This research note discusses the 2009 Defence White Paper, particularly its focus on the potential threat the Chinese military might pose to the security of the Asia-Pacific in the foreseeable future. It also examines Chinese responses to the White Paper's main theses. It concludes that the White Paper marked a departure from the Howard government's policy of de-emphasising differences in Canberra's dialogue with Beijing and, by re-affirming commitment to the alliance with the United States (US), delineated the limits of Australia's partnership with China. However, its poorly substantiated predictions regarding the rise of China's power, the US economic and military decline and Beijing's geostrategic objectives raise doubts about the Rudd government's capacity to formulate a coherent vision for the future of Australia's relations with China. This paper presents findings from an investigation of nature-based practices, from the perspectives of 10 academics/educators from six nations. Participants engaged in a focus group exploring the prevalence and inclusion of nature in social work practice and education. While the study focused on individual members' experiences and perspectives, the findings highlight important context-specific factors for including nature within social work to reconnect humans with nature for health, well-being, healing, and justice. The article reflects on the issue on plant science in Korea. It reveals that the theory on country's scientific focus was not transparent to the people involved in the research. It presents an analysis with the participation of top ten countries including Northern America, Europe, Japan, and Australia. It succumbs that the countries in Asia are smaller than those mentioned above with respect to research publication other than Japan. It explains that Korea and China have increased the number of papers being published annually which out put is equaled with Brazil.

Aims: This paper presents updated prevalence estimates of awareness, ever‐use, and current use of nicotine vaping products (NVPs) from 14 International Tobacco Control Policy Evaluation Project (ITC Project) countries that have varying regulations governing NVP sales and marketing. Design, Setting, Participants and Measurements: A cross‐sectional analysis of adult (≥ 18 years) current smokers and ex‐smokers from 14 countries participating in the ITC Project. Data from the most recent survey questionnaire for each country were included, which spanned the period 2013–17. Countries were categorized into four groups based on regulations governing NVP sales and marketing (allowable or not), and level of enforcement (strict or weak where NVPs are not permitted to be sold): (1) most restrictive policies (MRPs), not legal to be sold or marketed with strict enforcement: Australia, Brazil, Uruguay; (2) restrictive policies (RPs), not approved for sale or marketing with weak enforcement: Canada, Malaysia, Mexico, New Zealand; (3) less restrictive policies (LRPs), legal to be sold and marketed with regulations: England, the Netherlands, Republic of Korea, United States; and (4) no regulatory policies (NRPs), Bangladesh, China, Zambia. Countries were also grouped by World Bank Income Classifications. Country‐specific weighted logistic regression models estimated adjusted NVP prevalence estimates for: awareness, ever/current use, and frequency of use (daily versus non‐daily). Findings NVP awareness and use were lowest in NRP countries. Generally, ever‐ and current use of NVPs were lower in MRP countries (ever‐use = 7.1–48.9%; current use = 0.3–3.5%) relative to LRP countries (ever‐use = 38.9–66.6%; current use = 5.5–17.2%) and RP countries (ever‐use = 10.0–62.4%; current use = 1.4–15.5%). NVP use was highest among high‐income countries, followed by upper–middle‐income countries, and then by lower–middle‐income countries. Conclusions: With a few exceptions, awareness and use of nicotine vaping products varied by the strength of national regulations governing nicotine vaping product sales/marketing, and by country income. In countries with no regulatory policies, use rates were very low, suggesting that there was little availability, marketing and/or interest in nicotine vaping products in these countries where smoking populations are predominantly poorer. The higher awareness and use of nicotine vaping products in high income countries with moderately (e.g. Canada, New Zealand) and less (e.g. England, United States) restrictive policies, is likely due to the greater availability and affordability of nicotine vaping products. Asia's middle powers face a trilateral dilemma stemming from their relationships with the U.S. and China. This paper uses the Australian example to examine the dilemma. It shows that Australia has bound itself to the U.S. because of domestic political factors, cost considerations, a belief that it can keep its interests separate, and its perception of regional threats. The paper then argues that others are likely to resolve their trilateral dilemmas in ways that make the regional strategic dynamic more competitive. [ABSTRACT FROM AUTHOR]

Research identifies unique challenges for younger women diagnosed with breast cancer at or before 45 years of age. This paper explores the experiences of younger women from diverse cultural backgrounds with breast cancer to see if there are differing healthcare provision needs across cultures. Sandelowski and Barroso's framework for undertaking a meta-synthesis is used in this paper. Initial searches in academic databases returned 42 papers of interest. Re-reading the papers in the context of the research question identified 12 studies which met the inclusion criteria. Five key themes were identified in these 12 studies. The overarching finding is that, irrespective of cultural background, the confrontation with breast cancer transforms the younger woman's life. It seems that healthcare provision needs do not differ substantially across cultures. Health professionals should address the unique psychosocial effects of cancer in the context of the lifestage of the woman. [ABSTRACT FROM AUTHOR]

The thesis of this paper is that governments of some otherwise enlightened states are increasingly fearful of acknowledging the restraints imposed on them by existing international law. They are also reluctant to enter into new commitments by way of international conventions that would expand the reach of international law. The paper asks whether these fears are based on a true understanding of international law or on some distorted view of it. It will draw comparisons and some contrasts between Australia and the United States in their reactions to a number of recent events as well as to some enduring situations of contemporary relevance. Had time (and the limits of my research) permitted, one might also have examined public attitudes toward international law in China, Japan, and Russia in this context, where similar fears appear to be entertained. France, Germany, Italy, and the United Kingdom, also enlightened states, appear by contrast to belong to a group more dedicated to international law. As Robert Kagan has recently remarked, the experience of two world wars at close quarters, and the formation of the European Union, have made the European countries more dedicated to process, where the United States is more interested in results. As we now know, once you introduce audience ratings, as China has done, you have not just introduced 'a measure'; you have introduced a huge apparatus that brings with it certain types of agreements, values and behaviours. No doubt, China's leaders saw the ratings as a neutral mechanism in mapping broadcast audiences. The history of ratings, however, is quite the opposite. It is a set of standards, values and conventions that drives particular kinds of expectations in organizations, technology and content. Audience ratings first provided a coordination rule for advertiser-supported media and then became a convention, harnessed by TV to change media economics. In this paper the authors provide an insight into how audience ratings, as a convention - a compact - emerged in Australia and America, and some of the major differences between them. In the context of the ongoing international debate concerning the efficacy or otherwise of the NPT and IAEA in preventing or managing nuclear proliferation, Australia's undertaking to enter a nuclear cooperation agreement with the People's Republic of China (PRC), once identified as a “strategic competitor” of Australia's major alliance partner the United States (US), suggests that Australia's approach to proliferation issues is being re-evaluated. This paper argues, utilising an analysis of the relationship between the evolving US approach to nuclear issues and Australian policy, that the Howard government's evolving approach to nuclear issues can be characterised as an attempt to balance the competing imperatives of maintaining Australia's reputation as a nuclear non-proliferation standard bearer, regional strategic and economic considerations and the weight of the Australia-US alliance. This article examines the changing nature of Australian-American relations in the aftermath of the Iraq imbroglio and China's rise. While many observers see differences in Australian and US approaches toward China as a reflection of different interests, it is the contention of this paper that these different Australian-US perspectives on China are, in fact, premised more on some highly skewed assumptions and fallacious beliefs, misconceptions and myths that have lately come to underlie Australia's China policy than on divergent Australian-US interests. This article looks at the proposition that China's rise has the potential to divide Australia and America but concludes that Beijing is unlikely to succeed in driving a wedge between Washington and Canberra. The shared values and shared strategic interests ensure broad support for the Australia-US alliance in Australia which has now expanded into a global partnership encompassing the transnational security issues as well as the traditional geopolitical issues of managing the rise of new powers. In this paper I argue for the importance of theorising citizenship as an independent axis of social inequality in the contemporary world. As a foil, I take two intertwined tendencies within anthropological writings on migration. First is the historical trend of anthropology as a discipline to theorise against the grain of the nation-state. Second is the tendency within anthropological studies of transnationalism and migration to theorise their subject in terms of Marxian understandings of class and exploitation or in terms of the intersecting dimensions of race, class and gender (but not citizenship). The result of these approaches is to elide the role of national boundaries and citizenship as significant theoretical objects in themselves.
