Rural shrinking is an ongoing phenomenon in many parts of Europe. Against this backdrop neo‐endogenous rural development has been gaining support as a conceptual and policy approach which stress the combination of local and external actors, resources and forces for enhancing an integrated development of rural areas. Within this governance framework rural social enterprises have been stressed as potential key actors contributing to rural development. This paper explores, through 36 semi‐structured interviews with diverse stakeholders of two Irish community‐based rural social enterprises, the role of these organizations in contributing to a neo‐endogenous development. Our findings show how their mobilization of the social attachment of their members, their collective character and their delivery of tangible results have been key to develop collaborative dynamics with stakeholders from different sectors and situated at various spatial scales. Moreover, these organizations have accommodated global‐exogenous forces buffering their effects through locally‐focused solutions which address the needs of their rural communities, despite their incapacity to address the causes of these global‐exogenous trends. We conclude that rural community‐based social enterprises can play a relevant role in contributing to neo‐endogenous development, however, institutional frameworks that address the diversity of rural areas and that enhance balanced collaborations among different rural development stakeholders are a precondition to unlock their potential. This paper addresses the 'policy dimension' of the TOWN project drawing on the implications of the case studies for policy(ies) for small and medium-sized towns (SMSTs) across Europe. It first considers approaches at European and national levels to SMSTs arguing in recent years there has been limited recognition that SMSTs have a significant role to play in the European territory. The paper provides an illustrative selection of towns from the ten case study countries. The research shows that the category SMSTs contains a varied and often dissimilar group of towns in a wide variety of regional contexts. This is true not only between countries but within them. The results indicate that while there are actions to support SMSTs that can be done at European level a prescriptive 'one-size fits all' approach should be avoided. This paper focuses on the particular role of the national setting for the economic resilience of regions during the resistance and recovery phase. Our empirical set‐up introduces a spatial hierarchy of 249 NUTS‐2 regions nested in 22 European countries while it includes numerous recessionary shocks from 1990 to 2014. Our results suggest that the impact of the national setting is strongest during the resistance phase when the national level accounts for up to 44.9% of the variance in regional GDP development. During recovery, however, the national share decreases but still amounts to no less than 22.0%. Apart from the direct effects that originate from, for example, regulatory density and fiscal policy measures, the national impact takes the form of cross‐level moderation effects. These indirect effects indicate that the regional patterns of resilience are additionally shaped by the inter‐linkages of country‐specific institutional factors and regional determinants. In recent years, the endogenous development ( ED) approach has gained influence within the rhetoric of European rural development policies ( RP). This paper provides a fundamental critique of the approach and shows that neither the economic elements of RP in general nor ED in particular are targeted towards the specific economic needs and capabilities of rural areas. The second part of this paper consists of the search for possible alternative concepts for a more targeted and effective RP. Based on a synopsis of existing theories, an integrated approach is proposed that builds upon the different coordination mechanisms for economic activity suggested by different theories. The new, integrated perspective enables an economic characterisation of rural areas and indicates that the successful support of local coordination of economic activity is determined by specific local conditions. It also makes evident that localised approaches usually cannot compensate rural areas for the lack of agglomeration advantages. Therefore, programmes for the economic development of rural areas which support the local coordination of economic activity remain a second-best policy. As such, they do not free the state from policies of spatial redistribution if the political aim is the creation of comparable living conditions. [ABSTRACT FROM AUTHOR]

Homelessness remains a neglected component of rural studies in Britain and Europe. Research has tended to skirt around the subject, focusing either on groups in need located within rural housing markets or on those people experiencing rural poverty living within conventional properties. In this paper we want to connect homelessness with rurality by drawing on key findings from recently completed research on rural homelessness in England. We want to make connections between homelessness and rurality in two main ways. Firstly, given the limited knowledge base on rural homelessness, we set out the overall extent and profile of homelessness in rural England based on an analysis of unpublished official statistics. We also highlight how homelessness in rural England is bound up with a great deal of spatial unevenness and suggest that it is through localized investigation that important connections between homelessness and rurality can be best understood. In the second part of the paper, we draw on findings from local research conducted in two rural districts in Gloucestershire to provide a range of evidence that points to the significance of the local spaces of rural homelessness. In particular, this work demonstrates the ways in which local structures of housing provision and socio-cultural and political processes in these districts impact on the nature and experiences of rural homelessness. This paper examines some recent analyses of alternative agro-food networks (AAFNs) and claims that these innovative modes of food provisioning are emblematic of a new rural development paradigm in Western Europe. A political-economic critique of the territorialised, farm-centric value added strategies underlying these claims suggests that this characterisation is overdrawn and premature. The neglect of the consumption side of the rural development equation also argues for a more modest assessment of AAFNs and their paradigmatic potential. [ABSTRACT FROM AUTHOR]

The concept of social exclusion may be used to connect the experiences of individuals and social groups to broader social and economic processes (linking ‘biography’ to ‘history’). This paper draws on recent empirical studies of young people in rural areas of Britain and other European countries to illustrate how social exclusion may operate in rural areas, particularly in the transition from education to employment. Rural development practices are found throughout Europe and cover a wide range of different types of activity. At first sight there does not seem to be much similarity between these different practices. This paper presents the results of a comparative analysis of some 30 cases of rural development from the different tracts of European countryside studied in the first phase of the impact research programme. The paper summarizes several of the communalities that were revealed in the analysis and goes on to consider differences that may be relevant to policy, especially in relation to the levels of socio-economic impact generated by rural development practices in terms of extra income and employment. By means of clustering sets of cases according to regional and farm level impact data, a number of underlying factors in successful rural development and its translation into socio-economic impacts are identified. Important factors relate the dissemination of activities by integrating new participants and repetition by others, the unleashing of synergy effects within clusters of compatible and mutually reinforcing rural development activities,and the construction of regional 'protected spaces' within the dominant technological regime that favour rural development.
