Recent contributions to the literature on industrialization and development have confirmed that manufacturing continues to play a key role as a driver of economic development. As a corollary, these contributions highlight the importance of premature industrialization as a barrier to economic development and as one of the main sources of the middle-income trap. In this paper, we analyze the factors that may have hindered industrial development in the past four decades. In particular, we focus on the role of (non-Foreign Direct Investment) net capital inflows as a potential source of premature deindustrialization. We consider a sample of 36 developed and developing countries from 1980 to 2017, with major emphasis on the case of emerging and developing economies (EDEs) in the context of increasing financial integration. We show that periods of abundant capital inflows may have caused a significant contraction of manufacturing share to employment and GDP, as well as the decrease of the economic complexity index. We also show that the phenomena of "perverse" structural changes are significantly more relevant in EDE countries than in advanced ones and that they may similarly occur across EDE countries, regardless of structural differences in the way manufacturing contributed to their development. Based on such evidence, we conclude with some policy suggestions highlighting capital controls and external macroprudential measures taming international capital mobility as useful policy tools for promoting long-run productive development on top of strengthening (short-term) financial and macroeconomic stability. This paper critically evaluates the prevailing World Bank recommendation for city-regions to drive infrastructure-led development through targeted spatial plans. Introducing a novel analytical framework to conceptualize Duisburg's evolution into the primary European gateway for the EU–China transcontinental railway, the paper demonstrates how key actors and institutions operating across multiple scales enabled this previously deindustrializing German city to benefit from the new transcontinental rail connection. It argues that one-off spatial planning is insufficient for actualizing infrastructure-led development: this process involves a dynamic interaction with inherited industrial pathways that recursively stimulates the repurposing and/or the revision of infrastructure-oriented developmental plans. This article compares two recent expositions held in Nagasaki, Japan, in 1990 and 2006. Both expositions responded to structural economic changes related to deindustrialization that prompted reidentifications with the city's history as a maritime trade hub in early modern Japan. To compare two temporally laced identities that emerged from this turning point, I distinguish each exposition's dominant chronotope. The 1990 Journey Exposition is characterized by Tabi (Journey)-time, which departs from a distant past to transit through a disappearing present towards a utopian future where Nagasaki has once again become an international port. The 2006 Saruku Expo is characterized by Saruku (Strolling)-time, which introspectively rediscovers Nagasaki's local heritage within the present while imagining a changeless future, erasing the temporal divisions formative of Tabi-time. If Tabi-time is national time derived from national expositions, Saruku-time is local time derived from heritage and memory. These chronotopes are characterized by different arrangements of exposition grounds and different mobilities that visitors were expected to perform on their fairgrounds. The Journey Exposition spatially delineated Nagasaki into future and past zones, whereas the Saruku Expo featured a series of wandering strolls that drew no clear temporal boundaries. Visitors in Tabi-time engaged in epic, romantic voyages across national borders, whereas visitors in Saruku-time displaced themselves locally in an inquisitive, slow-paced manner. The article draws from exposition documents like guides and official records as well as a local town magazine to argue that the formal organization of time can be practically utilized for economic and identity-building purposes as well as politically contested between different parties. Deindustrialization became a pressing political issue and an object of research almost simultaneously in North America. This article inquires into the intellectual origins and radical roots of the deindustrialization thesis in Canada and the United States. Though the two countries share much in common, their distinctive formulations of the deindustrial problem in the 1970s and 1980s reflected key economic and political differences between them. Radical political economists in Canada and the United States turned to dependency theory and capital flight, respectively, in their theorization of deindustrialization. Barry Bluestone and Bennett Harrison's 1982 book, The Deindustrialization of America , in particular, is a founding text for the burgeoning field of deindustrialization studies. We can learn much from re-engaging with this early scholarship. In doing so, however, we need to bridge the continuing analytical divide between micro-level labour histories of working-class communities and macro-level studies of political economy and the international division of labour. La désindustrialisation est devenue un enjeu politique pressant et un objet de recherche presque simultanément en Amérique du Nord. Cet article interroge les origines intellectuelles et les racines radicales de la thèse de la désindustrialisation au Canada et aux États-Unis. Following the industrial crisis of the 1920s and the Great Depression in the 1930s, consecutive provincial governments in Nova Scotia turned their efforts toward state-led economic development. After the election of Robert Stanfield and the Tories in 1956, a wholesale industrial planning model was unveiled. Indeed, Stanfieldian economic policy in Nova Scotia was predicated upon the belief that direct state-led interventionism was necessary to offset regional inequity. State corporate entities, such as Industrial Estates Limited, and renewed interest in a state-driven industrial relations paradigm were central in the province's efforts to revitalize its flagging economy and offset predicted decline in the Cape Breton coal and steel industries. This article examines the fate of the Clairtone Sound Corporation, one of Nova Scotia's "new industries" that emerged out of these state-led development efforts. A case study of this Stellarton-based firm reveals how structural processes of deindustrialization produced crisis even within sectors that were completely distinct from the province's cornerstone industries of coal and steel. This case includes a reflection on the class composition of the modernist state in Nova Scotia and represents a convergence of the historiographical focus on state-led industrial development in the Maritimes and recent literature found within deindustrialization studies. À la suite de la crise industrielle des années 1920 et de la Grande Dépression des années 1930, les gouvernements provinciaux successifs de la Nouvelle-Écosse ont orienté leurs efforts vers un développement économique dirigé par l›État. Après l›élection de Robert Stanfield et des conservateurs en 1956, un modèle de planification industrielle en gros a été dévoilé. En effet, la politique économique « stanfieldienne » en Nouvelle-Écosse reposait sur la conviction que l›interventionnisme direct dirigé par l›État était nécessaire pour compenser les inégalités régionales. Nova Scotians understand economic hardships at both the personal and community levels. This is especially true for the residents of Pictou County. With the eclipse of coal, steel, and heavy manufacturing, successive governments looked to tourism to augment an eroding economic base and to commemorate the working lives of Nova Scotians. This article offers an analysis of the initial decision to construct and maintain the Museum of Industry in a region of the province subjected to sequential phases of deindustrialization. The venture, officially opened to regular attendance in 1995, is the largest facility in the province's impressive system of 28 regional museums. The creation of the museum, however, was fraught with uncertainty and narrowly avoided financial collapse and plans to disperse the collection of artifacts. The project was subsequently left straddling an uneasy divide between celebrating industrial heritage and tempering controversies of economic and environmental development. Despite Nova Scotia's proud heritage of worker resistance and union activism, visitors may exit the museum with the ambiguous message that while working lives are often harsh and riven with uncertainty, optimism for the future must prevail. The implication is that the appropriate response is selective anodyne forms of nostalgia, even resignation, but not resentment of the human and environmental costs of deindustrialization. Cet article propose une analyse de la décision initiale de construire et d'entretenir le Musée de l'Industrie dans une région de la province soumise à des phases successives de désindustrialisation. L'entreprise, officiellement ouverte à la fréquentation régulière en 1995, est la plus grande installation de l'impressionnant réseau de 28 musées régionaux de la province. La création du musée, cependant, était semée d'incertitudes et a évité de justesse l'effondrement financier et les plans de dispersion de la collection d'artefacts. Le projet a ensuite été laissé à cheval sur un fossé difficile entre la célébration du patrimoine industriel et la modération des controverses sur le développement économique et environnemental. This paper explores migrant Black African youths' experiences of looking for and finding work in Newcastle, a deindustrializing Australian city. Data for this paper were drawn from interviews conducted with young people who migrated to Australia as temporary and permanent residents. Drawing on concepts of coloniality, racialization, bodywork, and hidden labor, this paper demonstrates how, when looking for work, participants' names get attached to their racialized bodies—a situation which deems them as suitable or not for specific kinds of work. Their strategies of finding work differ according to their migration status; that is, temporary residents draw on their personal networks, whereas some permanent residents with full citizenship rights rely on social welfare support services to find work. However, irrespective of the different strategies used to find work, they all end up doing jobs that they described as "work which others do not wish to do." I argue that these experiences re‐articulate the coloniality of labor because, as workers in these jobs, they play a crucial role in the economic transformation taking place in the city due to deindustrialization. This is not merely because they form part of the workforce responsible for working in unwanted jobs, but because they are also consumers of Newcastle's emerging welfare support and educational services sectors. For the past three decades, Eastern European countries have exhibited a noticeable decline in their share of the industrial production sector overall, but not uniformly. Simultaneously, trade liberalisation and integration in international production networks were intensified, bringing different export sophistication levels and economic development to countries in this region. This paper aims to examine the real effective exchange rate (REER) impact on the deindustrialisation or reindustrialisation process in 25 post-communist Eastern European countries. The paper employs a heterogeneous panel common factor approach for the period 1995–2018 to exploit the effect of diverse levels of export complexity, stage of economic development and intensity of participation in global value chains on the REER–industrial production relationship. The results establish a heterogeneous yet significant negative relationship between currency strengthening and industrial production. Our findings also indicate that this negative effect of appreciation is less pronounced with the country's higher economic complexity and its broader participation in global value chains. This paper comprehensively reviews the literature on "middle-income trap" and reflects upon the case of Malaysia's middle-income transition with attention to drawing relevant policy implications. The review looks into the discussions on middle-income trap and its causes from both economic and institutional perspectives. The investigation on Malaysia is conducted through the analysis of structural change and sources of growth in comparison with the performance of the two Asian Tigers, South Korea and Taiwan. Malaysia achieved remarkable growth during its lower-middle-income stage, but was "trapped" in the upper-middle-income years as its growth declined substantially. The slowdown was driven by the significant decline in private investment, resulted mainly from the outflow of capital together with decreasing inward FDI. This was somehow triggered by macro uncertainties from the Asian Financial Crisis leading to pervasive pessimism among investors about the economic prospects, coupled with the long-lasting unfavorable business environment due to discriminatory policies favoring the Malays and the crowding-out of government-linked corporations. Malaysia consistently faced multiple structural issues throughout its middle-income stage, including sluggish total factor productivity growth, relatively modest structural change, slow industrial upgrading and premature deindustrialization, which had root in the slow upgrade of human capital, technological capabilities, indigenous capacity, and the integration with the FDI sector. Low and lower-middle-income nations like those of ASEAN region should pay strategic attention to all these issues from the early years of their economic catch-up endeavors in order to overcome unforeseen shocks and maintain sufficient growth momentum for middle-income transition. • There is no evidence supporting invariant tendencies in deindustrialisation. • Sectoral technological opportunities and learning regimes matter. • A diversified employment structure fosters catching-up. • Globalization accelerates deindustrialization and hinders development opportunities for most. Contrary to the notion of a natural tendency in deindustrialization, this paper, performing a cross-country long-term analysis, documents the existence of a variety of patterns of deindustrialization. Looking at industrial sectors and their technological characteristics, categorised on the ground of the Pavitt (1984) taxonomy, we do find a markedly uneven process of deindustrialization with Science Based and Specialised Suppliers not presenting any inverted U-shaped pattern, neither in employment nor in value added. The heterogeneity holds both for the four Pavitt aggregates and under further disaggregation at industry level. We then study whether the uneven sectoral composition had an impact on the timing of deindustrialization. Overall, our analysis supports the notion that "microchips" are not "potato chips" in their influence on the patterns of long-term economic development of different countries. Moreover, during the phase of globalization the probability for low-income countries to be stuck to produce "potato chips" has increased and that of transition toward the production of "microchips" has been reducing. Recent research by economists has shown that deindustrialization is more severe in Sub-Saharan Africa and Latin America than it ever was in the Organisation for Economic Co-operation and Development (OECD). Nevertheless, most research on deindustrialization is focused on the former centres of Fordist manufacturing in the industrial heartlands of the North Atlantic. In short, there is a mismatch between where deindustrialization is researched and where it is occurring, and the objective of this paper is to shift the geographical focus of research on deindustrialization to the Global South. Case studies from Argentina, India, Tanzania and Turkey demonstrate the variegated nature of deindustrialization beyond the North Atlantic. In the process, it is demonstrated that cities in the Global South can inform wider theoretical discussions on the impacts of deindustrialization at the urban scale. [ABSTRACT FROM AUTHOR]

This study attempts to explore the determinants of interprovincial income inequality in Indonesia from 2005 to 2013 by using a bi-dimensional inequality decomposition method. It tries, particularly, to analyze how economic tertiarization and concurrent output deindustrialization have affected interprovincial inequality. The bi-dimensional inequality decomposition method decomposes interprovincial inequality as measured by the squared population-weighted coefficient of variation in two dimensions, namely, by regional groups and industrial sectors. While deindustrialization has lowered the relative importance of manufacturing in determining overall interprovincial inequality, manufacturing activities are still very unevenly distributed among regions and provinces. The government needs to implement policies that are conducive to the balanced development of non-oil and gas manufacturing industries based on regional comparative advantages and disadvantages, where further development of economic infrastructures and human resources, particularly outside Java-Bali, is essential. Meanwhile, economic tertiarization has raised the importance of service activities in determining overall interprovincial inequality, particularly inequality within Java-Bali. The tertiary sector accounts for more than half of total GDP in Java-Bali, and many service activities, such as IC, banking, business services and private services, are concentrated in Jakarta and neighboring districts. Particularly, with the advancement of IC technologies, the IC sector has been expanding rapidly. Together with banking, business services and private services, further development of the IC sector is likely to increase interprovincial inequality in Java-Bali unless policies that could facilitate geographical dispersion of these service activities are implemented. • Hazard-based duration model is used to investigate the association of the occurrence of the turning point of environmental Kuznets curve (EKC) with the process of differ types of (de)industrialization. • The speed to reach the turning point for the deindustrializers is 1.96 times faster than for the industrializers. • The countries experiencing nonpremature and positive deindustrialization are around three times faster than the industrializers to leave the state of environmental deterioration. Given the inverted U-shaped relationship between environmental quality and economic development, there exists a turning point which implies a transition from the state of environmental deterioration to the state of environmental improvement. We provide an investigation on the association of the occurrence of the turning point of environmental Kuznets curve (EKC) with the process of (de)industrialization. Hazard-based duration model is employed to study whether and when the turning point occurs from different perspectives of the (de)industrialization process. The results show that the speed to reach the turning point for deindustrializing countries is 1.96 times faster than that for industrializers. With regard to different types of deindustrialization, the speed to reach the turning point for countries experiencing nonpremature deindustrialization and positive deindustrialization increase by 3.57 times and 2.60 times respectively compared to the industrializers. At the end of the 20th century, the economic structure was changed fundamentally in some countries. It was mostly related to the growth of global competition. One of the consequences of this process was the decline in manufacturing production in developed countries and in the post-Soviet countries. The purpose of this article is to define the meaning and consequences of the decline in manufacturing production in developed countries and in post-Soviet countries on the example of Ukraine. Methodology. This study is based on some general theoretical approaches such as analysis and synthesis, induction and deduction, etc. Also, statistical analysis was used for discovering some economic trends. Structural analysis was helpful for examining shifts in economic structure. Correlation between different facts, which is crucial for the understanding of the transformation of manufacturing, was identified by applying the systems approach. The aim of the article is to reveal the impact of global competition on the state of manufacturing and to define the manufacturing development trend. Results of this research showed that the decline in the rate of profit causes the transformation of economic structure. Global competition made the production of some goods in developed countries less profitable due to the relatively high costs. The ability to transfer labour-intensive production to developing countries transformed economic structure in developed countries. It was the reason for a sharp decline in manufacturing production, which caused some economic and social problems. Post-Soviet countries had serious economic and social problems too. Liberalization of trade made these countries face with global competition. This competition revealed extremely weak competitive positions of a great range of products. There was a massive decline in manufacturing production in Ukraine. This study proves that the transformation of manufacturing is far from the end. First of all, it is related to the rising wages in developing countries. It makes labour-intensive production less profitable. The Factor Price Equalization Theorem shows that there is no further perspective to stay competitive using cheap labour force. That is why it is crucial to create favourable conditions for the development of innovations. By its nature, manufacturing is more diversified than other sectors, which gives more chances to produce innovations. Strong manufacturing basis is also beneficial for providing employment, better standards of living, and sustainable economic growth. Practical implications. Developed countries can apply new approaches to their economic policies because they already have a quite strong innovative basis. These approaches should take into account current trends, which are considered in this article. Ukraine, bearing in mind the deepening of its integration into the global economy, should substantially improve its competitive positions. That is why it is important to launch a long-term strategic program, which is relevant to Ukrainian specific conditions. Value of the study is in distinguishing of different nature of the same process in developed countries and in Ukraine. It helps to define some perspectives of economic development. The results of the study can be used for creating economic programs.

The article focuses on era of deindustrialization was itself something of a shorter phase in the larger history of the U.S. economic development. It mentions Jefferson Cowie and Joseph Heathcott's analysis by exploring the experience of industrialization and deindustrialization in Lima and shaped regional subculture and inheritances from its past. It also mentions secured railroad lines to important sources of industrial raw materials and skyrocketing rates of economic and demographic growth.

The effect of premature deindustrialization on the distribution of gains from growth has thus far been understudied. Using census data from eleven countries spanning five decades and shift-share analysis, I find evidence of persistent gaps in multidimensional well-being in household categories defined by employment type and urban/rural location, and a cross-country pattern of less improvement due to expansion of industrial employment over time, without adequate replacement. Taken together, these results provide evidence for a negative relationship between improvements in household well-being and premature deindustrialization on both an individual country case and in a cross-country sample. Sub-Saharan African (SSA) countries as a group have been deindustrializing for more than three decades. Logistic growth functions of the share of manufacturing value added in Gross Domestic Product (GDP) provide estimates of the rate at which the manufacturing sector has diffused into each SSA economy. Deindustrializers (industrializers) have negative (positive) manufacturing sector diffusion rates. Sixteen SSA countries experienced significant deindustrialization. Factors associated with deindustrialization trends are identified. Countries with low real per capita incomes and those unable to diversify their manufacturing base, expand production for export, or export sophisticated products more frequently experienced deindustrialization. These countries also had relatively low gross capital formation and educational expenditure shares of GDP. Starting with a small manufacturing base does not appear to constrain the industrialization process. Excessive reliance on minerals production did not encourage deindustrialization. The recent mining boom represents one of the largest external shocks to the Australian economy in its post‐war history. Although most agree that it had a positive effect on the Australian economy as well as on people's living standards, there is disagreement over the extent to which this boom has caused deindustrialisation and the so‐called Dutch disease in Australia. Our empirical findings support the presence of Dutch disease nationally for Australia using data for the period 1984–2013. Regionally, the results show that Dutch disease was concentrated mainly in the eastern and southern states of Australia—Victoria, Queensland, South Australia and Tasmania. [ABSTRACT FROM AUTHOR]

Much of Sub-Saharan Africa is characterised by premature deindustrialisation. In this paper, it is argued that the difficulty experienced by this region with the expansion of manufacturing is related to the fact that most of these countries are land-abundant and thus there is a comparative advantage for agriculture. An agriculture-based model of development thus is most appropriate. The expansion of agricultural production can have both direct and indirect effects on the growth of output and employment in manufacturing. The Ethiopian experience is used to illustrate these ideas. Abstract This study extends structural decomposition analysis (SDA) to consider the substitution between domestic and imported inputs. The approach provides a detailed investigation of the consequences on economic growth following changes in countries’ supply chains. We apply the method to data from Brazil and other countries. The results suggest that the substitution of imported for national inputs is a key factor in SDA, assuming that the impact of technological change is underestimated if this substitution is not taken into account. The findings also show that the substitution of imported inputs is essential to understanding the Brazilian growth path in the 2000s. The positive impact of export growth on total output was offset by the increase in imported inputs, especially in highly technological sectors. Purpose The purpose of this paper is to investigate the presence of the Dutch disease hypothesis through examining the remittance-growth nexus using annual data for Sudan covering the period 1977-2015. The paper seeks to answer the following critical questions: what is the impact of remittance on Sudanese economy? How exchange rate influences the impact of remittance on growth? To what extent the impact of remittance on growth differs between the short and long run.Design/methodology/approach The paper employs the autoregressive distributive lag (ARDL) technique because of its several advantages.Findings The ARDL results show evidence against the existence of such a hypothesis. More specifically, the results show that over time, due to the structured nature of the economy, remittances may affect economic growth negatively through several mechanisms including the depreciation rather than the appreciation of the exchange rate.Originality/value After 2011 and the secession of South Sudan, Sudan lost more than 80 per cent of foreign exchange revenues which reflected in the sharp gap between the official rate and the parallel exchange rate equal to 150 per cent. To lessening this gap, the attention was given to expatriates to encourage them to transfer their remittances through official channels. Since remittance and exchange rate mechanism may affect growth positively or negatively, no study addressed this possibility. Decoupling economic growth from energy consumption is a wide spread attempt to decarbonize economic activities and increase energy security. Almost all members of the European Union have decoupled the two since 2005 as measured by a steady decline in energy intensity, the ratio of final energy consumption and gross domestic product. Economic growth, energy efficiency and structural changes have all contributed to changes in energy intensity of economic activities at the national level. In this article, the authors analyze to what extent decoupling can be attributed to each of these three factors and in particular structural effects, namely deindustrialization and tertiarization, which shifts energy consumption abroad and re-imports it as embodied energy in products. We quantify the effects of structural changes, economic growth and energy efficiency measures as well as embodied energy in trade at the level of economic activities. The methodological approach combines decomposition and input-output analysis to address boundary cases where monetary trade surpluses meet energy trade deficits. Switzerland provides a case in point with the added hurdle of low data availability per economic activity over time. The results show that the share of embodied energy in imports has reached 81% of final energy consumption in economic activities. A comparison of energy intensities with and without embodied energy in trade shows that decoupling is more virtual than actual. Shifting energy intensive activities abroad improves domestic performance but worsens both overall energy use and security by relying on more indirect energy consumption. This paper focuses on the conditions that gave rise to tourism as a tool of urban economic development. By the 1960s and 1970s, an emerging economy of recreation and tourism was gaining steam as many manufacturing city centers were undergoing significant fiscal stress and social deterioration due to suburbanization and deindustrialization. In an effort to reverse the tide, American cities began to embrace a new strategy, most visible in the last three decades, focusing on urban reimaging through the utilization of cultural strategies to improve urban identity and translate that image into economic development opportunities and growth. Sport, entertainment and tourism proved central to this new, culturally based policy agenda. Museums, festivals, revamped public spaces, tourism hubs, sports stadiums, theatre districts, ethnic precincts, convention centers and even urban beautification programs are some of the infrastructural and related tools utilized to advance this new strategic direction. Starting with the 20th century, in Romania, an industry that was to perform, especially during the communist regime, became increasingly strong. The role of industrialization was to turn Romania from a rather agrarian country into a country with an industrial profile. We can say that the communist period was marked by a forced industrialization, which even created an industrial tradition that characterized the centralized economy of the country. Twenty-six years ago, the entire industry was wiped out, and only now our country is considered a Western competitor. Otherwise, we could not export Romanian products to Western countries. Only now people try to recreate the phrase "Made In Romania", a shadow of what was once. Today, after the period of the communist regime characterized by strong industrialization, Romania has become a powerful trade center. This research aims to highlight the evolution of trade activity in Romania, starting with the issue of deindustrialization of Romania and subsequently with the transformation of Romanian economy into a tertiary one, accompanied by the simultaneous development of the economy based on consumption. This article aims to analyse the dynamic evolution of Romania from an industrial perspective, to go through all the stages of evolution for a better understanding of the country's special industrial environment, but at the same time it aims to analyse Romania's dynamic attempt to become a functional body. The article substantiates a new approach to the study of the essence of investments, according to which they are supposed to be considered as one of the key categories of the economic paradigm core (industrial, postindustrial, neoindustrial), reflecting not only qualitatively new conditions of social reproduction, but also the role of a person in the modern world. Active development of the human component of intellectual capital and the formation of innovative technical and technological resources are considered as the main priorities of innovative investments. A complex criterion reflecting the state of investment in the innovative type can be the norm of gross accumulation, which, with respect to the Russian economy, in the conditions of a capital-intensive and innovative nature of investments, should not be lower than 28-30% of GDP. The purpose of the article is to disclose the content of innovation type investments aimed at continuous scientific and technical modernization and large-scale labor saving in order to meet the modern material, social and environmental needs of society, in the conditions of the formation of the neoindustrial economic paradigm. The methodological basis for the study was formed on the principles of an integrative approach and rational (limiting) criteria for economic security. On their basis, the conclusion is drawn that the main constraint of innovative type investments in the Russian economy is the imbalance between the accumulated human potential, on the one hand, and the state of technical and technological resources and innovative systems (national and regional), on the other hand. As developed economies have substituted away from manufacturing towards services, so too have developing countries--to an even greater extent. Such sectoral change may be premature for economies that never fully industrialised in the first place. This article presents evidence that countries with smaller manufacturing sectors substitute away from manufacturing to a larger extent, suggesting a trade channel through which falling international relative prices of manufacturing lead price-taking developing economies to substitute accordingly. Sustainable Development Goals (SDGs) serve as guideposts for both developed and developing countries. There are as many as 17 goals along with 169 targets in its umbrella to be achieved by 2030 along with three dimensions of sustainable development in the world economy. In such economic, social, and environmental concerns of the world, India has the pledge to fulfil this mandate of the UN. However, the role and nature of economic growth in terms of intensity of factors of production are pivotal not only for achieving these goals, but also addressing distributional aspects of national income across socio-economic groups of the nation. Following the policy shift in early 1990s, India has achieved a brief phase of high economic growth but with rising income inequality. It has allegedly been created insecure employment and wages differential across sectors and sub-sectors of the economy. This paper attempts to delve deeper into the issue of decent work, stagnation of manufacturing sector, and failure of inclusive growth in the past seventy years of planned development and about three decades of market-led growth in India. Based on the ASI data for 2-digit industry classification, the manufacturing industry shows signs of pre-matured de-industrialisation in India since mid-1980s onwards. This does not auger well for generating decent work and inclusive growth. In the light of SDGs, we argue that unless industrial policy framework addresses manufacturing sector earnestly by providing incentives for innovation, and entrepreneur ship, catalyse development of Human Capital by investing in the public education and skill development on sustainable basis, goal of inclusive growth will remain elusive as usual. This article is envisioned as a first step in a comprehensive analysis of the European Union’s (EU) industrial base, designed to inform the current debate, and future policy decisions regarding deindustrialisation and reindustrialisation in the EU. We focus on the study of deindustrialisation and productivity, to determine the causes of deindustrialisation and its relation to productivity in the EU, and whether it can be explained primarily as a natural process, or alternatively as a negative economic trend. Our results indicate that the main causes of deindustrialisation in the EU were shifting demand patterns caused by rising GDP per capita, followed by growing international trade which corroborates the hypothesis that the process is natural. In the second part we take a closer look at manufacturing productivity as an integral cause of deindustrialisation. We analyse the impact of market dynamics, concentration and firm size on manufacturing productivity, where we find evidence which supports the conclusion that a higher level of market dynamics increases productivity, while firm size and market concentration seem to decrease industry productivity. Through ruins photography and luxury loft apartments, urban exploration and downtown revitalization are radically altering the landscape, memory, and market base of Detroit, colonizing the city's industrial past and separating the emotion of history from its lived experiences. These markets strip buildings of their history and workers of their voices, focusing instead on sublime awe, aesthetic qualities, and middleand upper-class residence and entertainment. This appropriation positions the city between a dual past of industrial might and abject decay, and an uncertain future promising profound changes how we conceive of an authentic Detroit. This paper presents a methodology for calculating the industrial equilibrium exchange rate, which is defined as the one enabling exporters of state-of-the-art manufactured goods to be competitive abroad. The first section highlights the causes and problems of overvalued exchange rates, particularly the Dutch disease issue, which is neutralized when the exchange rate strikes the industrial equilibrium level. This level is defined by the ratio between the unit labor cost in the country under consideration and in competing countries. Finally, the evolution of this exchange rate in the Brazilian economy is estimated.

This article examines Brazil’s industrial trajectory, beginning with an analysis of the process of import substitution industrialization and its role historically. This is followed by an analysis of industry after the transition to neoliberalism. The resulting evidence implies a clear process of deindustrialization, and upon examining the pattern of exports, a process of re-primarization as well. I document a significant deindustrialization trend in recent decades that goes considerably beyond the advanced, post-industrial economies. The hump-shaped relationship between industrialization (measured by employment or output shares) and incomes has shifted downwards and moved closer to the origin. This means countries are running out of industrialization opportunities sooner and at much lower levels of income compared to the experience of early industrializers. Asian countries and manufactures exporters have been largely insulated from those trends, while Latin American countries have been especially hard hit. Advanced economies have lost considerable employment (especially of the low-skill type), but they have done surprisingly well in terms of manufacturing output shares at constant prices. While these trends are not very recent, the evidence suggests both globalization and labor-saving technological progress in manufacturing have been behind these developments. De-industrialization has created new economic environments for Japan, South Korea and Taiwan. While structural changes in the labour market took place rather rapidly, accompanying institutional changes have been more gradual. While maintaining some core institutional arrangements, each country has adjusted to new labour market challenges and thereby created various labour market risks. In the period of de-industrialization, both South Korea and Japan experienced a sharp increase in the proportion of atypical workers, unlike the case of Taiwan. This study investigates how the institutional legacy of state corporatism matters in explaining how these three economies have differed in two respects: (a) a rapid increase in the proportion of atypical workers, and (b) the gendered characteristic of atypical employment—that is to say, a disproportionate concentration of women in atypical employment. We present a Kaldor-Thirlwall theoretical and empirical framework on the basic driving forces of the behaviour of productivity and economic development in the long run. By calculating the so-called Thirlwall equation, the main contribution of our research is to examine whether Brazil has been catching up or falling behind. We show some empirical evidence based on both descriptive statistics and econometric regressions for Brazil between 1970 and 2010. Some important indicators of descriptive statistics reveal that Brazil has entered into a process of early deindustrialisation. In addition, since our econometric estimates also show that there was a dramatic increase in the income elasticity of demand for imports between 1980-98 and 1999-2010 (from 1.97 to 3.36) and a small decrease in the income elasticity for exports during the same periods (from 1.36 to 1.33), we conclude that Brazil not only has already embarked on a trajectory of falling behind relative to the world economy and the international economic frontier, but also that it might show, in the absence of appropriate policies, lower growth rates in the long run. Developed countries have experienced economic restructuring in the past decade which leads to deindustrialization. Many industrial buildings are left vacant or under-utilized owing to global economic shift from developed countries to developing countries of lower wages. The shift of economic activities from manufacturing to financial and business services causes tremendous increase in the value of properties in urban areas. Many artists cannot afford the high land cost and move to some of the industrial buildings which are converted into other uses such as studio. Hong Kong also experienced similar economic restructuring in the past decade. Industrial buildings become vacant or under-utilized. The Hong Kong Government of Special Administrative Region worked out the Revitalizing Industrial Building policy to expedite urban regeneration of industrial areas and optimize land use. Wholesale conversion and redevelopment is regarded as potential means to revitalize industrial buildings. Based on a series of case studies of different revitalizing industrial buildings in Hong Kong, this paper analyzes the potential measures to enhance the revitalizing process. The research identified facilitating measures that can be categorized into three main aspects, which includes rezoning old industrial areas into more diverse uses; government can offer some financial benefits to owners and provide appropriate facilities in neighbourhood. This article, based on the inaugural Andrew Isserman lecture, explores whether regional science has lived up to its founder’s aspirations to create an interdisciplinary and international field to tackle key societal problems with reasoning, evidence, and sound policy recommendations. I distinguish methods-driven research from problem-driven research and illustrate the pitfalls of the former with the emergence and use of economic base multipliers from export base theory. Then, beginning with Walter Isard’s bold vision in the first issue of the International Regional Science Review, I follow the evolution of the Review under Andrew Isserman’s three decades of editorship, exploring the difference between methods-driven and descriptive research articles and those addressed to regional problem solving. Editor Isserman actively sought out scholars and special issue editors with an interest in policy and a willingness to work across disciplines and borders. He raised funding for themed conferences that would yield exciting new articles, a practice his coeditors and successors have continued. In his own research, despite his love of methods and facility with them, Isserman often chose to work on important regional problems such as whether the Appalachian program had produced real personal income gains, how the Soviet Union should pursue regional development under perestroika, and in recent years, rural poverty and agriculture and biotechnology. From work on deindustrialization and military industrial conversion, I argue that exposure to the intricacies of real-world policy making strengthens both theory and empirical research. The paper is based on the preliminary results of the research project "Deindustrialization and under-development in the Romanian Transition. Individual/Collective Strategies and Reply Policies. Case study: Valea Jiului", that will be done within the POSDRU project "Plural and interdisciplinary in doctoral and post-doctoral programs". This paper intends to analyze the complex relation between economic development, social development and modernization. The basic hypothesis of the proposed analysis is that the economic development is not an irreversible process not even when it leads to social development as part of a modernizing program. Valea Jiului represents an example of how the economic and social development built on weak basis, become unsustainable. The collapse of this weak basis initiated after 1989 when the economy and the society changed and after a transition period produced a major negative social impact started with the restructuring of the mining. In less than 10 months, the number of the miners was reduced to half and the reduction continued. Today in Valea Jiului is only 15% of the number of employees in 1989. The social effects of the mining restructuring were at communitarian level the underdevelopment, return to pre-modern occupations like the subsistence agriculture. A good example that will be deeply analyzed in this paper is the town Aninoasa, the first Romanian town in insolvency since 2013. [ABSTRACT FROM AUTHOR]
