In the coming years, the share of the working-age population in the total population will start to decline in all countries of the European Union. All other things remaining equal, this so-called demographic burden will have a downward effect on economic growth. This paper examines whether the Europe 2020 employment targets would be sufficient to compensate for the downward impact of demographic burden and whether the impact of demography on economic growth differs between EU countries and between urban and rural regions. The results show that raising employment rates to the Europe 2020 targets can restore positive opportunities for economic growth, but not in all countries and only to a limited extent. They also show that even though urban and rural regions differ in terms of population growth and growth of the working age population, the prospects for demographic burden are highly similar for both types of regions. Political competition between European countries has been viewed as being a stimulus to the innovation process and part of the reason why Europe was the first region of the world to experience sustained growth. Countries that fell behind their rivals technologically and economically became more vulnerable to exploitation. In this way, the presence of rival states provided added incentive to innovate. This paper uses a simple model of conflict between countries to study the role of political competition in economic growth. The governments of each country are threatened politically by innovation and, hence, face a trade-off between the stability of their regime and keeping up with their rivals. The model shows that “institutional spillovers,” such as a decrease in the level of rent-seeking in one country, can affect growth in a competing country. In the 1860s European nations agreed on a series of trade agreements which spread free trade across the continent. In the 1960s European nations concluded an international agreement which spread heavy government intervention and protection against imports across the continent. This paper quantifies these changes in protection over the course of a century, relates them to changes in policies, and offers a political economy explanation for the growth in agricultural protection in Europe. This article reconsiders the relative growth performance of centrally planned economies in the broader context of postwar growth in Europe. It reports a new dataset of revised estimates for investment rates in eastern European countries between 1950 and 1989. Complemented with data on other growth determinants, this evidence is used to re-evaluate the socialist growth record in a conditional convergence framework with a panel of 24 European countries. After controlling for relative backwardness, investment rates, and improvements in human capital, the findings show that centrally planned economies underperformed due to their relative inefficiency only after the postwar golden age. In the 1950s and 1960s, eastern Europe was falling behind mainly due to relatively low levels of investment and weak reconstruction dynamics. Both are explained, in part, by the lack of labour-supply flexibility that, in turn, resulted from the comparatively much larger negative impact of the war on population growth in eastern Europe. Wine cooperatives were relatively scarce in Europe before the Second World War, but by the 1980s accounted for more than half of all wines made in France, Italy, and Spain, the three major producer countries. Unlike Danish dairy cooperatives, whose success before the First World War was linked to their ability to improve product quality and compete in high-value niche markets, wine cooperatives are often associated with the production of large volumes of low-quality products. This article argues that the initial slow diffusion of wine cooperatives was caused by the difficulties of improving quality due to environmental conditions in European vineyards ('terroir') and measurement problems, rather than institutional shortcomings. Cooperatives only became widespread when the state found them a useful instrument to regulate markets, especially after 1950. The problems associated with poor wine quality were never resolved, and cooperatives have become increasingly uncompetitive in the market place, especially following the major decline in per capita consumption and shift towards premium wines from the 1980s. Objectives The literature typically undervalues the economy-wide importance of confidence, despite a renewed interest since the recent financial crisis in considering also psychological factors such as confidence. This study empirically assesses whether confidence matters for current real GDP growth in the euro area and the United States in addition to a widely applied and reliable predictor, the Purchasing Managers' Index. Methods We add confidence indicators to a regression of real GDP growth on the composite PMI output index and check for a different impact of confidence during recessions as opposed to expansions by applying smooth transition regressions. Results Confidence matters for economic growth, both in good and bad times. This result is robust across sample periods, models, and proxies for confidence. Conclusions Confidence is essential for assessing the current stage of the business cycle. Analysts should therefore closely monitor sentiment swings, whereas private and public decisionmakers can boost growth by improving confidence in the economy. [ABSTRACT FROM AUTHOR]

This article quantifies the activities of medieval and early modern parliaments. It traces the long-term evolution of this European institution, and offers a first pass at analysing its impact on long-term economic development. Starting in Spain in the twelfth century, parliaments gradually spread over the Latin west between 1200 and 1500. In the early modern period, parliaments declined in influence in southern and central Europe and further gained in importance in the Netherlands and Britain, resulting in an institutional 'Little Divergence' between 1500 and 1800. We discuss the background of this phenomenon in detail. Moreover, by analysing the effects of parliamentary activity on city growth we find that these differences in institutional development help to explain the economic divergence between north-western and southern and central Europe. Anthropometric indicators can shed light on the ‘Great Divergence’ debate on the timing of the welfare development in China and Europe. We mobilise two new datasets of some 13,000 Southern Chinese contract migrants who were sent to Suriname and Indonesia, and thus supplement the limited existing evidence on early to mid-nineteenth century China. The Southern Chinese were about as tall as Southern Europeans during the early and mid-nineteenth century, but notably shorter than Northwestern Europeans. This article examines industrial relations in Europe as of 2003. In the process, European Union-level economic, political and legislative developments are presented, in order to elucidate further on the region's industrial relations. Economic growth continued to slow across EU during 2003. Eurostat figures relating to the third quarter of 2003 show that gross domestic product growth in the eurozone is 0.3 percent compared with the same period in 2002. As to political developments, the presidency of the EU Council of Ministers is held by the Greek government in the first half of 2003 and by the Italian government during the second half of the year. In addition, a range of legislative instruments through the EU decision-making machinery, are created. Some of these legislations are: European Cooperative Society; 10th Company Law Directive; and, European Works Council Directive.

This special issue is concerned with the development of the Single European Market (SEM) and its likely impact on industrial relations in the member-states of the European Community (EC). The articles that follow present new empirical material, analysis and speculation on the development of industrial relations arrangements at the level of both the EC and the member-states.
The articles fall into three groups. The first provides a general overview of EC developments and the establishment of the Single Market. The second group then focuses on the structure and governance of firms within the EC and on channels of representation of workers' interests at enterprise level.
