This paper investigates the extent to which households in rural Thailand across the income distribution are able to mitigate income risks in the face of shocks. It uses especially high‐quality household income and consumption data spanning 64 Thai villages over 15 years. The paper identifies income shocks by village‐level variations during drought conditions. It finds that richer households are better able to mitigate income risk than poorer households, in contrast to some studies of the South Asian subcontinent. These possibilities for managing income risk are shown to be correlated with the type of contract the head of household is likely to be employed in, the share of salaries in total household income, the education level of the head, the relative youth of the heads of richer households, and location effects. This paper examines the trade–peace nexus in Africa and ascertains how poverty and inequality tilt the relationship in the eight regional (economic) blocs in Africa, viz. the Arab Maghreb Union (UMA), the Common Market for Eastern and Southern Africa (COMESA), the Community of Sahel–Saharan States (CEN–SAD), the East African Community (EAC), the Economic Community of Central African States (ECCAS), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority on Development (IGAD) and the Southern African Development Community (SADC), from 1998 to 2020 using the Driscoll–Kraay estimate. The study contributes to the literature by disaggregating the peace effect of trade in Africa by the regional (economic) blocs to allow for in‐depth and context‐specific analysis. The paper also expands the scope of existing studies by examining the direct effect of poverty and inequality on peace in addition to the indirect effect that is revealed through their interactions with trade integrations. The findings reveal that trade promotes peace in Africa, while wide income inequality and a large poverty gap increase the likelihood of conflict. The interaction of poverty and inequality with trade integration shows that while the poverty level does not improve the effect of trade on peace, inequality reduces the impact of trade on peace. Longitudinal surveys allow us to understand how markers of (dis)advantage determine present material welfare and economic upward or downward mobility over time. In this paper, we use five waves of panel data to empirically assess the extent and dynamics of poverty in South Africa between 2008 and 2017. Investigating the correlates of poverty entries and exits, we analyse how multidimensional inequalities in terms of household‐ and individual‐level characteristics relate to these dynamics and identify markers of vulnerability. Ireland has experienced rapid – if volatile – growth over the last three decades. While this performance looks less impressive when considered over a longer horizon and is better seen as belated convergence making up for lost time in the first 50 years of independence, this paper highlights an aspect of the Irish experience that does stand out as quite remarkable: how broad‐based and inclusive growth in household disposable income was. Drawing on over three decades of harmonised household survey data, we first show that income inequality fell substantially over this period, the product of disposable income growth that was stronger at the bottom than the middle or top of the distribution. We then tentatively suggest some important factors that might have contributed towards the patterns of growth experienced – including tax and transfer reforms, a rise in two‐earner couples and a fall in the average size of households – before concluding with some directions for future research. Although many studies point to the significant influence of collective bargaining (CB) institutions on earnings inequalities, evidence on how these institutions shape poverty rates across developed economies remains surprisingly scarce. This paper explicitly addresses the relationship between CB systems and working‐age poverty rates before and after taxes and transfers in 24 developed countries over the period 1990–2015. Our results show that countries with a more centralized CB system, a more extended bargaining coverage rate and/or a higher trade union density display significantly lower poverty rates. However, these results only hold in a post‐tax benefit scenario. Controlling for country and time fixed effects and a wide range of covariates, our estimates indeed suggest that the poverty‐reducing effect of CB institutions stems from the political strength of trade unions in promoting public social spending rather than from any direct effect on earnings inequalities. Incomes in surveys suffer from various measurement problems, most notably in the tails of their distributions. We study the prevalence of negative and zero incomes, and their implications for inequality and poverty measurement relying on 57 harmonized data sets from the Luxembourg Income Study and Economic Research Forum databases, covering 12 Mediterranean countries over the period 1995–2016. This paper explains the composition and sources of negative and zero incomes, and assesses the distributional impacts of alternative correction methods on poverty and inequality measures. It finds that the main source of negative disposable incomes is negative self‐employment income, and that high tax, social security withholding, and high self‐paid social security contributions account for negative incomes in some countries. Using detailed information on expenditure, we conclude that households with negative incomes are typically as well off as, or even better off than, other households in terms of material well‐being. On the contrary, zero‐income households are found to be materially deprived. Adjusting poverty and inequality measures for these findings can alter these measures significantly. Global food demand is expected to increase in the next decades, pushing agricultural expansion and deforestation. However, food production in agricultural lands is just one dimension of food security, to which forest goods and services also contribute. In this paper, we aimed to explore the relationship between forest cover and food security. We hypothesized that food security is improved by both human‐made and green infrastructure combined. To test this relationship, we explore the relationships between forest cover and a multidimensional index of food security that included both socioeconomic and natural variables taken from Brazilian official databases for 1141 municipalities of the Brazilian Caatinga (a seasonally tropical dry forest). The index was formed by 12 principal components axes (12 PCs) and we found that financial poverty (PC 1) and economic inequality (PC 2) were the main determinants of food insecurity in Caatinga. We found that lowest food security values were found in two contrasting contexts: one is represented by poor and unequal municipalities with high forest cover while the other refers to poor and less unequal municipalities but with little forest cover. Municipalities with intermediate levels of forest cover had slightly higher food security, a consistent pattern across time (2006–2017). Win–win scenarios where both forest cover and food security increased with time were almost as common as lose–lose situations (25% and 22% respectively). This suggests a sort of balance between forests and human‐made land uses and reinforces that natural capital contributes to food security. Zero‐hunger is a main issue for sustainable development goals, and our results adds to the notion that both sustainable use of forests and socioeconomic improvements must coexist rather than being treated as antagonistic policies. The distribution of income in Russia changed significantly over the past 25 years. This paper examines the factors that have been driving the fall in inequality and poverty over two recent decades in the Russian Federation. Changes in earnings from public and private sectors and pensions have been the main sources of changes in the income distribution between 1994 and 2015. Falling inequality and poverty were the result of a decrease in the dispersion of private sector earnings and an increase in the levels of pensions and public sector earnings. This paper analyzes the impacts of indirect tax benefits policy reforms on income distribution and poverty in Tanzania by applying a standard static microsimulation model TAZMOD v1.8. The simulations model two indirect tax reforms involving changes to the excise duty and value-added tax rates on alcoholic beverages and tobacco products, and changes to employers' and employees' contributions to the National Health Insurance Fund. The results of the first reform find a positive effect on government tax revenue and a neutral effect on income distribution and poverty. The results of the second reform find a positive effect on household income distribution and consumption. The purpose of this article is to present a concise policy review of poverty, inequality and unemployment (PIU) in South Africa and to draw lessons for current and future action. South Africa is of particular interest given its history of racial estates which has entrenched high levels of poverty, structural inequality and structural unemployment. As such, this article is organised as follows. An introduction is followed by an outline of the overarching nature of PIU issues. Next, the key policies in the post-apartheid period to tackle PIU problems are highlighted. Finally, the way forward is proposed with respect to: (i) the range of policy weaknesses identified and the fundamental need to reorient policy in an eclectic and innovative manner to address past failures; (ii) ensuring that PIU are tackled head-on; and (iii) supporting and pursuing the use of both the emerging new economics and alternative models of development. This paper estimates the impact of Tunisia's tax and transfer system on inequality and poverty and assesses the benefits from public spending on education and health. Results show that Tunisia's redistributive fiscal policy reduces inequality and extreme poverty significantly. However, based on the national poverty line, the headcount ratio increases, implying that a large number of the poor people pay more in taxes than they receive in cash transfers and subsidies. This paper proposes a new type of growth rate, called the “poverty equivalent growth rate” (PEGR), which takes into account both the growth rate in mean income and how the benefits of growth are distributed between the poor and the non-poor. The proposed measure satisfies a basic requirement that the proportional reduction in poverty is a monotonically increasing function of the PEGR. Thus, maximizing the PEGR implies a maximum reduction in poverty. The paper demonstrates that the magnitude of PEGR determines the pattern of growth: whether growth is pro-poor in relative or absolute sense or is “poverty reducing” pro-poor. This paper examines the microeconomic effects of macroeconomic policies or shocks in South Africa. In particular, the paper considers the effects of macroeconomic policies on poverty and inequality by building and linking a microsimulation (MS) model to a Computable General Equilibrium (CGE) model. Governments in developing countries often consider relocation an effective way of fighting poverty. However, few studies have examined the impact of relocation on household livelihoods. This paper examines the impact of the largest relocation in modern Chinese history on migrants' well‐being from the dual perspectives of poverty and income inequality reduction. Using survey data from southern Shaanxi and counterfactual analysis, we simulated the incomes of migrants in a non‐relocation counterfactual scenario. We found a significant increase in household income and a significant reduction in the incidence, depth, and severity of household poverty after relocation. However, there was an increase of income inequality among relocated households. To promote more balanced development among those resettled, fairness of resource redistribution should first be ensured. Second, timely improvement in support services and facilities for the resettled communities should make full use of information technology to promote equal access to public services and ensure that migrants enjoy equal opportunities for development. Third, communication infrastructure between cadres and the masses should be improved, the information gap between them should be reduced, and there should be regular evaluation of migrants' satisfaction. Fourth, give full play to the role of religious and other charitable organisations in the fight against poverty, strengthen the synergy between different regions and groups, and foster a cooperative relationship between the strong and the weak. Traditional poverty accounting decomposes changes in a country's poverty headcount ratio into changes in income and inequality. We argue that this approach is unsatisfactory from the perspective of policy analysis because it compares a country in two points of time without taking the country's initial situation, and hence its potential for poverty reduction, into account. We thus suggest comparing traditional poverty decompositions with a counterfactual situation. This counterfactual indicates what a country starting from its initial situation could be expected to achieve in terms of income, inequality, and, hence, poverty developments. We construct those counterfactuals by modeling income and inequality trends characterized by convergence and a "Kuznets" relationship between inequality and development. Parameters in those relationships are estimated using PovcalNet survey data from 144 countries and we construct our counterfactual poverty predictions for 71 developing countries. While there is overall a tight relationship between actual developments and counterfactuals, we identify several cases, where both deviate from each other and discuss the policy implications. We also check for commonalities in differently performing countries and find that those who fell particularly short of expectations often underwent political transition and state fragility. This paper explores poverty income dynamics in the form of income mobility by the poor and poverty persistence, making use of simple diagrams. It seeks to illustrate the extent to which income mobility is pro‐poor and when mobility is associated with persistence below, or movement across, a poverty line over a specified time period. While statistical measures can be used to examine detailed characteristics of income dynamics, two simple diagrams are shown to capture the extent of pro‐poor mobility and poverty persistence respectively in ways that allow convenient comparisons. These are referred to as a ‘three Is of mobility’ curve, and a ‘poverty persistence curve’, The curves are illustrated using anonymised Inland Revenue longitudinal individual income data for New Zealand over 2006–2010. In this paper, we examine the impact of the economic crisis and the policy reaction on inequality and relative poverty in four European countries: France, Germany, Ireland and the UK. The period examined, 2008-13, was one of great economic turmoil, yet it is unclear whether changes in inequality and poverty rates over this time period were mainly driven by changes in market income distributions or by tax-benefit policy reforms. We disentangle these effects by producing counterfactual ('no reform') scenarios using tax-benefit microsimulation and representative household surveys for each country. For the first stage of the Great Recession, we find that the policy reaction contributed to stabilising or even decreasing inequality and relative poverty in the UK, France and, especially, Ireland. Market income changes nonetheless pushed up inequality and relative poverty in France. Relative poverty increased in Germany as a result of policy responses combined with market income changes. Subsequent policy reforms, in the later stage of the crisis, had markedly different cross-country effects, decreasing overall poverty in France, increasing it in Ireland, and giving mixed effects for different subgroups in Germany and the UK. The main body of this paper is organized in three sections covering inequality, poverty and the effect of taxes and benefits. Each section contains a survey of the literature on measurement, followed by a brief summary of the main past studies. The article focuses mainly on the extent to which different measures emphasize different parts of the distribution. Most of the measures of poverty discussed involve the manipulation of three numbers - the first giving the proportion of the population in poverty, taken as being those with incomes below a given line, usually the Supplementary Benefit Scale Rate; the second intended to indicate the amount by which their incomes fall short of that line; and the third some measure of inequality amongst the poor. Some, more sophisticated, measures introduce parameters to weight different areas of the distribution of incomes among the poor. This paper takes at face value the assumption that "poverty" can be reliably and interestingly measured by relating incomes to a single line, the article emphasizes that there are two poverty lines - one, the absolute standard moving in line with retail prices, and the other, the "relative" standard moving with nominal earnings.

This paper examines the measurement of social welfare, poverty, and inequality, taking into account features that have been found to be important welfare determinants in behavioral economics. Most notably, we incorporate reference-dependence, loss aversion, and diminishing sensitivity-aspects emphasized in Prospect Theory-to social welfare measurement. We suggest a new notion of equivalent income, the income level with which the individual would be as well off, evaluated using a standard concave utility function, as he actually is, evaluated with a reference-dependent utility function. We examine the differences between standard poverty and inequality measures based on observed income and measures that are calculated based on equivalent income. A computable general equilibrium model linked to a microsimulation model is applied to assess the potential short‐term effects on the South African economy of the ongoing COVID‐19 pandemic. With a particular focus on distributional outcomes, two simulations are run, a mild and a severe scenario. The findings show significant evidence of decline in economic growth and employment, with the decline harsher for the severe scenario. The microeconomic results show that the pandemic moves the income distribution curve such that more households fall under the poverty line while at the same time, inequality declines. The latter result is driven by the disproportionate decline in incomes of richer households while the poorest of the poor are cushioned by government social grants that are kept intact during the pandemic. The COVID‐19 pandemic is still unfolding and its economic modelling as well as the data used to operationalise the model will need to be updated and improved upon as more information about the disease and the economy becomes available. The past two decades have witnessed widespread attempts to reform fossil fuel subsidies in developing countries. If the reforms are likely to improve economic efficiency, the expected effects on income distribution and poverty are more controversial. This paper reviews the recent literature that examines the impacts of fossil fuel subsidies and their reforms on income inequality and poverty in developing countries. It identifies the different channels that have been explored in the literature and surveys the empirical evidence on the importance of these channels in practice. Drawing on diverse country experiences, it also discusses why fossil fuel subsidies are particularly challenging to reform and highlights several ways in which efforts to reform may be feasible and successful. The EU-wide survey ' Statistics on Income and Living Conditions' ( EU- SILC) is extremely important for international social science research and policy advice. It is therefore crucial to ensure that the data are of the highest quality and international comparability. This paper is aimed at identifying unexpected developments in income levels, income mobility, and inequality in the EU- SILC data between 2005 and 2009. We examine the consistency of EU- SILC by comparing cross-sectional results with findings based on two-year longitudinal samples. Although the data represent similar populations, for several countries the results of this comparison differ widely. One important outcome is the high degree of variability over time in countries that obtain their income information from register data. This suggests methodological challenges in the clear designation of new subsample members, in the reweighting of the data, in imputation of missing values, and in other areas. [ABSTRACT FROM AUTHOR]

The benefit of growth experienced since 2000 in Africa has not been broadly shared. Poverty fell by only 8.0 percentage points between 1990 and 2010 compared to the targeted 28.3 percentage points by 2015. Although income inequality fell by 4.3 percent between 1990 and 2009, Africa remains the second most unequal region globally after Latin America and the Caribbean region. Fiscal policies play important roles in reducing poverty and inequality through such instruments as taxes, transfers and government spending. Countries with high fiscal space tend to have lower poverty rates than those with lower tax revenue to GDP ratios. Indeed, fiscal space alone tends to account for 16.5 percent of changes in poverty reduction. Institutions play an important role in increasing fiscal space in Africa. Countries with increasing participatory, transparent and accountable budgetary process tend to have stronger impact of fiscal space on poverty and inequality reduction. Although 29 countries recorded declines in the distributional effectiveness of their fiscal policies over time, the distributional impact rose by 35 percent or more in countries such as Angola, Mozambique, South Africa and Togo. This paper calls for enhancing the non-extractive revenues by diversifying revenues sources from the extractive sectors and improving progressive taxation in countries with high fiscal space and high income inequality. This paper simulates how a doubling of food prices affects absolute poverty and the food-price-adjusted real income distribution. We assume unsubsidized world food prices in order to derive the cost of poverty deepening and poverty expansion. We also estimate the degree to which inequality increases if no measures are put in place to offset rising food prices. Both measures are vulnerability indicators useful for social policy planning. Our results show that low-income countries experience dramatic increases in absolute poverty as a result of doubling food prices. Middle-income countries experience the greatest decrease in absolute income, which contributes most to an increase in world income inequality. The paper estimates that the global dollar value of the absolute poverty gap ($1.25/day) has the potential to increase by 400%, with poverty deepening accounting for two thirds of the increase. The paper examines the pattern of poverty, growth and inequality in Ethiopia in the recent decade. The result shows that growth, to a large extent depends on structural factors such as initial conditions, vagaries of nature, external shocks and peace and stability both in Ethiopia and in the region. Using a rich household panel data, the paper also shows that there is a strong correlation between growth and inequality. In such set up, the effect of implementing a pro-poor growth strategy, compared to allowing the status quo to prevail, can be quite dramatic. On the basis of realistic assumptions, the paper shows that from a baseline in 2000 of a 30 per cent poverty share, over 10 years at growth of 4 per cent per capita, poverty would decline from 44 to 26 per cent for distribution neutral growth (DNG) (i.e. no change in the aggregate income distribution). In contrast, were the growth increment distributed equally across percentiles (equally distributed gains of growth, EDG), the poverty would decline by over half, to 15 per cent, a difference of almost eleven percentage points. Thus, ‘distribution matters’, even, or especially in a poor country like Ethiopia. This paper analyses a previously unused source of data – the All Media and Product Survey (AMPS) – to arrive at alternative estimates of the post-transition poverty path. The motivations for using this non-official data source are twofold: concern over the comparability of the existing official post-transition datasets – the Income and Expenditure Survey (IES) and Population Census – and a desire to extend analysis of poverty trends beyond 2001. While official data sources are generally preferred for purposes of poverty analysis, the IES and Census collect data at long (5 or 10 year) intervals, and additional years pass before these datasets become available to the public. In some cases there is also concern about data comparability between surveys. The expenditure data contained in the General Household Survey are available annually, although data are captured in a small number of categories that are not very conducive to analysis at the lower end of the income distribution. Analysis on AMPS data confirms the large decline in poverty implied by an increase of R18 billion (in 2000 Rand) in social grant payments between 2000 and 2004. The direction of this trend is consistent with recent research findings based on more frequently analysed data sources, including the work done by Agüero, Carter and May (2005), Seekings (2006 ) and Meth (2006 ). This paper proposes a theoretical framework for a poverty-alleviation program with quasi-public goods and presents four main effects. First, this policy succeeds in self-selection, which identifies low-productive persons under imperfect information and allows them to receive at least the minimum income. Second, we can observe income redistribution by this scheme without any taxes. Third, the program contributes cost-effectiveness in many cases. This paper studies the effects of trade liberalisation on poverty and income inequality in South Africa. The main issue of interest is the effect of international trade on households (especially their income). The approach presented in this paper relies on combining a macro-orientated computable general equilibrium model with a microsimulation model. The main concern regarding poor households is whether the decrease in nominal earnings for formal low-skilled and skilled workers is offset by the upward trend in formal employment levels. Whether India's economic reforms have led to increased income growth and poverty reduction or if rising income inequalities have prevented the poor from benefiting from growth has been a long running and contentious debate among the intellectual and political classes in the country. This paper discusses the impact off fifteen years of economic and social change on income inequality and poverty in New Zealand. The paper considers how a consensual poverty line was established through the use of a series of focus groups. This leads into a discussion on who was poor in 1998. Problems in measuring trends in the incidence and severity of poverty during a period when economic growth is absent and the income distribution is widening are then analysed. We show why convergence in mean income levels and the negative relation between mean income growth and poverty changes need not lead to proportionate poverty convergence across countries. We propose an analytical framework that highlights that poverty convergence depends on the speed of income convergence relative to a complex interaction of initial inequality, mean income levels, and inequality dynamics. This paper looks at the impact of land restitution involving the Khomani San 'bushmen' in the Kgalagadi area of South Africa. It seeks to investigate the effect of land restitution on poverty reduction among the beneficiaries. We run two-stage least squares models of access to nature, per capita income and poverty status on the use of restituted land, among other variables. Our results suggest that the Khomani San beneficiaries have gotten more access to natural resources but that the use of restituted land has neither increased per capita income nor reduced poverty. Fuzzy conceptualization of privation has been a step closer to more realistic handling of poverty. However, fuzzy approaches to poverty are still grounded on parametric axioms. Moreover, construction of poverty lines within these approaches still relies on ad-hoc methods. In this paper, we advance instead a fuzzy procedure based on the non-parametric bootstrap method, allowing us to depict fuzzy unidimensional privation states with boundaries drawn spontaneously from data. Fuzzy non-parametric measures of privation within each state as well as a collective fuzzy non-parametric index of poverty are derived, along with their corresponding confidence intervals. A poverty index should be sensitive to the number of poor people, the extent of the shortfall of the poor, and the inequality among the poor. A difficulty arises when inequality among the poor needs to be assessed. The inequality may be analyzed in terms of either incomes or gaps. Depending on what side we focus on, the inequality level comparisons may be contradictory. This paper proposes a reinterpretation of the inequality component involved in the decompositions of well-known poverty indices. The alternative indices we introduce measure equally the income and gap inequality among the poor. The comparisons in inequality as measured by these indices are then independent of the viewpoint. This paper investigates the gender dimensions of poverty in Egypt and examines the factors that contribute to poverty for different household types. Furthermore, it decomposes the poverty differential between household types into a component due to endowments and another due to the return to these endowments. I use data from five Household Income, Expenditure and Consumption Surveys, that span a period of far reaching economic, social and political changes, from 1999 to 2013. Results suggest that female‐headed households were poorer than male‐headed households for all years under study in urban areas; and slightly less poor over part of the period in rural areas. This difference is greater for widowed mothers. Most of the poverty differentials between female‐headed and male‐headed households cannot be explained by differences in endowments in all years. This paper studies welfare dynamics, especially changes associated with middle‐class status in Arab countries. Absent panel data, we construct synthetic panels using repeated cross sections of household expenditure surveys and subjective wellbeing surveys conducted during the 2000s and early 2010s. Objective welfare dynamics indicate mixed trends. About half of the poor in the 2000s moved out of poverty by the end of the decade, but chronic poverty remained high; upward mobility was strong in Syria and Tunisia, but downward mobility was pronounced in Yemen and Egypt. The analysis with subjective wellbeing data suggests negative developments in most countries during the Arab Spring transitions and provides evidence on the eroding middle‐class consensus in Arab countries before and after the Arab Spring. Low education achievement, informal worker status, and rural residency are positively associated with lower chances for upward mobility and greater chances for downward mobility for both types of welfare measures. In this paper, we have presented the patterns of inequality, growth and income inequality in the MENA region. Using a cross-sectional time series data of MENA countries for the period 1985-2009, we have also investigated the effect of income inequality on key societal development, namely economic growth and poverty, in the region. Our empirical results show that income inequality reduces economic growth and increases poverty in the region. Other factors having significant negative effect on economic growth in the MENA region include previous growth rate, exchange rate, government consumption expenditure or government burden, initial per capita GDP, inflation and primary education. On the other hand, variables positively and significantly associated with MENA's economic growth are domestic investment rate, urbanization, infrastructure development, and mineral rent as a percentage of GDP. In addition, apart from income inequality, other factors increasing poverty in the region are foreign direct investment, population growth, inflation rate, and the attainment of only primary education. This paper addresses the impact of a subsidy-an increase in someone's income-on generalized Gini inequality indices. We show that for any distribution of income there exists a 'pivotal individual' such that an increment given to an individual poorer (resp. richer) than himself, decreases (resp. increases) inequality. We characterize the pivotal individual for relative and absolute Gini indices. We show that normative prescriptions about the preferred level of inequality aversion can also be formulated in terms of the pivotal, namely the richest individual that we find just to compensate. During the past decade, commodities prices have risen substantially and the trend is likely to persist as attested by recent OECD-FAO projections. The recent debate has not reached a clear consensus on the effects of this trend on poverty and income inequality in LDCs, thus complicating the policy planning process. Our paper aims at analysing the likely welfare and income inequality impacts of food price trends in three sub-Saharan countries, namely Tanzania, Ghana and Ethiopia. Moreover, we test the statistical significance of changes in income inequalities. Although Tanzania is not affected, we find that price changes tend to exacerbate the income inequalities in Ethiopia and Ghana, especially for specific groups of households. The policy implications are relevant. Finally, our paper underlines the relevance of statistical inference in analysis on income inequalities, to conclude on welfare and inequalities effects of food price movements. This paper starts out from a puzzle. During the past thirty years, incomes have grown more unequal, a small group at the top has captured a much greater share of resources and poverty has increased. Despite this, most people are markedly less likely to want government to redistribute income or tackle poverty and are less sympathetic towards those without jobs. The greater insecurity of many people's lives in the current crisis renders the issue more perplexing. This paper describes trends in inequality, poverty and unemployment; presents new data on attitudes, media discussion and political platforms; discusses theoretical approaches from social psychologists, political scientists, sociologists and other commentators; and considers how a more generous welfare state might be pursued. ABSTRACT This paper characterizes the poverty minimizing minimum wage, and shows how it varies as productivity, inequality and market competitiveness change. We show that the optimal minimum wage is equal to the competitive wage only in special cases. In general, the former is higher than the latter. Thus, poverty minimization does not coincide with employment maximization. We also show that the optimal minimum wage always rises with productivity and, under certain conditions, falls with competitiveness and inequality. This paper assesses the potential impacts of the removal of agriculture trade distortions using a newly developed data set and methodological approach for evaluating the global poverty and inequality effects of policy reforms. It finds that liberalisation of agriculture and food could increase global extreme poverty by 0.2 per cent and lower moderate poverty by 0.3 per cent. Beneath these small aggregate changes, most countries witness a substantial reduction in poverty, while South Asia - where half of the world's poor reside - experiences an increase in extreme poverty incidence owing to high rates of protection afforded to unskilled-intensive agricultural sectors. The distributional changes are likely to be mild but exhibit a strong regional pattern. Inequality is likely to fall in regions such as Latin America, which are characterised by high initial inequality, and rise in regions like South Asia, characterised by low initial inequality. Using panel data for provinces compiled from household expenditure microdata, the present paper empirically investigates the relationships among growth, poverty and inequality in Thailand and the Philippines. The empirical model avoids the potential bias due to the fact that the entire distribution of individual-level consumption changes over time and empirical variables for growth, poverty and inequality are often compiled from the consumption distribution. The system generalized method of moments estimation results strongly suggest that inequality reduced the growth rate of per-capita consumption, and that differences in inequality explain a substantial portion of the Philippine-Thai difference in growth and poverty reduction since the late 1980s.
