Knowledge-based and innovative bioeconomy is a cornerstone for achieving the goals of the European Green Deal. Due to its comprehensive coverage, bioeconomy performance is challenging to assess unambiguously. This paper presents the results of a cross-country comparison of 22 EU countries applying the Complex Bioeconomy Sustainability Index for 2012–2018. Results were compared with results of the TOPSIS multi-criteria decision-making method on national bioeconomy strategies in Finland, France, Spain, Italy, Ireland, and Latvia. Road freight transportation has increased dramatically over recent years along with its impacts such as congestion, noise, and pollution. As a result, European and US governments have started policies to promote alternatives to road transportation, such as logistic chains containing a Short Sea Shipping (SSS) link. Road is, by definition, a more flexible means of transportation than shipping, which is usually cheaper. Therefore, to move traffic to SSS chains, it is necessary to provide fast, frequent, and reliable maritime transportation. In this sense, roll-on/roll-off (RoRo) vessels are the most convenient ships to be used, since they have smaller dwell times in port and, therefore, this is a kind of traffic likely to increase dramatically. The foreseeable increase of this kind of traffic must meet with an increase in the actual capacity by means of either improvement in performance and possible enlargements of existing terminals or the construction of new terminals. In that sense, this paper proposes a simple methodology to calculate the capacity of a RoRo terminal, whether already in operation or during its design process, and relate it to some quality standards by means of quality indicators, which should lead to the definition of Levels of Service similar to those already used in roads and airports. The current transitions towards fair and sustainable models of social and economic relations represents a vital process for the maintenance of the ecosystems and the ways of inhabiting them. This paper is an empirical and epistemological study whose aim is to consider how to develop a responsible communication strategy with the eco-transitions sector. We take a specific region of Spain, Castilla-La Mancha, as a field of experimentation and case study. The analysis is based on a sample of 55 active eco-transition projects, out of a total census of 156. Our position assumes that communication strategy goes through several phases. Firstly, access to empirical and census-based knowledge of this sector; secondly, establishing a type of indicator that can measure the functioning and internal dynamics of these entities in terms of eco-transition; and thirdly, the expansion of responsible, realistic and proactive media coverage, which can encourage messages that contribute to an ever-increasing number of people moving towards eco-social issues. In order to measure the "internal health" of these entities, including the "communication environment," we have elaborated and implemented the Eco-Transition Indicator (ETI), a measurement tool that allows us to place a project or initiative within a frame leading towards fair and sustainable models of social and economic relations. While the sector shows good "health" in some aspects, the results point very clearly to the need to strengthen the communicative strategy of the eco-transition initiatives and projects. Social welfare systems face major challenges, particularly in a context of social transformation, austerity and growing inequalities. This process is highly visible in the health sector. In this context, many voices ask for public sector reforms and community action for health as a relevant practice. However, analyses and evaluations of this kind of practices are still limited, particularly beyond the cases of single community health actions or interventions. We still need to identify key indicators for measuring and characterising what community action for health consists of, as well as to what degree this kind of intervention has been developed across a city. Based on a research about 49 neighborhoods in Barcelona, this paper creates an index to measure and characterize community action for health, using different indicators: citizen engagement programs in community health, organizational transformation of the health and social protection systems, stable participatory structures with specific teams, and urban health policies. We apply the index to the case of Barcelona and build a map of community action for health in the city using 4 categories: strong community health development (one neighbourhood), middle (9 neighborhoods), emergent (25 neighborhoods) and without specific community health promotion (14 neighbourhoods). We find that community action for health is extensive within the city of Barcelona, have great potential as a response to the need for change in the relationship between the public (health) sector and the citizenry, but is still implemented unequally across the urban territory in terms of types and methods. University programs in Western countries must be accredited, and although several detailed conceptual methods have aimed to design new programs, no specific quantitative tools are currently available. The purpose of this paper is to describe a method to plan, design, or improve graduate degree programs based on selected requirements and market demands. This method involves two metrics, which are later combined into a final index. The first metric is the completeness index that evaluates the extent to which certain programs cover a discipline, in this case, construction management, according to a model using two variables: infrastructure life cycle and organizational breakdown. The second metric is the adequacy index, which measures how a program addresses the previously identified market demands. The final indicator (summary index) relates both indexes in a plot chart. In this study, the applicability of the method is illustrated by a sample of 21 construction management programs from prestigious universities and a survey of the Spanish construction industry. It can be applied in practice, not only in the construction management field, but also in other fields with an appropriate theoretical model that maps each field of knowledge and exploratory data that highlight the demands of each specific market. Mainstreaming gender analysis into all aspects of policy making, including infrastructure and economic policy, is a key aspect to achieving gender equality. The main objective of this paper is to examine the impact of several public infrastructures on well-being by gender, applying the Capability and Subjective Well-being approaches. An index of access to infrastructure is constructed and its effect on well-being is estimated using a new survey dataset from Spain. The results from the logistic regression model show that access to infrastructure positively affects subjective well-being, particularly of female respondents. All dimensions of infrastructure matter more for women's well-being than men's. Important differences in the impact on well-being by the types of infrastructures analyzed and the impact differs significantly by age are obtained. Drought is one of the most damaging natural hazards in the Iberian Peninsula, causing varied socioeconomic and environmental impacts. To prevent these impacts, there must be close cooperation between Portugal and Spain, as the two countries share five river basins. However, regarding drought planning and management the two countries are clearly in different stages. Portugal approved a national drought plan in 2017, while Spain has already had drought plans in place for all River Basin Districts since 2007 and approved an updated version of these plans in 2018. The Spanish drought plans currently in place foresee two sets of indicators: prolonged drought and scarcity indicators. This paper presents the definition of similar indicators for the Portuguese part of the shared Minho and Lima river basins, according to European guidelines and in common with Spain, with the aim of developing a joint international drought management plan for these basins. For the period from October 1980 to September 2017, the comparison of the indicators obtained for the Portuguese parts of the basins with the corresponding Spanish ones shows a similarity in the occurrence of drought and scarcity in both parts of the basins, although with a higher prevalence of scarcity situations in the Lima Spanish part. This work was developed in close collaboration with the River Basin District competent authorities of both countries, aiming to be a prototype for the definition of new and comparable drought and operational scarcity indicators. Abstract After the approval and implementation of Sustainable Urban Mobility Plans (SUMP) in different cities of Spain, the evolution and the level of development of each one are still unknown. In fact, as many of them were approved before 2010, they didn't include a precise methodology for the further analysis of the proposed and/or implemented mobility measures. So, this evaluation of the mobility plans, their results and the comparison between cities and their evolution towards a more sustainable mobility represents nowadays a challenge in many cases. In 2011, the Spanish Law for a Sustainable Economy (Law 2/2011) was approved, which encouraged local administrations to create a SUMP. The approval of a SUMP was compulsory to local authorities to get any public funding for public transport projects. The main objectives of these plans were not only the reduction of the urban congestion and pollution, but also to encourage the citizens to change their habits so they are less car-dependent and more active in their daily trips. However, it is still necessary an evaluation to confirm that these SUMPs have represented a substantial change in terms of logistics and management of the transports and vehicles, both private and public, as well as of behaviour and habits of the citizens. The main objective of this paper is to show the results of a research conducted on 38 Sustainable Urban Mobility Plans. The cities are all members of the Spanish Network of Smart Cities (Red Española de Ciudades Inteligentes -RECI-). The SUMPs are analysed, addressing the identification and evaluation of the different specifically proposed mobility measures included in plans, the degree of definition of them, the costs, the implementation programs, etc. Also, follow-up programs were discussed. First, an analysis was made of the diagnosis of the mobility situation in each location according to the diagnosis document included in many of the SUMPs. The second stage consisted on the analysis of the measures in the plan, considering sixteen indicators, such as accessibility, intermodality, pedestrians or design of public space. Finally, it was also determined whether the document included a monitoring plan, a budget and a timeline. Through the comparison of the results, we obtain a brief overview about the evolution of efforts to get a more sustainable mobility in Spain. With these results, we finish our study proposing some guidelines for further analysis as well as for the new SUMPs that will be approved on the following years. The assessment of management effectiveness in protected areas, i.e., the evaluation of whether management strategies are actually helping to achieve stated goals, is becoming a priority. In any such evaluation, accurate information concerning the dynamics of the managed system is required—information that is gathered through monitoring. Few protected areas, however, have well-developed monitoring plans, and reserve managers are faced with a shortage of protocols for their design. This paper proposes a methodology, applicable to a wide range of situations, for designing such plans. The process begins with the precise definition of the aims of the monitoring plan, followed by the identification of key ecological processes and management objectives for the area, and finally the selection of a reduced set of indicators. It is usually considered that Protected Areas (PAs) are an efficient tool for policies to conserve biodiversity. However, there is evidence that some pressures and threats arise from processes taking place both inside them and in their surroundings territories—habitat loss, changes in land use, fragmentation of natural ecosystems. In this paper, we aim to test the hypothesis that municipalities located in the Socioeconomic Influence Zones (SIZs) of the fifteen National Parks (NPs) in Spain are more sustainable than those in their surroundings or, conversely, that the municipalities of their surroundings are more unsustainable. To measure their sustainability, we propose a system for assessment using fifteen indicators selected by experts. The methodology is based on the normalization of the data of each indicator, comparing them with a desirable target value defined in terms of sector policies and strategies. We then aggregate the indicators for each group in three indices that cover the classic dimensions of sustainability—environmental, economic and social. On a network scale, the results show that municipalities inside the SIZs are 1.594 points more sustainable environmentally, 0.108 economically and 0.068 socially than those of their surroundings. A system for assessment of the sustainability of municipalities (SASMU) may be a useful tool for NP managers, and for local and regional administrations, when setting priorities for policies, projects and compensation for regulatory restrictions related to NPs. The research reported here aimed to ascertain the degree of transparency exhibited by Spanish public university libraries based on their active public disclosure practice. Transparency was measured by applying the TransPa_BA tool to the transparency-related information published by the country's 50 public university libraries on their websites. The tool addresses 21 indicators grouped under eight areas, used in this study to measure university libraries' public disclosure performance. The data collected were scored pursuant to the provisions of Spanish Act 19/2013 of 9 December on Transparency, Access to Public Information and Good Governance as adapted to university libraries, as well as in terms of other factors scantly developed in or omitted from the Act. The indicators and their respective parameters (content, form, accessibility, reusability, dating and updating or validity) constitute guidelines enabling libraries to enhance transparency and accountability by reporting their activities and practice in key areas to society in general and their stakeholders in particular. The objective is to help such institutions operate more transparently, for the information afforded by the indicators is deemed relevant to their activity while also monitoring their performance. The findings show that university libraries, which have become more transparent over time, are more transparent than other information units (national public libraries and historic and university archives). Some were nonetheless found to have room for improvement. On the grounds of their scores, these libraries can be classified under three headings: transparent, translucent or opaque. Abstract: The goal of this paper is to present the current status of protected natural areas and to consider how to proceed with these areas from an intra- and inter-territorial sustainability perspective (environmental, economic, and social). Our analysis of these factors is based on the pattern of relationships, positions, and characteristics. For this analysis, we highlight the dependency relationships and their strength in the eight cases of protected natural areas in Spain. We also include the territories’ progress towards their ideal performance and consider how this ideal scenario can be achieved taking into account the territories’ characteristics. Abstract: This paper explains the process followed to generate the model used as a decision support tool for agricultural production planning in the most agrarian areas in Galicia (NW Spain). The model comprises three procedures that use 44 social, environmental and economic indicators developed using both monographic information and field data. The indicators allow for the selection of the most suitable crops and land uses for each agrarian area, and allow decision makers to define key factors for performing a diagnostic analysis and proposing relevant actions regarding agricultural production planning. The potential of the tool for defining a hierarchy of potential crops and land uses according to their degree of suitability has been illustrated by applying the model to one of the 88 Ecological and Economic Units studied (EEUs). The proposed model can be a useful tool for production managers, agricultural associations, governmental agencies and even non-governmental organizations in underdeveloped countries. The most innovative aspects of the model are the feasibility of grouping indicators to perform a diagnostic analysis of different scenarios, and that it can be adapted to any other region in the world, by adjusting the objectives of agricultural production planning and the corresponding indicators. Abstract: Since the birth of the sustainable development concept and its application to urban planning and construction projects, countless sustainability indicator sets have appeared. This paper analyses the problems posed by these sets and the need to establish a method to identify and select an indicator set which includes every participant involved in the life cycle of a project, to find a proper balance between all actors. Sustainability is proposed as an opportunity for improvement throughout the project. Thus, we have developed a methodology to identify, classify and prioritise sustainability indicators based on risk management standards. The application of this method to infrastructure projects in Spain will reveal the strengths and weaknesses of the proposed method and is the first step to develop an indicator set for civil engineering projects. Abstract: This paper explores the process by which indicators may be developed as tools for communicating science to decision-makers using the participatory approach demonstrated by the Balearic Indicators Project. This initiative reflects a series of compromises considered necessary to achieve the objective of generating an indicator system that is scientifically viable, comparative internationally yet locally relevant, and to facilitate its implementation. The article highlights questions regarding the utility of science for addressing current global issues related to sustainability and why science often fails to promote change at the societal level. Abstract: This paper describes a methodology for the study of sustainable spatial planning in the Guadalfeo river basin and the entire Granada coastal area. It focuses on the degree of dependence and interaction between water as a limiting resource and several territorial factors such as land use, landscape, and socio-economic aspects. The proposed methodology is based on indicators related to factors such as driving forces, pressure, state, and response. This simple indicator system is a very useful methodology based on the continuous interaction of scales, areas and processes. This analysis provides the basis for a future description of scenarios for both the quantitative and qualitative development of land uses such as urbanization (tourism) and agriculture with special emphasis on the fact that water availability and supply is directly related to the dynamics of both activities. In order to justify the proposed methodology, an analysis of coastal intensive agriculture (greenhouses) is presented. Finally, it is our assertion that a successful assessment, prediction and planning of spatial relations (considering sustainability principles) will depend on the existence of a valid methodological approach, useful to select the appropriate indicator system for each case study. This work analyses the deprivation levels of people living homeless in Spain and France before and during the Great Recession. The study uses a multidimensional perspective considering economic, social, and health aspects. To accomplish this, we obtain several indicators using the counting approach methodology and stochastic dominance techniques with statistical inference. Finally, the main factors that influence the probability of being multidimensionally deprived are analysed. The results of the study show that, although health and social dimensions have a particular relevance, indicators related to social assistance and housing instability have a greater influence on their situation. The montado (in Portugal) or dehesa (in Spain) is an agrosilvopastoral system found in the Iberian Peninsula. Due to its high environmental value, its protection forms part of European biodiversity strategies, but recent management trends are threatening its sustainability. The need to understand the drivers of change and associated impacts means that launching an integrative monitoring of this system is urgent. This article identifies critical elements of the socioeconomic system to be considered within a socio-ecological monitoring of montados and conducts a review of potential indicators based on generally available data. We conclude by pointing out that monitoring of this socio-ecological system faces multiple challenges, such as limited data availability, the difficulty of defining a set of indicators that reflects the complexity of montados, and the integration of data of different natures and diverse temporal and spatial scales. The Spanish port system consists of 28 port authorities (PAs) that manage 46 ports, which transported 563.5 million tonnes of freight and 46 million passengers in 2018. They are almost all located in urban environments. In all the ports, complex activities are being carried out that have serious impacts on the environment. One of the most important is noise emission, which poses a risk to natural ecosystems and, above all, to human health. This research focuses on the study of this problem for Spanish ports and is addressed from two sides: first, from an institutional perspective, namely identifying the sources of noise pollution and the prevention, intervention and control strategies during the 2011–2016 period, and, secondly, comparing this analysis and perspective from the point of view of the PAs with the environmental performance detected and reported by the stakeholders. The use, for the first time, of official information sources, verified and audited by the public entity Puertos del Estado, makes this analysis particularly relevant and reinforces the quality of the results. This research confirms the effectiveness of the environmental sustainability planning measures, included in the new port regulations established in Spain in 2010, regarding the mitigation of the impacts of noise pollution arising from port activities. The objective of this article is to review how transnational engagement has been traditionally measured and then offer a proposal for measurements corresponding to how immigrants perceive their transnational practices. Based on the traditional conceptual model of immigrant transnationalism, a system of indicators was developed in accordance with a broad and integral view of the connection with their home societies. This system of indicators was applied to an Andean sample population residing in the Basque Country, Spain, and analysed using factor analysis to produce an empirical model of engagement from the traditional conceptual one. Results show the importance of the private aspect of the relationships with origin and the existence of acontinuumin the immigrant connection with their home countries that ranges from the personal to the community. Moreover, two types of intensity of this connection stand out: the first suggests a mere interest in the place of origin while the second implies an active connection with their home countries, both personal and community based. This work aims to present an analysis of electricity and natural gas supply security in the four European Union countries with the highest level of consumption, namely Germany, France, Italy, and Spain. The goal of the study is to use and adapt a set of 22 indicators for estimating the level of energy security. The evaluation of an index called "Energy Security Level", measuring the overall energy security, is performed for the period 2006–2018 in order to compare its evolution in each of the analyzed countries. The application of the proposed indicator system demonstrates which measures weakened or strengthened energy security in the past. The analysis of the energy security level demonstrates that Germany and France perform better than Italy and Spain in terms of energy security assurance. The main factors for these differences are the rich energy mix for Germany and the massive presence of nuclear power in France. These two elements make German and French energy systems more resilient than the Italian and Spanish ones. The results of sensitivity and uncertainty analysis demonstrate that the initial values of indicator weights have low impact on the uncertainty of energy security level estimations. Corruption can have an effect on people's happiness and satisfaction, and therefore, can generate a social cost. However, the perceptions of corruption and satisfaction can also vary across subjects, due to socioeconomic and cultural characteristics. This article studies the differences in the perceptions of corruption and satisfaction across subjects, utilizing the technique of vignettes for the correction of the bias that follows from the differences in the response scale across individuals. The evidence comes from a sample of citizens in Spain, who are asked about their perceptions of corruption and personal satisfaction. The results show that there exists a response scale bias, both for corruption and satisfaction. These results are utilized to approximate the social cost of corruption. [ABSTRACT FROM AUTHOR]

The authors set forth a general methodology for conducting bibliometric analyses at the micro level. It combines several indicators grouped into three factors or dimensions, which characterize different aspects of scientific performance. Different profiles or “classes” of scientists are described according to their research performance in each dimension. A series of results based on the findings from the application of this methodology to the study of Spanish National Research Council scientists in Spain in three thematic areas are presented. Special emphasis is made on the identification and description of top scientists from structural and bibliometric perspectives. The effects of age on the productivity and impact of the different classes of scientists are analyzed. The classificatory approach proposed herein may prove a useful tool in support of research assessment at the individual level and for exploring potential determinants of research success. Pinus pinaster stands in the northern Iberian range (Spain) have been under forest management plans for more than a century. The main goals have been sustainable yield and conservation and enhancement of forest conditions. In the study area, forest management plan implementation started to be effective in the late 19th and early 20th centuries and the plans have been evaluated every ten years. In these forests, a permanent forest compartment method has been applied as the management system. Different regeneration methods have been applied (uniform shelterwood and clear cutting in Soria, selective and uniform shelterwood and continuous cover forestry in Teruel). To analyse the evolution of each forest group, five management indicators have been tested in this study: number of merchantable trees, standing volume, resin production, allowable yield, and harvested volume. Forest situation improvement and maintenance of forest integrity are not only a consequence of the actions planed by foresters, they are also influenced by socio-economic transformations that have occurred during the last century such as the weakness of the resin market, decreasing demand for fire wood, restriction of pasture activities, and increasing recreation use. The use of AMBI and M-AMBI in benthic quality assessments, within the European Water Framework Directive (WFD), has increased dramatically in recent years. M-AMBI is a multivariate tool, which incorporates AMBI, richness and Shannon diversity within the assessment. The response of this approach to different human pressures in coastal and estuarine waters has been investigated for the Basque Country (Northern Spain). In this contribution, several paradigmatic examples of these applications to different water bodies are presented. The time-series extend to samples collected between 1995 and 2007, showing the evolution of M-AMBI values under different pressures, i.e. urban and industrial discharges, dredging and disposal of sediments, and engineering works (such as land reclamation or marina construction), and, in addition, for illustrating the benthic quality recovery after positive actions have been undertaken, i.e. the removal of point-source discharges or water treatment programmes. In most cases, M-AMBI responds to these pressures as expected, with decreases in the ecological status immediately following the pressure. Conversely, when a pressure is removed, the recovery takes between 2 and 15 years, depending upon the intensity of the pressure and the characteristics of the water body. M-AMBI has been intercalibrated previously in coastal waters. After intercalibration in transitional waters, M-AMBI will be able to be used in the integrative quality assessment of European water bodies. [ABSTRACT FROM AUTHOR]

Over a period of 4 years and 4 months, the geopurification installations at Dehesas de Guadix (Granada, Spain) were monitored to determine the impact on soil and groundwater of the controlled discharge of urban wastewater, and also to identify the best indicators of the entry of the recharged water into the aquifer. The installations are located in an area where the climate is Mediterranean sub-arid, with an average precipitation of less than 287 mm/year, and a rate of evapotranspiration that is almost three times greater. The system was controlled by determining the balance of majority nutrients and boron in the soil and in the groundwater, both at the points affected directly by the wastewater discharge and at others. The quantity of mass discharged was relatively large (COD 14,656 g/m2, NO3 85 g/m2, NO2 4 g/m2, NH4 2,425 g/m2, PO4 1,143 g/m2, K 1,531 g/m2, B 63 g/m2). It was observed that the elimination of nutrients within the soil (COD 97.5%, PO4 94.4%, K 59.17%, N total 18.8%, B 12.69%) was very efficient except for the nitrogen, which nevertheless did not reach the groundwater, as it was eliminated at deep levels of the unsaturated zone. Only 12.69% of the boron was removed, and appreciable, increasing amounts of this element did reach the groundwater. In this article, the authors will support Managed Aquifer Recharge (MAR) as a tool to combat Climate Change (CC) adverse impacts on the basis of real sites, indicators, and specific cases located Spain. MAR has been used in Spain in combination with other measures of Integrated Water Resources Management (IWRM) to mitigate and adapt to Climate Change (CC) challenges. The main effects of CC are that the rising of the average atmospheric temperature together with the decreasing average annual precipitation rate cause extreme weather and induce sea level rise. These pattern results in a series of negative impacts reflected in an increase of certain events or parameters, such as evaporation, evapotranspiration, water demand, fire risk, run-off, floods, droughts, and saltwater intrusion; and a decrease of others such as availability of water resources, the wetland area, and the hydro-electrical power production. Solutions include underground storage, lowering the temperature, increasing soil humidity, reclaimed water infiltration, punctual and directed infiltration, self-purification and naturalization, off-river storage, wetland restoration and/or establishment, flow water distribution by gravity, power saving, eventual recharge of extreme flows, multi-annual management and positive barrier wells against saline water intrusion. The main advantages and disadvantages for each MAR solution have been addressed. As success must be measured, some indicators have been designed or adopted and calculated to quantify the actual effect of these solutions and their evolution. They have been expressed in the form of volumes, lengths, areas, percentages, grades, euros, CO2 emissions, and years. Therefore, MAR in Spain demonstrably supports its usefulness in battling CC adverse impacts in a broad variety of environments and circumstances. In this work, energy poverty in the Canary Islands is analysed, and a new indicator to measure it is proposed. In the first place, a quantitative analysis has been conducted using different income-based indicators and contrasting the results with the Spanish situation during the 2006–2016 period. The archipelago presents some specific characteristics (high poverty rates combined with low energy consumption) that make necessary the introduction of an alternative, more robust indicator than those existing in the literature. Based on a combination of different income-based indicators, a new one is proposed, named "Compound Energy Poverty Indicator" (CEPI). The CEPI reveals the special features of the Canaries consistent with their regional singularities, as recommended by the European Union energy policies. The evolution of this indicator shows the greater impact of the 2008 economic crisis on the Canary Islands compared to Spain, almost reaching the Spanish energy poverty rates at the end of the period (12.5 versus 11.49). Moreover, the average growth rate from 2006 to 2016 (13.0%) results very high in comparison with the national 2.6%. The development of a systematic and coordinated strategy in the Canaries to assess the energy poverty incidence would not be possible without a proper, accurate indicator. [ABSTRACT FROM AUTHOR]
