A digital library is a digital information resource system supported by modern high technology, a next-generation information resource management model on the Internet, and the result of the digitization of library collections, and with the development of society and the accelerated pace of people's lives, people cannot spend too much time classifying and finding books, so the study of book classification and quick finding in university libraries is very important. This paper mainly researches and analyzes the classification and quick search of books in the university library through the algorithms and methods of digital information technology and finds a better algorithm. This paper mainly conducts experiments on automatic text and support vector machine (one-to-many and global optimization) methods and compares the obtained experimental data, such as classification accuracy, classification time, search time, and other data. The experimental results show that the classification accuracy of these three classification methods is in the range of 86%–94%. However, compared with the two methods of automatic text classification and one-to-many classification, the global optimization classification has the highest accuracy in the sample size of each interval. Among them, the classification time is the lowest for automatic text classification, which is less than 30s, and the one-to-many classification sample takes the most time, and their average fitness is in the range of 24%–27%. Text mining tools are now widely used for the efficient management of information and resources in business, academic and research organizations. This paper provides a comprehensive overview of research articles on the application of text mining techniques in the field of Supply Chain Risk Management and the apparel industry. Research articles published between 2000 and 2020, were obtained from various journals through two online databases, i.e., SCOPUS and IEEE Xplore. Through a systematic approach following PRISMA guidelines, 370 research papers were screened, filtered and finally classified into three main areas: Supply Chain Risk Management and outsourcing in the apparel industry, application of text mining in Supply Chain Risk Management and application of text mining in the apparel industry. In this study, we have identified a comprehensive list of various available data sources for text mining, methodologies and risks associated with outsourcing in the apparel industry. We classify the gaps in expanding the application of text mining in the apparel industry's Supply Chain Risk Management. Extracting useful information from online newspapers through text mining could vividly enhance the ability to monitor supply chain risks and provide the ability to link data to provide decision makers with the right information at the right time. Scientific publishing has undergone a number of paradigm shifts triggered by new technologies. The last technology leap, the world wide web, has made possible a new form of publishing called open access (OA), which places scholarly publications freely accessible for anyone on the web, using voluntary work and a variety of revenue models (other than subscription income) for sustaining the publishing activities. OA is eminently in line with the basic openness principles of science and the status of scientific results as a public good, and it is also cost effective for society as a whole. Despite its evident advantages OA publishing is still only in its infancy and has had a big impact in only a few scientific communities, such as high-energy physics. In civil engineering, and in construction information technology (IT) research, OA is still a relatively rare form of publishing. In the European Commission funded SciX project a generic system for scientific OA publishing was developed and was tested for running a number of services intended for the IT in architecture and civil engineering research communities. In addition the barriers for more widespread use of OA were studied. In this paper the different forms of open access: the peer-reviewed electronic journal, subject-specific, and institutional repositories, are first presented. After that the paper presents some of the results from the theoretical part of the project. Finally the paper briefly describes the architecture of the publishing platform and illustrates it with some of the pilots from the construction IT domain. This paper reports an examination of effective serials management practices in some academic libraries in Niger state. The study specifically investigated the types of serial materials in the libraries. It also examined the acquisition methods as well as methods applied in organizing serial materials in the studied libraries. Challenges bedeviling effective management of serial information sources also form the objective. The study further made a review from different sources on management of serials in libraries. The population of the study consisted of twenty three (23) staff manning the serials units of the affected libraries. Questionnaire and observation check-list were used as the instruments for data collection. 23 copies of questionnaire and observation check-list were distributed, filled and completely (100%) returned for data analysis. Descriptive statistics of frequency and percentages was used for data analysis. The study revealed that Newspapers, magazines and academic journals are the major serial materials available in the academic libraries. Direct purchase from book vendors, Constant subscription of physical serials and online databases were the main methods applied in acquiring serials in the libraries. It discovered that shelving and shelf reading, carding among other were the organizational techniques adopted by the libraries. Paucity of funds, Inadequate ICT facilities as well as inadequate working tools was the factors bedeviling effective serials management in the libraries. The study thus recommended among others that adequate funds be allocated to the libraries, online subscription be enhanced, conducive working environment for library personnel, independent power sources be provided to the academic libraries. An increasing number of organizations are encouraging and accepting the research information management system in the institute level to assess the research progress of the organization and bring out a report on scholarly communication activities. Open and commercial product on the Current Research Information System (CRIS) is emerging in the last decade. The Directory of Current Research Information system listed 25 CRIS system across European countries. The European Current Research Information System (euroCRIS) support the CRIS thought the European countries through the conference, working group and pioneer in the advocacy since 2002. This paper considers the recent development in the CRIS related activities around the world and recent progress in India. A key approach in many organizations to address the myriad of information security threats is encouraging employees to better understand and comply with information security policies (ISPs). Despite a significant body of academic research in this area, a commonly held but questionable assumption in these studies is that noncompliance simply represents the opposite of compliance. Hence, explaining compliance is only half of the story, and there is a pressing need to understand the causes of noncompliance, as well. If organizational leaders understood what leads a normally compliant employee to become noncompliant, future security breaches might be avoided or minimized. In this study, we found that compliant and noncompliant behaviors can be better explained by uncovering actions that focus not only on efficacious coping behaviors, but also those that focus on frustrated users who must sometimes cope with emotions, too. Employees working from a basis of emotion-focused coping are unable to address the threat and, feeling overwhelmed, focus only on controlling their emotions, merely making themselves feel better. Based on our findings, organizations can enhance their security by understanding the "tipping point" where employees' focus likely changes from problem-solving to emotion appeasement, and instead push them into a more constructive direction.Yan Chen is an associate professor at Florida International University. Organizational information security (ISec) threats have exploded with advances in globalization and technology. Thus, organizations are scrambling to find both technical and behavioral approaches to shore up security. Whereas security technologies are crucial to these efforts, they are often rendered useless by employees' misunderstanding, carelessness, or deliberate disregard of ISec polices (ISPs). Accordingly, organizations are increasingly seeking ways to encourage employees to work as security allies. A key approach in many organizations is encouraging employees to better understand and comply with ISPs. Consequently, ISec research has leveraged several theories to identify the underlying reasons for ISP compliance behaviors among employees. However, most of this research focuses unilaterally on compliance without simultaneously considering noncompliance, as if noncompliance were caused by opposite factors. A pressing need thus exists for a theoretical foundation that can consider both common outcomes and whether there is an explainable tipping point that can explain when a normally compliant employee chooses to become noncompliant, and vice versa. In this study, we contextualize the extended parallel process model (EPPM) to ISP compliance by accounting for dual outcomes of compliance/noncompliance and dual roles of coping—problem-focused coping and emotion-focused coping. We further extend the EPPM to include response costs and maladaptive rewards to predict the two possible outcomes. Additionally, we employ a weighted discriminant value measurement approach to examine the tipping point between compliance and noncompliance. To test our resulting theoretical model and new measure, we conducted two separate empirical studies with 816 employees, using survey and scenario methodologies. Competition in the Information Technology Outsourcing (ITO) and Business Process Outsourcing (BPO) industry is increasingly moving from being motivated by cost savings towards strategic benefits that service providers can offer to their clients. Innovation is one such benefit that is expected nowadays in outsourcing engagements. The rising importance of innovation has been noticed and acknowledged not only in the Information Systems (IS) literature, but also in other management streams such as innovation and strategy. However, to date, these individual strands of research remain largely isolated from each other. Our theoretical review addresses this gap by consolidating and analyzing research on strategic innovation in the ITO and BPO context. The article set includes 95 papers published between 1998 and 2020 in outlets from the IS and related management fields. We craft a four-phase framework that integrates prior insights about (1) the antecedents of the decision to pursue strategic innovation in outsourcing settings; (2) arrangement options that facilitate strategic innovation in outsourcing relationships; (3) the generation of strategic innovations; and (4) realized strategic innovation outcomes, as assessed in the literature. We find that the research landscape to date is skewed, with many studies focusing on the first two phases. The last two phases remain relatively uncharted. We also discuss how innovation-oriented outsourcing insights compare with established research on cost-oriented outsourcing engagements. Finally, we offer directions for future research. This review analyzes the impact of knowledge management (KM) and information systems (IS) on knowledge ambidexterity and demonstrates how organizations can achieve knowledge ambidexterity. We conduct a systematic literature review of 65 journal articles from scholarly databases, from which we identify the antecedents of knowledge ambidexterity. Based on our critical review, we create a conceptual framework to achieve knowledge ambidexterity. Subsequently, we discuss the evolution of IS and its relationship with knowledge ambidexterity to demonstrate how organizations can achieve knowledge ambidexterity. The review shows a lack of studies that examine how firms can leverage the benefits of KM and IS to achieve knowledge ambidexterity. We propose that the combination of exploration and exploitation processes can achieve knowledge ambidexterity. Our framework proposes the use of contemporary IS tools, such as Big Data, to balance the knowledge exploration and exploitation processes. Digital journals have been widely adopted by academic researchers and have nearly replaced printed journals in many contexts. The adoption of digital books is accelerating. The transition to digital information has changed information workflows of researchers by transforming the methods they use to find, store, retrieve, and use information from monographs, journals, and other sources. It has also changed the needs and expectations of scholars in relation to research information. To investigate these changes, 45 researchers in science, medicine, engineering, social sciences, and humanities at Stanford University were interviewed regarding information workflow and preferences. This article provides information about electronic journals (e-journals), their subscribers, management issues and necessities from the Bangladesh perspective. An attempt has been made to explore the infrastructural facilities and the existing problems of libraries and information centres that are subscribing to e-journals. The study also discusses the status of e-journal usage and accessibility in selected libraries and information centres, as well as advantages, limitations and prospects for e-journals in the context of this country. Finally the paper suggests that there is a need to establish a workable and sustainable consortium among libraries and information institutions in Bangladesh: It also recommends that systematic efforts should be made urgently for the proper organisation and management of e-journals. This paper provides an overview of the Joint Information Systems Committee (JISC) journal activities, lead by the JISC Journals Working Group (JWG) from 2003 to 2004.These activities include the launch of the NESLi2 scheme for central journal negotiations on behalf of the UK academic community. NESLi2 builds on the best practice established in previous schemes, but incorporates new features including defined negotiating criteria and a transparent process for reporting to university libraries. Other areas of JISC journal activity include developing cost-effective content acquisition, which takes account of the dynamic nature of the journals marketplace. To this end the JISC JWG has provided pump-priming funding for open access publishing. The group has also commissioned a report on the use of electronic journals across the UK academic community and an evaluation of the benefits and disadvantages of the established and emerging business models used by scholarly publishers. The number of journals with embargo periods in aggregated databases designed for academic libraries has increased for the simple reason that the number of available full text journals in these collections has also increased. Misconceptions surrounding embargo periods deduce that embargoes diminish access to information by withholding the current full text from journals, when in fact, embargoes increase access to information for journals that otherwise would not be available in aggregated databases. Embargoes exist for the purpose of preserving a publisher's traditional print and electronic journal subscriptions. Full text databases and e-journals are distinctly different resources. The use of embargoes may be valid in one electronic resource, but not the other. Linking capabilities provide seamless access from embargoed journals with current indexing in databases to the corresponding current full text found in a library's e-journal collection. The availability of electronic journals in the Portuguese academic community improved in a spectacular way since the creation of the national university consortium, Online Knowledge Library (b-on), in 2004. The work presented here is the outcome of a line of research begun in 2011 which aims to investigate the supply and use of electronic journals incorporated into university libraries through b-on. This study aims to present and analyse some of the statistical and bibliometric indicators of the Portuguese scientific consumption and output seeking to evaluate its connection with b-on. It was analysed the usage of b-on resources by the public universities members of the consortium, from 2004 to 2010.In addition to the usage data of the consortium, we used the Web of Science (WoS) from which we identified the articles indexed by five Portuguese universities between 2000-2010. Objective: To support migration from print to electronic resources, the Cushing/Whitney Medical Library at Yale University reorganized its Technical Services Department to focus on managing electronic resources. Methods: The library hired consultants to help plan the changes and to present recommendations for integrating electronic resource management into every position. The library task force decided to focus initial efforts on the periodical collection. To free staff time to devote to electronic journals, most of the print subscriptions were switched to online only and new workflows were developed for e-journals. Results: Staff learned new responsibilities such as activating e-journals, maintaining accurate holdings information in the online public access catalog and e-journals database ("electronic shelf reading"), updating the link resolver knowledgebase, and troubleshooting. All of the serials team members now spend significant amounts of time managing e-journals. Conclusions: The serials staff now spends its time managing the materials most important to the library's clientele (e-journals and databases). The team's proactive approach to maintenance work and rapid response to reported problems should improve patrons' experiences using e-journals. The library is taking advantage of new technologies such as an electronic resource management system, and library workflows and procedures will continue to evolve as technology changes.
