Mounting digital images of art objects on a Web site is only the first step in providing patron access to such materials. Libraries and museums have a responsibility to provide not only high-quality digital reproductions but also high-quality access from an integrated library catalog with controlled vocabulary and consistent access points. While some digital collections may have excellent internal searchability and require no more than collection level cataloging in a library's OPAC, others may demand cataloging of individual components of the collection. A particular collection's significance, its potential audience, the types of access required, as well as factors such as its size and cohesiveness need to be considered before becoming locked into a specific Web design-especially when it is that of another institution. This paper examines several online library catalogs in which records for art objects as well as historical objects and natural history specimens have been merged, with varying degrees of success, and briefly addresses a modest proposal to catalog ceramic objects at the Ohio State University Libraries. The importance of consistent subject access in a merged catalog, regardless of the thesaurus or thesauri used, is stressed. Library consortia and bibliographic utilities may offer an economically appealing alternative for libraries that cannot design and construct their own digital libraries but these external organizations often have limited capability for—or interest in—modifying the design for a particular library and even less interest in cataloging the collections. Libraries, too, must be faulted for simply listing available electronic resources, either alphabetically or in broad subject categories, on a separate portion of their Web page and failing to provide full catalog records in their catalog. Finally, it is emphasized that the current debate over the viability of MARC 21 versus other metadata standards remains largely irrelevant to the importance of continuing to cultivate a monolithic online catalog, maintaining cataloging standards, and not mindlessly developing what amounts to a separate, rudimentary catalog solely for electronic resources. As the physical building of a national library can serve as a tangible expression of political and cultural philosophy, a given digital archive manifests ideological features of the national legacy it preserves and disseminates electronically. Millennial discourses have influenced national library building projects in both physical and digital archives. However, a simple analogy between conventional and electronic spaces is inadequate, because national policies on digitizing documents and regulating access engender contradictory impulses in archivists and policy makers. Although considerable attention has recently focused on the `right to read', the physical space of a document archive is constituted by prohibitions on reading. In a 2002 survey, the degree of regulation varied greatly depending on national context. The Bibliothèque Nationale de France made its digital collection widely and anonymously available, but closely surveiled readers in its physical space. The Library of Congress offered democratic access and embraced an 'open source' approach to cataloguing, but corporate and public interests were in conflict, and 'born digital' documents created a policy crisis. The British Library offered an interface that emulated turning pages of rare tomes but came late to prioritize searchable text encoding. In contrast, the Danvers Archival Center offered a model of a 'local' archive that asserted its social function in a particular community but also claimed a role in shaping digital resources. The University of Central Florida Health Sciences Library is a digital library with 98% of resources being electronic and available online. Though almost all aspects of the library's operations were impacted by the closing of the physical space during the coronavirus pandemic, being a digital library helped the library team transition quickly to remote reference, programming and instruction services. This study investigated serial management in special libraries in Nigeria: a case study of five selected ministry libraries in Imo state - Nigeria. The purpose of the study was to ascertain how serials are managed for effective use by users in the selected ministry libraries. Survey research design method was used to conduct the study. The population of the study112, this comprised of the entire staff and users of the five ministry libraries studied. The sample size of the study is 112. Questionnaire and direct observation were used as instruments for data collection. Data collected for the study were analyzed using descriptive statistics and pie chart. Findings of the study showed that the five ministry libraries manage their serials by preserving and displaying them on the tables, placing them on the wood shelves, tying the serials into heaps as well as shelving some of the serials on the shelf. The study recommended that adequate fund, functional air conditions, modern reading desks and chairs should be provided to the ministry libraries by the Imo State Government in order to attract more readers. Purpose Deeni Madaris of Pakistan and their libraries are playing an important role in educating the large fraction of society. They have always been engaged in the development of social and cultural values of the Pakistani society. This study aims to investigate the organization of information resources and their utilization at Deeni Madaris libraries in the central Punjab, Pakistan.Design/methodology/approach Quantitative research approach was adopted for this study. A questionnaire was developed on the bases of related literature and discussions with experts of librarianship as well as Islamic studies in Pakistan. The questionnaire was sent to 49 Deeni Madaris, of which five did not have libraries and four did not respond. Forty (81.6 per cent) Deeni Madaris responded and provided the relevant data about their libraries. The collected data were analyzed through SPSS 22. Mostly descriptive statistics were applied to calculate the frequencies, percentage, means and standard deviations. A two-tailed t-test was applied to check the impact of cataloguing and automation on the use of information resources.Findings It was found that majority of the respondents developed their own classification and cataloguing methods for the organization of information resources and did not have a proper retrieval system. Majority of the respondents were providing lending services to readers. Teachers and final-year students were the key users of the libraries. They mostly referred to books, theses and serials written in Urdu and Arabic language. The situation of library computerization was very weak; only 19 libraries had computers and 11 of them have partially automated the library activities. Library automation and catalogue put positive effects on the use of library resources.Originality/value The exploration of the literature showed that libraries of Madaris in Pakistan have always been a priority, but these libraries did not get a position in the library literature as they deserve. The spotlight for this edition of “The Balance Point” is on publishing and collection development issues in the Middle East and North African (MENA) region of the world. While reflecting upon recent events in the Middle East and Europe, the column editor began to wonder what impact current issues have on publishing, collection development, scholarly communication, and discoverability of resources from the MENA region, as well as the impact these issues have on the collection development activities of Western academic research libraries. Blair Kuntz, the Near and Middle Eastern studies librarian at the University of Toronto Library, was asked to coauthor the column and to share his insights regarding the region with readers. This article examines the impact of the COVID-19 pandemic and lockdowns on the consumption of free digital books, paying particular consideration to the financial advantages and disadvantages for the authors of those books and the libraries supplying them. It investigates trends in the consumption of digital books through both library and piracy sites, sourcing information from librarian reports and the anti-piracy company MUSO, which tracks visits to piracy sites. This research demonstrates that the tense library-publisher relationship is not stable and does not hold up under stress, emphasising the need for an appropriate solution to be developed. Purpose – The purpose of this paper is to provide information on how public libraries and information services in Kenya National Library Service (KNLS) are perceived, by examining adult users, with a view of improving service delivery and enhancing the effective management of public library services. Design/methodology/approach – Survey methodology using questionnaires was adopted to solicit required information from 112 respondent adult users and data were analyzed using SPSS version 14. Findings – The paper shows that KNLS library services and information resources are very positively perceived by most respondents. KNLS libraries are: comparatively better off than universities and other public libraries; are predominantly focused on print documents (books) as preferred sources; readers' mostly begin their search for information on a particular topic; general reading and research purposes and information resources equip users with appropriate knowledge. Research limitations/implications – The study focused on adult users in internet-serviced libraries within the KNLS and thus may not be used to generalize about users of all public libraries in Kenya. Practical implications – This paper attempts to provide KNLS public libraries with fundamental information about adult users' perspectives of services and information resources. Though the services and information resources are positively perceived, the library management has room to improve and maintain current levels of perception. The concept of a 'publication' no longer applies only to printed works; information technology has extended its application to several other types of works. This article describes a facility called the Common Knowledge Library that publishes modules of formally structured information representing facts and knowledge of various kinds. Publications of this new type have some characteristics in common with databases, and others in common with software modules; however, they also share some important characteristics with traditional publications. A framework for citation of previous work is important in order to provide an incentive for contributors of such modules. Peer review – the traditional method of quality assurance for scientific articles – must also be applied, although in a modified form, for fact and knowledge modules. The construction of the Common Knowledge Library is a cumulative process; new contributions are obtained by interpreting the contents of existing knowledge sources on the Internet, and the existing contents of the Library are an important resource for that interpretation process. Purpose - "Guerrilla marketing" describes unconventional marketing strategies with which to achieve significant effects - with a fraction of the budget of "traditional" marketing campaigns. This article aims to give an introduction to "guerrilla marketing" principles and discuss suitability of this marketing approach for information services. Design/methodology/approach - Whether guerrilla marketing strategies may be suitable for introducing information services and the necessary prerequisites for that are explored based on applying cross-case analysis findings from industry examples to information services. This is based on a conceptual framework illustrating differentiating and positioning hypotheses for information services. Findings - It is argued, that guerrilla marketing strategies may be applied for information services whenever a product-like representation for such a service can be developed and a link to emotional values be established. Furthermore, for the product-like representation there must be coherent target groups to be identified and relevant user scenarios be created for them. Originality/value - This article provides a conceptual framework related to the question of how to increase acceptance and degree of utilization of information services in their relevant target groups. By discussing the possibilities of marketing strategies with limited resources, this article provides alternative ways of thinking and acting for information services mediators such as, for example, librarians. This is of particular relevance for this community, as information services mediators generally need marketing efforts to gain spread for their information services offer - but usually are faced with strictly limited marketing budgets. The Helen L. DeRoy Medical Library at Providence Hospital strives to maintain high library standards and to make library service improvement an ongoing process. To maintain and strengthen the library's key role in knowledge-based information management and to align the library's goals and objectives with the mission of its parent organization, the library conducted a needs assessment to identify any existing needs and gaps in library services and resources. A needs assessment survey with 17 items was designed and administered to library clients via e-mail and the library Website. Data were collected and analyzed for any needs and gaps in library services and resources. The identified needs and gaps presented the library useful information for future strategic and proactive planning and provided opportunities for the library's continuous improvement in its services and resources provision. The results of the needs assessment also produced strong evidence for the library to justify its selection of solutions for reduction and elimination of existing gaps based on data collected from library clients rather than the library staff's own perception and estimation of clients' needs. The OpenURL, first introduced in 2000, revolutionized the world of linking for libraries and their patrons. Six years on, OpenURL link resolvers have become a core technology component in the library infrastructure. This article reviews the role that link resolvers have in delivering lull-text and other library services to the patron's desktop. Some additional creative uses of link resolvers in local environments are described, as well as an overview of COinS (Context Objects in Spans). This article also reviews specific applications which place library information within major results located via major Web search tools-Google, Google Scholar, Yahoo, Windows Academic Live. The growing interest in ephemera collections within libraries will necessitate the bibliographic control of materials that do not easily fall into traditional categories. This paper discusses the many challenges confronting catalogers when approaching a mixed collection of unique materials of an ephemeral nature. Based on their experience cataloging a collection of Pennsylvania German broadsides and Fraktur at the Pennsylvania State University, the authors describe the process of deciphering handwriting, preserving genealogical information, deciding on cataloging approaches at the format and field level, and furthering access to the materials through digitization and the Encoded Archival Description finding aid. Purpose — The literature on collection development largely discusses all kinds of managerial and practical issues. However, there appear to be gaps in LIS literature regarding tracing the semantic developments of the subject. The paper attempts to explore the relationship between the use of varying collection-related terminologies and ever-emerging forms of scholarly publishing in libraries. Design/methodology/approach — An extensive review of the available literature was made to illustrate the impact of the developments in both production and formats of information sources on libraries' collection related patterns and expressions since the last quarter of the twentieth century. Findings — It was found that the related emerging terminology has been expanding rapidly because of the direct impact of the never-ending developments, though with different pace in different countries. The varying use pattern reflects the expansion in the aims and ways of functioning of a modern library. This article offers information about art ephemeral collections. Organizing and providing access to ephemeral collections can be challenging because the time and resources needed competes with the same resources required to process and make accessible a library's other materials. Several formats of art ephemera include private view cards, exhibition announcements, press releases and newspaper clippings, artists' correspondence, posters and flyers, and artists' multiples and three-dimensional objects. Libraries affiliated with the Smithsonian Institution Libraries dedicated to supporting art programs and research are listed.

The authors propose a bibliometric model for discarding journal volumes at academic libraries, i.e., removal to offsite storage as part of the library's serials collection. The method is based on the volume as the unit of measurement and on user satisfaction with given titles. The discarding age, calculated for each volume, from the year of publication to the year of decision to discard, is dependent on citation half-life, relative productivity, knowledge area, and residual utility (potential consultations). The model makes it possible to predict the approximate size of a collection when a stationary state is reached in which the inflow of journal volumes is equal to the outflow from discarding. The model is also able to determine the rate of growth of the holdings. THIS ARTICLE IDENTIFIES A NUMBER OF RESEARCH TOPICS related broadly to outcomes assessment in a networked environment and discusses issues affecting these research topics. It also proposes a framework to relate traditional evaluation components and terminology to the networked environment and identifies a number of factors in the networked environment that affect outcomes and other assessment methods. The article suggests that outcomes assessment has the potential to complement other assessment techniques to better assist libraries and related information organizations enhance their decisions in the provision of information services and resources. Given the increased rate at which libraries arc using the networked environment to provide services and resources, however, much work remains before most libraries can implement outcomes assessment efforts successfully. iNet is a collaborative project of the South Australian Public Library Network in partnership with the Council of Library Administrators of South Australia (CLASA) and PLAIN Central Services (PCS). It is a customisable information Web site which consists of a core element of organised links to quality information resources available on the World Wide Web as well as information about each library service in the state. A variety of administrator libraries across South Australia are involved in maintaining, updating and adding links to the site. Maintenance is facilitated via a password protected content management tool which enables administrators to make changes to their allocated subject areas and library content without requiring HTML or other Web programming knowledge or skills. The paper presents the results of a survey carried out in 2000 to establish the extent of Baltic collections in United Kingdom libraries: academic, public, and émigré community libraries. Baltic collections are understood in this paper to mean materials in the Estonian, Latvian, and Lithuanian languages; however, reference is also made to materials in other languages about the history, society, and cultures of these countries. The paper begins with a short introduction to the history of Baltic library collections in the U.K., and then looks at the current situation, seeking to map Baltic collections at U.K. libraries, and establish collection size and strengths. Current collecting patterns are examined in the light of research trends, and the impact of electronic information sources is considered. Finally, prognostications are made about the future of Baltic library collections in the U.K., taking into account number of users, political factors, and the move towards increased inter-library cooperation occasioned by diminishing acquisitions budgets. The article features the Library at the Laban Centre for Contemporary Dance in London, England. The library offers information resources related to dance for the students and staff of the Centre. There is a large collection of photographs, books and periodicals in major languages in the Peter Williams Collection and The Laban Collection. Additionally, it has collected press cuttings, reports and ephemera from major British newspapers since 1984, audio visual materials, and bibliographical aids.
