Research has revealed the existence of an energy-efficiency gap – the difference between optimal and actual energy end-use, suggesting that energy efficiency can be improved. Energy management (EnM) is a means for improving industrial energy efficiency. However, due to various barriers, the full potential of EnM is not realised. Several studies have addressed drivers and barriers to energy efficiency but few to EnM. This study aims to identify EnM practices, the most important perceived drivers and barriers for EnM, and relations among them in the energy-intensive Swedish pulp and paper industry (PPI), which has the longest experience internationally of practising EnM systems, and has worked according to the standards since 2004. Our results show that, altogether, the PPI works regularly and continuously with EnM, with a clear division of responsibilities. The highest maturity for EnM practices was for energy policy, followed by organization, investments, and performance measurement. The study also shows that communication between middle management and operations personnel has potential for improvement. The most important categories of drivers were economic, whereas for barriers they were organizational. Nevertheless, knowledge-related barriers and drivers were amongst the most important, suggesting that the absorptive capacity for energy issues could be improved. The widely recognised Energiewende, (“energy transition”) in Germany has lost its original momentum. We therefore address the question of how the transition process to a new energy system can be reignited. To do so, we developed the “5Ds approach”, which lays the groundwork for a process analysis and the identification of important catalysts and barriers. Focusing on the five major fields required for the energy transition, we analyse the effects of: (1) Decarbonisation: How can efficiency and renewable energies be expanded successfully? (2) Digitalisation: Which digital solutions facilitate this conversion and would be suitable as sustainable business models? (3) Decentralisation: How can potential decentralised energy and efficiency opportunities be developed? (4) Democratisation: How can participation be strengthened in order to foster acceptance (and prevent “yellow vest” protests, etc.)? (5) Diversification of service: Which services can make significant contributions in the context of flexible power generation, demand-side management, storage and grids? Our paper comes to the conclusion that German policy efforts in the “5D” fields have been implemented very differently. Particularly with regard to democratisation, the opportunities for genuine participation among the different social actors must be further strengthened to get the Energiewende back on track. New market models are needed to meet the challenges of the energy transition and to increase the performance of “5D” through economic incentives.

Paper has shaped society for centuries and is considered one of humanity's most important inventions. However, pulp and paper products can be damaging to social and natural systems along their lifecycle of material extraction, processing, transportation, and waste handling. The pulp and paper industry is among the top five most energy-intensive industries globally and is the fourth largest industrial energy user. This industry accounts for approximately 6% of global industrial energy use and 2% of direct industrial CO 2 emissions. The pulp and paper industry is also the largest user of original or virgin wood, with deleterious impacts on both human health and local flora and fauna, including aquatic ecosystems. This critical and systematic review seeks to identify alternatives for mitigating the climate impacts of pulp and paper processes and products, thus making the pulp and paper industry more environmentally sustainable. This study reviews 466 studies to answer the following questions: what are the main determinants of energy and carbon emissions emerging from the pulp and paper industry? What are the benefits of this industry adopting low-carbon manufacturing processes, and what barriers will need to be tackled to enable such adoption? Using a sociotechnical lens, we answer these questions, identify barriers for the pulp and paper industry's decarbonization, and present promising avenues for future research. •This review identifies carbon-intensive processes in the pulp and paper industry. •Presents decarbonizing practices, potential transformations and innovations. •Presents promising avenues for future research. •No agreed consensus on the most promising technologies to achieve net-zero in the pulp and paper industry. •Pulp and paper products are associated with other sociotechnical systems that create compelling interdependencies among industries. Goal, Scope and Background. The environmental sustainability is one of the current priorities of the Portuguese pulp and paper industry. Life Cycle Assessment (LCA) was the methodology chosen to evaluate the sustainability of the printing and writing paper production activity. This paper grade represents about 60% of the total production of paper in Portugal and its production is expected to increase in the near future. The main goal of this study was to assess the potential environmental impacts associated with the entire life cycle of the printing and writing paper produced in Portugal from Eucalyptus globulus pulp and consumed in Germany, in order to identify the processes with the largest environmental impacts. Another goal of this study was to evaluate the effect on the potential environmental impacts of changing the market where the Portuguese printing and writing paper is consumed: German market vs. Portuguese market. Methods. The main stages considered in this study were: forestry, pulp production, paper production, paper distribution, and paper final disposal. Transports and production of chemicals, fuels and energy in the grid were also included in these stages. Whenever possible and feasible, average or typical data from industry were collected. The remaining data were obtained from the literature and specialised databases. A quantitative impact assessment was performed for five impact categories: global warming over 100 years, acidification, eutrophication, non-renewable resource depletion and photochemical oxidant formation. Results. In the German market scenario, the paper production stage was a remarkable hot spot for air emissions (non-renewable CO2, NOx and SO2) and for non-renewable energy consumption, and, consequently, for the impact categories that consider these parameters: global warming, acidification and non-renewable resource depletion. These important environmental impacts are due to the energy requirements in the printing and writing paper production process, which are fulfilled by on-site fuel oil burning and consumption of electricity from the national grid, which is mostly based on the use of fossil fuels. The pulp production stage was identified as the largest contributor to water emissions (COD and AOX) and to eutrophication. Considering that energy consumed by the pulp production processes comes from renewable fuels, this stage was also the most contributing to renewable energy consumption. Discussion. The paper distribution stage showed an important contribution to NOx emissions, which, however, did not result in a major contribution to acidification or eutrophication. The final disposal stage was the main contributor to the photochemical oxidant formation potential due to CH4 emissions from wastepaper landfilling. On the other hand, paper consumption in Portugal was environmentally more favourable than in Germany for the parameters/impact categories where the paper distribution stage has a significant contribution (non-renewable CO2, NOx, non-renewable energy consumption, acidification, eutrophication and non-renewable resource depletion) due to shorter distances needed to deliver paper to the consumers. For the remaining parameters/impact categories, the increase observed in the final disposal stage in the Portuguese market was preponderant, and resulted from the existence of significant differences in the final disposal alternatives in the analysed markets (recycling dominates in Germany, whereas landfilling dominates in Portugal). Conclusions. The pulp and paper production stages were found to be of significance for almost all of the inventory parameters as well as for the impact assessment categories. The Swedish pulp and paper industry accounts for half of industrial final energy use in Sweden and 2.3 % in EU-27. On the basis of a disaggregated set of physical production data, a Logarithmic Mean Divisia Index decomposition method is applied to disentangle the influence from activity, structure and energy efficiency improvement (EEI) on its fuel, electricity and primary energy use. An extended analysis tracks the fossil energy use and carbon dioxide (CO) emissions to discern past and present developments of industrial decarbonisation. In 1984-2011, the total production output increased by 49 %, whereas growth in primary energy use was limited to 26 %. Compared with an activity-based scenario, 50 PJ of primary energy use has been avoided through EEI and 6 PJ through structural change. The production has become oriented towards more electricity-intensive but less fuel-intensive segments. The electricity use EEI was negligible until year 2000 but sizeable thereafter as it started to outpace the counteracting impact from structural change. Results are consistent with previous bottom-up evaluations, and the policy context is further elaborated in a discussion about the role of relevant energy and climate policies in facilitating the enhanced EEI observed over the last decade. Based on a study of policy-induced changes in the Swedish pulp and paper industry, this paper follows a process of socio-technical regime destabilisation. Results from the study show that in industries where established firms have significant power, processes of endogenous renewal are more likely to destabilise established regimes than processes based on niche solutions. Further, the study shows how policy measures aimed to destabilise the current regime may result in different responses, owing to the different capabilities of individual firms. Abstract: Paper production is an energy-intensive process and accounted for about 9% of industrial energy demand in Germany in 2008. There have only been slow improvements in energy efficiency in the paper industry over the past twenty years. Policies can accelerate the progress made, but knowledge about the remaining efficiency potentials and their costs is a prerequisite for their success. We assess 17 process technologies to improve energy efficiency in the German pulp and paper industry up to 2035 using a techno-economic approach. These result in a saving potential of 34 TJ/a for fuels and 12 TJ/a for electricity, which equal 21% and 16% of fuel and electricity demand, respectively. The energy savings can be translated into mitigated CO2 emissions of 3 Mt. The larger part of this potential is found to be cost-effective from a firm''s perspective. The most influential technologies are heat recovery in paper mills and the use of innovative paper drying technologies. In conclusion, significant saving potentials are still available, but are limited if we assume that current paper production processes will not change radically. Further savings would be available if the system boundaries of this study were extended to e.g. include cross-cutting technologies. [Copyright &y& Elsevier]

In France and Germany, significant networks of local initiatives have developed around energy issues. This article brings practitioners' viewpoints into discussion. It presents the way in which two of these networks – the CLER-network for the energy transition (France) and the 100% – Regions network (Germany) – each identifies itself, describes its action and build-up process in relation to government action, and conceives of justice issues in the field of climate energy policy. The analysis shows that these two networks share a lot, including political ends (localisation of energy production, empowerment of rural territories), but practice quite differently as intermediaries for local initiatives. This suggests overcoming the transition management vs grassroots divide present in the literature and paying more attention to hybrids. It also brings emphasis on a type of intermediary's work, which has not been covered by the academic literature, namely that of tinkering with multiple supports and embedding action in local-national-supranational networking in order to maintain continuity. In discussing justice dimensions, we emphasize that motives or ends of action are only reflectively related to ideas of justice: justice issues seem bound up with a politics of assembling, either as a marker of federative action (all fighting for justice) or as a potentially divisive issue. The climate change policy debate and ensuing discussions about industrial energy use and carbon emissions have highlighted the need to: (a) aggregate engineering information to a level relevant for economic policy analysis while maintaining sufficient detail so that results are meaningful for industry decision makers, (b) properly represent an industry’s capital vintage structure to better understand inertia associated with changes in aggregate industrial emissions profiles, and (c) identify policy instruments that leverage an industry’s potential for technological change such that carbon emissions can be noticeably reduced. This paper presents an econometric analysis of energy use and emissions profiles of the US Pulp and Paper Industry and uses the resulting set of equations to specify a dynamic model for the analysis of select climate change policies. Scenarios of cost of carbon, energy tax, and investment-led policies indicate that a combination of cost of carbon and investment-led policies can achieve the desired result of rapidly improving overall efficiency of the industry and promoting changes in fuel mix, which together can result in drastic reductions of carbon emissions. Several aspects of the growing market for energy-related collaboration between pulp and paper industries (PPIs) and energy service companies (ESCOs) in Sweden were investigated through in-depth interviews with PPI and ESCO managers. Aspects of concern are the different forms of co-operation established, the managers' views on the recent changes made regarding competence and business focus, the managers' views on the opportunities and risks with energy related co-operation and the implications for sustainable industrial energy management. The study shows that there is a mutual belief among PPI and ESCO managers that co-operation can provide opportunities for improved competitiveness through a more rational distribution of competences between companies. The main two barriers against the utilization of this potential are that ESCOs must prove that they can bring added values other than capital to pulp and paper mills, and the lack of competition between external energy service providers. Furthermore, we argue that adding aspects related to competence and inter-firm partnering can improve the existing theory surrounding barriers and opportunities for sustainable industrial energy management in manufacturing industries. One-third of all greenhouse gas emissions come from the world's building stock while accounting for 40% of global energy use. There is no way to combat global warming or attain energy independence without addressing the inefficiency of the building sector. This sector is the second consumer of electricity after the industrial sector in Morocco and is ranked third emitter after the energy sector and transportation sector. Using Ifrane as a case study, this paper examines and reviews the city's energy use and the initiatives taken to improve building efficiency. The findings showed that, during the analyzed period, i.e., from 2014 to 2022, Ifrane's annual electricity consumption climbed steadily from 35 to 43 GWh. The government of Morocco has implemented effective laws, guidelines and regulations, as well as publicized ways to reduce energy consumption and increase energy efficiency. However, gathered data and survey results revealed opportunities and challenges for enhancing Ifrane's efficient energy use. The study also evaluates government programs, codes/standards and related actions for the improvement of household energy efficiency. As part of the review, the available literature was analyzed to assess the effectiveness of energy behavior and awareness, the impact of an economical and sustainable building envelope, the impact of building retrofitting programs, the importance of energy-performing devices and appliances, the adoption of smart home energy management systems, the integration of renewable energies for on-site clean energy generation and the role of policies and governance in the building sector in Ifrane. A benchmark evaluation and potential ideas are offered to guide energy policies and improve energy efficiency in Ifrane and other cities within the same climate zone.
