In this paper we argue that there is a 'missing middle' between policies to ameliorate poverty of those in need and the experience of poverty. Drawing on interviews with respondent poor(er) households in Brunei's 'water village' of Kampong Ayer and with officials and local leaders, the paper details a complex and well‐funded system of support for those in need. It then shows how this impressive architecture of welfare does not always meet the needs of those it seeks to support. Through rendering poverty technical, policies implicitly ascribe persistent destitution as arising from the failure of the poor to take advantage of the opportunities made available to them. The paper suggests that this gap could be bridged by giving non‐governmental organizations (NGOs), social enterprises and informal businesses a greater role in the delivery of support. Kampong Ayer's experience has its parallels in other places and situations: the tendency to bureaucratize poverty and its amelioration; the desire to simplify poverty but complicate programmes for poverty eradication; and the expectation that the onus for adaptation should be on—and with—the poor. This paper proposes to establish Maximum Sustainable Employment (MSE) as a new guiding light, or beacon, for wild fisheries governance. This new social beacon complements the directives provided by the prevailing beacons: Maximum Sustainable Yield (MSY) and Maximum Economic Yield (MEY). The argument is that context matters: in countries where poverty levels are high and alternative employment is scarce, fisheries governors cannot limit themselves to a sectoral perspective. Instead, they must include the remunerative employment and ‘decent work’ that wild fisheries offer society in their strategic deliberations. This perspective is especially relevant for countries in the Global South, but it also has a bearing on the Global North. After discussing the history of scientific fisheries management and the relevance of employment in fisheries, the paper considers the arguments made against MSE. Existing scholarship indicates that subjective and objective poverty hardly overlap. This study contributes to our understanding of what different types of poverty mean by analysing the drivers of subjective poverty in Ukraine, whereby in 2018 71.8% of people self‐identified as poor despite the relative material deprivation measures estimating poverty to be around 30%. To understand the drivers of subjective poverty, the paper draws on 50 in‐depth semi‐structured interviews across low‐ and high‐income individuals, of which 38 self‐identified as poor. Data suggests that the self‐perception of being poor is driven by Ukraine's relative deprivation to other European countries, fears about the future due to vulnerability to shocks, and the perception of purposeful exclusion by the economic elite. Background Methods Results Conclusion Obstetric fistula develops from obstructed labor and is a devastating condition with significant consequences across several domains of a woman's life. This study presents a narrative review of the evidence on the economic consequences of obstetric fistula.Three databases were searched, and search results were limited to English language papers published after 2003. Search results were reviewed for relevance based on title and abstract followed by full text review using specific inclusion and exclusion criteria. Bibliographies of papers were also scanned to identify relevant papers for inclusion. Data were extracted under three categories (defined a priori): the economic consequences of having the condition, the economic consequences of seeking care, and the macroeconomic impacts.The search returned 517 unique papers, 49 of which were included after screening. Main findings identified from the studies include women losing their jobs, becoming dependent on others, and losing financial support when relationships are lost. Seeking care was economically costly for families or unaffordable entirely. There were no studies describing the impact of fistula on national economies.Economic consequences of obstetric fistula are multifaceted, pervasive, and are intertwined with the physical and psychosocial consequences of the condition. Understanding these consequences can help tailor existing fistula programs to better address the impacts of the condition. Further research to address the dearth of literature describing the macroeconomic impact of obstetric fistula will be critical to enhance the visibility of this condition on the health agendas of countries. Despite a history of critique, concentrated discussion and improved assessment processes, neglect continues to be a major challenge for child protection services. This paper draws on findings from a government‐commissioned analysis of 'serious case reviews' (SCRs) in England, arising from incidents of serious child abuse in 2017–2019. There were 235 cases, for which 166 final reports were available. Alongside a quantitative analysis of the whole cohort, we undertook an in‐depth qualitative analysis of 12 cases involving neglect. A key challenge in responding to neglect in its different forms is that it can be so widespread amongst families that practitioners no longer notice its severity or chronicity – it becomes normalised. In this paper we explore two dimensions of the 'paradox of neglect' where it seems to be everywhere and nowhere simultaneously. The first is that neglect is so closely bound up with the prevalence of poverty that little action is taken to address it. The second is that the overwhelming nature of neglect can blind practitioners to other forms of maltreatment that may also be present within a family. The Korean government initiated a multi‐tiered benefits system for older people, but the relative poverty rate of the older population remains the highest among developed economies. This paper employed the Shapley decomposition and four efficiency criteria to evaluate the anti‐poverty efficacy and efficiency of major public transfer benefits with the Korea Welfare Panel Study 2006–2018. The results present that the Korean public pension exerted the greatest efficacy among the programmes. The efficacy of the Basic Pension, operating as a means‐tested benefit, significantly increased when implemented in 2008 and expanded in 2014. In terms of efficiency, the contributory public pension supported only 40% of older adults in poverty. However, the generous coverage of the Basic Pension since 2008 might have led to more than half of recipients not experiencing absolute poverty. The UK social security system performs an important role as a creditor and debt collector for many benefit claimants, with more affected by deductions than formal welfare conditionality or sanctions. Deductions, then, are central to understanding low‐income life in the UK. With that in mind, this paper draws on a mixed‐methods project to explore the policy rationale, administration and effects of benefit deductions at a particular moment of crisis. Through new analysis of statistical releases, I evidence increasing indebtedness and an Inverse Care Law, whereby UK social security performs worst for those who need it most. Drawing on qualitative longitudinal ethnographic fieldwork conducted at the height of the cost‐of‐living crisis, I also evidence how deductions affect the lives and trajectories of low‐income claimants over time. The analysis offered details how deductions weaponize debt, often in ways that financialise benefit claimants and their entitlements that prove counter‐productive to the stated policy objectives of deductions: worsening the poverty‐debt trap and pushing people (further) away from the labour market. In 2019, the Federal Deposit Insurance Corporation (FDIC) reported that 7.1 million households in the United States (5.4%) were unbanked and lacked a checking or savings account). Using three leading household surveys, this paper documents how the interaction between bank access and poverty has evolved over time. We present a historical time series of unbanked rates, showing high‐unbanked rates for those in poverty even with increases in financial access over time. In the 1980s, 49.6% of households in poverty were unbanked while 22.8% were unbanked in 2019. Unbanked rates were even higher for Black and Hispanic households that were in poverty. In the 1980s, these groups had unbanked rates of 73.6% and 66.5% which declined to 38.4% and 31.8% in 2019, respectively. To explain differences in banking rates by race, we use binary Kitagawa‐Oaxaca‐Blinder decompositions. The purpose of this paper is to provide an update on the development of the long‐term relative poverty rate in Europe. We use European Statistics on Income and Living Conditions data (EU‐SILC) for 26 European countries between 2009 and 2018. In addition to describing the development of long‐term poverty, we also analyse the drivers of poverty on the country level via fixed effects panel regression analysis. We are particularly interested in how economic growth, employment rates, social expenditure, and short‐term poverty rates are related to long‐term poverty. Overall, the results show that long‐term poverty has increased in 13 out of 26 countries, but was unchanged or decreased in 13 countries. Gross domestic product growth is not related to the development of long‐term poverty. However, we find that male employment and social welfare expenditure reduce poverty rates. Furthermore, short‐term poverty is negatively associated with long‐term poverty. Hence, short‐term poverty and long‐term poverty rather substitute than complement each other. [ABSTRACT FROM AUTHOR]

This paper examines the trade–peace nexus in Africa and ascertains how poverty and inequality tilt the relationship in the eight regional (economic) blocs in Africa, viz. the Arab Maghreb Union (UMA), the Common Market for Eastern and Southern Africa (COMESA), the Community of Sahel–Saharan States (CEN–SAD), the East African Community (EAC), the Economic Community of Central African States (ECCAS), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority on Development (IGAD) and the Southern African Development Community (SADC), from 1998 to 2020 using the Driscoll–Kraay estimate. The study contributes to the literature by disaggregating the peace effect of trade in Africa by the regional (economic) blocs to allow for in‐depth and context‐specific analysis. The paper also expands the scope of existing studies by examining the direct effect of poverty and inequality on peace in addition to the indirect effect that is revealed through their interactions with trade integrations. The findings reveal that trade promotes peace in Africa, while wide income inequality and a large poverty gap increase the likelihood of conflict. The interaction of poverty and inequality with trade integration shows that while the poverty level does not improve the effect of trade on peace, inequality reduces the impact of trade on peace. Framed by Urie Bronfenbrenners' (1979) ecological systems theory, this paper analyses the contextual factors that facilitate commercial sex work among adolescent girls in a metropolis in Ghana. Focusing on contextual factors rather than individual perspectives, we examined the background of minors involved in sex trade by interviewing 15 juvenile prostitutes (aged 14–17) and several key stakeholders. We explored factors that cause them to engage in prostitution, such as dysfunctional family systems, peer and sibling influence, inadequate accommodation, media influence and fashionable trends, as well as poverty and survival dynamics. An innovative discovery presented in this paper is the strong presence of schools, and resultant young people, as well as tourist attractions and cultural celebrations such as festivals and funerals as drivers of juvenile prostitution in the study site. In this paper, we propose and analyze a coupled disease‐economic model to study the impact of poverty on cholera outbreaks. We consider the stock of capital per effective units of labor, reflecting the effect of the stock of capital on cholera outbreak and transmission. The system has positive bounded solutions. We show that the disease‐free equilibrium is globally asymptotically stable whenever R01≤1$$ {\mathcal{R}}_{01}\le 1 $$, while when R01>1$$ {\mathcal{R}}_{01}>1 $$, the disease‐free equilibrium is unstable. The sensitivity analysis of the model has been performed in order to determine the impact of related parameters on outbreak severity. We further study various cases for the investment rate upon critical value of the investment in order to describe the effect of poverty on the infected individuals over time. The results we obtained show that increasing of the stock of capital per effective units of labor and the implementation of strategies combining awareness programs and therapeutic treatments will reduce the proportion of the infected population. It has often been suggested that poor Australians were a forgotten cohort during the long period of post‐World War Two prosperity. Yet the peak non‐government welfare body, the Australian Council of Social Service (ACOSS), aimed from its establishment in 1956 to publicise concerns about poverty, and stimulate policy responses to relieve the disadvantage of those living in poverty. Using a range of primary sources including ACOSS annual reports, policy statements, committee meeting minutes and newsletters, this paper examines the key manifestations of ACOSS advocacy for low‐income Australians including research reports, budget submissions and public forums. It is argued that ACOSS gradually shifted from a welfarist approach based on lifting the incomes of specific vulnerable groups in isolation to a social justice approach that linked poverty to wider societal inequities. This paper examined relationships between area‐level deprivation, local authorities' social care expenditure and the rates of children entering care proceedings in England using a novel data linkage of de‐identified records provided by the Children and Family Court Advisory Service (Cafcass). Using structural equation modelling, the authors found strong positive relationships between socioeconomic area deprivation and high rates of children undergoing care proceedings in England between 2015 and 2019. Preventative social care expenditure is associated with lower child rates when adjusting for deprivation. This article examines the situation of water scarcity and security in Mexico, with a focus on the drinking water supply issue in rural communities and the challenges posed by assessment methodologies. We conducted a comprehensive literature review to update the available information on the water crisis in Mexico and its impact on rural communities in the country, as well as the methodologies employed to assess water security and the methodological challenges associated with them. Among the most noteworthy findings is the persistent challenge in evaluating water scarcity and its implications for communities, due to the lack of consensus on the most precise methodology. Nevertheless, current methodological approaches suggest the integration of physical models with pertinent social, economic, and political data. The literature broadly agrees on the severity of the water scarcity crisis and the clear link between rural poverty and inadequate access to drinking water. Water scarcity is both a contributing factor to and a consequence of poverty, stemming from a complex interplay of socioeconomic pressures, inadequate institutional responses, and deficient water management. The paper concludes that water scarcity involves intricate interactions among various factors, encompassing physical water scarcity, pollution, and the impacts of climate change on the water cycle, and most critically, the complexities inherent in water management and regulatory frameworks. Therefore, the integration of well‐informed policies, effective management practices, and collaborative efforts is crucial for ensuring a prosperous and sustainable future. Introduction: Associations between structural inequalities and health are well established. However, there is limited work examining this link in relation to mental health, or that centres public perspectives. This study explores people's experience and sense‐making of inequality in their daily lives, with particular consideration of impacts on mental health. Methods: We conducted a peer research study. Participants had to live in one of two London Boroughs and have an interest in inequalities and mental health. Using social media, newsletters, local organisations and our peer researchers' contacts, we recruited 30 participants who took photos representing their experience of inequality and discussed them during semi‐structured interviews. Data were analysed using reflexive thematic analysis. Results: Three themes were identified in this study: (1) inequalities are unjust, multilayered and intertwined with mental health. Accounts demonstrated a deep understanding of inequalities and their link to mental health outcomes, describing inequalities as 'suffering' and 'not good for anyone'. Financial, housing, immigration and healthcare problems exacerbated poor mental health, with racism, gender‐based violence and job loss also contributing factors for both poor mental health and experiences of inequality; (2) inequalities exclude and have far‐reaching mental health consequences, impacting personal sense of belonging and perceived societal value and (3) moving forwards—addressing long‐standing inequality and poor public mental health necessitated coping and resilience strategies that are often unacknowledged and undervalued by support systems. Conclusion: Lived experience expertise was central in this study, creating an innovative methodological approach. To improve public mental health, we must address the everyday, painful structural inequalities experienced by many as commonplace and unfair. New policies and strategies must be found that involve communities, redistributing resources and power, building on a collective knowledge base, to coproduce actions combatting inequalities and improving population mental health. This paper examines the impact of social pensions on old‐age poverty. To achieve causal identification, we leverage the reduction in the minimum eligibility age of Mexico's flagship non‐means‐tested social pension program. We find that the program's expansion significantly reduced extreme poverty, mainly among indigenous seniors and in rural areas. However, it had negligible effects on labor force participation, suggesting that social pensions were not effective in ensuring minimum economic well‐being and simultaneously inducing retirement among seniors at early stages of old age. In this paper, we address the relationship between ethics committees and children involved in qualitative educational research in Chile. In light of a central and recurring challenge (protection versus participation) and its implications, we reflect on informed consent as an instrument that embodies the power of ethics committees within the research process. We inform this reflection with extracts of visual ethnographic fieldwork carried out in 2017 in a marginalised school in Santiago, Chile, with children aged from 8 to 13. This paper reviews 26 reports into deaths and serious abuse of children in families who were subject to the No Recourse to Public Funds (NRPF) rule. Our analysis illustrates vulnerabilities caused by exclusionary policies, exacerbating social deprivation and isolation experienced by the children and families and making it more difficult for professionals to respond in ways which safeguarded children's welfare. Drawing upon a social model for protecting children that requires recognition of the social determinants of harm and the economic, social and cultural barriers faced by families, we examine the experiences of children and families with NRPF who were the subject of a serious case review, and the responses of agencies responsible for safeguarding child welfare. This paper calls for human geographers examining poverty in the global North to attend more to asset‐based community development (ABCD) poverty interventions in order to complement geographers' current foci on how people experience and respond to poverty. ABCD is a community movement that originated in the USA that emphasises principles of focusing on gifts and assets rather than deficits, and on relationships at the neighbourhood level. In doing so, ABCD starts from what is 'strong' rather than 'wrong' in order to work towards community transformation. This paper's focus on ABCD emerges from an ethnography with a community following ABCD on an estate in Birmingham, UK. The housing estate in which the ethnography was conducted is an area of relatively high UK deprivation. However, the ethnography drew out how, through ABCD intertwined with a Christian ethos, local volunteers and community workers endeavoured to reframe the questions being asked of and by the community in order to focus on people's gifts, foster neighbour‐to‐neighbour support, and shun stigma. In conclusion, the paper argues that giving more attention to ABCD poverty interventions will complement human geographers' existing attention to poverty in the global North by broadening our foci, including to question whether ABCD interventions could be used more widely to combat both the existence and experience of poverty. However, this comes with a warning: in giving more attention to assets, we must be careful to avoid romanticising poverty, and so this must be alongside existing geographical attention to austerity and welfare provision. Considering that public debt is a priority for policymakers in Mexico, the aim of this paper is to examine the convergence or divergence in debt per capita and main drivers of debt in the 32 Mexican states in the period 2006–2021. The results support significant spatial correlation of debt/cap across states. Cross‐section and spatial dynamic regressions are used to analyse absolute and conditional beta‐convergence in debt per capita, and the divergence assumption is documented. The panel data models based on the method‐of‐moments quantile models and pooled mean group estimators indicate that poverty is the main determinant of debt, whereas foreign direct investment is insufficient to support the reduction in debt in the long run. In its first years in office, the Labour Government set out a wide-ranging and ambitious set of policies aimed at reducing poverty, inequality and social exclusion. A decade on, with the party facing probable catastrophic defeat in the next general election, how far can these ambitions be said to have been met? This article summarises the evidence. South Asia, a sub‐region with nearly a third of the world's population living in extreme poverty and hunger, has been affected by the COVID‐19 pandemic in an unprecedented way. The pandemic has undermined the progress achieved by the subregion towards attaining sustainable development goals. This study argues that fostering environmental sustainability in the South Asian region is crucial to "Building Back Better" while taking cognisance of future climate‐related risks. With the low level of preparedness, the collapse of global supply chains, and restrictive regional integration, the individual country in the region lacks the fiscal and technical capacity to implement sustainable development goals effectively. Therefore, based on the analytical approach to regional integration, this paper explores the potential role of regional integration in ensuring environmental sustainability in South Asia. Additionally, this study illustrates how the COVID‐19 pandemic has affected several environmental aspects at the regional level, such as clean energy, disaster risk reduction, and waste management, and shows how regional cooperation can address these challenges post pandemic. While previous studies mainly focus on regional integration in the European Union, this study targets the crucial importance of regional cooperation in South Asia in achieving environmental sustainability. Children and young people's (CYP) life chances depend heavily on family resources. This paper reports a rapid review of qualitative/mixed method studies about Universal Credit undertaken with CYP in the UK; subsequently expanded to include additional descriptors of economic disadvantage. Sixteen studies were reviewed; narrative synthesis was used to explore themes. Most recruited CYP with experience of economic disadvantage; none explicitly reported perspectives of CYP experiencing disability or rurality. Findings show growing up in poverty has significant, negative impacts on health and well‐being, causing feelings of exclusion, shame and unfairness; raising important questions about the adequacy of welfare support in the UK. In this paper, I review arguments according to which harsh criminal punishments and poverty are undeserved and therefore unjust. Such arguments come in different forms. First, one may argue that no one deserves to be poor or be punished, because there is no such thing as desert‐entailing moral responsibility. Second, one may argue that poor people in particular do not deserve to remain in poverty or to be punished if they commit crimes, because poor people suffer from psychological problems that undermine their agency and moral responsibility. Third, one may argue that poor and otherwise marginalized people frequently face external obstacles that prevent them from taking alternative courses of action. The first kind of argument has its place in the philosophy seminar. Psychological difficulties may be important to attend to both in personal relationships and when holding ourselves responsible. Nevertheless, I argue that neither type of argument belongs in political contexts. Moral responsibility scepticism ultimately rests on contested intuitions. Labelling certain groups of people particularly irrational, weak‐willed, or similar is belittling and disrespectful; such claims are also hard to prove, and may have the opposite effect to the intended one on people's attitudes. Arguments from external obstacles have none of these problems. Such arguments may not take us all the way to criminal justice reform, but in this context, we can supplement them with epistemic arguments and crime prevention arguments. [ABSTRACT FROM AUTHOR]

An up‐to‐date and accurate picture of the evidence on the impact of poverty is a necessary element of the debate about the future direction of children's social care services internationally. The purpose of this paper is to update evidence about the relationship between poverty and child abuse and neglect (CAN) published since a previous report in 2016 (Bywaters et al., 2016). A systematic search was conducted, identifying seven reviews. Poverty was found to be consistently and strongly associated with maltreatment, be that in terms of familial or community‐level poverty, or in terms of economic security. Findings demonstrated that both the type and the quantity of economic insecurities impacted child maltreatment. Certain economic insecurities – income losses, cumulative material hardship and housing hardship – reliably predicted future child maltreatment. Likewise, as families experienced more material hardship, the risk for maltreatment intensified. In some studies, the relationship between poverty and maltreatment differed by abuse type. Future reviews need to investigate individual papers and their findings across different CAN measures, definitions, samples, abuse types and conceptualisations of poverty to provide a comprehensive understanding of the current research base and the directions which need to be taken to further understand and prevent CAN. Key Practitioner Messages: Poverty should be a central theme in work with families, and visible in assessments, case conferences and court reports.Research indicates that child protection practices need to move away from a narrow focus on parental risk to harmful contexts and ways of addressing these in which society, communities and families can provide environments where harm is minimised, and children are enabled to flourish.Further research is needed to better understand the relationship between poverty and CAN. Poverty was already a main problem in Afghanistan even before, but it has exacerbated due to the pandemic. However, the actual impact of the pandemic on households had not been investigated. This study provides such analysis using data obtained from a strictly random survey of 1060 households in the capital of Balkh, the fourth most populated province in Afghanistan. Using headcount ratio and poverty gap measures and both income and expenditure approaches, the results show that an additional 12% of households fell below the poverty line, from an already high of 75% before the pandemic. The poverty gap index rises to 34%, but the computed Gini coefficient indicates no significant change in inequality. Poor governance and corruption in Afghanistan are major impediments to address the issue of poverty. One of the objectives of the newly adopted European Child Guarantee is to ensure effective and free access to at least one healthy meal each school day for all children at risk of poverty and social exclusion in Europe. However, little is known about the starting point of Member States in terms of school meal provision. This paper aims to fill this information gap. It maps the current free school meal provision in the 27 Member States, reviews existing relevant evidence to illustrate the expected impact and presents estimates of the public budget needed to meet the Child Guarantee's objective. This paper estimates the impact of trypanosomiasis on crop‐livestock production, economic loss and poverty in Ethiopia. We use unique panel data to estimate how the disease affects livestock deaths, production costs and crop production. We then use these estimates to evaluate the disease's total economic loss and its implications on poverty in the study districts and the country. Estimates of the fixed effect regression models indicate that trypanosomiasis increases the value of livestock deaths by 33% and production costs by 63%. Crop production decreases by 14% when trypanosomiasis and oxen death coexist. We estimate that the direct economic loss is about US$58,300 per annum in the study districts. The estimated countrywide economic loss is about US$94 million per annum. Had the government prevented this economic loss and invested it in social protection programmes, it could have lifted about 9000 people in the study districts and about 200,000 people in the country above the national poverty line per annum. This paper discusses one particular way we may put the idea of sharing in ubuntu philosophy into practice: moderate selflessness. Moderate selflessness is an important tool that might help us pursue other‐regarding behaviour alongside the agent's genuine well‐being interests to help disrupt the antagonistic gap between humanity and nonhumanity. I suggest that, properly understood, moderate selflessness may provide conceptual resources to avoid antagonistic environmental practices, including the concerns of poverty and biodiversity loss. Children's lives in the Covid‐19 pandemic were subject to unparalleled restrictions on and disruption to their daily lives. This paper explores the day‐to‐day relational, social participation and activities of young children in one East London borough in early 2021, as told through qualitative interviews with their parents. We adopt a social‐ecological model of children's development, a child rights focused understanding of well‐being, underpinned by an agentic view of both parents and children. We find that for some children, parents had additional time to spend with them and new activities were possible. But for others, particularly those living 'compressed lives' in low‐income households and over‐crowded accommodation with no outside space of their own, all three aspects—relational, participatory and activities—were significantly diminished. This paper examines the affective and temporal dimensions of hope's use in the non‐profit spaces of poverty governance. Drawing on 14 months of qualitative fieldwork at financial coaching programmes in Boston, Massachusetts, this paper explores how financial coaches understand the function of hope in their work with low‐ and moderate‐income clients. By tracing how financial coaches use hope to encourage clients to participate in and build allegiance to the contemporary economy, this paper argues that hope is foundational to how contemporary poverty alleviation programmes, of which financial coaching is indicative, depoliticise clients' lived experiences of impoverishment. Amid a resurgence of interest in the geographies of hope, the significance of this inquiry lies in its ability to offer an alternate reading of the seemingly benevolent, positive, or radical uses of hope by conceptualising hope as a placating force that cements existing economic arrangements and forecloses alternative political imaginaries. The inquiry undertaken in this paper, then, has implications not only for our understanding of the persistence of poverty, but also indicates the role of non‐profit organisations in the production and ongoing maintenance of broader systems of capitalist exploitation. The challenges of Reproducibility and Replicability (R & R) in computer science experiments have become a focus of attention in the last decade, as efforts to adhere to good research practices have increased. However, experiments using Deep Learning (DL) remain difficult to reproduce due to the complexity of the techniques used. Challenges such as estimating poverty indicators (e.g., wealth index levels) from remote sensing imagery, requiring the use of huge volumes of data across different geographic locations, would be impossible without the use of DL technology. To test the reproducibility of DL experiments, we report a review of the reproducibility of three DL experiments which analyze visual indicators from satellite and street imagery. For each experiment, we identify the challenges found in the data sets, methods and workflows used. As a result of this assessment we propose a checklist incorporating relevant FAIR principles to screen an experiment for its reproducibility. Based on the lessons learned from this study, we recommend a set of actions aimed to improve the reproducibility of such experiments and reduce the likelihood of wasted effort. We believe that the target audience is broad, from researchers seeking to reproduce an experiment, authors reporting an experiment, or reviewers seeking to assess the work of others. Plain Language Summary: This paper aims to help researchers understand the challenges of reproducing Deep Learning (DL) publications, mitigate reproducibility gaps, and make their own work more reproducible. We build on the work of others and add recommendations organized by (a) the quality of the data set (and associated metadata), (b) the DL methodology, (c) the implementation methodology, and the infrastructure used. The current set of papers in this special issue capture the range of viewpoints, scientific approaches, and populations needed to illuminate and tackle the issues of school achievement among vulnerable learners. This includes providing a framework for researchers to work from relevant policy findings, and literature reviews to small scale studies. The manuscripts also traverse different aspects of scientific inquiry – from data reported by federal and state programs, thus providing a "bird's eye view" of findings, to more granular neurobiological approaches. Across all papers is the clear theme of needing to shift from where we have been in order to establish a path forward for where we need to go to account for learners that have been relatively neglected in scientific studies. To break down barriers of inequity and increase our understanding of causes and consequences of vulnerable learners, there is a need to re‐think how we establish policies and allocate funds, as well as broadening our lens as we conduct scientific studies. Each piece in this special issue calls for the need to better understand these issues that vulnerable learners face to address inequities in our educational ecosystems. Countries across the world continue to invest in social protection programs with the goal of ending poverty by 2030. It is important to examine these programs to know whether they are serving the purpose of reducing poverty. In Rwanda, the impact of the Vision Umurenge Program (VUP) regarding poverty‐related outcomes has not been consistently revealed. This leads to uncertainty about the program's effectiveness in achieving the stated goals. This paper intends to fill this gap by estimating the impact of the VUP Direct Support on poverty outcomes. It uses the Propensity Score Matching method to compare the effects of the VUP with a counterfactual outcome. The findings show that the program is benefitting households in response to economic risks. However, the scheme is not lifting them above the national poverty lines. The main contribution of the paper is that it uses a novel method using the latest statistics to evaluate the VUP. In addition, it uses the most recent household data. The study provides a significant contribution to evaluation of the effectiveness of anti‐poverty interventions in Rwanda, as well as the Sub‐Saharan region, where the journey towards achieving the goal of reducing poverty is demanding. Eliminating poverty by 2030 is the main target of Sustainable Development Goal 1(SDG1). India had an ambitious target of cutting down its poverty rate to 10.95% from 21.92%, by 2030. This review has the objective to consolidate the literature related to SDG1 in India, since 2015 and to identify futuristic research niches. This research focuses on the research questions of identifying the public policy initiatives in India for achieving SDG1 and the performance of various indicators of SDG1 in India. Forty‐one peer‐reviewed articles related to SDG1 in India are selected from the sources of Web of Science and consolidated the findings of these works of literature by using the indicators of NITI Aayog as the themes; described the empirical papers by highlighting the key variables and findings. This research had identified the health insurance penetration; slum rehabilitation and rejuvenation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) are the futuristic areas for research. This paper contributes to the existing body of knowledge and recommends the key areas to be focused on achieving SDG1 in India. This review can help readers in understanding better methods of poverty eradication. High spirits are recommended from the implementing authorities to meet the objectives of indicators of poverty, better housing, health insurance penetration to households, and for the generation of employment and consumption by the scheme of MGNREGA. The purpose of this paper is to reflect back on, and respond again to, the 2005 Ethics and International Affairs symposium entitled "World Poverty and Human Rights." The paper identifies and further explores the ideals of combatting poverty versus the realities of poverty as we move into the final ten years of the Sustainable Development Goals. The paper focusses on a moral and philosophical approach to poverty and the ideals versus the realities. It explores the three challenges posed by nation‐states and borders, international interactions, and global institutions, which continue to challenge any semblance of justice in the current economic distribution of wealth. This paper critically comments on the state of affairs in the UK relating to the pandemic and explores how a focus on inequities experienced by marginalized and vulnerable groups is necessary for exposing the material realties of everyday life, but also how such a focus has been hijacked by center right politics to distract us from collective responsibilities and building alliances for systemic change. The paper critically reviews the impact of the COVID‐19 pandemic on the most marginalized and vulnerable in UK society and highlights the interconnected risk factors of COVID‐19 and its secondary impacts to demonstrate how these are linked to political ideology, policy, and practice. We conclude with recommendations informed through a looking back at the key tenants and purposes of universal healthcare to apprise what is needed in this moment of crisis and beyond. Households with children eligible for Free School Meals are at risk of food insecurity. This paper reports on a rapid‐response study that investigated the impact of the school food voucher scheme during the COVID‐19 crisis on young people, families and schools. It pays close attention to the reliance of the state on the goodwill of society and its citizens in feeding those most in need. The Capabilities Approach is used to highlight factors that inhibited and restricted the use of the vouchers to produce the capability of having good nutrition for children in need of Free School Meals. The approach moves towards creating a society where children and young people are able to lead a life of their own choice and contribute to key policy decisions. This qualitative study funded by the British Education Research Association was conducted between September 2020 and March 2021. The study posed two research questions: (1) how have schools responded to COVID‐19 in relation to food during holiday provision; and (2) what have families identified as barriers to accessing the school food voucher scheme? Data collection involved online interviews with young people, schools and organisations (i.e. public health, director from the food industry. etc.). The findings highlight the difficulties with accessing and using the school food voucher and implications for future policy directions. On 11 March 2020, the World Health Organisation declared COVID‐19 a global pandemic. Subsequently, governments worldwide implemented strict regimes of lockdowns and school closures to contain the transmission of the virus. Ghana's government on 15 March 2020 also announced a lockdown and closure of schools, lasting up till January 2021. Against this backdrop, the paper examined the implications of school closures on child labour in Ghana. Qualitative data for the study were collected between October 2020 to February 2021 in a small rural community in northern Ghana. Findings from 16 semi‐structured interviews with schoolchildren aged 8–13 years show how school closures have meant that children from contexts of poverty: (a) are driven into child labour as they are either forced to accompany their parents to work on farms or sell foodstuff by the roadside; and thus, ultimately (b) engage in no learning during the lockdown period. The purpose of this discussion paper is to explore how nurses can be strategically poised to advocate for needed policy change in support of greater income equality and other social determinants of health. We adapted Bronfenbrenner's social‐ecological model to highlight how four broad pervasive subsystems shape the opportunities that nurses have to engage in advocacy at the policy level. These subsystems include organizations (the microsystem), professional bodies (the mesosystem), public policies (the exosystem), and societal values (the macrosystem). On the basis of this adapted model, we recommend changes among modifiable elements of the microsystem and mesosystem that can help position nurses (ecologically and collectively) to advocate for public policy change and use examples from a Canadian context to illustrate these points. We believe that the ideas arising from this model can be widely used where policy action on the social determinants of health is needed to inform, guide, and frame change efforts and advocacy work. The notion of 'equity' is undergoing conceptual repositioning in international law today, embracing individuals as well as states and gaining an association with human rights and the politics of protest. In the context of these developments, the present paper enquires into the premodern roots of this ancient and rich term through three historical vignettes: first, the emergence of aequitas in Roman law – as a source of law anchored in analogy and empathy – and in particular its relevance to the ambiguous status of slaves; second, the importance of 'natural equity' to the consolidation of 'natural rights' during the Franciscan poverty debate in 14th century Europe, and finally, 'common equity' in the rights‐based constitutional order proposed by the Levellers in 1640s England. In its root sense, I conclude, what we might call 'radical equity' has historically lent itself to trenchant critique of the law, centred on the individual as subject of right. The informal sector in Zimbabwe employs more than 80 per cent of the population, whose livelihood strategies are under severe threat because of the COVID‐19 lockdown. This paper examines the effects of the lockdown on the informal sector in Gweru. Anchored within the legalist theory of informality, the paper analyses the response of government to the plight of the informal sector in Zimbabwe. A qualitative research design was applied and convenience sampling implemented to select 30 individuals whose livelihood depended on informal cross‐border trade, informal transport, forex trading, hairdressing, and street vending. Results reveal that despite many involved in the informal sector having lost their means of survival during the COVID‐19 lockdown, the government introduced additional restrictions on this sector, thus almost destroying it. In the absence of government assistance, many have adapted their operations, albeit through illegal activities. The study offers recommendations that may ensure the survival of the informal sector beyond the COVID‐19 pandemic. This paper investigates the mutual relationship between gender‐based violence (GBV) and cyclone‐related disasters. Evidence is sparse on this topic, especially in‐depth research attending to the cultural and socioeconomic aspects of locality. The work reported here is based on a case study of a coastal district of Bangladesh (Barguna)—conducted shortly after Cyclone Roanu struck the country in May 2016—that aimed to shed light on the mechanisms linking GBV to cyclones through the eyes of survivors. The paper maps out the different forms, experiences, and impacts of GBV before, during, and after cyclones, and argues that such events lead directly and indirectly to GBV, and that GBV makes women and children more vulnerable to the effects of disasters. Climate change, economic losses, and poverty compound this cyclical relationship. A conceptual framing, drawing on the notion of 'slow violence', is developed to understand the layering of diverse types of violence that operate on seemingly different temporal and spatial scales. Background: As digital tools are increasingly used to support COVID‐19 contact tracing, the equity implications must be considered. As part of a study to understand the public's views of digital contact tracing tools developed for the national 'Test and Protect' programme in Scotland, we aimed to explore the views of groups often excluded from such discussions. This paper reports on their views about the potential for contact tracing to exacerbate inequalities. Methods: A qualitative study was carried out; interviews were conducted with key informants from organizations supporting people in marginalized situations, followed by interviews and focus groups with people recruited from these groups. Participants included, or represented, minority ethnic groups, asylum seekers and refugees and those experiencing multiple disadvantage including severe and enduring poverty. Results: A total of 42 people participated: 13 key informants and 29 members of the public. While public participants were supportive of contact tracing, key informants raised concerns. Both sets of participants spoke about how contact tracing, and its associated digital tools, might increase inequalities. Barriers included finances (inability to afford smartphones or the data to ensure access to the internet); language (digital tools were available only in English and required a degree of literacy, even for English speakers); and trust (many marginalized groups distrusted statutory organizations and there were concerns that data may be passed to other organizations). One strength was that NHS Scotland, the data guardian, is seen as a generally trustworthy organization. Poverty was recognized as a barrier to people's ability to self‐isolate. Some participants were concerned about giving contact details of individuals who might struggle to self‐isolate for financial reasons. Conclusions: The impact of contact tracing and associated digital tools on marginalized populations needs careful monitoring. This should include the contact tracing process and the ability of people to self‐isolate. Regular clear messaging from trusted groups and community members could help maintain trust and participation in the programme. Recent research and policy advice by international development organizations have, by their own account, sought to reverse a prior neglect of conditions in agriculture and rural areas. In pursuit of this, they have developed a vision of dynamic but incremental development in rural areas, anchored in a smallholder‐based and economically diversified market economy. This vision, articulated in the World Bank's 2008 World Development Report and continuing to animate research and policy advice today, presents itself as a solution to persistent poverty in the world's least developed countries. This paper adopts a historical sociological lens to use the case of Japan, in the period from the latter half of the nineteenth century to the opening decades of the twentieth, to assess how realistic this vision is. This analysis shows that the lessons of Japan's experience are chastening for this vision of rural development. The mechanisms of growth in Japan were remarkably similar to those advertised by the World Bank's vision. However, its rural economic dynamism was based on deep socioeconomic inequalities and brought improved material conditions and greater economic security to agricultural households only with excruciating slowness, if at all. Rather than demonstrating the potential of incremental, market‐oriented rural development to offer a path towards widespread poverty reduction, Japan instead serves as a warning of this development model's limitations. This essay identifies Canada's recognition of the United Nations Declaration for People of African Descent (UNDPAD) as a multiculturalist iteration. In this scope, the essay discusses the Community Support, Multiculturalism and Anti‐Racism Initiatives (CSMARI) program as a central element of state multiculturalism, through which Canada plans to meet commitments to Black Canadians—and by extension, the UNDPAD. Although the CSMARI program is well intended, it causes harm to Black Canadians by reinscribing stereotyped material lack and other forms of racialized scarcity. Rather than address longstanding social‐economic histories that sustain racialized poverty, state multiculturalism policy inadvertently reinforces these. The CSMARI program's focus on material lack as opposed to the systemic aspects that underpin these, amplifies Canada's multicultural myth of inclusivity while leaving unquestioned the cultural barriers that block Black citizens. State multiculturalism policy maintains the status quo by commodifying and depoliticizing anti‐racism, while also neutralizing the language of naming experiences of exclusion. This essay adapts an anti‐Black racism feminist theory to recast state multiculturalism as, implicitly, a cause of harm. The paper questions 'good intentions' that 'do harm' as a critical reflection that speaks to the dissonance expressed by Black Canadians, despite state multiculturalism policy. Objective: To use racial stratification and intersectional family justice frameworks to analyze experiences of and efforts to address diaper need. Background: One in three American families with infants and toddlers struggles with insufficient access to diapers, which can have negative social, physical, and economic implications for family well‐being. Prior research has yet to examine diaper need as a form of racial stratification, despite existing evidence of racialized prevalence. Method: In‐depth interviews were conducted with nonrandom samples of 70 mothers who experienced diaper need, including 61 mothers of color, and 40 diaper bank advocates. Qualitative abductive coding techniques were employed to identify how diaper need is experienced and framed as a form of racial stratification. Results: Mothers of color were more likely to report racialized stigma, stress, surveillance, and social exclusion associated with diaper need. Diaper bank advocates framed diaper assistance as necessary to address intersecting race, class, and gender inequalities of diaper distress. Conclusion: Conceptualizing diaper need and public responses as issues of racial stratification and intersectional family justice points to how family scholarship can center analyses of systemic oppression and privilege to optimize family and caregiving relationships and promote equitable pathways to well‐being for all families. Implications: These findings reinforce the importance of racially just strategies for equalizing access to basic needs and caregiving resources in ways that account for the racist underpinnings of social problems like diaper need and related influences on parenting experiences. Poverty in the UK continues to rise, making it more important than ever to understand lived experiences of poverty. This paper responds to a gap in understanding collective experiences of poverty by analysing the affective atmospheres at three foodbanks in two British cities in 2014 and 2019. Drawing on ethnographies at the three foodbanks, it approaches affective atmospheres through Spinoza and a focus on capacity: the capacity of clients to be in a situation different to that of their current experience of food poverty; and the capacity of foodbank volunteers and managers in terms of how they desired the foodbank to be run. Overall, the paper argues that affective atmospheres at the foodbanks were formed by an ever‐changing relation between these capacities through the past, present, and anticipated future, and the ongoing context of austerity. Knowing whether poverty rates converge within a country matters for regional development policy and for understanding growth processes. In this paper, we use five poverty measures, calculated biennially from 2004 to 2014 for 100 districts in Pakistan, to test for poverty convergence. Spatial autoregressive models are used to capture spatial spillovers. Conventional money‐metric poverty measures, such as the headcount index and poverty gap index, show unconditional convergence, and the convergence is more apparent if indirect impacts from spillovers are accounted for. In contrast, two multidimensional poverty indices show no convergence and no indirect impacts from spatial spillovers. Catch‐up growth in initially poorer areas is apparent with the money‐metric poverty measures traditionally used in Pakistan but not with the types of multidimensional poverty measures used officially since 2015.
