Objective: To assess the characteristics of carers and the caregiving situation associated with return to paid employment among older unemployed carers in New Zealand., Methods: A baseline sample of 280 unemployed carers was identified from responses by people aged 55-70 to the 2012-2016 biennial waves of the New Zealand Health, Work and Retirement longitudinal survey. Multiple logistic regression analysis was used to assess characteristics uniquely predicting employment status at two-year follow-up., Results: Sixteen percent were employed at follow-up. Economic living standards, physical health and preference to be in paid employment were positively associated with being employed at follow-up. There were no statistical differences according to age, gender, ethnicity, marital status, education and care characteristics., Conclusion: Individual preferences were the strongest predictor of return to paid employment. Recent university graduates face an ever-changing professional landscape where it can be challenging to find jobs that lead to successful careers. This is particularly the case for emergent professions such as Creative Technologies, given the changing nature of technology and the value as well as the challenges of working across traditional disciplines. This paper presents a research project that seeks to help fresh creative technologists get better work opportunities in a changing landscape. Students, alumni, and industry experts were interviewed to identify current perceptions and practices, opportunities and challenges, and to generate insights that inform the design of future solutions. Three themes were identified from these interviews: unexplored existing opportunities, a demand for employability skills, and the need for better student-industry interactions. The first refers to opportunities that may already be available but lack sufficient recognition or need more visibility. The second points to the need of an ongoing dialogue between academia and industry to identify the changing landscape of skills in demand. The third highlights the need for creative collaborations across sectors and actors to increase the interaction between students and potential employers. The insights from this study inform the aspects that need to be addressed to design solutions that help Creative Technologies graduates start their careers in the right directions. The research raises new questions about why and how universities in the future can engage stakeholders to make the most of existing untapped opportunities and restructure processes to align with changing demands in industry.

BACKGROUND: Improving social circumstances (eg, an increase in income, finding a job or moving into a good neighbourhood) may reduce tobacco use, but robust evidence on the effects of such improvements is scarce. Accordingly we investigated the link between changing social circumstances and changing tobacco smoking using repeated measures data. METHODS: 15 000 adults with at least two observations over three waves (each 2 years apart) of a panel study had data on smoking status, family, labour force, income and deprivation (both neighbourhood and individual). Fixed effects regression modelling was used. FINDINGS: The odds of smoking increased 1.42-fold (95% CI 1.16 to 1.74) for a one log-unit increase in personal income among 15-24-year-olds, but there was no association of increased smoking with an increase in income among 25+ year olds. Moving out of a family nucleus, increasing neighbourhood deprivation (eg, 1.83-fold (95% CI 1.18 to 2.83) increased odds of smoking for moving from least to most deprived quintile of neighbourhoods), increasing personal deprivation and moving into employment were all associated with increased odds of smoking. The number of cigarettes smoked a day changed little with changing social circumstances. INTERPRETATION: Worsening social circumstances over the short run are generally associated with higher smoking risk. However, there were counter examples: for instance, decreasing personal income among young people was associated with decreased odds of smoking, a finding consistent with income elasticity of demand (the less one's income, the less one can consume). Throughout the time of my teaching career, the tide has exposed changes in the nature of music, students and music education. This paper discusses teaching and learning in contemporary music at seven critical stages of 21st century music education: i) diverse types of undergraduate learners; ii) teaching traditional classical repertoire and skills to contemporary music students; iii) transitioning undergraduates through pre-service teaching into the workforce; iv) supervisory pedagogy for creative work higher degree research models; v) upskilling established teachers in musical practice and pedagogy; vi) professional development for adult community musicians; vii) disseminating learning back into music and teacher education. Constant elements in this landscape are musicianship, practice, creativity, employment, aesthetic expression and personal fulfilment. Shifting sands include characteristics of learners, pedagogy, delivery, technology, industry trends, and learning through consecutive career stages. The final scenario addresses challenges for musicians and teachers to maintain their creative practice through self-directed lifelong learning.

This paper uses Habermas' theory of the state and his idea of legitimation crisis to critically evaluate recent reforms in New Zealand designed to engage young people (16-24 years of age) in paid employment and/or education and training. The paper identifies three broad strategies adopted by the state to reclaim the disengaged and hence, resolve the crisis of legitimation. These are motivational, punishing and bridging. Motivational strategies are designed to reclaim the disengaged by encouraging young people to adopt dispositions favourable to economic conditions of the time. If successful, young people will work hard to build their human capital in ways conducive to the needs of the economy. Punishing (or work-first) strategies are designed to reduce welfare dependence by making benefits harder to gain in the first instance and reducing entitlement where beneficiaries do not undertake mandated activities (such as looking for work). Finally, bridging strategies attempt to create links between job-seekers and recruiting employers. The paper argues that while these strategies will deliver short-term gains (for the state), the fact that they tighten the connection between the current labour market and education, means that over the longer term, crisis tendencies will remain. Reform of vocational education and training policy (VET) in New Zealand has been underpinned by the view that VET can contribute more to equal opportunity by creating more meaningful and rewarding pathways into employment, and by neutralising the influence of background factors on achievement. While the reforms have succeeded in some respects, research shows that participation in VET remains structured by background factors including ethnicity, socio-economic status and gender. This primarily theoretical paper contributes further to the debate by assessing the relationship between ethnicity, participation and achievement in VET, and the labour market. To advance this argument, the research draws upon field theory, which highlights the importance of differences in the rules of the competition for advancement through education across time and space in mediating the outcomes of VET.

Ample evidence indicates that a person's human capital is important for success on the labor market in terms of both wages and employment prospects. However, unlike the efforts to identify the impact of school attainment on labor-market outcomes, the literature on returns to cognitive skills has not yet provided convincing evidence that the estimated returns can be causally interpreted. Using the PIAAC Survey of Adult Skills, this paper explores several approaches that aim to address potential threats to causal identification of returns to skills, in terms of both higher wages and better employment chances. We address measurement error by exploiting the fact that PIAAC measures skills in several domains. Furthermore, we estimate instrumental-variable models that use skill variation stemming from school attainment and parental education to circumvent reverse causation. Results show a strikingly similar pattern across the diverse set of countries in our sample. In fact, the instrumental-variable estimates are consistently larger than those found in standard least-squares estimations. The same is true in two "natural experiments," one of which exploits variation in skills from changes in compulsory-schooling laws across U.S. states. The other one identifies technologically induced variation in broadband Internet availability that gives rise to variation in ICT skills across German municipalities. Together, the results suggest that least-squares estimates may provide a lower bound of the true returns to skills in the labor market.

This paper takes a critical, historical employment relations approach to present an original contribution to research on sustainable tourism employment. The research is focussed on a gendered analysis of (un)sustainable employment practices in the New Zealand tourist hotel sector from 1950 to 2000, specifically concentrating on the role of the Hotel Workers Union and the broader post-war corporatist and neo-liberal economic, political and social policies that affected tourism work during this period. After presenting a detailed historical narrative in the findings, the paper argues that by uncovering the influences of global, national and organisation level change on sustainable labour we can gain meaningful, new perspectives on employment in this sector. Child care for indigenous children provides an important site for early health and wellbeing interventions, and smooths the transition to school. It is demonstrably protective for children vulnerable to abuse and neglect. Furthermore, employment in child care and/or having access to child care in order to take up other employment provides a pathway towards a productive future. Given that formal child care provides for a range of beneficial outcomes for children in significantly disadvantaged positions, how can more Indigenous children and their families be encouraged to participate in such care, especially in a mainstream setting? The following paper draws upon a broad-based consultation funded by the Australian Government and conducted throughout 2005-2006 to respond to this question. The research methods included focus groups, community consultations, and interviews with key stakeholders in the childcare sector in order to identify the key issues regarding the challenges of childcare services for Indigenous families and service providers. The literature and the research findings highlight that, for mainstream child care to be an effective option for Indigenous children, it must take a broad role by providing high-quality, inclusive and community-specific services based on family and community involvement, and culturally relevant child care and programming. In recent times, many key host nations have made it easier for foreign graduates to migrate after graduation. These students are often considered ideal migrants, possessing local qualifications along with a degree of acculturation, language skills and, in many cases, relevant local work experience. For the student, the opportunity to obtain international work experience adds to the appeal of the overseas study experience and enhances the graduate skills necessary to compete in the global labour market. This paper examines recent changes to migration policy in Australia affecting the post-study work entitlements of international students studying at Australian universities and explores the underlying rationale and consequences of the recent changes in policy direction. An examination of migration policies in the United States, United Kingdom, New Zealand and Canada indicates that recent changes to skilled migration policy in Australia, along with bleak economic conditions in a number of key host countries, has opened up opportunities for Australia to re-position itself favourably.

Purpose: The purpose of this paper is to explore the challenges faced by tutors who were providing remedial literacy support to New Zealand apprentices. Design/methodology/approach: As part of a wider, triangulated study of employers, tutors, apprentices, and industry training coordinators, the author undertook a qualitative analysis of ten in-depth interviews with apprentices' literacy tutors. Findings: It was found that three issues strongly affected what tutors could achieve for their students. First, tutors experienced substantial role ambiguity; second, apprentices were working in oral and experiential modes more than in print-literate modes; and third, tutors found they had to employ an instrumental approach to their teaching in response to the situation they encountered. For example, this often meant serving as a scribe for their student rather than being able to focus on building the apprentice's print literacy. Research limitations/implications: It is possible that the difficult situation faced by these literacy tutors may be replicated in similar situations where funding is insufficient to build competence in literacy. Practical implications: The constraints on what the tutors could actually achieve within tight funding limits meant that most students, while on track to successfully complete their apprenticeship, still remained of low print literacy. Originality/value: The study reveals how tutors' instrumental approach ran counter to their traditional ethical stance associated with building empowered, competent citizens who could participate fully in their civic, social and economic settings. It also shows how this literacy support enhanced the apprentices' confidence, yet they probably became further reinforced in their little-changed, oral work culture.

Background: This paper seeks to extend research into the adult sequelae of childhood conduct problems by investigating the associations between conduct problems in middle childhood and psychosocial outcomes in adulthood. Method: Data were gathered during the course of a 25-year longitudinal study of a birth cohort of New Zealand young people. Information was collected on: a) parent and teacher reports of child conduct problems at ages 7, 8 and 9 years; b) measures of crime, substance use, mental health, sexual/partner relationships, education/employment; c) confounding factors, including childhood, family and educational characteristics. Results: There were statistically significant associations between childhood conduct problems from 7-9 years and risks of adverse outcomes across all domains of functioning. After control for confounding factors the associations between conduct problems and education/employment outcomes became statistically non-significant. Associations persisted for other outcomes (crime, substance dependence, mental health and sexual/partner relationships). Children in the most disturbed 5% of the cohort had rates of these outcomes that were between 1.5 and 19 times higher than rates for the least disturbed 50% of the cohort. The associations between conduct problems and adult outcomes were similar for males and females. Conclusions: Childhood conduct problems were associated with a wide range of adverse psychosocial outcomes (crime, substance use, mental health, sexual/partner relationships) even after control for confounding factors. The results reinforce the need for greater investment into interventions to address these problems.

In recent years, literacy achievement among school-aged students has received growing attention in Aotearoa New Zealand. Particular focus has been paid to reports of declining literacy levels over the past decade. In both the academic literature and popular press, a myriad of reasons have been proffered for this decline; however, the evidence base on which some of these claims are based is not as robust as often is implied. Given the number of literacy-focused policy initiatives currently being developed in Aotearoa New Zealand and the critical importance of young people developing strong literacy skills, this paper explores what evidence exists to support (or challenge) some of the claims most commonly made about literacy achievement in New Zealand. It also offers two further claims that are not frequently mentioned in research or policy discussion of literacy but none-the-less have a strong evidence base behind them to suggest they are impacting current literacy levels in Aotearoa New Zealand. Objective: To identify baseline factors associated with outcomes from an inpatient multidisciplinary pain management program (PMP) located in a bicultural area of Aotearoa New Zealand. Methods: A prospective cohort study was undertaken involving 164 people with chronic pain who attended the PMP. Demographic, clinical, and psychosocial measures were obtained at baseline, whereas clinical and psychosocial outcome measures were also obtained at program discharge and 3-month follow up (N = 100). Multivariate analyses were used to determine baseline demographic variables that were associated with outcomes at discharge and follow up. Results: Being male and working full-time were associated with poorer outcomes in select measures at discharge. At the 3-month follow up, Māori ethnicity, working full-time, being retired or unemployed, or having chronic widespread pain were associated with poorer outcomes for some measures, whereas those with rheumatoid arthritis had greater self-efficacy. Conclusions: Sex, ethnicity, employment status, and patient condition impact clinical outcomes from the program and in the time from discharge to follow up. Program content and/or delivery should be altered to promote more equitable outcomes for all patients in the long term. What is known about the topic? Multidisciplinary pain management programs (PMPs) are the best treatment for chronic pain, but not everyone benefits from such programs to the same extent. What does this paper add? Purpose The purpose of this paper is to place empirical research on New Zealand employers’ attitudes to collective bargaining and legislative change within the context of the long running debate of flexibility.Design/methodology/approach A cross-sectional survey design using a self-administered postal questionnaire, covering private sector employers with ten or more staff and including employers within all 17 standard industry classification. To explore particular issues, an additional in-depth interviews were conducted of 25 employers participating in the survey.Findings It is found that employers support overwhelmingly recent legislative changes though there are variations across industries and firm sizes. There is also considerable variation in terms of which legislative changes are applied in the workplace. Despite fewer constraints on employer-determined flexibility, there was a rather puzzling finding that most employers still think that employment legislation is even balanced or favouring employees.Originality/value Cross-sectional survey findings of New Zealand employer attitudes to legislative changes are few and provide valuable data for policy makers, unions, employers and employment relations researchers. Did significant policy shifts in employment relations in the 1990s lead to equally large changes in the attitudes of New Zealanders towards employment relations? Have policy modifications made since 1999 further shaped public perceptions? This paper explores the role of policy feedback in influencing public opinion towards employers and unions and towards government responsibility for jobs and wages. Using data from New Zealand public opinion surveys, most notably the New Zealand Election Study (1990–2008), the paper finds some evidence that policy feedback has occurred in the employment relations arena, but the impact is not as strong or consistent as we might expect. As such, New Zealanders do not completely endorse the ‘there is no alternative’ arguments of neoliberalism, but they do not have an overwhelming desire to return to Keynesian demand-management employment policies. Efforts to reconcile work-life balance goals are at the heart of the design of tax-benefit programs. Yet this relationship between work-life balance and tax-benefit programs is relatively unexplored. To help address this lacuna this paper compares approaches to reconciling work-life balance goals in the designs of earned and child tax credits in Australia, Canada, New Zealand, the United Kingdom, and the United States. These designs indicate different approaches to reconciling work-life balance. In their design of earned and child tax credits the United States places emphasis upon targeting tax relief by paid employment (to breadwinners), Australia and Canada by family structures (to caregivers), and New Zealand and the United Kingdom by both paid employment and family structures, although in New Zealand assistance is provided on a more residual basis. Of these designs the dual objective approach, particularly of the United Kingdom, appears to offer greater opportunity for both directly addressing relatively high rates of child poverty and increasing low wage caregivers' labor supply (as part of a broader poverty reduction strategy). The New Zealand government is committed to building a knowledge economy. This commitment has included funding research into the relationship between employment and adult literacy. This paper reports on one such community-based research project in Wanganui. In initial discussions with concerned community agencies and members, the links between adult literacy and employment opportunities were a consistently reiterated factor. Employers, however, also spoke of a ‘bottom of the barrel syndrome’ with a limited selection of those with relevant skills to pick from. A telephone survey of 400 members of the wider community on what they saw as employment-related skills revealed some differences from those of community agencies and employers. This paper juxtaposes the perceptions of the three groups. The findings suggest both local community and government agencies need to engage in public discussion and consciousness-raising about adult literacy as a basic step in moving towards a knowledge economy. BSTRACT This paper examines the recent policy announced by the Minister of Social Development that identifies a series of 'Limited Employment Areas' within which access to the unemployment benefit would be restricted. Drawing on Deleuze's ideas of striation and modulation the paper explores the intersection of governance, space, and risk that seems to be combined in the policy. The paper concludes by reflecting on the deployment of risk based on ontological claims about the spatiality of unemployment. In seeking to shape the decisions of benefit seekers, there seems to be an emerging mosaic of welfare provision as a direct consequence of governmental intent, rather than as a failure of governmental ability. Background: Lone parents and their children experience higher than average levels of adverse health and social outcomes, much of which are explained by high rates of poverty. Many high income countries have attempted to address high poverty rates by introducing employment requirements for lone parents in receipt of welfare benefits. However, there is evidence that employment may not reduce poverty or improve the health of lone parents and their children.Methods: We conducted a systematic review of qualitative studies reporting lone parents' accounts of participation in welfare to work (WtW), to identify explanations and possible mechanisms for the impacts of WtW on health and wellbeing. Twenty one bibliographic databases were searched. Two reviewers independently screened references and assessed study quality. Studies from any high income country that met the criteria of focussing on lone parents, mandatory WtW interventions, and health or wellbeing were included. Thematic synthesis was used to investigate analytic themes between studies.Results: Screening of the 4703 identified papers and quality assessment resulted in the inclusion of 16 qualitative studies of WtW in five high income countries, USA, Canada, UK, Australia, and New Zealand, covering a variety of welfare regimes. Our synthesis found that WtW requirements often conflicted with child care responsibilities. Available employment was often poorly paid and precarious. Adverse health impacts, such as increased stress, fatigue, and depression were commonly reported, though employment and appropriate training was linked to increased self-worth for some. WtW appeared to influence health through the pathways of conflict and control, analytical themes which emerged during synthesis. WtW reduced control over the nature of employment and care of children. Access to social support allowed some lone parents to manage the conflict associated with employment, and to increase control over their circumstances, with potentially beneficial health impacts.Conclusion: WtW can result in increased conflict and reduced control, which may lead to negative impacts on mental health. The heralding of improved economic indicators has generated worldwide interest in New Zealand's economic experiment despite the growing concern about the social repercussions of such rapid economic liberalisation. This paper argues that the compliance of New Zealanders to this economic experiment was achieved through the simultaneous development of a discourse of economic liberalism and a discourse of "the management of quality" and the subsequent cooption of the latter by the former. As an experiment for potential global emulation, this paper cautions those who pin their hopes for social justice on a common commitment to increasing productivity in the context of neo-conservative economic policy preferences. Objective: To examine the impact and cost associated with mental illness. Methods: A rapid review of the literature from Australia, New Zealand, UK and Canada was undertaken. The review included literature pertaining to the cost-of-illness and impact of mental illness as well as any modelling studies. Included studies were categorised according to impact on education, labour force engagement, earlier retirement or welfare dependency. The well-accepted Drummond 10-point economic appraisal checklist was used to assess the quality of the studies. Results: A total of 45 methodologically diverse studies were included. The studies highlight the significant burden mental illness places on all facets of society, including individuals, families, workplaces and the wider economy. Mental illness results in a greater chance of leaving school early, a lower probability of gaining full-time employment and a reduced quality of life. Research from Canada suggests that the total economic costs associated with mental illness will increase six-fold over the next 30 years with costs likely to exceed A$2.8 trillion (based on 2015 Australian dollars). Conclusions: Mental illness is associated with a high economic burden. Further research is required to develop a better understanding of the trajectory and burden of mental illness so that resources can be directed towards cost-effective interventions. What is known about the topic?: Although mental illness continues to be one of the leading contributors to the burden of disease, there is limited information on the economic impact that mental illness imposes on individuals, families, workplaces and the wider economy. What does this paper add?: This review provides a summary of the economic impact and cost of mental illness. The included literature highlights the significant burden mental illness places on individuals, families, workplaces, society and the economy in general. The review identified several areas for improvement. For example, only limited information is available on the impact of attention deficit hyperactivity disorder, anxiety, cognitive function, conduct disorder, eating disorder and psychological distress. There was also a dearth of evidence on the intangible elements of pain and suffering of people and their families with depressive disorders. More research is required to better understand the full extent of the impact of mental illness and strategies that may be implemented to minimise this harm. At the small area scale simple methods for forecasting total populations are often employed because of a lack of data for cohort-component models, concerns about the reliability of these models for forecasting small population totals, and resource constraints. To date, a select number of authors have assessed the forecast accuracy of several individual, averaged, and composite models. This paper extends this stream of work by evaluating a large number of models on new datasets. The aims of the paper are to examine the performance of (a) 10 individual forecasting models (some of which are well known; others less so); (b) averages of every combination of 2, 3, 4, and 5 of the individual models (627 in total); and (c) composite models based on population size and growth rates (200,000 in total). Do averaged and composite models outperform individual models? Using new small area population datasets, forecasts from 2001 to 2031 were produced for three case study countries, Australia, New Zealand, and England & Wales. Both forecast accuracy and credibility (avoidance of negatives; degree of constraining to state populations) were assessed in 2011; for 2031, just credibility was evaluated. Of the individual models, constant share of growth (positive shares only) and constant share of population performed the best. A small proportion of averaged and composite models outperformed the best individual models in forecast accuracy. Despite employment being consistently identified as a key factor in successful refugee resettlement, people from refugee backgrounds in Aotearoa New Zealand are overrepresented in unemployment statistics. Of those who do gain employment, few secure work that is adequately remunerated and commensurate with the person's skills and qualifications. This paper explores whether the two recent government-driven initiatives, the welfare reforms and the New Zealand Refugee Resettlement Strategy, provide an opportunity to address these issues. Based on previous research, the authors identify the main employment barriers facing people from refugee backgrounds. They argue that while the welfare reforms and the Refugee Resettlement Strategy are underpinned by a desire to see more people in employment, for real change to occur, an integrated holistic approach is needed. This approach needs to include additional resourcing for government-funded specialist one-on-one employment programmes that are available in all regions where refugees are resettled. These programmes combined with access to fully funded English language tuition and work experience and internship opportunities would help reduce the barriers people from refugee backgrounds face when seeking employment. This paper provides a foundational framework to bring into conversation indigenous world views in reimagining universities. Highlighting a specific indigenous world view, the university is presented as a site for critical conversation and transformative praxis. We discuss the workplace experiences of indigenous staff in a university and infer from these how management practices related to indigenous staff could be enhanced. Building on our study of Māori academic and administrative staff in a New Zealand university, an indigenous typology and a Wero or challenge matrix is offered, which locates different positions and actions that universities adhere to or seek to emulate. This paper builds on recent scholarship on the gendered nature of educational work to argue that while conceptualisations of the principalship are underpinned by scholarship and policy assumptions that construct the work of the principal as a male domain, women have responded to opportunities presented by changing historical, political and social contexts, creating professional spaces for themselves as principals in primary and secondary schools within both state and Catholic school systems. It details how in the years prior to 1975, a time when the majority of state primary and secondary schools were led by men, the principalship of New Zealand Catholic schools was a largely female endeavour. The experience of Catholic Sister Principals was framed by the fact that they were women leading schools in a world dominated by men. Implicit in this arrangement were the ecclesiastical authority structures and their subjection to the convent hierarchy. Nevertheless, Sister Principals learned a range of strategies that enabled them to negotiate with Church and religious authorities and to undertake the diverse tasks associated with the leadership of Catholic schools. This paper uses Habermas’ theory of the state and his idea of legitimation crisis to critically evaluate recent reforms in New Zealand designed to engage young people (16–24 years of age) in paid employment and/or education and training. The paper identifies three broad strategies adopted by the state to reclaim the disengaged and hence, resolve the crisis of legitimation. These are motivational, punishing and bridging. Motivational strategies are designed to reclaim the disengaged by encouraging young people to adopt dispositions favourable to economic conditions of the time. If successful, young people will work hard to build their human capital in ways conducive to the needs of the economy. Punishing (or work-first) strategies are designed to reduce welfare dependence by making benefits harder to gain in the first instance and reducing entitlement where beneficiaries do not undertake mandated activities (such as looking for work). Finally, bridging strategies attempt to create links between job-seekers and recruiting employers. The paper argues that while these strategies will deliver short-term gains (for the state), the fact that they tighten the connection between the current labour market and education, means that over the longer term, crisis tendencies will remain. Metaphor plays a prominent role in political rhetoric, often used to simplify complex issues and encourage familiarity with various topics (Mio, 1997). Its persuasive and manipulative uses in political discourse are also well documented (Charteris-Black, 2005). Studies of political discourse based on Lakoff and Johnson's (1980) Conceptual Metaphor Theory are numerous; however, little metaphor research has been completed in the New Zealand political context. The exploratory study outlined in this paper addresses this need through an investigation of the metaphorical representation of social welfare and its beneficiaries in New Zealand political discourse. A corpus of texts is collected and analysed using the Metaphor Identification Procedure (MIP) (Pragglejaz Group, 2007), and corpus-wide patterns are refined into a systematic metaphor framework (Cameron, 2008). JOURNEY metaphors, being the most frequent example of figurative language identified, are held to be central to the language of reform in New Zealand, supported primarily by metaphors of MOBILITY and HEALTH. The goal of the Government's reform journey is identified as a state of employment, and barriers to arrival at this destination are framed as mobility and health issues. This paper provides evidence that highly skilled migrants continue to remain connected with and deeply committed to their home country. These connections challenge the notion of knowledge and skills loss from high-skilled migration. Highly skilled migrants are also involved in remittance giving, which, although of the noneconomic type, offers new possibilities for building wealth. These are the so-called 'knowledge transfers' which consist of the flows of knowledge, skills and ideas to the home country. Empirical support for models of internal labour migration are usually based on observed patterns of net flows into local labour markets with relatively low unemployment and relatively high real wages. The inference drawn from such evidence is that internal migrants move to enhance returns to their labour. However, major surveys in the USA (Panel Study of Income Dynamics, and the Current Population Survey), the UK (British Household Panel Survey) and Australia (Household, Income and Labour Dynamics in Australia) all show that less than a third of internal migrants are motivated primarily by employment reasons. This paper explores this apparent disconnect between net flows and motives using the Survey of Dynamics of Motivation and Migration, which has recorded in detail the reasons why over 6000 individuals moved within New Zealand over the two-year period 2005 and 2006. The survey confirms that only a minority of working-age migrants move between local labour markets primarily for employment reasons. Far from increasing returns to their employment, most migrants do not experience a rise in income or believe their employment prospects improved as a result of their move. Rather than being motivated by having their employment enhanced by internal migration, the majority of internal migrants of working age appear to be motivated by other goals. Play is the context for acquiring social skills. While it is logical to suspect that the difficulties associated with ADHD would affect play, there is surprisingly little work in that area. Further, there is almost no previous research describing the playmates of children with ADHD. This study involved children with ADHD ( n = 112) playing with a usual playmate ( n = 112), and pairs of age-, ethnicity-, and sex-matched children ( n = 126) playing together. In this paper, the authors interpret the data from the perspective of the playmates. The overall finding was that the play behavior of the playmates closely resembled that of the children with ADHD; it was characterized by low levels of empathy. A primary purpose of this paper is to explore possible explanations for this surprising finding. Two possible explanations are explored. First, children with ADHD are demanding playmates so that children who play with them mirror their negative behaviors. Second, although the playmates did not have ADHD, their play behaviors might reflect the known risk of negative behaviors reported amongst siblings and peers of children with ADHD. The article provides information about match quality statistic gathered from New Zealand to indicate the quality of match between different regional aggregations. It states that the statistics can be used by empirical researchers to quantify the trade-off between specificity and completeness when working with data released by different sources. It infers that the method is applied to measuring the degree of concordance along other dimensions such as land area, employment or dwelling counts.

This paper examines the assumptions and structure of the concentric circles model of the cultural industries. Empirical data for Australia, Canada, New Zealand, the UK and the US are used to illustrate the model's key characteristic: the proposition that the cultural content of the output of the cultural industries declines as one moves outwards from the core. The test uses the proportion of creative labour employed in production as a proxy for cultural content. The results confirm the model's validity as a means of depicting the structural characteristics of the cultural industries and also enable some wider features of the cultural workforce in the five countries to be examined. There have been many debates in the literature about the extended transition to adulthood many young people are experiencing in late modern times. However, not all young people make this prolonged transition and, for some, resources within their family and community networks are insufficient to enable an extended transition into stable, independent adult roles. The findings presented in this paper are drawn from a large participatory research project investigating the impact of decriminalisation on the health and safety practices of sex workers in New Zealand. This paper utilises the talk of 17 street-based sex workers who entered the industry under the age of 18 years, as well as using data from a survey of 772 sex workers in New Zealand. For young people entering the industry prior to the age of 18, the period of adolescence was short-lived and their inability to gain support through either their family or the government meant that they opted to work in the sex industry to survive. Unsupported transitions into adulthood are characterised by a high degree of risk with limited employment options. This research highlights the need for policy-makers to develop holistic, multi-sectorial policies for young people which are not based on age-specific frameworks. [ABSTRACT FROM AUTHOR]

This paper reviews three key issues associated with temporary agency work (referred to as agency work herewith) by drawing on Australian and New Zealand trends and experiences. First, the authors contend that it is surprising, in light of its high flexibility, that agency work constitutes a relatively small proportion of total employment in both countries. This article presents several reasons which can provide an explanation for employers' relatively limited use of agency employment. These reasons also show that agency work must be seen as part of the wider expansion of atypical employment arrangements. Second, the paradoxical mix of glamour and precariousness often associated with agency work is discussed. While labour flexibility is often associated with insecurity and precariousness, there are also advantageous forms of agency employment for all parties concerned. Consequently, this article provides an overview of recent research findings. It is evident from the research literature on agency work that there is either an emphasis on its precarious nature or on the individual preferences and choices of the temps themselves. In many countries, extensive regulatory arrangements exist that govern both the agency sector and the agency employment contract. This is not the case, however, in Australia and New Zealand and the effects of this unregulated approach are discussed as is the possibility of regulatory interventions that could be introduced at a future date. Concentrating on New Zealand's welfare-to-work policy, this paper draws on interview data to explore the impact of `outsourcing' on tutors who work with young, unemployed people. Contracting independent organizations to provide services, or outsourcing, as it is euphemistically known, has become standard practice in business and is assuming a central role in social policy in many Western nations. It is argued that outsourcing is used to control the practices of those who work with unemployed people in New Zealand. The data show that outsourcing achieves this control by creating uncertainty over the tutors' own employment situation. In this respect, out-sourcing helps create a regulatory framework in which the tutors seek to secure their own employment by improving their tutees' employability. [ABSTRACT FROM AUTHOR]

This article draws on the free-text commentaries from trans-Tasman studies that used the MISSCARE questionnaire to explore the reasons why nurses miss care. In this paper, we examine the idea that nurses perpetuate a self-effacing approach to care, at the expense of patient care and professional accountability, using what they describe as the art of nursing to frame their claims of both nursing care and missed nursing care. We use historical dialogue alongside a paradigmatic analysis to examine why nurses allow themselves to continue working within settings that put their professional/personal selves aside in an attempt to deliver care within constraints that make completing care an impossible task. The findings suggest an ambivalence and conflict confront nurses attempting to provide care within the New Public Management environment. This can be seen in the tensions that draw a line between care as an art, and care as a financial target, juxtaposed with the inherent clash of values arising from the way nursing care is conceptualised within two contradictory paradigms. INTRODUCTION: Gout remains a health equity issue; Māori and Pacific peoples are disproportionately afflicted, with increased burden and loss of quality of life, yet are less likely to receive appropriate management, which mainly occurs in primary care. AIM: This study aims to understand the perspectives of the mainly Māori and Pacific clinicians and staff at an urban marae practice about barriers and challenges to delivering effective care to a Māori and Pacific community with high burden of gout. METHODS: Semi-structured interviews were conducted with 10 staff members delivering health care to a mostly Indigenous community. Interviews sought to ascertain staff views of enablers and barriers to optimal gout management and analyse them thematically. RESULTS: Three themes were identified: community disadvantage; demands unique to Indigenous providers; and challenges and opportunities for optimising gout management. High prevalence and heavy impact of gout on wellbeing in the community was intertwined with socioeconomic disadvantage, precariousness of employment and entrenched inaccurate (yet pliable) patient views on gout, to the detriment of focused, effective care. Structural and funding demands on providers inhibited staff focus on the clear community need. Providers saw the culturally safe and competent approach necessary for improvement as requiring community empowerment with appropriate clinical tools and adequate resourcing. DISCUSSION: Despite provider intent to deliver culturally appropriate and safe care and equitable health outcomes for patients suffering from gout, general practice initiatives without aligned resourcing or incentives are inhibited when inequity is pervasive. Aim: The Late Career Nurse project examined views and characteristics of nurses working in New Zealand who were born before 1960. This paper focuses on the experiences of such nurses who undertake shift work., Background: The mean age of registered nurses in New Zealand has been rising steadily, and 40% are now aged 50 years or over. While there is substantial literature on the phenomenon and consequences of the ageing nursing workforce, little is known of the particular experiences of nurses aged over 50 years who work shifts., Method: An anonymous online survey was emailed to eligible nurse New Zealand Nurses Organisation members aged over 50 years in February 2012. Quantitative and qualitative analyses of the 3273 responses received were undertaken., Result: Over 45% of respondents worked shifts or flexible hours. While shift work suited many, others noted deleterious effects on family and social relationships, physical and mental health (notably sleep patterns and fatigue), and decreasing tolerance for shift work as they age. Poor scheduling practices were particularly detrimental., Conclusion and Implications for Nursing Management: Worldwide, workforce ageing means strategies are required to retain older nurses in the workforce. Aims and objectives: To investigate the impact of workplace factors on burnout in New Zealand registered nurses (RNs). Background: Nursing is characterised by chronic workplace stress. Research examining the role of workplace factors (ie practice environment and bullying) in shaping burnout is scarce. Methods: A cross-sectional survey was conducted among 480 New Zealand RNs. Burnout was self-reported using the CBI, while practice environment and negative acts in the workplace were selfreported using PES-NWI, and NAQ-R respectively. The STROBE checklist was used for this paper. Results: For every point increase in PES-NWI, there was a decrease of 6.82, 12.62, and 9.86 points in personal burnout (PB), work-related burnout (WRB), and client-related burnout (CRB) respectively after controlling for demographic and job-related characteristics. For every point increase in NAQ-R, there was an increase of 0.47, 0.50, and 0.20 points in PB, WRB, and CRB respectively after controlling for sample characteristics. These two factors explained for 18.4 percent, 27.6 percent and 12.4 percent of the variation in PB, WRB and CRB respectively. The prevalence of high PB, WRB and CRB was 50.8 percent, 46.5 percent and 16.0 percent respectively. Conclusion: Workplace factors are associated with burnout in RNs. Health-care organisations and nurse leaders have a duty to provide safe and healthy workplaces that cultivate positive outcomes for nurses and patients. Future efforts to reduce workplace stress and burnout in nurses will need to include initiatives that reduce high workloads, provide greater job flexibility and autonomy, increase collaboration and reduce bullying and harassment. According to the New Zealand Security Intelligence Service (NZSIS), terrorist elements exist and are active in New Zealand (Smith, 2003). This paper focused on the lack of pre and post-employment security vetting, security concerns around contract manufacturing of food products and exporting finished food products to security sensitive countries. There appeared to be a laissez-faire attitude towards security and this was evident in their processes. This relaxed attitude can be explained using Hofstede's uncertainty avoidance category (Hofstede, 1984; Peter, 2011; Peter, Losekoot and Poulston, 2013; Adams, 2013a). Epidemiological evidence suggests that regular physical activity (PA) positively impacts individuals' mental health (MH). The PA-MH relationship may be critical among immigrants owing to psycho-social-cultural influences. This scoping review of 61 studies employed a holistic bio-psycho-socio-cultural framework to thoroughly investigate the complex relationship between PA (across life domains) and immigrants' MH in Western countries. A systematic search of five electronic databases (Medline, PubMed, Embase, PsycINFO and Anthropology Plus) was conducted to locate relevant articles. No limitations were applied to study design, age, gender, home country, MH condition or PA type. A bio-psycho-socio-cultural-informed conceptual model guided the analysis of the multi-domain PA-MH relationship. Immigrant PA-MH studies were conducted and reported most commonly in the USA (38%), Australia (18%), and Canada (11%). Overall, PA was positively related to MH. Each domain-specific PA appeared to be associated with unique MH-promoting pathways/mechanisms. Leisure-related PA may support MH by enhancing self-agency and minimizing risky behaviors, whilst travel- and domestic-related PA may promote self-accomplishment and physical engagement. Ethnic sports appeared to enhance resilience. Occupational-related PA was associated with either positive or negative MH, depending on the type of occupation. A bio-psycho-socio-cultural-informed model is required to gain an encompassing and integrated understanding of immigrants' health. The first iteration of such a model is presented here, along with an illustration of how the model may be used to deepen analysis and understanding of the multi-domain PA-MH relationship among immigrants and inform public health planners and practitioners. Aim: This paper examines the labour market impact of a new national pay award for nurses implemented in New Zealand in 2004/5 - the Multi-Employer Collective Agreement (MECA)., Background: The health system in New Zealand is unusual in that, while retaining a public sector system, the focus of pay determination for nurses over the last 20 years has shifted first from national to local pay determination, and then more recently reversed this trend, moving back to a national level pay determination. The shift back to a national pay determination approach in 2004/5 is therefore worthy of examination, both in terms of its labour market impact, and as a case study in the use of national level pay determination., Methods: The research was conducted in 2007-8. A rapid appraisal method was used, based on key stakeholder interviews, a document and literature review and a review and analysis of available data on the New Zealand nurse labour market, and trends in application rates to schools of nursing were assessed. In addition, interviews with managers of two District Health Boards, and interviews with five non-government employers of nurses, were conducted., Results: Indicators pointing to improvements included: steady (though not rapid) growth in staff numbers; reduced difficulty in recruiting; reduced vacancy rates; and increased application rates to schools of nursing. Managers interviewed in the study supported these positive indications, but some health-care employers not covered by the pay award reported negative knock-on effects (e.g. needing to match DHB rates, increased retention and recruitment difficulties)., Conclusions: Available nurse labour market data provide an incomplete but compelling picture of the positive impacts of the MECA in a period of a very tight labour market. While much of the content of the 2004/5 agreement could be characterized as a 'normal' pay bargaining contract, there were also issues that differentiated it from the norm. In particular, it included an agreement to establish a safe staffing commission to assess the impact and implications of low staffing levels, nursing workload, and to establish guidelines on safe staffing and healthy workplaces.
