Digital environments have expanded the forms of cultural participation. This paper has two aims: first, to elucidate the changing definitions of cultural participation in relation to digital environments; second, to examine the ways in which cultural policies respond to the new digital conditions of cultural participation. Focusing on Quebec (Canada), this paper is based on a critical review of grey literature in the public policy. We identified three main goals pursued by Quebec cultural policies regarding digital participation: 1) to produce and disseminate national cultural content; 2) to encourage cultural equity and diversity; 3) to encourage digital equity. The analysis shows that these goals partially exceed the scope of cultural policies to intersect with economic, educational, and youth policies. We also argue that policy frameworks and funding programs in support of cultural policies tend to legitimize an overlap of civic, commercial, and industrial logics of cultural participation. In recent years, Quebec has been undergoing a re‐evaluation of immigration and integration policies. The secessionist Parti Québécois had become the leader of this debate, which also coincided with a rise of right‐wing nativist, populist and sometimes authoritarian movements in other Western societies. This paper aims to evaluate the similarity or dissimilarity of Quebec's nationalism to these other nationalisms. We use the 2015 Canadian Election Study data to explore the influence of authoritarianism, nativism and populism directly on support for secession and also, indirectly, on voting intentions. We find that authoritarianism has a negative influence on support for Quebec independence and independentist parties, while the pattern is the opposite, and the effects somewhat weaker, for nativism and populism. Hence, we argue that Quebec nationalism does not seem to correlate with the right‐wing populist movement extending throughout many Western societies. In this paper, we test the hypothesis that health technology assessment units located in hospitals tend to be more optimistic toward technologies that are currently in use in their organization than technologies that are not. The data include 108 health technologies assessed in 87 full-scale health technology assessment reports produced by the four main local health technology assessment units in Quebec (Canada) on behalf of decision makers from the same facility. We found that 58 (53.7 percent) of the 108 technologies were currently in use within the hospital during their assessment. Based on the assessors' interpretation of the scientific evidence regarding the efficacy of the technologies, 67.3 percent of the technologies that were in use in the hospital during the evaluation were effective (56 percent for those that were not currently being used), but the difference is not statistically significant (chi-square 1.38; p = 0.24). Controlling for the efficacy judgment, the type of technologies (i.e. preventive, diagnostic, therapeutic or organizational), the number of technologies assessed in the report and the assessment unit, we found that the technologies that were currently in use in the facility during the evaluation were 62 percent more likely to be recommended favorably by the assessment unit than the technologies that were not currently being used (RR = 1.62; 95 percent CI = 1.06–1.88). This suggests that the local health technology units that were examined in the study tended to be more optimistic toward technologies that were currently in use in their hospital at the time of the evaluation. Leakage of water distribution networks is the most common reason of undesirable losses of potable water. Problems associated with water main leaks pose growing concern around the globe. These problems include water and energy loss, in addition to the risk it poses to structural damage of adjacent properties. In current practice, not all water leaks can be detected in a timely and cost effective manner. This paper presents a study conducted for detection of water leaks in underground pipelines, and identification of their respective locations using thermography infrared camera. The paper describes the field work and the experimental protocol which were carried out over 2 years in three different locations in greater Montréal (Canada) area in order to investigate factors that affect the applicability and limitations of using IR camera in water leak detection. These factors beyond those studied in previous work carried out by American Water Works Association and National Research Council. The paper presents a model developed to determine approximate location of leaks in water mains. The developed model was then applied successfully to detect and locate leaks in water mains in fall and spring seasons. It failed, however, to detect leaks in the summer and winter due to high pavement temperature and the snow coverage, respectively. [ABSTRACT FROM AUTHOR]

Abstract: The professional claims and struggles involved in the design of non-traditional health care places are rarely problematized in applied health research, perhaps because they tend to fade away once the new design is implemented. This paper offers insights into such professional tensions and their impact on health care delivery by examining the design of two dialysis service delivery models in Quebec, Canada. The satellite units were hosted in two small hospitals and staffed by recently trained nurses. The mobile unit was a bus fitted to accommodate five dialysis stations. It was staffed by experienced nurses and travelled back and forth between a university teaching hospital and two sites. In both projects, nephrologists supervised from a distance via a videoconferencing system. In this paper, we draw mainly from interviews with managers (mostly nurses) and physicians (n=18), and from on-site observations. Nephrologists, medical internists, and managers all supported the goal of providing “closer-to-patient” services. However, they held varying opinions on how to best materialize this goal. By comparing two models involving different clinical and spatial logics, we underscore the ways in which the design of non-traditional health care places opens up space for the re-negotiation of clinical norms. Instead of relatively straightforward conflicts between professions, we observed subtle but inexorable tensions within and beyond professional groups, who sought to measure up to “ideal standards” while acknowledging the contingencies of health care places. Canada is often characterized as a multicultural country with two official languages associated with two official population groups: the national majority of white, anglophone Canadians and the national minority of white, francophone Quebecers. Racialized minorities, including immigrants, are situated as the third node in the construction of Canada as a multicultural society. While there is often discussion of the minority/ majority relationship between the national majority and the national minority, or the national majority and racialized minorities, there is much less attention given to the relationship between Quebec and racialized minorities in the province. Location planning for pedestrian zones is a multifaceted problem. The selection of best location from a list of potential stations involves consideration of different technical, economical, environmental, and social factors. For some of these factors, numerical values can be provided, but the others are based on the qualitative data. In this paper, a multicriteria decision analysis approach is presented based on analytic hierarchy process (AHP) for location planning of pedestrian zones under lack of quantitative data. A decision-making committee comprised of representatives of city transportation officials, public administration, and city residents or users is formed to select the criteria/subcriteria for evaluating pedestrian zones. Five locations for pedestrian zones are considered for evaluation in the city of Montréal: namely, Downtown, Jean Drapeau, Olympic stadium, Old Montréal, and Saint Denis. The results of this study indicate that the downtown area is the best choice for a pedestrian zone. Sensitivity analysis is conducted to determine the influence of criteria and subcriteria weights on the decision-making process. [ABSTRACT FROM AUTHOR]

Abstract: This paper reports findings from an evaluation of the local implementation of a procedural public health programme whose objective is to create healthy environments (HE) for vulnerable families in the province of Quebec (Canada) through the funding of local projects. Considering the potential issue of programme–context interaction, our research question was the following: Does the procedural nature of this HE programme result in variation between local cases in terms of the types of projects and collaborations it subsidizes? Given that the creation of healthy environments requires intersectoral health action to address social determinants of health, the data were analysed with respect to intersectorality and cooperation. Results of this qualitative multiple case study (n = 8), for the period 2004–2009, show that the majority of subsidized projects were in the health and social services sector and focused on parenting, parent–child attachment, nutrition and the social networks of families. Only a few initiatives reached beyond the health and social services sector to address social health determinants such as education, housing and transportation. Membership and mandates of the local groups responsible for programme implementation also showed little intersectorality. The limited variation between these eight cases can be attributed to the configuration of the local networks, as well as to specific issues in urban and rural areas. To explain the overall similarity of results across cases, we turned to the literature on policy instruments which suggests that particular characteristics of a programme may produce effects that are independent of its intended objective. In our study, several programme mechanisms, such as those framing the definition of «healthy environment» and budget management rules, could have encouraged the local development of initiatives that focus on individual skills related to parenting and attachment rather than the development of intersectoral health action to address social determinants of health. Inter-party voting coalitions in three minority cabinets were analysed: the 38th (2004–05), 39th (2006–08) and 40th (2008–11) Federal Canadian Parliaments. The paper begins by developing a simple theory to explain the formation of voting coalitions. The theory predicts that electoral incentives and policy issues drive minority government support. The main contention is that voting coalitions are more likely to form along ideological lines, as proposed by Axelrod [(1970) The Conflict of Interest (Chicago: Markham)]. However, the analysis also demonstrates that voting coalitions form along a second dimension in the Canadian Parliament, mainly on issues related to federalism and the province of Quebec. Some evidence is also provided to show that expected electoral gains could explain why certain parties choose to support the government more, despite ideological incentives. This paper explores the influence of Korean ethnic churches on the maintenance of heritage language (HL) and culture among Korean-Canadian students. The ethnographic and qualitative study on which it is based involved participant observation over a 4-month period, group discussions, interviews, and a questionnaire. Participants were 15 immigrant students aged 13-19, who live in Montreal and attend a Korean ethnic church. Results indicate that these churches play an important role in the maintenance of the HL and cultural identity. It is argued that immigrant students would benefit from being more aware of the linguistic and cultural maintenance role that these churches play and of the importance of taking advantage of the institutional resources they provide: the opportunity to interact with other Koreans, to use the language and improve their proficiency, and to become immersed in the Korean cultural environment. Anticipating the effects of climate change on biodiversity is now critical for managing wild species and ecosystems. Climate change is a global driver and thus affects biodiversity globally. However, land-use planners and natural resource managers need regional or even local predictions. This provides scientists with formidable challenges given the poor documentation of biodiversity and its complex relationships with climate. We are approaching this problem in Quebec, Canada, through the CC-Bio Project (http://cc-bio.uqar.ca/), using a boundary organization as a catalyst for team work involving climate modelers, biologists, naturalists, and biodiversity managers. In this paper we present the CC-Bio Project and its general approach, some preliminary results, the emerging hypothesis of the northern biodiversity paradox (a potential increase of biodiversity in northern ecosystems due to climate change), and an early assessment of the conservation implications generated by our team work. Abstract: Very little work has addressed spirituality in relation to health and well-being using the therapeutic landscape framework. Certainly the larger geographical literature, and specifically that of cultural geography, has identified the spiritual aspects of landscapes/places, and in so doing, has highlighted their importance for both secular groups and broader society alike. The increased recognition of the positive relationship between being spiritually active and health begs the examination of spiritual places reputed for their healing and healthful qualities. This paper provides a case study, conducted in 2006–2007, of a Christian pilgrimage site named St. Anne de Beaupre (Quebec, Canada); the analysis contributes to filling the spirituality gap in the therapeutic landscapes literature and offers a number of suggested research directions to better understand spiritual landscapes/places and their association with health. Canada’s book trade is fascinating not only because it really consists of two book trades—the Anglophone and the Francophone—but also because it is a site of intense and sustained policy interventions designed to foster greater domestic control. Examining the country’s book policies, Statistics Canada data, trade association membership rosters and trade directories, this paper reveals that Canada’s contemporary book trade is characterized by three features: circa 40 years of government interventions in response to foreign dominance; the central role of foreign firms despite these interventions; and the dominance of Toronto and Montreal as domestic sites of book production. Abstract: The geography of small areas has important implications for studying the contextual determinants of health because of potential errors when measuring ecologic exposures and estimating their effects on health. In this paper, we present an approach for designing homogeneous zones optimising the spatial distribution of an area-level exposure, active living potential (ALP), based on data collected in Montreal, Canada. The objectives are to (1) assess and compare variation in walking behaviours between these purposefully designed zones and between standard administrative units, census tracts; and (2) disentangle the relative influence of ALP and area-level socioeconomic conditions on walking using the alternative geographies. Zones were designed by statistically classifying smallest census areas (disseminations areas) into seven categories of exposure similar along three indicators of ALP: population density, land use mix, and geographic accessibility to services. Mapping of categories resulted in the delineation of zones characterised by one of seven levels of ALP. A sample of 2716 adults aged ≥45 years was geocoded and cross-classified in 270 zones and 112 census tracts. Individuals reported on minutes and motives of walking and provided socioeconomic information. Data were analysed using cross-classified multilevel models. Variation in utilitarian walking was larger across the purposefully defined zones than across census tracts. Total walking varied significantly between census tracts only. Greater ALP was associated with more utilitarian walking but with less recreational walking. Higher socioeconomic position in census tracts was positively associated with total, utilitarian, and recreational walking. The soundness of standard administrative units for measuring ecologic exposure and their associations with health should be considered prior to conducting analyses. Abstract: Some neighbourhoods in urban areas are characterised by concentrations of socially and materially deprived populations. Additionally, levels of ambient air pollution in a city can be variable at the local scale and can create disparities in air quality between neighbourhoods. Socioeconomic and physical characteristics of neighbourhood environments can affect the health and well-being of local residents. In this paper we identify whether neighbourhoods in Montreal, Canada characterised by social and material deprivation have higher levels of ambient air pollution than do others. We collected two-week integrated samples of nitrogen dioxide (NO2) at 133 sites in Montreal during three seasons between 2005 and 2006. We used these data in a geographic information system, along with data describing characteristics of land use, roads, and traffic, to create a spatial model of predicted mean annual concentrations of NO2 across Montreal. Next, we collected neighbourhood socioeconomic information for 501 census tracts and overlaid their boundaries on the pollution surface. We calculated Pearson correlation coefficients and 95% confidence intervals (CI) between neighbourhood-level indicators of deprivation and levels of ambient NO2. We found associations between concentrations of NO2 and neighbourhood-level indicators of material deprivation, including median household income, and with indicators of social deprivation, including proportion of people living alone. We identified specific neighbourhoods that were characterised by a double burden of high levels of deprivation and high concentrations of ambient NO2. Because of the particular social geography in Montreal, we found that not all deprived neighbourhoods had high levels of pollution and that some affluent neighbourhoods in the downtown core had high levels. Our results underscore the importance of considering social contexts in interpreting general associations between social and environmental risks to population health. [Copyright &y& Elsevier]

This paper examines Quebec's management of immigration and diversity in the promotion of cultural and political autonomy from Canada. Quebec has been able to secure some of the prerogatives of a sovereign nation-state in part through its control of immigration and its development of an intercultural integrative policy framework. Instead of diminishing the national distinctiveness of Quebec within the Canadian federation, rising immigration has accentuated it in many ways. The concept of intercultural nationalism is used to define a particular state-building strategy that is responsive to economic and demographic changes brought by increased global integration. We argue that the emergence of Quebec as a strong nation with sporadic, but specifically dominant and legitimate state power is reflective of the adaptations that many nation-states have undergone in response to the challenges of globalisation. By that measure, the Quebec state is, in a sense, more of a national state than it ever was in the past. Increasing diversity both within and outside its borders has contributed to this evolution. In this paper we illustrate how policy analysis models can deepen our understanding of the challenges facing health promoters advocating for policy change. Specifically we describe the factors underpinning the adoption of Québec's Tobacco Act (1998) and the role played by actors from governmental public health agencies (GPHAs). Data were collected through interviews (n =39), newspapers articles (n =569) and documents (n >200) from GPHAs, NGOs, the Québec National Assembly, and opponents to the legislative measures. Data collection and analysis were based on Sabatier and Jenkins-Smith's Advocacy Coalition Framework (1999) and Lemieux's theorization of coalition structuring (1998). We explain the adoption of the Act by: (1) the broad recognition within the policy elite of the main parameters of tobacco use (i.e. lethality, addictive properties, and legitimacy of governmental intervention), (2) the impacts of a series of events (e.g. cigarette contraband crisis) that enabled tobacco control advocates to influence public debates, and the governmental agenda, (3) the critical contribution of a coalition of GPHAs pooling resources to address both the sanitary and economic aspects of the legislation while countering the opposition's strategy, and (4) the failure of the opponents to present an unified voice on the definition of the tobacco policy. This study illustrates the merits of applying a policy-change model to grasp the complexity of the process. Our findings call for the development of permanent policy analysis capabilities within public health agencies and for a broader scrutiny of the non-health-related dimensions of policy debates. Abstract: This paper addresses two questions: (1) Can people''s perceptions of problems and social cohesion in the neighbourhood be considered as contextual variables; and (2) are these perceptions related to people''s health? Data come from a general health survey carried out in 2004 among 1634 individuals living in three localities of the region of Québec City, namely a downtown, a suburban and a rural area, which were further subdivided into 34 smaller spatial units, hereafter called neighbourhoods. The survey included questions on individuals’ perception of problems (social and environmental) and social cohesion (attraction to neighbourhood, neighbouring and psychological sense of community) in the neighbourhood, as well as questions on self-rated health, long-term disability and self-mastery. A first set of logistic multilevel models was performed to ascertain the existence of neighbourhood variations in the perception of problems and social cohesion, after accounting for individual attributes. A second set of multilevel models was carried out to examine the association between perceived problems and social cohesion in the neighbourhood and people''s health. Results show that, after accounting for individual attributes, the perception of problems and social cohesion varies significantly by neighbourhood and/or localities and can be considered as contextual variables. Furthermore, these perceptions of place appear to be significant predictors of people''s health. [Copyright &y& Elsevier]

Abstract: This paper studies the relationship between family food insufficiency and being overweight in a population-based cohort of preschool children () using data from the Longitudinal Study of Child Development in Québec (1998–2002) (LSCDQ). Family food insufficiency status was derived when children were 1.5 years of age (from birth to 1.5 years) and at 4.5 years of age (from 3.5 to 4.5 years). Children''s height and weight were measured at home at 4.5 years. Overweight was defined according to the US CDC sex- and age-specific growth charts and Cole''s criteria. Statistical analyses were done with SAS (version 8.2). In multivariate analyses, mean body mass index (BMI) was higher for children from food insufficient families compared to children from food sufficient families, even when important factors associated with BMI, such as child''s birth weight, parental BMI, maternal education, and family income sufficiency were considered. We did not report any gender effects in the multivariate analyses. The presence of family food insufficiency at some point during preschool years more than tripled (OR 3.4, 95% CI 1.5–7.6) the odds for obesity using the Cole criteria, and doubled (OR 2.0, 95% CI 1.1–3.6) the odds for overweight at 4.5 years using the CDC growth curves indicator. We observed an interaction between birth weight and family food insufficiency in relation to being overweight at 4.5 years. Low-birth-weight children living in a household that experienced food insufficiency during preschool years are at higher risk of overweight at 4.5 years. Given this important finding, supportive interventions targeting low-income and food insufficient families, including pregnant women, are recommended for preventing overweight and obesity among their children. The James Bay Agreement reinforces the rights of the Crees to 500,000 km² of territory in the boreal forest and taiga of northern Quebec. In it, consultation and environmental assessment (EA) mechanisms were set up to ensure the Crees' direct involvement in environmental decisions. This paper addresses three matters: the influence of Native involvement in the EA process; updating the EA process under the Agreement to in-corporate the apparently new tools of strategic environmental assessments (SEAs); and adaptation of the concept of SEA to the Native context. On the basis of a detailed, in-depth study of the operations and strategic decision-making of Centraide, a charitable organization in Greater Montreal, this paper suggests that dependency on the environment can be a stimulus to organizational adaptation. Two major changes over a 10-year period are studied to show that strategic management in high dependency situations requires a continual attention to the organization's relationships and interactions with the forces in its environment, and a continuous management of the process by which change takes place. The basic position advanced is that: strategy in philanthropic organizations is more effective in ensuring survival and growth when the search for autonomy is seen as irrelevant and when dependence is seen as an unavoidable fact that should shape behavior. Despite the rise of language rights, it is not clear whether the granting of rights to Indigenous and minority groups has any direct effect on the ability of these groups to revitalize and maintain their languages. This paper offers an analysis of macro-level rights discourse in Canada, drawing on certain Supreme Court of Canada decisions regarding Francophone-minority and Aboriginal peoples. It then traces certain consequences of the granting of Indigenous language rights for Indigenous language instruction and maintenance, focusing on the Inuit in the Arctic Québec region of Nunavik. A review of the past 20 years in Québec reveals the extent of the social and economic change that has occurred there. Such change has demanded the redefinition of service delivery in the public, para-public and, indeed, the private sectors. Québec has shifted from a period centred, by and large, on growth, to a period of streamlined spending and optimum resource use. The Sûreté du Québec has had to adapt its management methods to this situation while dealing with numerous, major reforms. These changes have led to the establishment of the Development and Training Branch and helped to determine its mission, strategic policy directions, and action plans. Who we are, what we do, how we do it, and what results we are seeking are some of the questions that this paper prepared by the Development and Training Branch of the Sâreté du Québec, the Québec, Canada Provincial Police Force, addresses. This paper presents conclusions drawn from a comparative analysis of three qualitative case studies of participation processes at the regional level in Quebec''s healthcare system in Canada. Our objective is twofold: primarily, to draw on our observations to elaborate and discuss a sociological framework for the analysis of public participation; and secondarily, to use our data to criticise many pervasive but questionable preconceptions in the scientific literature on public participation. The framework used applies the social theory of P. Bourdieu in conjunction with the representation framework of H.F. Pitkin to demonstrate how any form of participation will imply some implicit or explicit delegation. The significance of the analysis is its focus on the social operations implied in these acts of delegation and in the use of the concept of symbolic struggles to understand the conflicts arising when the intrinsic legitimacy of the public is appropriated. This paper reports on the paludification of kettle holes formed in a proglacial esker complex at Lake Bienville in northern Qubec. Deep hollows on the central islands of this large subarctic lake (c. 900 km2, are highly exposed to northeasterly and southwesterly winds over long fetches, and accumulate large amounts of drifting snow (c. 4m). Modifications in local snow distribution associated with Holocene vegetation and climate changes contributed to an increased water supply in kettle holes. Podzolic soils with light patches in the B horizon are attributed to differential water circulation during thawing in coarse-textured soils with high moisture supply associated with thicker snow. Peat started to form over well-drained podzolic soils and paludification of kettle holes are interpreted as the result of a combination of bioclimatic events including: (1) the development of a postfire, open-vegetation cover after c. 1500 BP associated with cooler conditions exacerbated by the presence of a large water body; and (2) the shift from a boreal- to a subarctic-like (wind-controlled) snow regime permitting the accumulation of large amounts of snow and late melting.
