Facing a dramatic depletion of forests in the Viceroyalty of New Spain, throughout the last decades of colonial rule (between the mid-eighteenth and early nineteenth centuries) the Bourbon administration wrote and published a considerable number of laws, reports, surveys, and ordinances on forest management and conservation. In this paper we examine discourses of forest conservation and the measures applied to preserve this critical resource by colonial official and experts. Drawing on forest laws, ordinances, and reports from national archives in Mexico City, we argue that conservation became part of the concepts which defined how forests were conceptualized and managed, but also that conservation was intrinsic to colonial processes of state-making and territorialization. This paper aims to approach Bourbon officials' understanding of conservation as a complex interrelation between renewed discourses of nature and the practices of colonial forest administration through the idea of indeterminacy. This paper explores the gendered norms regulating access, use and management of poleo Satureja macrostema (Benth.) Briq., a multi-purpose Non Timber Forest Product used as ornament, food or medicine in western and central Mexico. Research was conducted in San Miguel Mixtepec, a Zapotec community of Oaxaca's Central Valleys. Drawing on the literature on governance, forests and gender rights, the paper aims at answering the following questions: who gets to make poleo access, use and management rules? How does gender ideology shape these rules? Whose knowledge (men's, women's, both) takes precedence in poleo decision-making? What is the relationship between these rules and governance efficiency? Results show that poleo harvesting practices are regulated by male-dominated institutions that do not grant rights to women. Mexican temperate forests, at the southernmost end of the distribution range of this ecosystem, are the world's centre of diversity of pine and oak, with 55 and 161 species, respectively. Such forests are threatened by land-use change, unsustainable forest management practices, and climate change; these threats reduce their diversity, alter the distribution ranges of species, modify disturbance regimes, and reduce ecosystem adaptability. This paper briefly reviews ( i) the ecology of the Mexican temperate forests, ( ii) the ecological basis for the unique diversity of pine and oak species, ( iii) the main disturbances as well as the main drivers of global changes affecting these forests, in particular climate change, and ( iv) the social, economic, and cultural factors to be considered in proposing a new forest management approach. It proposes a new conceptual framework to manage Mexican temperate forests that are in line with ( i) their natural dynamics, ( ii) the rapidly changing and uncertain global environmental, social, and economic conditions, and ( iii) the complex adaptive system approach. This new forest management combines functional zoning, multispecies plantations, and sylvicultural interventions to increase the adaptive capacity of forests as a way to balance the increasing need for timber products with the need for other ecosystem services facing rapidly changing and uncertain future environmental, social, and economic conditions. The need of designing a monitoring network in Sierra de Guerrero motivated this paper. The study of the effect of deforestation of the forest needs of monitoring in the diversity. A quantitative evaluation of diversity is measured by estimating an index. Commonly the monitoring of biodiversity is based on the periodical selection of samples for evaluating the diversity. We propose to use sample information for determining post strata. They must constitute homogeneous zones in the forest. A stochastic program is developed for determining the post strata to be used for sampling. The procedure seems to be a good alternative with respect to the use of a heuristic procedure. Abstract: Conserving nature in the presence of humans is especially challenging in areas where livelihoods are largely based on locally available natural resources. The restoration of forests in such contexts calls for the identification of sites and actions that improve biodiversity protection, and ensure the provision of and accessibility to other forest-related ecosystem services. This paper introduces an integer-linear programming (ILP) approach to identify reforestation priorities that achieve such goals. Applications of ILP to nature conservation are many, but only a few of them deal with the problem of restoration, and none of the available models considers the basic needs of the local population. Given constraints on a restoration budget, the potential conversion of productive lands and the travel time to reach harvestable forest, the model maximises the amount of reforestation area (weighted by priority values) and minimises the harvesting of existing forest, while ensuring the conservation of landscape diversity, the satisfaction of timber demands and the stabilisation of erosion-prone land. As an input, suitability maps, generated through a combination of ecological criteria, are used to prioritise the selection of reforestation sites. An application to a 430 km2 area in Central Chiapas (Mexico) resulted in compact patches and thus a manageable reforestation plan. Acceptable trade-offs were found between the amount of soil stabilisation possible and the prioritisation goals, while uncertainty in the prioritisation scores did not significantly affect the results. We show that restoration actions can be spatially designed to benefit both nature and people with minimal losses on both sides. [Copyright &y& Elsevier]

Although sustainable forest management (SFM) has been widely adopted as a policy and management goal, high rates of forest loss and degradation are still occurring in many areas. Human activities such as logging, livestock husbandry, crop cultivation, infrastructural development, and use of fire are causing widespread loss of biodiversity, restricting progress toward SFM. In such situations, there is an urgent need for tools that can provide an integrated assessment of human impacts on forest biodiversity and that can support decision making related to forest use. This paper summarizes the experience gained by an international collaborative research effort spanning more than a decade, focusing on the tropical montane forests of Mexico and the temperate rain forests of southern South America, both of which are global conservation priorities. The lessons learned from this research are identified, specifically in relation to developing an integrated modeling framework for achieving SFM. Experience has highlighted a number of challenges that need to be overcome in such areas, including the lack of information regarding ecological processes and species characteristics and a lack of forest inventory data, which hinders model parameterization. Quantitative models are poorly developed for some ecological phenomena, such as edge effects and genetic diversity, limiting model integration. Establishment of participatory approaches to forest management is difficult, as a supportive institutional and policy environment is often lacking. However, experience to date suggests that the modeling toolkit approach suggested by Sturvetant et al. (2008) could be of value in such areas. Suggestions are made regarding desirable elements of such a toolkit to support participatory-research approaches in domains characterized by high uncertainty, including Bayesian Belief Networks, spatial multi-criteria analysis, and scenario planning. Diversification in resource management can serve as a strategy to increase both economic well-being and environmental sustain- ability in rural communities, especially in tropical forested regions. This paper documents and analyzes the recent and rapid regional commercialization of small diameter, lesser-known tropical hardwood species as polewood in Quintana Roo, Mexico, presenting the promises and perils for sustainable management and resource diversification in the context of Mexican economic development and community forestry. We present data from interviews with local farmers and forestry officials involved in community management of timber resources to reveal baseline information regarding the use and management of polewood, locally called palizada. We found the same permitting system used for high-value timber was implemented for polewood without recognizing the complex ecological characteristics of polewood and the different metrics by which polewood and high-value timber are bought and sold. These factors, coupled with an unstable market for this new forest product and potential for overexploitation, present a difficult situation for the sustainable management of polewood. We conclude that incorporating local ecological knowledge in devising polewood management strategies can strengthen local governance and is an essential aspect of managing this emerging market of forest products.
