving and the target is disappearing, reappearing, and maneuvering in clutter. The interacting-multiple-model probabilistic-data-association filter (IMMPDAF) is proposed to solve the problems after detailed analysis. Track initiation, confirmation, and deletion are performed using the sequential-probability-ratio test. Extensive simulations followed by experiments in a campus environment show that the road-boundary tracking utilizing curbs is possible and robust through IMMPDAF. [ABSTRACT FROM AUTHOR]

In this paper, an iterative learning approach for the freeway density control under ramp metering and speed regulation is developed in a macroscopic level traffic environment. Rigorous analyses show that the proposed learning control schemes guarantee the asymptotic convergence of the traffic density to the desired one. The two major features of the learning-based density control are 1) less prior modeling knowledge required in the control system design and 2) the ability to reject exogenous traffic perturbations. Although widely accepted, traffic controls are an unnecessary evil, imposed on a road network by governments with no commercial incentive to ensure the free flow of traffic. Far from making our roads safer and less congested, traffic lights make matters worse. They take our eyes off the road, obstruct our progress and cause needless delay. In the process they damage our health, the economy and the environment. There is another way: remove controls and restore the common law principle of first-come, first-served – or ‘filter-in-turn’, as it's known in the Channel Islands. The addition of interchanges, traffic signals, or unsignalized driveways to an arterial corridor increases crash risk and decreases travel speeds. As adjacent vacant land is developed, however, private landowners often desire direct access to the arterial route. Because the Virginia Department of Transportation has the authority to allow direct access provided no immediate adverse impact would occur, arterials in high-growth areas tend to have an increasing number of intersections as demands for direct access grow. This study investigated the feasibility of using the provisions of the National Environmental Policy Act (NEPA) to limit corridor access (e.g., grade-separated interchanges or at-grade intersections) through four administrative mechanisms: (1) including the limited access requirement as a condition in the record of decision; (2) effecting a contract (the Federal-Aid Project Agreement) that stipulates limiting access as a requirement; (3) implementing a supplemental agreement between interested parties that indicates how the character of the corridor shall be maintained; and (4) documenting the corridor-preservation conditions that remove the requirement of an Environmental Impact Statement. Factors that limit the effectiveness of these mechanisms include (1) the source of funds for the project; (2) the extent to which environmental concerns remain constant after the NEPA process is concluded; (3) the willingness of agencies to exercise the authority they are accorded through NEPA-related agreements; and (4) the passage of congressional legislation that enhances or restricts the scope of NEPA. Case studies of projects in Virginia where the NEPA process has helped preserve the characteristics of corridors show that the process may serve to raise barriers to adding access points but does not guarantee that access points may never be added.
