The EU Youth Conference (EUYC) took place in Växjö, Sweden on 20-22 of March 2023 under The Swedish Presidency of the Council of the EU. It was the third conference under the Trio Presidency of France-CzechRepublic-Sweden and concluded the 9th cycle of the EU Youth Dialogue (EUYD). The thematic framework of the 9th cycle of the EU Youth Dialogue (EUYD9) was Youth Goal #10 Sustainable Green Europe and Youth Goal #3 Inclusive Societies under the title “Engaging together for a sustainable and inclusive Europe”.&nbsp

This is an implementation report of the 9th Cycle of the European Union Youth Dialogue (EUYD) overseen jointly by the Trio Presidency of France, the Czech Republic, and Sweden.

The consultation phase of the 9th cycle of the EU Youth Dialogue (EUYD9) ran from January 2022 to August 2022. The summary of its results covers consultation activities conducted by National Working Groups, the input from International Non-Governmental Youth Organisations participating in the EUYD9, and the outcomes of the EUYD9 Youth Conference in Prague, Czech Republic. The results of the Mid-term collection of good practices are also incorporated.&nbsp

The intention of the European Youth Conference (EUYC), held 11-13th June 2022 in Prague, Czech Republic, was to involve young people in deliberations concerning spreading good practices in the areas of inclusion and sustainability. The conference discussions were based around good practice examples submitted by EU Youth Dialogue National Working Groups and presented to conference delegates through the EUYD9 Mid-Term Report.

The INSPIRIT project and its study aimed at understanding the experience young people gain when getting involved in the organizations’ activities in the role of international workcampleaders and to describe the educational methodology behind the whole workcamp leaders’ cycle. The educational cycle for international volunteer workcamp leaders is a program that all 3 organizations have in common and that exists in comparable equivalents in many other organizations within the network of IVS organizations. While IVS organizations and NGOs can consider this study a source of inspiration, the aim towards the formal educational institutions is to support the general recognition of non-formal learning on a global scale, namely in the university curricula.

This article has been written for thethe Estonian youth work magazine MIHUS in August 2021 and focuses on exploring youth participation in the light of contemporary democratic environments, with a special emphasis on application of these theories in youth work practice.&nbsp

In my previous publications focusing on the European Youth Goals, two important topics were addressed: basics of youth policy evaluationand analysis of open source indicators connected to Youth Goal no.6: “Moving Rural Youth Forward”. In order to conclude this series of publications, and building on both aforementioned texts, concrete evaluation strategies are outlined in here in order to further support any actor in the youth field in their evaluative practices. Since European Youth Goal no.6 has been already used as the focus of this publication series, it is also used in here to demonstrate evaluative processes in particular linked to rural youth policies.

Indicators are widely used across different sectors to enable policymakers as well as various other stakeholders to explore and track changes in observed phenomena. As such, it is also one of the tools of evidence-based policymaking, and potentially a source of data for evaluation processes, and also for informed debates on varied topics. This publication further elaborates on a discussion started in my previous work focusing on evaluation in the youth field. While the previous publication aimed at providing the reader with an overview of various components of the evaluation process, this one focuses on demonstrating potential significance of indicators in implementing and fulfilling the European Youth Goals. In particular, the publication strives to point out concrete indicators existent on international and national levels, which can be potentially useful in assessing the state of affairs in the youth field. Moreover, by analysing these indicators, the publication provides the reader with a basic insight into strong and weak suits to look out for when using indicators further.

This report builds on and further elaborates the main report from the 7thcycle of the EU Youth Dialogue (EU YD): Findings from EU Youth Dialogue Activities in the Member States and across Europe – Creating opportunities for youth. The main report contains findings on all areas of interest of the 7th cycle of the EU Youth Dialogue, namely on Moving the Rural Youth Forward (Youth Goal No. 6), Quality Employment for All (Youth Goal No. 7), and Quality Learning (Youth Goal No. 8; with a special emphasis on youth work). This report focuses on further analyses of voices of young people concerning the rural areas, focusing solely on exploring in more detail survey data provided by the National Working Groups concerning Youth Goal No. 6: Moving the Rural Youth Forward.

The document outlines the findings from the National and European working group activities as part of the 7th Cycle of EU Youth Dialogue held under the Romanian - Finnish - Croatian Presidencies of the EU. It is based on the activities of the National and European Working Groups relating to the Presidency theme of ‘Creating opportunities for youth’.&nbsp

This publication brings together current evaluation theories with an ambitious purpose of making the evaluation as such into a more widely understood and subsequently also a more frequently used tool in the youth sector. Wide audience is necessary in order to achieve this goal: practitioners, policymakers, youth researchers, as well as wide public. Practitioners may find evaluation useful when critically approaching their own everyday practice in order to both collect evidence of quality work and improving when necessary. Policymakers may get inspired and put evaluation mechanisms in place as part of the policy implementation phase, therefore enabling the evaluation to serve as continuous tool to provide evidence and help optimize as well as assess the implementation process as well as the policy itself. Youth researchers may appreciate another viewpoint on the research methods they are already familiar with and utilize them in a different way than usual next time they design a research project. And the wide public, particularly young people as beneficiaries of the youth policy measures, may strengthen their understanding and critical thinking on existent policies and the debates around them.

After the1st EU Youth conference of the VI Cycle of the Structured Dialogue, in Tallinn, Estonia, in October 2017, apan-European consultation was launched through the National Working Groups (NWGs) and a European Working Group (EWG) of international nongovernmental youth organisations to engage with a broad youth population to have their say on the topics and questions raised during the 1st conference. The results of these consultations from across Europe have now been summarised into a series of11 thematic reports, to be used as an input for participants at the 2nd EU Youth Conference to enable them to shape the Youth Goals. The diversity of the themes recognises the value ofboth dedicated youth policy, and cross-sectoral approaches to youth issues and young people, hence calling for mainstreaming of youth issues across diverse policy areas. This document gives an outline of the consultation process, details of the numbers and profile of young people who took part, and outlines how the thematic reports were created.&nbsp
