This article draws from ethnographic and oral history research to explore the intersection of cigarette smuggling and tribal relationships in Cizre, a Kurdish city located near Turkey's border with Syria and Iraq. Cigarette smuggling serves as a primary source of income for the city's tribal communities, operating beyond the state's oversight and outside the 'secure' networks of the regulated market. This informal economy necessitates active collaboration amongst participants to effectively avoid state surveillance, and establish partnerships and substitute networks for coordinating the transfer of cigarettes, as well as for securing credit – all rooted in their tribal affiliations. I suggest that due to its significant reliance on tribal networks, the cigarette smuggling industry has allowed the Kurdish tribes to preserve their influence within an urban setting, even after their detachment from their pastoral economy and fragmentation as a result of enforced migration. I argue that the prominent role played by tribes in orchestrating the cigarette smuggling economy is indicative of the redistributive function that these institutions have increasingly assumed for their constituents. This article extends understandings of "shadow economies" – networked, economic exchanges outside formal state regulation – and specifically how they are socially, economically and politically nested within frontier landscapes. The article analyses two related commodities that are often cast differently upon the legality spectrum: timber and cassava. By comparing the actors, relationships and practices that facilitate timber and cassava trade across the Cambodia-Vietnam border, two significant points of connection are identified: border checkpoints and land transactions, both through state actors. The analysis therefore exposes the systemic role of state actors in shadow economies and broader processes of frontier commodification, supported by their regulatory mandate. Methodologically, the study illustrates how examining relationships between commodities can help to illuminate the mechanisms, relationships and ambiguities of shadow economies operating in resource frontiers in border areas. This introductory article revisits cross-border shadow exchanges in a comparative perspective and reflects on their theoretical implications. It explores the diversities and complexities of shadow operations and critically examines the concept of informality that is commonly used to describe such non-state-sanctioned practices. It further underlines the key role played by checkpoint politics in border governance. Border checkpoints serve both as a state institution in regulating border crossings as well as a political site where material and power exchanges among state and non-state actors are negotiated. Such negotiation of selective passage through state-controlled gateways is often predicated upon the skilful manipulation of time and space by experienced traders and brokers. [ABSTRACT FROM AUTHOR]

Marked in part by a narrow river, the border between the neighbouring provinces of Loei in Thailand and Sayaboury in the Lao PDR appears to be porous and unregulated. While a Friendship Bridge regulates large-scale international trade, an extensive amount of informal, small-scale trade continues to flow across smaller checkpoints and other parts of the river. Trade along these sites is not only highly organised, most of it also happens under the gaze of border officials. This article examines the material and power exchanges that occur at local checkpoints between the different actors involved in the facilitation and restriction of trade. Between Loei and Sayaboury, trade is regulated according to a spectrum of licitness that is constantly negotiated and renegotiated between traders and officials. Negotiations rely on the social relations between these actors and involve practices of gift-giving and bribery, which blur the boundaries between reciprocity and corruption. By focusing on the interactions between state and non-state actors, this article sheds light on the way the informal economy is configured by checkpoint politics. [ABSTRACT FROM AUTHOR]

This paper investigates the precarious lives of the Kurdish kolbers, underground laborers who transport cargo on their backs across Iran's border with Iraq. Throughout their arduous journeys, kolbers experience various forms of violence, including direct shooting by border guards. Findings from interviews with the kolbers indicate that kolberi, a strenuous, dangerous, precarious type of labor, is a response to pervasive unemployment in Iranian Kurdistan (Rojhelat), and a long-term consequence of the Iranian state's systematic economic disinvestment in the Kurdish region. Although kolbers assert agency within their labor at localized scales, the social organization of kolberi is a reaction to the Iranian state's biopolitical strategies of economic disinvestment and violence. Drawing on a biopolitical framework, we illustrate the analytical interconnections among the economic marginalization of Rojhelat, violence against the kolbers, and the kolbers' precarious lives. The article offers ideas for future research that come out of our examination of the complexities of kolberi—an examination that demonstrates the importance of incorporating political-economic, ethno-territorial, and biopolitical factors in analyses of underground border exchanges and precarious marginalized lives. • Kolbers are underground Kurdish laborers that transfer cargo on their backs across Iran's border with Iraq and Turkey. • Kolbers experience various forms of violence, including direct shooting by Iranian border guards. • The strenuous labor of kolberi is a response to the pervasive unemployment and underdevelopment in Iranian Kurdistan. • Kurdistan's underdevelopment is situated within a geopolitical context of systematic state disinvestment and securitization. • Kolberi's precarity is simultaneously a part of, and a resistance to the Iranian state's biopolitical strategy in Kurdistan. European Union (EU) enlargement and the later shaping of its relationships with its new Eastern neighbours through the European Neighbourhood Policy (ENP) have had a significant impact on communities outside the EU’s borders. As the EU has sought to control flows of people, money and goods through these new borders, it has also become a destination for irregular migrants and small-scale traders from its eastern neighbours. This article draws upon participant observation in one such community in western Ukraine, where continuing levels of high unemployment and low wages and pensions drive dependence on flows of remittances from migrants to southern Europe, but also revenues from small-scale trade with neighbouring EU members, such as Romania. New forms of transnational mobility have emerged, which are not gender-neutral. The article asserts that, while hegemonic masculinities exist in both Ukrainian and Romanian communities, gender relations in Romania are restricted by sexualised discourses. As male and female Ukrainian traders interact with Romanian border officials and local distributors and intermediaries, hegemonic masculinities in Ukraine are re-affirmed and female traders are unable to advance and develop their trade in the same way as their male counterparts. In doing so, the article expands research on gender and transnationalism in post-enlargement Europe beyond migration and demonstrates not only how encounters at the EU’s borders are shaping gender relations in communities outside the EU, but that involvement in cross-border economic activities is determined by the gendered discourses and performance that take place at the border.
