Trees in cities perform important environmental functions: they produce oxygen, filter pollutants, provide habitat for wildlife, mitigate stormwater runoff, and reduce the effects of climate change, especially in terms of lowering temperatures and converting carbon dioxide from the atmosphere into stored carbon. Generally, to increase the environmental benefits of urban forests, the number of trees is increased, directly influencing the canopy coverage. However, little is known about potential of modifying the species composition of urban tree communities in order to increase ecological benefits. Planting and managing trees to increase canopy is particularly challenging in city centres, where the dense, often historic infrastructure of buildings and roads do not allow for a significant increase in greenspace. Estimations of canopy cover obtained through i-Tree Canopy analysis unveiled significant potential to increase canopy cover in historical urban areas in Polish cities from 15-34% to 31-51%. This study models the ecological benefits of urban forests in Polish cities, focusing on how different species compositions can enhance environmental functions such as carbon sequestration and pollution filtration. Two main scenarios were analyzed: one involving the addition of trees based on the most common species currently planted ("standard option" SO), and another incorporating changes to the species composition to enhance ecological benefits ("city specific option" SCO). Acer platanoides (14.5%) and Tilia cordata (11.45%) were the most frequently species of Polish cities. Betula pendula, Quercus robur, Robinia pseudoacacia, Fraxinus excelsior, Acer pseudoplatanus, Aesculus hippocastanum and Acer campestre were also common species in urban forest communities (up to 5%). The diverse range of tree species in Polish cities contributes significantly to the overall carbon sequestration potential. The results suggest that modifying species composition could significantly increase carbon sequestration rates by 47.8%-114% annually, with the city specific option (SCO) being the most effective in enhancing carbon sequestration potential. This study examines a pathway for building urban climate change mitigation policies by presenting a multi-dimensional and transdisciplinary approach in which technical, economic, environmental, social, and political dimensions interact. Now, more than ever, the gap between science and policymaking needs to be bridged; this will enable judicious choices to be made in regarding energy and climate change mitigation strategies, leading to positive social impacts, in particular for the populations at-risk at the local level. Through a case study in Juarez, Chihuahua, Mexico, we propose a multidimensional and transdisciplinary approach with the role of scientist as policy advisers to improve the role of science in decision-making on mitigation policies at the local level in Mexico.

Increasing calls for transformation to address climate change and related challenges underscore the societal imperative to shift from mindsets that drive environmentally unsustainable and socially unjust processes to mindsets that enable urban sustainability transformations. However, it is not always clear what such mindsets comprise, if and how they can be shifted and under which conditions. Fragmented understandings of the concept of mindsets across disciplines and limited empirical analysis beyond Europe and North America have hindered progress in this field. To address these gaps, this article proposes a novel conceptual and analytical framework for identifying mindsets. The framework is applied to data collected from an exploratory survey involving over 150 participants from five Urban Labs in Argentina, Brazil and Mexico. Through cluster analysis, three distinct personas are identified: the Skeptical Activist, the Optimist Technocrat and the Bystander with Mixed Feelings. These are fictional characters that represent groups of individuals with defining mindsets, demographic characteristics, capacities, trust levels and network features. Results offer valuable insights into the emotions, beliefs, values, perceptions, attitudes and worldviews that guide the behavior of diverse stakeholders, from policymakers to often marginalized community groups, in urban climate governance. Despite its limitations, namely the relative homogeneity of our non-randomized sample, the article advances the understanding of the human dimension of climate change and its interlinkages with urban development goals. Thailand has established a target of carbon neutrality by 2050. Reaching this goal will require coordination and collaboration between stakeholders spanning sectors and scales, including energy system decision makers, land managers, and city planners. Robust decarbonization scenarios incorporating current plans and targets, additional measures needed, and trade-offs between strategies can help stakeholders make informed decisions in the face of uncertainty. Through iterative engagement with decision makers at the city and national levels, we develop and analyze carbon neutral scenarios for Thailand that incorporate Bangkok's role using a global integrated assessment model. We find that Thailand can reach carbon neutrality through power sector decarbonization, energy efficiency improvements, widespread electrification, and advanced technologies including carbon capture and storage and hydrogen. Negative emissions technologies will also be needed to offset Thailand and Bangkok's hardest-to-abate CO2 emissions. Bangkok, as a major population and economic center, contributes significantly to Thailand's energy demand and emissions and can therefore play an important role in climate change mitigation. Accordingly, our results underscore the importance of subnational climate action in meeting Thailand's carbon neutral goal. Our analysis also indicates that without sustained land-based carbon sequestration, much more mitigation effort will be needed in Thailand's energy sector, including at the subnational scale, to reach carbon neutrality. These insights can help stakeholders identify priorities, consider tradeoffs, and make decisions that will impact Bangkok and Thailand's long-term climate change mitigation potential. Cities face substantial risks of economic and physical losses from repeated exposure to climate hazards exacerbated by climate change. Drawing from the climate action and policy mix literatures, this study conceptualizes "climate action mix" defined as the diverse policy actions adopted by city governments to adapt to and mitigate the effects of climate hazards. This study makes a key contribution by analyzing the relation between the variety of hazards and the diversity of cities' climate action mixes. Deploying a modified Shannon diversity index, we develop a new measure of climate action mix by considering the breadth across different actions, and the depth of these efforts as measured by the progress along the policy cycle. We study an expansive range of mitigation and adaptation actions without imposing any domain or jurisdictional limitations in 162 cities across the United States. The analysis reveals a bifurcation in approaches where some cities have not adopted any policies, while others have a diverse mix of adaptation and mitigation actions in various stages of policy progression. We find that climate hazards drive local action—cities that experience multiple threats react by taking a diverse mix of climate actions. Cities broadly utilize global climate networks that offer policy learning opportunities and local networks that might promote a shared understanding of environmental threats leading to diverse climate action mixes. This article studies eight cities in four countries in the southern African region (Namibia, Zimbabwe, South Africa, and Botswana) to explore whether and how local governing authority has been channelled towards local climate-resilient development. The authors undertook a desk-based identification and review of available primary and secondary legal sources and normative documents while also drawing on scientific papers and policy documents for statistics and information about urbanization, climate change, politics, and governance in the selected countries. The analysis is interested in the law but is not strictly of a legal nature in the sense that the authors did not aim for a critical analysis of the regulatory detail in the relevant legal instruments. Instead, the article provides an evaluation of the political, de facto choices made by selected local governments as to how and to what extent to utilize their governing authority (legislative and executive) towards climate-resilient development. The authors explore if and how local government powers in the four southern African countries are currently leveraged for local climate action, and comment on the possible reasons for the status quo by comparing the four jurisdictions. However, we still have a poor understanding of how these formalised networks help cities to mitigate climate change at different levels of urban climate governance. Here, I analyse experiences of participation in formal climate change mitigation-related networks from the global to the local level in three European capital cities: Helsinki, Madrid, and Stockholm. As multilevel networking is a strategic tool for cities, different benefits are highlighted at different levels of governance. Some networks are more oriented towards politics and planning, while others are more practical. Formalised networking is also networking between individual people, which should be studied further. The results demonstrate both the advantages of networks and challenges in developing beneficial networking to support climate change mitigation.

Many cities have pledged to achieve carbon neutrality. The urban water industry can also contribute its share to a carbon-neutral future. Using a multi-city time-series analysis approach, this study aims to assess the progress and lessons learned from the greenhouse gas (GHG) emissions management of urban water systems in four global cities: Amsterdam, Melbourne, New York City, and Tokyo. These cities are advanced in setting GHG emissions reduction targets and reporting GHG emissions in their water industries. All four cities have reduced the GHG emissions in their water industries, compared with those from more than a decade ago (i.e., the latest three-year moving averages are 13%–32% lower), although the emissions have “rebounded” multiple times over the years. The emissions reductions were mainly due to various engineering opportunities such as solar and mini-hydro power generation, biogas valorization, sludge digestion and incineration optimization, and aeration system optimization. These cities have recognized the many challenges in reaching carbon-neutrality goals, which include fluctuating water demand and rainfall, more carbon-intensive flood-prevention and water-supply strategies, meeting new air and water quality standards, and revising GHG emissions accounting methods. This study has also shown that it is difficult for the water industry to achieve carbon neutrality on its own. A collaborative approach with other sectors is needed when aiming toward the city’s carbon-neutrality goal. Such an approach involves expanding the usual system boundary of the water industry to externally tap into both engineering and non-engineering opportunities.

Highlights  With their predominantly coastal geographies, rapidly growing populations, and emissions-intensive activities, cities are highly vulnerable and major contributors to climate change. Their role as cultural centers, and commerce and innovation hubs, means they are also promising sources of solutions. Taken together, these factors demand a closer examination of the progress and solutions that cities are making to mitigate climate change and adapt to its impacts. However, research on the extent and effectiveness of cities' implementation efforts is underdeveloped. There is a need to better understand if and how cities are rolling out effective implementation measures, what effects (intended and unintended) such measures are having, and whether their implementation efforts are achieving the transformational changes needed to realize a low carbon, climate-resilient future. This editorial introduces the special issue by exploring these issues and reflecting perspectives from a variety of disciplines both within and outside academia, and in relation to diverse cities in the Global North and South. To better understand the practical dimensions of implementation, and the various obstacles and opportunities faced by public and private sector actors in progressing climate action targets and goals, the editors invited submissions reflective of co-produced research. Though not all took this form, some did and helped to foreground the experiences of those actors who arguably have the most power and responsibility to advance implementation measures, and seed the very institutional arrangements needed for deeper, multisectoral climate action. This article considers local resilience strategies and climate disaster management response in cities, as well as their impacts in terms of climate adaptation and transformative change. It argues that the soaring use of the concept of resilience is concealing a discrepancy between the ambitions and the solutions for the implementation of better, fairer, and more trustworthy climate adaptation solutions. Cities' stakeholders are increasingly confronted with trade-offs, while they are often ill-equipped with a lack of facilities, accessible funding, and a limited capacity to address the multiple challenges. Vulnerable populations and poorer groups remain increasingly exposed to climate disasters. The lack of clarity in land-use mechanisms, as well as the multiple obstacles to solutions for climate adaptation, is fueling social conflicts. Multi-stakeholder dialogue, cooperation, local engagement, and a renewed international attention are needed to bring about the transformative change necessary to achieve local resilience, and to generate sufficient trust in the response process to climate disasters. Collaboration is strongly promoted as an effective means for cities to respond to climate change. While collaboration is perceived to offer opportunities to progress climate action in cities, little is known about how collaboration can enable low‐carbon transformation in practice. Furthermore, while collaboration is largely framed as a positive endeavour, there is a need to more carefully explore the challenges and barriers that may arise. This paper explores the aims, processes, and outcomes of collaboration within urban climate governance. Drawing on a policy review and semi‐structured interviews, we present empirical findings from the case study of Hong Kong. This paper identifies three types of collaboration that are structured by regulations, oriented to policy goals, and emerge as everyday practices within the governance of climate change and the energy system. The forms of collaboration challenge the assumptions that collaboration always brings positive outcomes in mobilising action for climate change. While collaboration opens up different modes of governance within cities, the paper highlights significant barriers in terms of the diverse roles of actors, ongoing power imbalances, and shifting governance spaces for intervention. Given the prevailing interest in working together, it is critical to review carefully how collaboration facilitates cities to achieve their climate goals and create momentum for action. The paper explores the opportunities and challenges of collaborative climate governance. It draws on a case study of Hong Kong and identifies three modes of collaborative climate and energy governance: regulatory, consensual, and participatory. While cities have been widely considered to be key sites of ambitious and transformative climate action, it is time to question whether they have adequate tools and mandates to reach their goals in time. In this paper we provide a comprehensive assessment of planned measures in major cities, assessing the distribution of persuasive (soft) versus direct regulatory (hard) and material measures using an urban systems perspective. Examining 1079 climate measures of 19 cities in the global C40 network we find that the majority of measures can be considered as soft measures , focused on raising awareness, incentivising businesses, engaging citizens, and developing new plans. Our cases suggest that cities in the Global South are more focused on hard and material measures and less prone to voluntarism than cities in the Global North. Generally, showing that strategies for sustainability transformations in cities are heavily reliant on voluntarism and persuasion, the article expresses concern for the ability of cities to meet its ambitious targets. Urban governance, the interplay of governmental bodies with other actors shaping decision-making and its implementation, plays a key role for mitigation and adaptation measures in cities. While knowledge co-production is advanced as an instrumental approach to support climate action, a gap between knowledge and implementation persists. The objective of the article is to better understand the complex nature of urban climate governance with which science – through data and people – is expected to interplay with. We introduce a framework, based on the analytical lens of co-production, to unpack the entanglements of rules and norms, interests and visions, knowledge and capacities in a particular local context in order to identify aspects that may encourage meaningful knowledge co-production. We build upon two cities as case studies: Hamburg, Germany and São Paulo, Brazil. We present the results of interviews in dialogue with insights from city documents and an online workshop. We found that even though data and expertise is available, its use remains unsystematic, while climate action is mostly hampered by missing political capacity, silo mentalities, and a structural lack of resources. We identified a paradox where social transformation is addressed by technocratic solutions and a high appreciation for mutual learning in knowledge co-production processes. We conclude that to make use of its transformative potential, the implementation of knowledge co-production for climate action in practice needs to become more holistic. This includes the integration of non-climate information linked to local concerns and values as well as a shift in focus from output to its procedural benefits. • Available climate information does not automatically lead to action in cities. • We investigated Hamburg and São Paolo by using the analytical lens of co-production. • We depict the complex entanglements in urban climate governance. • These entanglements shape the climate action taken in a particular context. • We propose a more holistic approach for the co-production of climate information in practice. This paper sheds light on what city leaders can do about climate change in the context of the complex extra-territorial challenges they face. We created an original database of those actions implemented by members of the C40 Cities Climate Leadership Group and investigated which boundary organizations, objects and experiences ('boundary cooperative arrangements') can be triggered to undertake climate change actions by city leaders. Through a secondary qualitative analysis, we identified six main actions. The research advances knowledge on both place leadership and collaborative governance, and the findings represent a tool for better tackling the 'wicked problem' of climate change. Circular economy has emerged as a response to the unsustainable linear model of "take, make, consume, and waste". Yet so far, the water sector has not been systematically included in high-level circular economy strategy discussions and has not fully reaped the potential benefits. Circular economy principles offer an opportunity to recognize and capture the full value of water - as a service, an input to processes, a source of energy, a carrier of materials - and to make the sector more sustainable financially and environmentally, while enhancing resilience to climate change and mitigating emissions. This paper presents the Water in Circular Economy and Resilience (WICER) Framework to establish a common understanding of circular economy and resilience principles in the water sector. The Framework grew out of a literature review and was informed by lessons learned from global case studies and from the knowledge of the World Bank. The paper aims to clarify how circular economy principles can be applied in the water sector, and to guide practitioners, especially from governments in low- and middle-income countries, with a clear long-term plan to become circular and resilient. The framework describes the nine key actions needed to achieve three main outcomes: (1) deliver resilient and inclusive water services; (2) design out waste and pollution; and (3) preserve and regenerate natural systems. This contribution investigates how combinations of instruments, often called policy mixes, enhance policy learning processes at different levels. It analyzes the European Union's (EU) Covenant of Mayors (CoM) that is underpinned by a set of learning instruments, to promote local action for sustainable energy and climate. The piece offers an original framework to explore whether and how the Covenant enhances learning at the level of European institutions and among local governments. Drawing on an extensive documentary review and elite interviews in four countries (Germany, Italy, Poland and the UK), the analysis shows that the CoM instrument mix has enhanced certain elements of learning within the actors leading the Covenant as well as many of the local governments within and outside the EU, but only if certain conditions operate, such as political leadership, individual motivation and knowledge and regional coordination mechanisms. The rising importance of cities, states and regions, firms, investors, and other subnational and non-state actors in global and national responses to climate change raises a critical question: to what extent does this climate action deliver results? This article introduces a conceptual framework that researchers and practitioners can use as a template to assess the progress, implementation, and impact of climate action by sub- and non-state actors. This framework is used to review existing studies that track progress, implementation, and achievement of such climate action between 2014 and mid-2019. While researchers have made important advances in assessing the scope and future potential of sub- and non-state climate action, we find knowledge gaps around ex-post achievement of results, indirect impacts, and climate action beyond the realm of greenhouse gas reductions. Key policy insights While we increasingly understand the scale, scope, and potential of climate action by sub- and non-state actors, we lack rigorous evidence regarding the results achieved and their broader impacts. More information on progress and impact is essential for the credibility of sub- and non-state climate action. Policymakers need to understand which approaches are working and which are not, promoting the diffusion of best practice and creating conditions for stronger action in the future. The proposed conceptual framework can be tailored and applied to a wide range of initiatives that target mitigation, adaptation, and other spheres of climate action. By providing a template to identify key elements of progress tracking and evaluation, the framework can help align both research and practitioner communities around the data and metrics required to understand the overall impact of climate action. Local governments are expected now more than ever to lead climate action planning as climate change intensifies and urbanization increases rapidly. However, studies indicate limitations in the comprehensiveness and level of integration of adaptation and mitigation in existing climate action plans. To develop suitable climate action plans that are comprehensive and consistent with globally accepted standards and benchmarks, this study proposed an Urban Climate Action Planning framework and pilot-tested it with 257 urban climate action plans. Overall, 43 criteria are included in the framework across three stages of climate planning. The pilot test revealed that more than half of the sampled plans have a medium level of suitability, with 39% having a weak level of suitability. About 51% of plans from Europe have a weak level of suitability. Surprisingly, none of the plans sampled from Africa and Latin America achieved a weak level of suitability despite lacking a significant share of global climate research and development funding. A Kruskal-Wallis test shows a statistically significant association between stages of climate planning and (a) city types (p-value of 0.004326) and (b) year of adoption or publication of climate plans and suitability scores (p-value of 0.0001027). Urban climate action plans adopted or published more recently (2018–2022) are likely more suitable than those adopted or published earlier. The sampled urban climate action plans from the Global South had higher average suitability scores than those from the Global North. Sustainable development is best supported by intersectoral policies informed by a range of evidence and knowledge types (e.g. scientific and lay). Given China's rapid urbanisation, scale and global importance in climate mitigation, this study investigates how evidence is perceived and used to inform urban health and sustainability policies at central and local levels. Well-informed senior professionals in government/scientific agencies (12 in Beijing and 11 in Ningbo) were interviewed. A thematic analysis is presented using deductive and inductive coding. Government agency participants described formal remits and processes determining the scope and use of evidence by different tiers of government. Academic evidence was influential when commissioned by government departments. Public opinion and economic priorities were two factors that also influenced the use or weight of evidence in policymaking. This study shows that scientific evidence produced or commissioned by government was routinely used to inform urban health and sustainability policy. Extensive and routine data collection is regularly used to inform cyclical policy processes, which improves adaptive capacity. This study contributes to knowledge on the 'cultures of evidence use'. Cities around the world are playing an increasingly active role in global climate governance. Considering their share in global emissions on the one hand, and the direct threats they face from climate-related disasters on the other, urban communities are at the forefront of mitigation and adaptation actions. While cities generally implement such actions as part of their State's international climate commitments, they sometimes go beyond, or even against the nationally adopted policy stance. This article explores the evolving normative role of cities in relation to climate change, considering how they can contribute, both to the development of new rules of international law, and to the implementation of existing norms for climate action at the domestic level. Research on nature-based solutions, green infrastructure, and ecosystem services to support climate action in cities has proliferated over the past decade. However, relatively little attention has been paid to the unique features of urban forests under climate change. This paper addresses this gap by providing an integrative critical review of 44 articles published during the 2000-2020 period. The review allowed to identify three key themes that require further research: (1) the need to strengthen the framing of urban forests under climate change in the light of other discourses; (2) the need to better understand the complexity of urban forest benefits and exposures, and (3) the need to facilitate further knowledge integration to support more informed and inclusive decision making. Computable General Equilibrium (CGE) models have proven to be instrumental in the climate policy literature. Although their use at the sub-national level has increased, their application to assess the implications of national climate policies on cities is scarce due to the low availability of city-level economic and environmental data. Cities could play an instrumental role in the fight against climate change as they are home to more than half of the world population, generate more than 80% of global Gross Domestic Product (GDP) and are responsible for 75% of global greenhouse gas (GHG) emissions. National CGE assessments of climate policies overlooking cities could result in missing major opportunities to achieve ambitious reduction targets considering that cities are centres of innovation and wealth. Hence, the objective of this study is to fill that gap in the literature by developing and using a recursive dynamic, multi-regional CGE model to link a city's economy to the rest of the nation to assess the direct and indirect economic impacts from national GHG emissions reduction pathways. The city of Auckland, New Zealand (NZ) has been used as a case study due to the city's proactive climate mitigation plans. The model and scenarios used resemble the ones developed by the New Zealand Climate Change Commission (CCC) to inform national policy advise provided to the government. Additional scenarios were developed to incorporate Auckland's growth and climate strategies. The results showed that in contrast to the rest of New Zealand, the impacts on the Auckland economy are more pronounced as reflected by the more drastic percent changes (with respect to baseline) of the regional GDP (−6% for Auckland and −1% for NZ) and consumer welfare (−5% for Auckland and 1% for NZ). The more pronounced impacts on Auckland are due to the difference in profile emissions (e.g., urban versus rural sectors), fewer low-emission technological alternatives (e.g., rural technologies do not cater to urban sectors' needs), and indirect impacts from importing agricultural products with a higher price tag due to rising GHG prices. This study's contribution in the climate policy literature is to serve as evidence and precedent to carefully evaluate the nuances encountered in complex urban systems when developing national climate policies considering that the number of countries establishing legally binding reduction targets is continually increasing. Nature-based solutions offer an exciting prospect for resilience building and advancing urban planning to address complex urban challenges simultaneously. In this article, we formulated through a coproduction process in workshops held during the first IPCC Cities and Climate Science Conference in Edmonton, Canada, in March 2018, a series of synthesis statements on the role, potential, and research gaps of nature-based solutions for climate adaptation and mitigation. We address interlocking questions about the evidence and knowledge needed for integrating nature-based solutions into urban agendas. We elaborate on the ways to advance the planning and knowledge agenda for nature-based solutions by focusing on knowledge coproduction, indicators and big data, and novel financing models. With this article, we intend to open a wider discussion on how cities can effectively mainstream nature-based solutions to mitigate and adapt to the negative effects of climate change and the future role of urban science in coproducing nature-based solutions. Urban plans and infrastructure investments in sub‐Saharan Africa need to support human and economic development, while also helping countries and cities stay within the global carbon budget. To date, however, no analyses have focused on the economic costs and benefits of pursuing less carbon‐intensive urban growth in sub‐Saharan African cities. This is significant as the perception that low‐carbon urban development is more expensive than higher‐carbon alternatives can be enough to preclude consideration of opportunities for more sustainable development, especially in highly resource‐constrained contexts. This paper examines the validity of this perception through an economic appraisal of the scope for low‐carbon development in Kigali, Rwanda. We find that the city of Kigali could theoretically invest 0.6% of its GDP each year for 10 years in economically attractive mitigation measures. This would generate annual energy savings equivalent to 1.5% of its GDP and reduce city‐scale emissions by 39% by 2032 (relative to business‐as‐usual trends). The economic case for urban climate action is therefore substantial, and although the city is in some ways unique, this suggests that promising opportunities also exist in other sub‐Saharan African cities. However, few national or local governments in the region have the political will and institutional capabilities necessary to realise this mitigation potential. We also find that although potentially significant in the short to medium term, these economically attractive measures would not be sufficient to decouple economic development and greenhouse gas emissions in Kigali in the longer term. This paper examines the procedures through which climate change can be rendered governable in the present. Climate change has generally been approached as an abstract, global, and long-term problem, thereby disconnecting it from the places and times in which decisions are made. Relational thinking in geography has articulated the local and regional levels of climate governance, hence foregrounding the practices through which the climate is situated in concrete local and organisational contexts. However, in time climate change has remained an abstract and long-term problem. This calls for studies of how the need for rapid climate action can be established in the present, and how climate governance can be aligned with the temporal rhythms in which organisations operate. This paper examines Oslo's "climate budgets", an innovative governance tool which integrates climate planning into the regular municipal budgeting cycle. It brings attention to the practices through which different temporalities of climate action are aligned, how climate change is rendered legible, and how uncertainties are managed. Drawing on the literatures on temporality and governmentality, it develops a conceptual approach to assess the practices through which responsibility for global, long-term concerns can be articulated in the present. The Paris Agreement aims to limit global mean temperature rise this century to well below 2 °C above pre-industrial levels. This target has wide-ranging implications for Europe and its cities, which are the source of substantial greenhouse gas emissions. This paper reports the state of local planning for climate change by collecting and analysing information about local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and framework for analysis was developed that classifies local climate plans in terms of their alignment with spatial (local, national and international) and other climate related policies. Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type A1 (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type A1, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in two countries where local climate plans are compulsory, i.e. France and the UK. Finally, local climate plans produced for international climate networks (A3) are mostly found in the many countries where autonomous (type A1) plans are less common. This is the most comprehensive analysis of local climate planning to date. The findings are of international importance as they will inform and support decision-making towards climate planning and policy development at national, EU and global level being based on the most comprehensive and up-to-date knowledge of local climate planning available to date. Partnerships emerge as part of an environmental governance paradigm shift towards less hierarchical, more collaborative, and non-regulative steering arrangements. This paper examines the prevalence of partnerships in environmental governance on an urban level in a semi-authoritarian setting, by exploring climate initiatives in cities in China. The paper presents exploratory qualitative analysis of governance in urban China through analysis of a database of 150 climate initiatives in 15 cities, which are seen at the forefront of climate protection. The analysis suggests that climate partnerships are used as a governance strategy in China. Moreover, partnerships perform a range of essential governance functions, from rule-setting and provision of public infrastructure and services, to supporting technology development and low carbon demonstration projects. The results indicate that partnerships can facilitate local climate action by creating access to resources, such as information, technology, and funding, as well as contribute to introduction of emission reduction technology and new policy approaches. However, the inclusion of non-state actors in the formulation and delivery of climate mitigation projects redefines the lines of authority over public issues. This draws attention to two key governance challenges in the context of a comparatively state-controlled, top-down political system: skewed participation and lack of deliberative opportunities. This paper empirically explores the linkage between the economic opportunities and climate adaptation and other antecedents in cities. Our dependent variable includes the economic opportunities identified by the cities; our independent variables are the adaptation plans, adaptation actions, climate change risks, incentive types, and incentivized stakeholders. To explore the effects of climate change risks, adaptation plans, adaptation actions, incentive types, and incentivized stakeholders, we used polychoric factor analysis and logistic regression analysis. The results show that a city's climate change adaptation plan and GDP have significant positive relationships with the economic opportunities present in the cities. Meanwhile, climate change risks also have a positive relationship with economic opportunities. Furthermore, economic opportunities present in cities have a negative relationship with three variables: one group of climate actions and two groups of stakeholders. As the world moves towards a carbon-free future, cities have been identified as key hubs for change. They have the greatest ability to quickly develop more efficient systems and implement climate change mitigation policies. Moreover, cities will become the destination of a population migration as humanity grows globally to a population of 11 billion. In this case study, we show that the applicability of the Ecological Footprint, an overarching outcome measure of resource consumption, for targeting climate change mitigation in cities. We focus on the carbon Footprint subcomponent of the Ecological Footprint, and further translate and disaggregate the carbon Footprint into detailed classification of individual consumption according to purpose (COICOP) and analyze the Footprint of consumption associated with each of these categories for 15 Canadian cities according to census metropolitan area (CMA), from each province. The Ecological Footprint of CMAs was calculated from the consumption land use matrix (CLUM) of Canada, by scaling results according to the annual national survey of household spending from 2010 to 2015. The expenditure in electricity was also scaled with the carbon intensity factor. Our findings indicate that the carbon Footprint remains the largest contributor of the Ecological Footprint of CMAs. The carbon Footprint associated with housing varied significantly with the source of electricity production. CMAs relying on renewable energy sources have a substantially lower carbon Footprint than those relying on fossil fuel energy. The carbon Footprint associated with the operation of personal transportation was the second largest among all consumption categories. Financial services is the largest share of the carbon Footprint from service consumption. Clothing consumption caused most of the goods’ carbon Footprint. Around the world, cities are creating local climate change mitigation strategies and combining strengths in international efforts. In addition to making the strategies, it is important to follow, how they work in practice. The aim of the study is to examine, how climate change mitigation policies and other events affected the consumption-based household carbon footprints in the Helsinki Metropolitan Area (HMA) from 2006 until 2012. The cities of the HMA launched an ambitious climate change mitigation strategy in 2007. Furthermore, the study analyses the changes in the carbon footprints of six different types of urban zone within the HMA: the central pedestrian zone, the fringe of the central pedestrian zone, intensive public transport zone, public transport zone, car zone and the pedestrian zones of subcentres. The results of the study reveal that the average carbon footprint decreased 7% from 2006 to 2012, despite 1% increase in expenditure, which is encouraging. Emissions caused by housing energy consumption and motor fuel consumption decreased the most. Among the urban zones, public transport zone and car zone, which are the two outermost zones of the HMA, had the strongest emission reductions. Cleaner electricity and the improved energy efficiency of buildings had a strong effect. The regression analysis of the study suggests that the central pedestrian zone and the car zone, the two most affluent zones of the HMA, have higher carbon footprints than all the other zones have between them. However, this is only true when income is controlled, not when expenditure is controlled. The economic crisis in 2008, and changes in consumption behaviour because of it, seem to explain the result. The reduction of the average carbon footprint in the HMA was not only due to steered mitigation actions. Increased housing costs seem to have contributed to the decline of consumption-based emissions. The results of the study suggest that to achieve the ambitious international, national and local climate change mitigation targets, stronger measures are needed. [ABSTRACT FROM AUTHOR]

Overlaps between economic development, sustainability and climate change objectives have both political and practical implications for the development of policies addressing climate change mitigation and adaptation. However, little empirical research has systematically investigated factors underlying these overlaps. Here, survey responses from 287 cities in the US are used to explore associations between the presence of such overlaps and these cities’ policy actions and contextual conditions. Patterns in the presence of these overlaps are described, which help shed light on the political economy underlying policymakers’ considerations about overlapping climate change mitigation and adaptation considerations with economic development or sustainability. Policymakers’ considerations about the possible political co-benefits and political trade-offs of these objective overlaps will play a critical role in shaping interconnected policy responses to complex challenges like climate change in the years ahead. Many cities publish climate change mitigation strategies and other policy measures to support the wide spread uptake of Electric Vehicles (EVs). This paper investigates the effectiveness of these strategies and the provision of infrastructures in 30 UK cities, with a specific emphasis on those strategies that are within the remit of cities and local authorities. The climate mitigation strategies and supporting documents were obtained from 30 UK cities recommended by the Urban Audit Methodology. We show that 13 cities mention EVs in their strategies. Analysing EV registrations and the EV infrastructures that is provided by cities we found that there is no statistical difference in the number of charging points or EVs between the cities that have EVs as part of their climate change mitigation strategy and those that do not. It was shown that EV uptake was more generally associated with other factors (such as local vehicle population or income) rather than any documented EV/climate mitigation strategy. We demonstrate that local strategies are failing in achieving the much needed step change and make suggestions how to improve EV uptake as an even more radical thinking and policies may become necessary to achieve carbon reduction targets. This study investigates the climate emergency declaration (CED) movement in cities and its effects and synergies with local climate planning. Urban areas are experiencing a wide range of climate-induced extreme events, particularly those located in the Mediterranean hotspot. The focus is on Italian cities, which have only recently become key players in climate planning. The method is based on the collection, analysis, and comparison of data on CEDs and local climate plans (LCPs), integrated with information on city membership in climate networks, to extrapolate key performance indicators of the CED movement. The results show that the CED movement can motivate municipalities to become more ambitious in climate action. As of February 2021, the "climate emergency" movement was supported by 105 Italian cities geographically concentrated in the northern regions (66.7%). The motivation behind a CED is often attributable to local populations calling for concrete climate action (91.1% referred to the Fridays for Future movement) but also to a greater perception of the impacts of climate change (85.6% referred to the Special Report on Global Warming of 1.5 °C). Networking plays an important role (85 cities in the Covenant of Mayors). Interestingly, 36 cities (34.3%) were not engaged in local climate planning previously, but the CED shows now they see the urgency to act. 24.4% cities aim at carbon neutrality in their CEDs (most with local adaptation aspirations), with a much smaller fraction of cities doing so in LCPs and generally lower ambition in terms of greenhouse gas emission reduction targets. A growing body of literature suggests that an economic case may exist for investment in large-scale climate change mitigation. At the same time, however, investment is persistently falling well short of the levels required to prevent dangerous climate change, suggesting that economically attractive mitigation opportunities are being missed. To understand whether and where these opportunities exist, this article contrasts macro-level analyses of climate finance with micro-level bottom-up analyses of the scale and composition of low-carbon investment opportunities in four case study developing world cities. This analysis finds that there are significant opportunities to redirect existing finance streams towards more cost-effective, lower-carbon options. This would mobilize substantial new investment in climate mitigation. Two key explanations are proposed for the failure to exploit these opportunities. First, the composition of cost-effective measures is highly context-specific, varying from place to place and sector to sector. Macro-level analyses of climate finance flows are therefore poor indicators of the micro-level landscape for low-carbon investment. Specific local research is therefore needed to understand the opportunities for cost-effective mitigation at that level. Second, many opportunities require enabling governance arrangements that are not currently in place. Mobilizing new low-carbon investment and closing the ‘climate finance gap' therefore requires attention to policy frameworks and financing mechanisms that can facilitate the exploitation of cost-effective low-carbon options. Policy relevance The importance of increasing investment in climate mitigation, especially in developing nations, is well established. This article scrutinizes four city-level studies of the scope for cost-effective low-carbon investment, and finds that significant opportunities are not being exploited in developing world cities. Enabling governance structures may help to mainstream climate considerations into investments by local actors (households, businesses and government agencies). While climate finance distributed through international bodies such as the Green Climate Fund may not always be a suitable vehicle to invest directly in disaggregated, local-level measures, it can provide the incentives to develop these governance arrangements. Cities currently host more than half of the world population, a number which is projected to continue to rise. Urban centres also create large percentages of national gross domestic product (GDP) and are important sources of employment but also generate large proportions of national greenhouse gas emissions. Climate change and fast technological progress, among other factors, will bring considerable challenges for urban policy-makers and implementers. They will need to be able to keep pace with the unforeseeable and a future that will be significantly different from past experience, while also aiming to maintain and increase liveability and social well-being. This is leading local, state and national governments as well as international organisations to start developing and implementing resilience policies. However, what it is meant by “resilience” might be significantly different in each case, making comparison of policies and proposals a complex issue. To complicate things even further, in addition to the many established definitions of the term which have been coined over the years, many policies and academic publications on the topic lack a clear definition of the type of resilience they seek to address. The present work explores some established resilience concepts and their policy implications as well as the new concept of sustainable resilience. Climate change is a major environmental threat of our time. Cities have a significant impact on greenhouse gas emissions as most of the traffic, industry, commerce and more than 50% of world population is situated in urban areas. Southern Europe is a region that faces financial turmoil, enhanced migratory fluxes and climate change pressure. The case study of Thessaloniki is presented, one of the only two cities in Greece with established climate change action plans. The effects of feasible traffic policies in year 2020 are assessed and their potential health impact is compared to a business as usual scenario. Two types of measures are investigated: operation of underground rail in the city centre and changes in fleet composition. Potential co-benefits from reduced greenhouse gas emissions on public health by the year 2020 are computed utilizing state-of-the-art concentration response functions for PM x , NO 2 and C 6 H 6 . Results show significant environmental health and monetary co-benefits when the city metro is coupled with appropriate changes in the traffic composition. Monetary savings due to avoided mortality or leukaemia incidence corresponding to the reduction in PM 10 , PM 2.5, NO 2 and C 6 H 6 exposure will be 56.6, 45, 37.7 and 1.0 million Euros respectively. Promotion of ‘green’ transportation in the city (i.e. the wide use of electric vehicles), will provide monetary savings from the reduction in PM 10 , PM 2.5 , NO 2 and C 6 H 6 exposure up to 60.4, 49.1, 41.2 and 1.08 million Euros. Overall, it was shown that the respective GHG emission reduction policies resulted in clear co-benefits in terms of air quality improvement, public health protection and monetary loss mitigation. Urbanisation is truly a global phenomenon. Starting at 39% in 1980, the urbanisation level rose to 52% in 2011. Ongoing rapid urbanisation has led to increase in urban greenhouse gas (GHG) emissions. Urban climate change risks have also increased with increase in climate-induced extreme weather events and more low-income urban dwellers living in climate sensitive locations. Despite increased emissions, including GHGs and heightened climate change vulnerability, climate mitigation and adaptation actions are rare in the cities of developing countries. Cities are overwhelmed with worsening congestion, air pollution, crime, waste management, and unemployment problems. Lack of resources and capacity constraints are other factors that discourage cities from embarking on climate change mitigation and adaptation pathways. Given the multitude of problems faced, there is simply no appetite for stand-alone urban climate change mitigation and adaptation policies and programmes. Urban mitigation and adaptation goals will have to be achieved as co-benefits of interventions targeted at solving pressing urban problems and challenges. The paper identifies administratively simple urban interventions that can help cities solve some of their pressing service delivery and urban environmental problems, while simultaneously mitigating rising urban GHG emissions and vulnerability to climate change. The assumption that climate mitigation can only be afforded at a particular level of income is implicit in global climate negotiations. This suggests that middle-income countries may reach a tipping point in their development process where low-carbon investment becomes more viable. In order to avoid dangerous levels of climate change, this tipping point needs to be brought forward in time: upper-middle-income countries are already responsible for 37.8% of global CO2emissions. We explore the scope for large-scale investment in climate mitigation in Johor Bahru, a fast-growing industrial city in Malaysia. We find that the city could reduce per capita emissions by 10.0% by 2025, relative to 2014 levels, through cost-effective investments. If the returns could be recovered and reinvested in low-carbon measures, Johor Bahru could reduce per capita emissions by 35.2% by 2025, relative to 2014 levels. This result suggests that the tipping point may be a function of political will and institutional capacity as well as income. This has substantial implications for global climate policy discussions, particularly the opportunities and responsibilities of middle-income countries. If comparable savings can be delivered across cities in middle-income countries, this would equate to a reduction in global emissions of 6.3% with the exploitation of cost-effective options and 11.3% with the exploitation of cost-neutral options. Investing in economically attractive low-carbon measures could also provide cities in middle-income countries with an opportunity to build the political momentum and institutional capacities necessary for deeper decarbonization. A number of cities in the United States have devised climate action plans (CAPs) to mitigate the effects of climate change. However, few of these plans address strategies to adapt to the long term effects of climate change that will occur in the near and distant future. The research presented in this article examines why cities choose to embed adaptation provisions in their CAPs. Our study codes the content of CAPs for all cities ( N = 98) in the United States with populations greater than 50,000. We find cities that frame problems associated with climate change in the language of hazards are more likely to include adaptation strategies in their CAPs than cities that focus on other types of environmental harm. Our findings suggest that more robust efforts to plan for climate change will require the activation of communities of interest beyond those that have been instrumental in setting the current climate agenda. Cities are central to the fight against climate change, but the IPCC recently noted that many cities — and particularly those in the developing world — lack the institutional, financial and technical capacities needed to switch to low emission development paths. Based on detailed case studies of three Asian cities, this paper finds that the adoption of low emission development strategies (LEDS) at the urban level could be economically attractive. However, it also argues that without a coordinated multi-level, cross-sectoral governance framework these opportunities for low carbon urban development are likely to be left unexploited. As these governance conditions are frequently not in place, we argue that these case study cities, and cities in similar contexts, are likely to miss even the economically attractive low carbon development opportunities and become increasingly locked in to higher cost, higher carbon development paths. Due to their growing size and importance, we conclude that the presence or absence of governance arrangements that enable the adoption of low carbon development strategies in Asian cities will have global implications for climate change. By the year 2050, more than 70% of the world’s population will be living in cities. The rush to the cities, along with subsequent increased consumption patterns, has dire consequences, for the ecological systems that sustain human life. Some find hope in the potential that cities can be built differently, that green infrastructure and denser forms of development, will satisfy human needs while decreasing the stress on valuable resources and mitigating consequences of climate change. Some say that “strong political leadership and robust governance” is critical for this need to drive sustainable urban transitions. However, are “political will” and “good governance” enough or is the issue more complicated than this? Using a critical political economy approach this paper shows the fundamental difficulties that arise when attempting to transition urban centres to “smarter”, more “sustainable” and “resilient” cities. There is increasing interest in the potential of cities to contribute to climate mitigation. Multiple assessments have evaluated the scale and composition of urban GHG emissions, while others have evaluated some aspects of urban mitigation potential. However, assessments of mitigation potential tend to be broadly focused, few if any have evaluated urban mitigation potential on a measure-by-measure basis, and fewer still have considered the economic case for investing in these measures. This is a significant knowledge gap as an economic case for action could be critical in building political commitment, strengthening institutional capacities, securing large-scale finance and targeting investment and implementation in cities. In this paper, we conduct a comparative analysis of the results of five recently completed studies that examined the economic case for investing in low-carbon measures in five cities: Leeds in the UK, Kolkata in India, Lima in Peru, Johor Bahru in Malaysia and Palembang in Indonesia. The results demonstrate that there is a compelling economic case for cities in both developed and developing country contexts to invest, at scale, in cost-effective low-carbon measures. The results suggest that these investments could generate significant reductions (in the range of 15–24% relative to business-as-usual trends) in urban carbon emissions over the next 10 years. Securing these savings would require an average investment of $3.2 billion per city, which if spread over 10 years equates to 0.4–0.9% of city GDP per year. However, the savings generated in the form of reduced energy bills would be equivalent to between 1.7% and 9.5% of annual city-scale GDP, and the average payback period of investments would be approximately 2 years at commercial interest rates. We provisionally estimate that if these findings were replicated and similar investments were made in cities globally, then they could generate reductions equivalent to 10–18% of global energy-related GHG emissions in 2025. While the studies offer some grounds for optimism, they also raise important questions about the barriers to change that prevent these economically attractive options from being exploited and about the scope for mitigation based on the exploitation of only the economically attractive options. We therefore discuss the institutional capacities, policy environments and financing arrangements that need to be developed before even these economically attractive opportunities can be exploited. We also demonstrate that, in rapidly growing cities, the carbon savings from such investments could be quickly overwhelmed – in as little as 7 years – by the impacts of sustained population and economic growth. We conclude by highlighting the need to build capacities that enable the exploitation not only of the economically attractive options in the short term but also of those deeper and more structural changes that are likely to be needed in the longer term.
