The ocean plays a central role in climate change mitigation and adaptation. However, climate and ocean policies have been historically siloed. After decades of slow convergence, the Ocean and Climate Change Dialogue, decided at COP25 and launched online in December 2020, was the first forum for Parties and non-Party stakeholders to the UNFCCC to give their perspectives on how the climate regime should address ocean-related mitigation and adaptation. The Ocean Dialogue was informed by 47 prior open submissions provided by a broad swath of actors from across the UN system and from civil society, including traditional and youth voices. Our analysis of the submissions demonstrates a political evolution towards the nexus among climate, ocean, and biodiversity regimes. The submissions uniformly acknowledge that ocean and climate systems are inextricably linked, and that consideration of ocean-based action will strengthen climate action and vice versa. Salient themes of the submissions include changing ocean impacts, carbon sinks and blue carbon opportunities, and the need for ecosystem resilience, biodiversity management and improved understanding of normative and institutional frameworks. There is a strong call to recognize the interconnectedness of the biophysical world. Similar themes emerged during the actual Ocean Dialogue and the subsequent informal meeting on next steps. The main message conveyed is the dire necessity to implement strong stewardship and good governance of the blue planet in a disrupted climate using cooperative and concrete actions. This analysis highlights the need for a continued transdisciplinary international dialogue on the ocean and climate change which elevates the ocean-climate-biodiversity nexus via collaborative science, finance, and policy. Ocean and marine ecosystem impacts of climate change were widely acknowledged, and referenced by ninety-one percent of submissions. After decades of slow integration of ocean into climate policy, the Ocean Dialogue submissions acknowledge that climate policy must address linkages with the ocean and its biodiversity. Concerns include changing ocean impacts, carbon sinks and blue carbon opportunities, and the need for ecosystem resilience, biodiversity management and increased institutional interactions. Continuation of this Dialogue, with strengthened collaboration between States and non-state actors, may give rise to multilateral and multilevel decision-making toward sustainable climate, ocean and biodiversity action. Background: Mangrove forests have gained recognition for their potential role in climate change mitigation due to carbon sequestration in live trees, and carbon storage in the sediments trapped by mangrove tree roots and pneumatophores. Africa hosts about 19% of the world's mangroves, yet relatively few studies have examined the carbon stocks of African mangroves. The available studies report considerable differences among sites and amongst the different pools of carbon stocks. None considered the effects of seaward distance. We present details of AGC and SOC carbon stocks for Lindi in Tanzania, and focus on how these values differ with increasing seaward distance and, how our results compare to those reported elsewhere across Africa. Results: AGC ranged between 11 and 55 Mg C ha−1, but was not significantly affected by seaward distance. SOC for 0–1 m depth ranged from 154 to 484, with a mean of 302 Mg C ha−1. SOC was significantly negatively correlated with seaward distance. Mangrove type (estuarine/oceanic), soil erosion, soil depth may explain these differences We note important methodological differences in previous studies on carbon stocks in mangroves in Africa. Conclusion: This study indicates that seaward distance has an important effect on SOC stocks in the Lindi region of Tanzania. SOC should be fully incorporated into national climate change mitigation policies. Studies should report seaward distance and to describe the type of mangrove stand to make results easily comparable across sites and to assess the true value of Blue Carbon in Africa. We recommend focusing on trees > 10 cm diameter for AGC, and sampling soils to at least 1 m depth for SOC, which would provide a more complete assessment of the potentially considerable mangrove carbon store. The saltmarsh carbon storage potential is a key topic in blue carbon research and climate policy. Ecosystem service valuations provide valuable information to policymakers for habitat management and climate change mitigation policies. Yet, only few saltmarsh valuation studies have included the carbon storage service in the UK context. This paper investigates how the public values saltmarsh ecosystem services, focussing on the carbon storage service. We used a choice experiment to elicit the willingness to pay (WTP) of a representative sample of the Scottish public to support interventions that would maintain or improve the provision of these services. Furthermore, we tested the effect of information on individuals' preferences and WTP with a split sample approach where one group received a treatment in the form of additional information. We found that (i) all attributes had a significant influence on individuals' choices; (ii) both groups had, on average, a positive marginal WTP for all presented ecosystem services; (iii) the treated sample had, on average, no significantly different marginal WTP for carbon storage than the control group. This paper adds to the limited literature on the saltmarsh carbon storage ecosystem service and demonstrates a developed nation's public's openness to nature-based climate change mitigation solutions. • We estimated economic value of sequestered carbon in California's coastal habitat. • Lack of site-specific carbon sequestration data hampers current valuation efforts. • Sub-national blue carbon policy can help countries keep Paris Agreement commitments. • Valuation of sequestration helps governments meet commitments to greenhouse gas goals. The emissions reduction pledges made by individual countries through the 2015 Paris Agreement represent the current global commitment to mitigate greenhouse gas emissions in the face of the enduring climate crisis. Natural lands carbon sequestration and storage are critical for successful pathways to global decarbonization (i.e., as a negative emissions technology). Coastal vegetated habitats maintain carbon sequestration rates exceeding forest sequestration rates on a per unit area basis by nearly two orders of magnitude. These blue carbon habitats and their associated carbon sequestration benefits are vulnerable to losses from land-use change and sea-level rise. Incorporation of blue carbon habitats in climate change policy is one strategy for both maintaining these habitats and conserving significant carbon sequestration capabilities. Previous policy assessments have found the potential for incorporation of coastal carbon sequestration in national-level policies, yet there has – to date – been little inclusion of blue carbon in the national-scale implementation of Paris commitments. Recently, sub-national jurisdictions have gained attention as models for pathways to decarbonization. However, few previous studies have examined sub-national level policy opportunities for operationalizing blue carbon into climate decision-making. California is uniquely poised to integrate benefits from blue carbon into its coastal planning and management and its suite of climate mitigation policies. Here, we evaluated legal authorities and policy contexts addressing sequestration specifically from blue carbon habitats. We synthesized the progressive action in California's approaches to mitigate carbon emissions including statutory, regulatory, and non-regulatory opportunities to incorporate blue carbon ecosystem service information into state- and local-level management decisions. To illustrate how actionable blue carbon information can be produced for use in decision-making, we conducted a spatial analysis of blue carbon sequestration in several locations in California across multiple agencies and management contexts. We found that the average market values of carbon sequestration services in 2100 ranged from $7,730 to $44,000 per hectare and that the social cost of carbon sequestration value was 1.3 to 2.7 times the market value. We also demonstrated that restoration of small areas with high sequestration rates can be comparable to the sequestration of existing marshes. Our results illustrate how accessible information about carbon sequestration in coastal habitats can be directly incorporated into existing policy frameworks at the sub-national scale. The incorporation of blue carbon sequestration benefits into sub-national climate policies can serve as a model for the development of future policy approaches for negative emissions technologies, with consequences for the success of the Paris Agreement and science-based decarbonization by mid-century.
