The article seeks to advance understanding of the involvement of transnational student associations in European governance of higher education policies within the European Union (EU) and the European Higher Education Area (EHEA). Specifically, the article explores the mechanisms for interest intermediation that exist for transnational student associations in both policy arenas. Three transnational student associations stand out in terms of their involvement: European Students' Union (ESU), Erasmus Student Network (ESN) and European Students' Forum (AEGEE). The findings point to two distinct models of student interest intermediation in European policy-making. Within the EU, the European Commission interacts with all three transnational student associations; however, ESU and ESN participate in more expert and working groups. The roles afforded to each association in relation to the European Commission are demarcated and functionally differentiated. Within EHEA, in neo-corporatist fashion, ESU, as a representative platform of national student unions, holds representational monopoly. In the EHEA and the EU, the involvement of transnational student associations in policy-making can be attributed to the evolving nature of transnational governance regimes in which participation of transnational student associations not only brings expertise to but also aids the legitimacy of the policy processes and outcomes.

Since the mid 1990s vocational and education and training systems across Europe have had to respond to a number of external factors which have transformed the demand for skills. This paper examines the way in which VET systems have responded to the external factors and increase their resilience in the face of external shocks of one kind or another. The paper also reveals the way in which VET increasing established itself as a mainstream option for young people over the same period because of its capacity to deliver skills which the labour market demands.

Purpose -- European paper industry has been struggling with margins and profitability for more than decade time period. At typical in markets of west, paper product demand is at long-term decline, mostly driven by continuously increasing internet use. However, in emerging markets demand still exists, and in Europe numerous small markets in east have even some growth available. The paper aims to discuss these issues. Design/methodology/approach -- The authors analyse in this research work with longitudinal data (period of 2002-2009) from one large Finnish paper mill and data envelopment analysis (DEA) approach, how distribution efficiency to selected eight East European markets has evolved. Findings -- In general distribution efficiency has improved, but this has taken place in step-wise manner rather than being linear year-to-year development (year 2006 found to be the threshold). Reason is mostly in better management of transportation costs, and in particular lower monthly deviation of these costs. It is surprising that case paper mill has been able to manage transportation costs in rapidly increasing energy cost environment so efficiently. Maybe European Union enlargement of 2004 and 2007 has had its effects on distribution efficiency. Research limitations/implications -- The research is limited to the deliveries of one paper mill located in Finland. Also East European markets in the early periods of this study were emerging papers markets, and distribution practices were clearly evolving. Practical implications -- Based on the study East European paper market distribution should give more attention on transportation cost control, and trying to find solutions to minimize it with low monthly fluctuation. Originality/value -- Very few studies exist from East European distribution issues, and particularly that of paper industry. Purpose: In light of the public resistance towards the deepening of European integration (EI) and the role that education is anticipated to have in supporting the process, this paper examines the conceptualisation of EI in lower secondary textbooks for History, Geography and Civics. Specifically, the paper asks whether EI is conceived of as a vehicle for the post-national transformation of Europe or as an instrument for interstate cooperation. Design: Drawing on the insights of EI theories and content analysis, the paper adopts a qualitative approach. Applying this approach, the textbooks currently used in Slovakia's lower secondary schools are analysed as a case study. Findings: The findings are inconclusive with regard to the research question. Indeed, while the sources are positive about EI, the findings suggest some problematic aspects in terms of how the textbooks analysed conceive the nature of the integration process. Research implications: The approach taken in this paper could be replicated on a larger scale in other countries. Practical implications: Curricula and textbook designers ought to consider how to include a critical discussion on the deepening of EI in secondary education.

The construction of an individual educational trajectory changes due to a change in approaches to the personal and professional potential of the future teacher. Provided that the acquisition of professional skills by a teacher has not required constant training throughout life, then the modern environment requires a systematic updating of skills and advanced training. In fact, approaches to training and the role of the teacher in the educational environment are changing. Based on an integrative literature review, the trends of individual educational tools for the development of the personal and professional potential of a future teacher within EU have been investigated. The academic paper has revealed significant differences regarding the disclosure of personal and professional potential of future teachers within EU. Differences include: teachers' training, the establishment of additional requirements for teachers in addition to curricula, regulating teachers' mobility, professional and personal support, continuing professional development. The article has stated that induction and mentoring for new teachers is widespread within EU and legally established in most European countries. The investigation attests to the fact that induction may play a key role in supporting teachers' professional development. Induction programs combine elements of mentoring, training, peer review, and scheduled meetings with school principals and colleagues to provide personal, social, and professional support. Induction activity is connected with increased self-efficacy and job satisfaction. Mentoring programs are designed taking into consideration the school context. Pupils' knowledge, classroom pedagogy, assessment of pupils and harmonization of curriculum standards differ significantly between primary and secondary schools. Supporting measures to promote teachers' participation have been developed in almost all EU countries.

While the Bologna Process in Europe is the leading example, regional efforts towards harmonization of higher education are taking place in every corner of the world. In Africa, such a process has its roots from decades ago, although more coordinated activities are only recent phenomena. This paper looks back at the harmonization processes in Africa and Europe, and argues that although the process in Africa has been influenced by its European counterpart, the former has its own unique features, among other things, in its thematic and sub-regional initiatives. The paper notes similarities and differences between the two processes, appreciates the strengths and shortcomings of the African process, and highlights the importance for the African Union to more effectively utilize its leverage as a coordinating body, with a wider and more meaningful involvement of higher education institutions and other stakeholders. It also calls for more exploration into the potential strengths and risks in harmonization initiatives strongly rooted at sub-regional level.

Within the broader landscape of the European Higher Education Area, teacher education receives increasing significance as an academic field that contributes to the quality of the teaching labour force and consequently impacts student learning. This paper aims to explore the European Teacher Education Area (ETEA) by analysing to what extent and how mechanisms, processes, and key agents of Europeanisation, internal or external to the European Union (EU), influence the transformation of teacher education policies and practices in Europe. Transformation is understood in the context of Europeanisation, and emphasis of the analysis is placed on the process rather than the content of transforming teacher education in Europe. To this end, data have been collected through document review and expert interviews with European policy officials. As a result of qualitative content analysis, the data have been clustered and analysed according to the following categories, which mutually reinforce each other: (1) policy coordination; (2) cross-sectoral instruments; (3) evidence-based management; (4) the Bologna process; (5) educational programmes; and (6) stakeholder pressure. Findings provide a conceptual framework for mapping the ETEA as a complex policy ecosystem that includes vertical and horizontal procedures of Europeanisation. The EU has developed extensive capacities to influence teacher education in Europe and increasingly involves other sectors, such as employment, in this process.

The COVID-19 pandemic has forced governments worldwide to produce solutions to the abruptly interrupted work in education. School systems appear to have responded rapidly, creating home schooling and online educational environments, where teachers and students would interact with safety. In this paper, we attempt a synthesis of Sen's capability approach, Bourdieu's theory of capital and Bernstein's framework in order to theorize the relationships between home and school conditions and practices, and to analyse the data of the 2nd Survey of Schools: ICT in Education (a survey conducted in 2019 on behalf of the European Commission collecting data regarding digitalization in education and digital technologies in learning in the European Union). The survey is complemented by a second set of indicators provided by Eurostat to further investigate the availability and functionality of household space per family in selected European countries. We find significant differences in important social and environmental conversion factors, likely limiting children's capability to benefit from digital schooling. The most important differences are found in regard to parents' familiarity with information and communications technology use, while inequalities in environmental factors, such as overcrowded housing, are also existent. Overall, there are large inequalities within and between countries in Europe, which need to be addressed by policymakers.

After the collapse of the former Soviet Union, many Central and Eastern European countries underwent significant change in their political and educational systems, among them Georgia and Moldova. Reforms in education sought to overcome the highly centralized educational system of the former Soviet Union as well as to conquer the teacher-centred paradigm in schools that was both dominant in these countries during pre- and post-Soviet times. National reforms demanded more student-active and problem-based science education under the heading of hands-on and inquiry-based learning. Unfortunately, in many cases, the curricula, teaching materials, and teacher training facilities were inadequate in implementing these reforms successfully. In the case of science education, this paper reflects upon how European Union (EU) initiatives can help the countries in Central and Eastern Europe in their reform efforts. Reflection is performed in relation to the cross-regional TEMPUS IV project SALiS (Student Active Learning in Science). SALiS envisages countries strengthening their capacities to promote contemporary science education through investments in science teacher education curricula and infrastructure. The current paper discusses the potential of such EU projects for aiding reform in science education in EU-neighbouring countries.

Rationale, aims and objective: Substituting outpatient hospital care with primary care is seen as a solution to decrease unnecessary referrals to outpatient hospital care and decrease rising healthcare costs. This systematic review aimed to evaluate the effects on quality of care, health and costs outcomes of substituting outpatient hospital care with primary care-based interventions, which are performed by medical specialists in face-to-face consultations in a primary care setting. Method: The systematic review was performed using the PICO framework. Original papers in which the premise of the intervention was to substitute outpatient hospital care with primary care through the involvement of a medical specialist in a primary care setting were eligible. Results: A total of 14 papers were included. A substitution intervention in general practitioner (GP) practices was described in 11 papers, three described a joint consultation intervention in which GPs see patients together with a medical specialist. This study showed that substitution initiatives result mostly in favourable outcomes compared to outpatient hospital care. The initiatives resulted mostly in shorter waiting lists, shorter clinic waiting times and higher patient satisfaction. Costs for treating one extra patient seemed to be higher in the intervention settings. This was mainly caused by inefficient planning of consultation hours and lower patient numbers. Conclusions: Despite the fact that internationally a lot has been written about the importance of performing substitution interventions in which preventing unnecessary referrals to outpatient hospital care was the aim, only 14 papers were included. Future systematic reviews should focus on the effects on the Triple Aim of substitution initiatives in which other healthcare professions than medical specialists are involved along with new technologies, such as e-consults. Additionally, to gain more insight into the effects of substitution initiatives operating in a dynamic healthcare context, it is important to keep evaluating the interventions in a longitudinal study design. The paper introduces two emerging concepts of European Studies - Superstate Europe and Europe of nations. The two interpret the future of Europe in very different perspectives. While Superstate Europe envisions a political unification in which the supranational entity is becoming the main source of power, Europe of nations, on the contrary, tries to restore the member states' sovereignties over the EU. Thus, both framings have explicit political contents, and neither of them can be considered exclusively academic. Of course, in the field of European Studies this is not unprecedented. Nonetheless, the emergence of two such rival ideas is symbolizing the political polarization of the EU, as well as the politicization of European Studies. In its first section, the paper describes the general logic, main points, and basic inner-linkages of Superstate Europe and Europe of nations, and then in the second part it identifies their positions in the conceptual space of European Studies. This latter effort tries to reveal the relatedness of these framings to other European integration theories. The main finding of this meta-analysis is that Superstate Europe is more embedded conceptually, and this helps to better explain or criticize certain aspects of the idea, while Europe of nations can be considered more original in the sense of reflecting on the previously unaddressed challenge of proposing a disintegration theory among many European integration theories. The starting point for this inductive study is to determine, through a search of studies, what critical viewpoints in terms of research are delivered, based on experiences, observations and evaluation, concerning the Bologna Process over time? The aim is to present a description using a thematic analysis based on data from 38 papers (2004-2016) that reveal the critical reasoning behind the research. The reasoning is critical in the sense that various authors have elaborated on and problematized aspects of the Bologna Process in terms of what to avoid and/or have characterized aspects related to the Bologna Process that are not desirable. Based on the outcome of the thematic analysis, theorists were selected in order to deepen the reasoning and meaning highlighted in three themes. The findings are further discussed in terms of knowledge and curriculum development for the future and the advancement of European higher education policy and beyond on equal terms. The article suggests that there are causes for concern regarding unwanted consequences in the aftermath of the Bologna Process.

Purpose: This paper aims to explore the existence of convergence in non-monetary working conditions in Europe resorting to widely used definitions of this phenomenon and composite indexes of job quality. Design/methodology/approach: The analysis relies on composite indexes, widely used in previous literature, for 207 regions in six different areas of job quality drawing on the microdata of the European Working Conditions Survey from 1995 to 2015. This study assesses the occurrence of convergence both in terms of dispersion of job quality outcomes (sigma-convergence) and, especially, regarding the existence of a catch-up process (beta-convergence). Findings: This study finds evidence of both types of convergences in all the domains, with the exception of skills and discretion and prospects dimensions according to the sigma-convergence approach. The results do not suggest substantial differences between the 15 European Union countries before the 2004 enlargement and the new Member States and are robust to a wide range of changes in the sample and different econometric specifications. Originality/value: Tot he best of the authors' knowledge, this paper represents the first rigorous and systematic attempt of addressing the existence of convergence in non-monetary working conditions, applying formal and widely accepted definitions of this phenomenon. It contributes to our knowledge on this topic providing strong evidence of convergence in job quality. Those results can be of interest for scholars in Economics and other Social Sciences. Implementation of the Nitrates Directive (NiD) and its environmental impacts were compared for member states in the Northwest of the European Union (Ireland, UK, Denmark, The Netherlands, Belgium, Northern France and Germany). The main sources of data were national reports for the third reporting period for the NiD (2004-2007) and results of the MITERRA-EUROPE model. Implementation of the NiD in the considered member states is fairly comparable regarding restrictions for where and when to apply fertilizer and manure, but very different regarding application limits for N fertilization. Issues of concern and improvement of the implementation of the NiD are accounting for the fertilizer value of nitrogen in manure, and relating application limits for total nitrogen (N) to potential crop yield and N removal. The most significant environmental effect of the implementation of the NiD since 1995 is a major contribution to the decrease of the soil N balance (N surplus), particularly in Belgium, Denmark, Ireland, The Netherlands and the UK. This decrease is accompanied by a modest decrease of nitrate concentrations since 2000 in fresh surface waters in most countries. This decrease is less prominent for groundwater in view of delayed response of nitrate in deep aquifers. In spite of improved fertilization practices, the southeast of The Netherlands, the Flemish Region and Brittany remain to be regions of major concern in view of a combination of a high nitrogen surplus, high leaching fractions to groundwater and tenacious exceedance of the water quality standards. On average the gross N balance in 2008 for the seven member states in EUROSTAT and in national reports was about 20 kg N ha-1 lower than by MITERRA. The major cause is higher estimates of N removal in national reports which can amount to more than 50kgNha~1. Differences between procedures in member states to assess nitrogen balances and water quality and a lack of cross boundary policy evaluations are handicaps when benchmarking the effectiveness of the NiD. This provides a challenge for the European Commission and its member states as the NiD remains an important piece of legislation for protecting drinking water quality in regions with many private or small public production facilities and controlling aquatic eutrophication from agricultural sources. During the launch era of the European Union, there were unsuccessful attempts to make spatial planning part of the European project. This paper identifies three subsequent phases of integration. During the doldrums era, initiatives were channelled through the Council of Europe. Since the start of the boom era, spatial planning has been related to EU cohesion policy. As we move into the fourth phase, characterised by doubts about integration, what does the future bring? The Lisbon Treaty settles the issue of a lack of competence, but uncertainty continues because the future of cohesion policy as such is unsettled. While the journey continues, will it be retained, and if so, what will the role of territorial cohesion policy be? Methane is the second-most important greenhouse gas after carbon dioxide and accounts for around 10 % of total European Union greenhouse gas emissions. Given that the atmospheric methane budget over a region depends on its terrestrial and aquatic methane sources, inverse modelling techniques appear as powerful tools for identifying critical areas that can later be submitted to emission mitigation strategies. In this regard, an inverse modelling system of methane emissions for Europe is being implemented based on the Weather Research and Forecasting (WRF) model: the Aarhus University Methane Inversion Algorithm (AUMIA) v1.0. The forward modelling component of AUMIA consists of the WRF model coupled to a multipurpose global database of methane anthropogenic emissions. To assure transport consistency during the inversion process, the backward modelling component will be based on the WRF model coupled to a Lagrangian particle dispersion module. A description of the modelling tools, input data sets, and 1-year forward modelling evaluation from 1 April 2018 to 31 March 2019 is provided in this paper. The a posteriori methane emission estimates, including a more focused inverse modelling for Denmark, will be provided in a second paper. A good general agreement is found between the modelling results and observations based on the TROPOspheric Monitoring Instrument (TROPOMI) onboard the Sentinel-5 Precursor satellite. Model–observation discrepancies for the summer peak season are in line with previous studies conducted over urban areas in central Europe, with relative differences between simulated concentrations and observational data in this study ranging from 1 % to 2 %. Domain-wide correlation coefficients and root-mean-square errors for summer months ranged from 0.4 to 0.5 and from 27 to 30 ppb, respectively. On the other hand, model–observation discrepancies for winter months show a significant overestimation of anthropogenic emissions over the study region, with relative differences ranging from 2 % to 3 %. Domain-wide correlation coefficients and root-mean-square errors in this case ranged from 0.1 to 0.4 and from 33 to 50 ppb, respectively, indicating that a more refined inverse analysis assessment will be required for this season. According to modelling results, the methane enhancement above the background concentrations came almost entirely from anthropogenic sources; however, these sources contributed with only up to 2 % to the methane total-column concentration. Contributions from natural sources (wetlands and termites) and biomass burning were not relevant during the study period. The results found in this study contribute with a new model evaluation of methane concentrations over Europe and demonstrate a huge potential for methane inverse modelling using improved TROPOMI products in large-scale applications. The European Union (EU) faces challenges that affect its persistence, including the revival of national populism in many EU member states. Studies have shown that individuals with immigration histories identify less strongly with Europe than individuals without immigration histories. Therefore, fostering a strong identification with Europe is more relevant than ever. This paper will explore the possible historical roots of different levels of identification and examine if differing access to learning opportunities can explain the difference. Drawing on data from the German sample of the International Civic and Citizenship Study 2016, this paper aims to determine the relevance of individual variables and learning opportunities for the development of students' identification with Europe. Multilevel analyses at individual and classroom level were conducted introducing different independent variables. Results show that having no immigration history from outside the EU, being Christian or atheist, and learning about Europe at school are predictors of a stronger level of identification with Europe. The effect of having an immigration history from outside the EU loses significance when socio-economic status classroom composition is entered into the model. We conclude that differences in identification are not due to different access to learning opportunities, but likely due to personal characteristics. [ABSTRACT FROM AUTHOR]

Purpose – The purpose of this paper is to investigate how trade unions may address the questions of inclusion of vulnerable employees in low-wage “anchored” sectors in the European Union. Design/methodology/approach – The findings presented in the paper are mainly results of the analysis of stakeholder policies and strategies on the national level and on the European level, including both desk research and interviews with social partner representatives and other experts in the sectors as well as company case studies carried out in the examined countries in three selected sectors: cleaning, waste collection and catering. Findings – The main findings of the paper refer to the indirect way in which trade unions try to promote the inclusion of vulnerable groups in the examined sectors. On this basis are formulated policy recommendations. Research limitations/implications – The paper is based on case study research that does not cover all possible “anchored” services, vulnerable groups and types of countries, according to their employment and social models. Practical implications – This paper formulates practical recommendations to European trade unions in the services. Originality/value – The originality of the paper is related to comparative research focused on services sectors and the consequences of the spatial reorganisation of sectors for the trade union actions. The aim of the paper is to analyse the involvement of the local and regional authorities within the Conference on the Future of Europe. The former, being closer to the citizens, could play important role in reaching "every corner of the European Union" and helping the citizens to articulate their ideas about the European integration. Therefore, the activity of the subnational level could contribute to the final success of the Conference (or failure - in case of lack of any actions). The analysis is based on the author's own empirical study conducted among the Polish territorial self-government units after the closure of the Conference. The local and regional authorities were asked if they informed the citizens about the Conference, organised events regarding this enterprise or took part in the events organised by other entities. The results show very low level of the activity, even among the territorial self-government units that are present at the European level. The conclusions regard both to the Polish circumstances as well as to the general performance of the Conference. In the first case, they unveil the unwritten practice among the Polish territorial self-government units on their involvement in the European affairs. This revolution is characterized by the seamless integration of digital technology into all aspects of society, influencing the way people interact, businesses function, and governments operate. Notably, it has greatly improved connectivity and access to information, fostering both innovation and economic growth. The objective of this paper is to explore the complex connection between the Digital Society and Economy Index (DSEI) and the Social Progress Index (SPI), which together provide a holistic representation of societal progress. The main aim is to establish the correlation between these indices, shedding light on how digitalization impacts different dimensions of social advancement in European countries. Through this examination, the study aims to offer valuable insights into the implications of digital transformation on the well-being of society, economic stability, and overall social development throughout Europe. The expansion of bio-based value chains is prioritized through various European Union (EU) policy initiatives. Due to the growing awareness of the importance of a sustainable bioeconomy in Europe, the need to increase the availability and quality of statistics is increasing. There are several essential aspects lacking, including (i) comprehensive databases and statistics for bio-based sectors; (ii) transparent methodology for bio-based data collection; and (iii) integrated value chain data and indicators that illustrate the flows of different bio-based commodities. The aim of this paper is to develop a bio-based material flow monitor to measure the physical contribution of industries to the bioeconomy. The material flow monitor describes physical material flows (including biomass) to, from, and within the economy. It is recorded in the form of supply and use tables. To measure the bioeconomy, the BioSAM database, along with disaggregated commodities and activities, are used. Data regarding waste generation/treatment and CO2 emissions/sequestrations are added to assess the impact on climate change. The results indicate that the bioeconomy in the EU is underreported due to a lack of data, leading to an insufficient understanding of its contribution to the economy. It can also be concluded that the data from the BioSAM tables are the most complete and have the highest disaggregation level for commodities and sectors, allowing one to measure the significance of the bioeconomy. The aim of this paper is to test the connections between the indicators used in the literature on social cohesion, which usually reflect "general" values or behaviours, and indicators specific to a particular space, namely the labour market. A key question is the stability of the social cohesion's indicators when moving from a societal level to the labour market. Based on data from the World Value Survey, and following a restrictive definition of social cohesion, a comparison is done, for European countries. Examination of the situation in the two spheres makes it possible to identify more or less homogeneous groups of countries and also to point to instabilities. "Regimes" of social cohesion begin to emerge. As in most analyses, the Nordic countries (excluding Finland) have high scores in all the dimensions. Conversely, most of the new EU member states from the former Eastern bloc have low scores, particularly in the horizontal dimension of trust between individuals.

Reducing emissions from fluorinated gases (F-gases) is considered one of the key conditions for the European Union (EU) to be able to meet the requirements of the European Green Deal, primary objectives of which are the reduction in greenhouse gas emissions by at least 55% by 2030 compared to 1990 and the gradual transition to net climate neutrality by 2050. To this end, a quota system for hydrofluorocarbons (HFCs) is already in place, introduced through the updated F-Gas Regulation (517/2014). The aim of this paper is to review an innovative scheme currently under development that strongly promotes the Recovery, Recycling and Reuse (3R) of F-gases extracted from the heating, ventilation, air conditioning and refrigeration (HVAC-R) equipment of the building sector, thus offering a sustainable alternative source for refrigerant supplies. Therefore, the basic operating principles of the so-called "3R ECOSYSTEM" are outlined and especially its three main components, which are: the self-certification/self-declaration platform, the F-gas identification and recycling units (prototypes) and the Retradeables marketplace. In addition, an overview of both the demonstration phase and the scheduled replication phase of the 3R ECOSYSTEM is provided, including the estimated impact on carbon dioxide (CO2) savings due to the progressive uptake of the circular use of existing F-gases across Europe. Central Europe is usually defined as a 'cleavage' between the East and the West, or as a conflict zone that was affected by two tendencies in its historical past; the idea of unity that implies a homogeneous region and resistance to these efforts, and the struggle for autonomy of the people living in Central Europe. Thus, this dual perception appears in its in-between position that allows adopting Western values while keeping Eastern traditions at the same time. The purpose of the paper is to examine whether the postmodern perception of borders, the problem of a "borderless Europe", and the perception of Orientalism as a critical framework originally aimed at understanding Western (imperialist) mechanisms, can be adapted to grasp identity-building issues in our region. This paper aims to examine how the perception of "East", and "Central" appears in the post-totalitarian world, the legacy of post-colonialism, and the growing geopolitical importance of orientation. Heavy-duty trucks account for 27% of the European greenhouse gas emissions in the transport sector. To decarbonize road freight transport, the European Union plans to build a fast charging network for trucks. This paper presents two scenarios, covering European highways with charging stations at regular intervals every 50 or 100 km along the most important highways. For each location, the required number of charging points at 15% battery electric trucking is calculated individually using queueing theory. A third scenario takes into account the infrastructure ramp-up in 2025 and assumes a share of 5% battery electric trucking in a network with a 100 km distance. We define a network of 660 (100 km distance) or 1468 stations (50 km distance). Depending on the scenario and the individual station, the projected number of charging points per station varies between 1 and 18 in 2030. The results give a first insight into what a fast charging infrastructure for trucks in Europe might look like. In particular, we show that large charging stations with more than ten charging points could be necessary in the next few years. The aim of the article is to demonstrate that the ECSR remains one of the important organizational factors of the formally regulated cooperation of the Council of Europe and the European Union in the sphere of social fundamental rights. The analysis is dominated by the dogmatic-legal method. The paper includes an analysis of the formal basis of cooperation between the CoE and the EU, the specificity of their cooperation in the field of social rights, the analysis of the ECSR as a body of the ESC and its activity in cooperation with EU structures. The analyses carried out show that the framework of cooperation between the two organizations is formalised and the ECSR finds its place within it. At the same time, it has been shown that the Committee's role in cooperation with the EU and in promoting ESC standards - in view of the autonomy of the two organizations' legal systems - remains important, particularly at the level of organizational cooperation with EU institutions and bodies. In this paper, we use the time-frequency wavelet estimators to analyze the robustness of Okun's Law in the European Union across time and within various economic cycles. We extend the Okun's Law literature as we focus on Europe, directly estimating the time-frequency varying Okun's coefficient. We observe that Okun's coefficient in Europe is unstable at short run (infra and annual cycles). The strength of Okun's Law is time dependent at short run as linkages between growth and unemployment are stronger only during crisis times. Such instability is explained as unemployment predominates growth, leading to a positive coefficient and weaker strength. However, as the frequencies increase, the coefficient is more stable over time and the strength is higher and homogenous over time. [ABSTRACT FROM AUTHOR]

Protected Areas are the most widely applied policy tool for biodiversity conservation. In Europe, protected areas are expected to significantly increase as the new EU Biodiversity strategy sets an ambitious target of 30% of land and 30% of water to be protected by 2030. Despite the popularity of this environmental policy, understanding variations in the level of public support for protected areas remains underexplored. This is an important area of research, considering that, in order for protected areas to be effective, they need to be supported by most users, including local communities and visitors. In this paper, we reviewed theoretical and empirical evidence explaining the level of support for protected areas and proposed a new approach when designing and designating protected areas in Europe. This approach models the process of the introduction of a new protected area as a policy intervention within a socio-ecological system. Specifically, it models how protected area social outcomes or impacts are conditioned and contextualised by numerous intervening factors relating to the social context and governance and management system to influence local actors' attitude and active support for the protected area. This new approach aims to assist policy makers, conservation practitioners and scientists to plan actions that assist in increasing the level of public support for protected areas in the context of the post 2020 Biodiversity Strategy of the European Union. On 16 April 2020, the Organisation for Economic Co-operation and Development (OECD) released preliminary figures2 according to which the collective Official Development Assistance (ODA) from the European Union (EU) and its Member States to developing countries amounted to 75.2 billion in 2019, representing 55.2% of global assistance. The EU and its Member States therefore maintain their position as the largest international aid donor. In spite of the vast amount of resources spent annually by the EU, there is widespread perception that the EU punches below its weight. Notwithstanding the undeniable positive impact that the EU external policies have on the ground, the EU's role in international development remains mostly invisible. This paper presents the perception of the EU and EU's policies abroad and makes the case for the necessity of an integrated and fully coordinated EU Public Diplomacy (PD) capable of communicating effectively and strengthening EU's role as a global actor. It argues that culture has a substantial potential in Europe's international relations, making the case for the necessity of an integrated and tailor-made EU Cultural Diplomacy. Digital cadastral maps with accompanying land-related attributes have become a fundamental dataset for many application fields, e.g., spatial planning and development, protecting state lands, securing of land tenure, facilitating land reforms, agriculture, forestry, land management, taxation, etc. In order to fulfil its main objectives, cadastral data needs to be available and accessible, which is, among the others, emphasized also within the United Nations Framework for Effective Land Administration (FELA). This is not only important on the national level but also beyond, including at the European level where use cases and consequently demand for pan-European data sets have evolved in recent years. In order to satisfy these needs, several initiatives regarding cadastral and other geospatial data have been launched in the last 20 years. It started with the Permanent Committee on Cadastre in the European Union, the European Land Information Service, INSPIRE, UN-GGIM Europe and recent European policies on open data and high-value datasets. Our main question is, did those initiatives result in the possibility of building a cadastral map of Europe or not? Is it possible to create a cadastral map of Europe on the desktop or an open online GIS application? Within the paper, we take the opportunity to reflect on the development and implementation of European spatial data infrastructure (INSPIRE) with the main focus on the availability and accessibility of cadastral data. We also take into consideration other European initiatives related to cadastral data. The overall findings show that there is still work to be carried out. The European Union is interested in ensuring that each national administration offers comparable administrative capacity through quality of public services and professionalism from the civil servants. At the same time, the European states are characterised by long and varied institutional histories, with different trajectories in their evolution. That is why, public administration structures and regulations vary among the Member States and a set of common principles can guide them towards administrative convergence and performance. This paper aims to analyze the shared principles of a common European Administrative Space and also to address the link between these principles and the performance of public institutions from a managerial point of view. The study is based on review and analysis of academic research, government documents and personal perspectives, extracting and linking key findings from existing research and practice. The paper argues that managerial theories on performance are compatible with public administration organizations and some of the criteria are common to those promoted by the principles of the European Administrative Space. The current paper revisits the concept of cosmopolitan Europe developed by Ulrich Beck and Edgar Grande 15 years ago. The objective of this review is to shed light on the increasing actuality of the authors' argument in our social-political constellation suggests that Europe is in desperate need of progressive reinvention. The paper addresses the concept of cosmopolitan Europe in the social theoretical framework of Late Modernity. This lens helps to better understand the future scenarios ahead of the European Union as well as the interlinked options for individual and institutional responses could be taken adequately in this era of global-local changes. Methane is the second most important greenhouse gas after carbon dioxide, and accounts for around 10 % of total European Union greenhouse gases emissions. Given that the atmospheric methane budget over a region depends on its terrestrial and aquatic methane sources, inverse modeling techniques appear as a powerful tools for identifying critical areas that can later be submitted to emission mitigation strategies. In this regard, an inverse modeling system of methane emissions for Europe is being implemented based on the Weather Research and Forecasting (WRF) model: the Aarhus University Methane Inversion Algorithm (AUMIA) v1.0. The forward modeling component of AUMIA consists of the WRF model coupled to a multipurpose global database of methane anthropogenic emissions. To assure transport consistency during the inversion process, the backward modeling component will be based on the WRF model coupled to a lagrangian particle dispersion module. A description of the modeling tools, input data sets and one-year forward modeling evaluation from April 01, 2018 to March 31, 2019 is provided in this paper. The a posteriori methane emission estimates, including a more focused inverse modeling for Denmark, will be provided in a second paper. A good general agreement is found between the modeling results and observations based on the TROPOspheric Monitoring Instrument (TROPOMI) onboard the Sentinel-5 Precursor satellite. Model-observation discrepancies for summer peak season are in line with previous studies conducted over urban areas in central Europe, with relative differences between simulated concentrations and observational data in this study ranging from 1 to 2%. Domain-wide correlation coefficients and root-mean-square-errors for summer months ranged from 0.4 to 0.5 and from 27 to 30 ppb, respectively. For winter months, otherwise, model-observation discrepancies show a significant overestimation of anthropogenic emissions over the study region, with relative differences ranging from 2 to 3%. Domain-wide correlation coefficients and root-mean-square-errors in this case ranged from 0.1 to 0.4 and from 33 to 50 ppb, respectively, indicating that a more refined inverse analysis assessment will be required for this season. According to modeling results, the methane enhancement above the background concentrations came almost entirely from anthropogenicsources; however, these sources contributed with only up to 2 % to the methane total column concentration. Contributions from natural sources (wetlands and termites) and biomass burning were not relevant during the study period. The results found in this study contribute with a new model evaluation of methane concentrations over Europe, and demonstrate a huge and under explored potential for methane inverse modeling using improved TROPOMI products in large-scale applications. Enhancing agricultural and other environmental performances has become an essential part of sustainable development policy in countries around the globe. Although Europe is considered as a global leader in the environmental competitiveness, the national economies within Europe region achieve different results in this field. The purpose of this paper is to evaluate current agricultural and other environmental performances of sixteen Central and East European (CEE) countries, but also to identify critical determinants for its improvement in the future period. The research is conducted through comparative analysis, benchmarking method, and correlation analysis. The data basis includes the Environmental Performance Index (2018). The research findings suggest the inferiority of CEE countries in the comparison with the bestranked European countries. The paper contributes to the sustainability literature and could serve as a practical guide in the process of formulating the development policies connected with agricultural and other environmental performances in CEE countries. This paper addresses the issue of integrated care services as a current challenge for primary health care in Europe. It is focused on an operational definition of integrated care and documents its relevance to the recent declaration of the World Health Organization regarding primary health care. The paper also reports on experiences gained and lessons learned in Greece, a country where initial attempts towards integration of public health into primary care are currently unfolding. Additionally, it discusses the limited involvement of patients, families, and communities in health care, as well as relative absence of advocacy and care coordination at a policy level. The need for training stakeholders to define and promote integrated care is highlighted as an essential component of translating new concepts into concrete health care actions. Finally, when discussing development and implementation of a well-coordinated and integrated primary health care system, the paper provides ideas for further consideration. The present report is anticipated to open the dialogue between health care professionals, stakeholders, policy makers, and the public towards the integration of health services in contemporary Europe. The recent crisis the European Union had to face raised the question it there still exists a cleavage that divides the “old Europe” from the Eastern regions. The phenomenon, Central Europe can be examined from the historical, cultural, geographic and political perspective searching for the answer, how many parts the European continent can be divided into. Accepting the tripartite division, this “middle” position had various roles in the historical context. The aim of the paper is to investigate the changes in the perception of this special position based mostly on the works of Hungarian researchers. Analysing their thoughts, it is also our intention to examine the Central European concept and to point how this region was searching for its position during the system change, and what additional meaning was given to this region from the 1980s to nowadays. In order to extend the investigation, this paper also focuses on the problem whether Central Europe serves as a historical reference point losing its importance with the European integration, or if it can serve as an obstacle in the deepening of the European integration. In the period of post-communist transition, Central Europe witnessed complex and multifaceted mobility processes; permanent outmigration, of an ethnic or labour-related nature, coexisted with temporary, seasonal, or crossborder movements and an increasing influx of foreigners. To study these complex processes, we have chosen to apply a holistic and comprehensive approach, rather than limit conceptual considerations to one theory of migration determinants. We focus on eleven post-communist countries that joined the European Union (EU-11) and on the period extending from around 1989, covering the EU's eastward enlargement, to the present. The aim of this study is twofold: first, we propose a general conceptual framework, based on the aspirations/capabilities approach, to present the main determinants of emigration from this part of the European continent. Second, in relation to each determinant, we formulate research questions postulated by selected theories of international migration and present the evidence, based on existing empirical studies, that addresses these questions. The paper contributes to the literature by providing a broad interpretation of post-transition mobility and pointing to commonly overlooked explanatory factors. We highlight the importance of economic factors that have enhanced and directed the outward migration from the EU-11 to selected EU member states and selected economic sectors; in particular, as regards capabilities, these factors include the lifting of labour market restrictions, high demand in the secondary sector of labour markets, and the roles of migration networks and the migration industry. Emphasis is also placed on aspirational factors, such as labour market failures and the substantial aspirational gap resulting from improvements in high educational attainment in the countries of origin. The aspirations/capabilities approach serves well as a general framework of migration determinants, but its explanatory power is enhanced by reference to other, more specific theories of migration. We show that a combination of the complementary approaches provides a more refined and in-depth picture of migration from the region. [ABSTRACT FROM AUTHOR]

Background: Since the early 1980s all European countries have given priority to reforming the management of health services. A distinctive feature of these reforms has also been the drive to co-opt professionals themselves into the management of services, taking on full time or part time (hybrid) management or leadership roles. However, although these trends are well documented in the literature, our understanding of the nature and impact of reforms and how they are re-shaping the relationship between medicine and management remains limited. Most studies have tended to be nationally specific, located within a single discipline and focused primarily on describing new management practices. This article serves as an Introduction to a special issue of BMC Health Services Research which seeks to address these concerns. It builds on the work of a European Union funded COST Action (ISO903) which ran between 2009 and 2013, focusing specifically on the changing relationship between medicine and management in a European context.Main Text: Prior to describing the contributions to the special issue, this Introduction sets the scene by exploring four main questions which have characterised much of the recent literature on medicine and management. First is the question of what we understand by the changing relationship between medicine and management and in particular which this means for the emergence of so called 'hybrid' clinical leader roles? A second question concerns the forces that have driven change, in particular those relating to the wider project of management reforms. Third, we raise questions of how medical professionals have responded to these changes and what factors have shaped their responses. Lastly we consider what some of the outcomes of greater medical involvement in management and leadership might be, both in terms of intended and unintended outcomes.Conclusions: The paper concludes by summarising the contributions to the special issue and highlighting the need to extend research in this area by focusing more on comparative dimensions of change. Purpose – This paper analyzes the new EU Bank Recovery and Resolution Directive (BRRD) to determine the level of guidance on instruments to wind-down bad asset portfolios of asset management vehicles. In the absence of such detailed guidance stipulated by the BRRD, the aim is to provide certain practical guidance to future resolution planning and execution. Design/methodology/approach – This paper draws upon experience from portfolio reduction strategies applied at European bad banks in the aftermath of the 2008 financial crisis. For illustration purposes, the paper use case study data from a bad bank located in the eurozone. Findings – For the new European Commission, implementation and enforcement of the Banking Union within the eurozone is currently a key priority. Present efforts are mainly directed towards minimum technical standards. However, the fundamental question of how to orderly unwind a bad assets portfolio without the usage of public funds remains partly addressed only. While a uniform approach to any bad asset does not seem to be applicable, certain lessons learned from previous financial crises may contribute to a selection of reduction strategies. Research limitations/implications – This paper draws upon experience from portfolio reduction strategies applied at European bad banks in the aftermath of the 2008 financial crisis. It includes case study data from the wind-down of a eurozone bad bank detailing the asset reduction strategies achieved so far. Most cultural heritage projects strive in ensuring financial sustainability, mainly relying on public subsidies. At the same time, they lack fund management policies which directly affects their financial sustainability. European Union heritage policies focus on sustainability but after investments have been made, there are rare cases which can boast about it. A number of heritage funding mechanisms exist which are explained in this review paper, while the focus is on crowdfunding as an alternative mechanism. The study used literature review method based on PRISMA guidelines to analyze new trends and suitability of crowdfunding for cultural heritage projects, and to detect possible factors influencing its success. The purpose was to add to the existing knowledge while offering a systematic review which can be applied in practice. Findings indicate the trend of participatory approach to heritage, which is in line with the participatory nature of crowdfunding campaigns. Further, crowdfunding suitability for cultural heritage projects was confirmed while its success factors majorly depend on the policy framework, heritage project nature and management of the campaign itself. The failure of key EU Member States to respect the provisions of the Stability and Growth Pact (SGP) a few years after its inception triggered a heated debate on how to reform the framework of fiscal policy coordination in the Economic and Monetary Union (EMU). This paper analyzes 101 reform proposals presented by professional academic and non-academic economists prior to March 2005, when the Council of the European Union adopted a revised version of the SGP. Roughly four different schools of thought concerning the reform of the SGP are identified. In line with the main findings of the political economy literature, all four schools of thought share the view that in the absence of specific rules fiscal policy would lead to excessive deficits and hence affect the conduct of the common monetary policy. However, beyond this common denominator, there is no consensus on how best to co-ordinate fiscal policy. We present several explanations for the multitude of proposals, the most important being the present lack of a consensus in the economics profession concerning the role of fiscal policy. Economists hold diverging views on the goals, instruments, efficiency and institutions for fiscal policy-making. This state of affairs is in sharp contrast to the case of monetary policy. Also, the euro area is the first case where monetary policy-making is centralized while fiscal policy-making is decentralized to national governments. [ABSTRACT FROM AUTHOR]

The paper examines the European copyright framework and its interaction with open access repositories. Access to information resources has become a modern necessity that needs to be met to share equitably the wealth of the European society. The Directives with intellectual property provisions to enhance copyright law policy makers are the foundation of the European copyright regime. This statement helps me to clarify the design and assumptions underlying open access practice in Europe. In this paper we aim to investigate the importance of the sports sector of the economy for macrolevel performance in the European Union Member States. The problem that we address is worthy of research focus as sport is a dynamically expanding and important sector of the economy. The increasing importance of sport in national economies cannot be fully analysed due to the lack of sufficient statistical data. In this paper, we provide a comparison of the Eurostat sports collections results and Sport Satellite Account-based examination of the contribution of sport to the GDP and value added. The analysis of statistical data is preceded by a description of the sports sector measurement. We establish that the contribution of sport is more remarkable for developed economies, however, it has also been increasing over time in other EU Member States. This can be observed for employment, changes in enterprises' statistics, and international trade. Household spending on sports goods and services also increases even if the Great Recession led to a downturn in sport consumption in some countries. The frequency and coherence of sports data collections related to its economic significance is not satisfactory. The issue needs to be given a higher priority by public authorities. In recent decades, after the Second World War, we have become familiar with migration to Europe mainly for the purpose of work. In the European Union we have enjoyed the free movement of labour, goods, services and capital. But the outbreak of the Russian-Ukrainian conflict revived in Europe the migration caused by the war, for humanitarian purposes or in other words, the struggle for security or survival of some human individuals is identified. Through this paper, we propose to analyze the impact that the Russian-Ukrainian conflict has on the migration phenomenon, but also some contextual regional socio-economic effects.
