Abstract: This article analyzes the evolution, between 2010 and 2020, of the organizations created during the Latin American post–liberal regionalism wave. It describes their rise and decline and includes recent public opinion data to claim that there is no demand or supply for an eventual fifth wave of regionalism that would replicate the previous models. Considering the failure of national governments in fulfilling basic human needs, it nonetheless claims that the deepening of the critical social and economic conditions, especially in the COVID-19 pandemic context, could lead to a fifth wave of regionalism in Latin America. Nevertheless, to succeed, such a wave could be inspired by international and regional technical organizations in a way that would recall the principles of David Mitrany's functionalist theory. Resumen: Este artículo analiza la evolución de las organizaciones creadas durante la ola de regionalismo post-liberal en América Latina entre 2010 y 2020. Describe su auge y caída e incluye datos recientes de opinión pública para plantear que no existe una demanda ni una oferta para una quinta ola de regionalismo similar a las olas anteriores. Sin embargo, el fracaso de los Estados en asegurar las necesidades sociales básicas y la degradación de las condiciones socioeconómicas, particularmente en el contexto de la pandemia COVID-19, podrían llevar a una quinta ola de regionalismo latinoamericano. Para que dicha ola pudiese tener éxito, podría inspirarse en las acciones de organizaciones técnicas internacionales y regionales, de una manera que recuerda los principios de la teoría funcionalista de David Mitrany. Résumé: Cet article analyse l'évolution, entre 2010 et 2020, des organisations créées durant la vague de régionalisme postlibéral en Amérique latine. Il décrit leur montée et leur déclin et inclut des données récentes d'opinion publique afin de soutenir l'argument selon lequel il n'y a actuellement ni demande, ni offre d'une cinquième vague de régionalisme latino-américain semblable aux vagues précédentes. Cependant, l'échec des États à assurer les besoins humains fondamentaux et la dégradation des conditions sociales et économiques, notamment dans le contexte de la pandémie de Covid-19, pourraient mener à une cinquième vague de régionalisme dans la région. About 30% of households are intimately involved in paid domestic work in Latin America, either as employers or as workers. Paid domestic workers overwhelmingly are female, from racial and ethnic minorities, and earn low wages. Labour codes have historically accorded them fewer rights and protections. Domestic workers have organized to demand equal rights, and recently, this organizing has begun to pay off. This article discusses the dynamics of paid domestic work through the themes of commodification and changes in government policies. Through a comparison of post-millennium Brazil, Uruguay, Mexico and Peru, the article compares the working conditions and struggles of domestic workers and highlights the factors that explain different outcomes in terms of labour rights and protections across these countries. It is argued that stronger rights and protections were made possible by the interactive effects of domestic workers organizing, more sympathetic left-wing governments, and the watershed ILO 2011 Convention on Domestic Workers. This article uses the boundaries theoretical framework to analyse Brazilian race relations. The author argues that the apparent paradox of race relations in Brazil and in parts of Latin America, i.e. the persistency of racial inequality without blatant racial conflict, can be better understood as the coexistence of strong social boundaries and weak symbolic boundaries between racial categories. Not only does the boundaries literature allow us to understand race relations in Brazil through a different lens, but the Brazilian case can also contribute to further develop this theoretical framework. Differently from most cases discussed by the boundaries literature where strong symbolic boundaries lead to strong social boundaries, in Brazil weak symbolic boundaries have played a key role in the reproduction and transformation of strong social boundaries between blacks and whites. Taking into account the different ways these two types of boundaries interact – social and symbolic – is a key challenge for the comparative literature on race relations. In order to develop the argument the author draws on recent studies about Brazil to discuss two traditional issues in the race relations literature in Latin America and beyond: the measurement of racial discrimination and the consequences of racially mixed identification for debates on racial inequality. The current competition regime that characterizes international science is often presented as a quest for excellence. It diversely affects research in Latin America and research in the Organization for Economic Co-operation and Development (OECD) countries. This article asks how this competition regime may orient the direction of research in Latin America, and to whose advantage. It is argued that, by relating excellence to quality differently, a research policy that seeks to improve the level of science in Latin America while preserving the possibility of solving problems relevant to the region can be designed. Competition, it is also argued, certainly has its place in science, but not as a general management tool, especially if the goal is to improve overall quality of science in Latin America. Scientific competition is largely managed through journals and their reputation. Therefore, designing a science policy for Latin America (and for any ‘peripheral’ region of the world) requires paying special attention to the mechanisms underpinning the production, circulation and consumption of scientific journals. So-called ‘international’ or ‘core’ journals are of particular interest as local, national, or even regional journals must struggle to find their place in this peculiar publishing eco-system. Do policy feedbacks interact with transnational policy ideas? How do they impact domestic policy development? Using a qualitative research method based on a comparison of two poverty alleviation strategies in Latin America, this article asserts that in all likelihood, if a previously implemented policy initiative was ‘locked-in’ through domestic policy experimentation and resultant state-building and interest group policy effects, it will not easily be replaced by alternative, transnational policy ideas that appear on the radar screen of national policymakers at a later date. However, if transnational policy ideas and models can draw on or build upon already established ideational and symbolic beliefs, they can actually be used to further the motivations of key political actors and societal interests – here, diffusion opens up great reform opportunities and opens the door to further policy institutionalization.
