This paper looks at the current challenge facing higher education by exploring the historical relationship between higher education funding and long economic cycles in the UK, USA and France. It examines the consequence of the transformation of public-private income in higher education that followed the 1970s downturn, questioning whether the rise of private resources acted as additional or substitutive resources for public spending. The paper suggests that there is a risk that the cost-sharing strategy could be turned into a policy of public-private substitution of funding and provision, leading to a transfer rather than an increase of resources with strong implications on quality and equity. However, the Kondratiev cycle suggests an alternative route by designating the impact of the 1970s economic downturn on education as unique. Previous economic crises were contemporary of accelerations of public funding towards education which in fact contributed to economic recovery. The current crisis could represent an opportunity to revive counter-cyclical policy by looking not only at efficient public spending but also at developing fairer taxation. A revival of public funding complemented by an additional rather than substitutive diversification of income would rebalance the public-private structure of funding and drive a sustainable higher education system capable of playing a key part in these counter-cyclical transformations. In this paper, we analyse the conditions under which the COVID‐19 pandemic will lead either to social order (adherence to measures put in place by authorities to control the pandemic) or to social disorder (resistance to such measures and the emergence of open conflict). Using examples from different countries (principally the United Kingdom, the United States, and France), we first isolate three factors which determine whether people accept or reject control measures. These are the historical context of state‐public relations, the nature of leadership during the pandemic and procedural justice in the development and operation of these measures. Second, we analyse the way the crisis is policed and how forms of policing determine whether dissent will escalate into open conflict. This article compares the efficiency of the coal-fired steam-generated electricity in Great Britain, the U.S. and France in 1970. The authors selected this industry for close examination because it had experienced rapid technological progress, its output is homogeneous and the data available are comparatively good. They found that the average level and rate of growth of fuel productivity in Great Britain industry were less than in France and in the U.S. The authors were careful to state, however, that technological backwardness was not the only interpretation of this result. They were aware that partial productivity measures could be very misleading because the contribution of other inputs, particularly capital, is ignored. Furthermore, this paper shows that the percentage increase in output in Great Britain from 1949-63 was higher than that in France and in the U.S., while the percentage increase in capital, measured by generating capacity, was much lower than in France or the US. This difference could be interpreted as implying that the productivity of capital in Great Britain industry was rising relatively to that in France and in the U.S. and thus that the industry in Great Britain was technologically forward. However, there are other interpretations, because capital productivity is also a partial measure of productivity. Thus, this paper suggests that there is a need a measure of productivity which reflects the simultaneous influence of all inputs and output and a production function provides such a measure. This article also estimates production functions for this industry.

The governments of Britain, France, and the United States are seeking to promote renewed investment in nuclear power through metagovernance. Metagovernance describes the way governments can leverage state power and resources to shape the behavior of networked actors to advance policy goals. To metagovern, governments use a variety of policy tools but the factors shaping the design of these policy tools remains unclear. Grid-group cultural theory is used to show that the design of the policy tools used in metagovernance reflects both an underlying cultural bias within government and prevailing institutional circumstances. The paper constructs estimates of labour productivity in three broad service sectors including distribution, transport and communication and financial and business services and for ten sub-sectors within these broad categories. It compares Great Britain with the U.S., Germany and France. These sectors are referred to as market services, cover most private service activities with the exception of personal services and domestic service. Defining market services as distribution, hotels and catering, transport and communications and financial and business services accounted for 34-43 percent of total employment in the four countries studied and 36-43 percent of GDP. For labour productivity in market services as a whole, France led Great Britain by 36 percent in 1993, Germany led Great Britain by 34 percent and the U.S. led Great Britain by 38 percent. There is a considerable difference between the ranking of countries in terms of living standards and in terms of productivity. The main reason is that there is a marked variation in the proportions of the population who work.

This paper compares technical aspects of accrual-based budgeting and accounting reforms of the national governments of France, Germany, the UK and the US. It shows that there is no consensus among the four countries about the complete package of technical reform possibilities that is most appropriate; there is also no consensus among the four countries about each one of the possibilities that is most appropriate. What is clear is the resilience of traditional budgetary accounting systems. It is also clear that, in the fundamental context and content of the reforms, the UK is the striking exception. Total water intake is seldom reported in dietary surveys and hydration status is rarely measured. Although adequate intake (AI) levels have been suggested by the European Food Safety Authority, the World Health Organization and the Institute of Medicine, uncertainties and confused messages abound regarding optimum intake. This paper reviews data on water intake internationally and examines associations with beverage consumption habits of adults in the UK, as determined from secondary analysis of individual diet records. On average, total water intake among British adults was equivalent to the European AI (2 l/day for women, 2.5 l/day for men) and 75% of this was derived from beverages. Factors that correlated with high total water intake included the consumption of a variety of beverages and drinking in the evening. Total water intake (and the contribution from soft drinks) is markedly higher in the USA than in Europe. Beverage consumption habits and trends were also reviewed. In the past 10 years, water beverages have become more popular and as such the overall energy contribution from beverages has declined slightly. Most people could be encouraged to drink a variety of beverages to maintain adequate hydration and to balance the energy content according to their needs. However, further work is needed to refine recommendations for water intake, as basing these on observational epidemiological data is essentially a circular argument. A standardized measurement tool, validated against biomarkers of hydration status, would be a step forward in assessing the adequacy of water intakes at a population level. Research may also be warranted to explore the context of drinking occasions (including time of day, weekdays weekends, lifestyle and meal patterns) as these may have an impact on water intake, hydration and also energy balance. As of 2008, surrogacy is legal and openly practised in various places; Japan, however, has no regulations or laws regarding surrogacy. This paper reports the situation of surrogacy in Japan and in five other regions (the USA, the UK, Taiwan, Korea and France) to clarify the pros and cons of prohibiting surrogacy, along with the problems and issues relating to surrogacy compensation. Not only in a country such as France that completely prohibits surrogacy within the country, but also in a country such as the UK that allows non-commercial surrogacy, infertile couples travel overseas for the purpose of surrogacy. In addition, some couples might seek underground surrogacy if the government prohibits surrogacy. If an intended parent couple and a surrogate make an agreement among themselves and then a problem occurs, they cannot ask for support from professionals or bring a case to court, as can be observed in South Korea and Taiwan. We also conclude that there is little difference between commercial surrogacy and non-commercial surrogacy in the absence of a clear definition of ‘reasonable expenses.’ In the UK, the law does not allow surrogates to receive compensation. However, in reality, there may be little difference between the amounts paid to surrogates for profit in the US and those paid to surrogates for reasonable expenses in the UK. Background and purpose: Social engagement is an important active aging strategy to promote older adults' mental health. The purposes of this study were to compare social engagement in older populations around the world and explore associations with mental health outcomes. Materials and methods: An international cross‐sectional survey was conducted from 2017 to 2019. Data were retrieved from The International Social Survey Programme for a secondary data analysis across 30 countries. This study applied the Taxonomy of Social Activities and its six levels as operational definitions for a consistent concept of social engagement for international comparisons. Results: In total, 9403 older adults with a mean age of 72.85 ± 6.40 years responded. The highest levels of older adults' social engagement were found in Switzerland, Thailand, and New Zealand. Older adults of a higher age, with a lower educational level, who were permanently sick or disabled, who had no partner, who were widowed or whose civil partner had died, who lived alone, and who had lower self‐placement in society had significantly lower social engagement than did their counterparts. In the regression model, older adults' social engagement positively predicted general health, self‐accomplishment, and life satisfaction, but negatively predicted loneliness and depression. Conclusions: In aging societies worldwide, encouraging older adults' social engagement would be beneficial to promote mental health. Implications for nursing practice and health policies: Community professional nurses can develop strategies of social engagement based on the needs and sociodemographic factors of older adults to improve their mental health. This article investigates the interdependence of stock returns and exchange rate changes within the same economy. Six countries were tested for volatility spillovers, namely the U.S., Great Britain, Japan, Germany, Canada and France. Evidence of spillovers from stock returns to exchange rate changes is found for all countries except Germany. These results suggest that the asset approach to exchange rate determination is valid when formulated in terms of the second moments of the exchange rate distribution for these countries. The spillovers from stock returns to exchange rate changes are symmetric in nature. Volatility spillovers from exchange rate changes to stock returns are insignificant for all countries.

This article looks at the development of a model, including both corporate and individual taxes, to determine the conditions under which preferred shares are issued and purchased in the U.S., Canada, Germany, Great Britain, France and Denmark prior to 1986. For each country examined, it is shown that there are conditions under which corporations are able to issue preferred shares that are profitable for the issuing corporations as well as attractive to investors. The model also produces specialized implications for each country. For example, the analysis suggests that there are stronger tax incentives to create a positive preferred stock equilibrium in Canada than in the U.S. This results from the existence of the dividend tax credit in Canada and from the higher dividend exclusion for corporate investors. The implication of the model for West Germany is that the ratio of new issues of preferred shares over bonds should be quite low because the condition for issuing preferred shares is only marginally satisfied. Individual investors and parent companies in France and Denmark are entitled to similar tax relief, but non-parent firms are in a less advantageous position than their Canadian counterparts.

This article examines whether capital flow restrictions, originally enacted for balance of payments reasons, also had the intended effect of isolating the national segments of the international equity market. Specific focus is given to measures adopted in the U.S., Great Britain and France. Arbitrage would assure that the market price of a security in one country would be equal to the market price of the same security in the second country, given that there are instantaneous information flows and no barriers to capital movements. However, the prices for a given security differs between markets, and such price differentials can be viewed as indicators of the impact of different capital control measures.

This study draws on the concepts of relative standing to explain the post-merger performance of recently acquired European firms. We used a 2 x 3 sampling design where we surveyed top managers of British and French firms that were acquired by British, French, and U.S. firms as to their perceptions of cultural compatibility with the buying firms, their sense of loss of autonomy since the merger, and post-merger performance. While we found that the theory adequately explains the post-merger performance of both British and French firms, suggesting that this primarily "made-in-the-United States" organization theory extends beyond the cultural domain of the United States, we also found an aspect of the theory that reflects a possible cultural bias. There has recently been considerable interest in the potential adverse effects associated with excessive uncertainty in energy futures markets. Theoretical models of investment under uncertainty predict that increased uncertainty will tend to induce firms to delay production and investment. These models are widely utilized in capital budgeting and production decisions, particularly in the energy sector. There is relatively little empirical evidence, however, on whether such channels have effects on industrial production. Using a sample of G7 countries we examine whether uncertainty about a prominent commodity-oil-affects the time series variation in industrial production. Our primary result is consistent with the predictions of real options theory-uncertainty about oil prices has had a negative and significant effect on manufacturing activity in Canada, France, UK, and US. © 2010 Wiley Periodicals, Inc. Building on a new data set which is constructed from a combination of national micro-data bases, we highlight differences in the structure of migrants to four countries - namely, France, Germany, the UK and the US - which receive a substantial share of all immigrants to the OECD world. Looking at immigrants by source country, we illustrate the important role of distance, both geographical and cultural, immigration policies and migrant networks. Differentiating immigrants by their educational attainments, we observe interesting patterns in the skill composition, employment opportunities and wages of migrants to the different destination countries. Focusing on migration between the four countries in our data set, we find that migration within western Europe is small and rather balanced in terms of skill structures, while there appears to be a brain drain from Europe to the US. Overweight and obese people appear to be at greater risk of suboptimal vitamin and mineral status compared with people of a healthy weight. Nutrients most affected include vitamin D, vitamin B, carotenoids, folate, vitamin C and iron. The reasons are unknown but may be caused by poor diets, increased requirements or obesity-related changes to nutrient absorption, excretion or metabolism, or a combination of these. Sequestration of fat-soluble vitamins by adipose tissues is also a major factor. Although dietary assessment in obese populations is hampered by under-reporting, there is evidence that dietary patterns characterised by energy-dense, processed foods are more common in groups with a higher body mass index. Dieting practices, bariatric surgery and the use of anti-obesity drugs may compound the risk of nutrient inadequacy, although sustained weight loss helps to improve vitamin D status. A poor nutrient status could accentuate the risk of chronic diseases already experienced by overweight people on account of their excessive fat mass. There is evidence that the use of dietary supplements can improve nutrient status and have a favourable impact on disease risk markers such as lipid profiles and insulin resistance. Whether currently dieting or not, overweight people may benefit from safeguarding vitamin and mineral adequacy by taking a multi-nutrient supplement alongside an increased intake of nutrient-rich foods. The article presents an outlook for the world economy as of October 2008. The impending global recession has prompted governments to intervene, including the decision of the U.S. to buy bad assets and the £700 billion bank recapitalisation scheme in Great Britain. Several charts are also presented that show economic forecasts for several regions, such as the Eurozone, Japan, and France. An assessment of the economic conditions and gross domestic product (GDP) forecast in emerging markets is also presented.

The member countries of the World Health Organization have endorsed its Global Strategy on Diet, Physical Activity, and Health. We assess the potential consumption impacts of these norms in the United States, France, and the United Kingdom using a mathematical programming approach. We find that adherence would involve large reductions in the consumption of fats and oils accompanying large rises in the consumption of fruits, vegetables, and cereal. Further, in the United Kingdom and the United States, but not France, sugar intakes would have to shrink considerably. Using a newly-created data set which measures legal change over time, the authors present evidence on the evolution of labour law in France, Germany, India, the United Kingdom and the United States. Their analysis casts light on the claim that "legal origin" affects the content of labour law regimes. While some divergence between common law and civil law countries is found at the aggregate level, a more complex picture emerges from consideration of specific areas of labour law. This article analyzes variation in International Monetary Fund (IMF) conditionality. Conditions attached to IMF loans vary qualitatively and quantitatively across time and space, contrary to the allegations of inflexibility and insensitivity. This study theorizes that despite the IMF's official rules to determine conditionality by economic criteria, variation arises because the strategic interests of the five biggest contributors to the IMF (the United States, the United Kingdom, Japan, Germany and France) interfere with IMF policy, which potentially compromises the effectiveness of its programs. This theory is tested empirically against 398 conditionality agreements contracted between 1983 and 1997 using an event-count method based on the Poisson distribution to obtain statistical results supportive of the theory. For France, Germany, the U.K. and the U.S. for the period from 1994 to 2001, this study explores empirically the association between valuation errors from a standard empirical application of the residual income valuation model and violations of the clean surplus relationship (dirty surplus accounting flows). Motivated by concern that the effect of dirty surplus accounting on the applicability of accounting-based valuation models might vary across accounting regimes, the study also documents differences across pairs of countries in the relationship between valuation errors and dirty surplus flows. The study finds some weak evidence of predicted relationships between valuation errors and dirty surplus flows in the U.S., but finds little evidence of such relationships elsewhere. Under what conditions do stakeholders consent to a regime of corporate governance? We propose that consent by the governed in corporate governance cannot be satisfactorily explained without reference to the collective value of procedural fairness that underlies markets. Drawing on the social psychology of justice and the political economy of social choice, we highlight the critical role played by democratic procedures in achieving consent by the governed in modern society. This line of reasoning leads us to suggest that the evolution of corporate governance, too, can be understood in terms of Tocqueville's well-known hypothesis that democracy eventually prevails in all spheres of organised activity. Examining the historical record of institutional reform in France, Germany, the United Kingdom and the United States, we find that corporate governance has indeed evolved to make increasing use of democratic procedures. Viewed over the long-term of two centuries of capitalist development, corporate governance is seen to have successively incorporated enfranchisement, separation of powers and representation. In conclusion, we consider the implications of basing the study of corporate governance on the question of stakeholder consent and the practice of corporate governance on the procedures of democracy. This study examines reporting practices of a sample of foreign listed and domestic-only listed companies from the United Kingdom, France, Germany, Japan and Australia to determine the extent to which companies voluntarily use “international” standards. Two types of use of non-national standards in the consolidated accounts presented to the public are considered: adoption of “international” standards instead of national standards, and supplementary use where “international” standards are used in conjunction with national standards. “International” standards are defined as US GAAP or IAS (now IFRS). The study tests for a preference for either set of standards and considers the relationship of choice of regime with firm attributes. The results show significant voluntary use of “international” standards in all five countries and among foreign listed and domestic-only listed companies. Companies using “international” standards are likely to be larger, have more foreign revenue and to be listed on one or more foreign stock exchanges. US GAAP is the predominant choice, but IAS are used by many firms in Germany and some in Japan. Firms listed in the United States' regulated markets (NYSE and NASDAQ) are more likely to choose US GAAP, but companies traded in the OTC market often select IAS. The study demonstrates for managers and regulators that there is considerable support for “international” standards, and that choice of IAS or US GAAP relates to specific firm characteristics which differ according to a firm's country of origin. Most use of “international” standards reflects individual countries' institutional frameworks, confirming the key role of national regulators and standard setters in assisting companies to achieve more comparable international reporting. This article explores the cultural context of the new transdisciplinary field of molecular biology in the three countries that did the most to establish it - Great Britain, the United States, and France. It inquires into three aspects of each of these national cultures that may help explain its prominence as a cradle of molecular biology: (1) Political culture, especially science policy, as an area that impinges most directly on the production of scientific knowledge; (2) Intellectual culture, especially the role of scientists in the national tradition of "public intellectuals"; (3) Institutional culture, or the social and material cultures prevailing in major laboratories and research institutes. The article also examines the convergence of these three national traditions in the 1960s, due to the rise of international collaborations and international institutions. It is suggested that this trend will continue in the twenty-first century, as molecular biology increasingly faces the challenge of a new cultural context - transnational globalisation and multiculturalism. The article discusses the seven industrialized countries selected for comparison concerning immigration and national health policies which includes France, Great Britain and U.S. It states that the immigration policies with special attention have been concisely reviewed being paid to the composition and size of the ethnic community, access to social and political rights from the immigrants of the society status and illegal immigrants' presence. It mentions that European countries do not consider itself that needs new citizens for developmental and demographic objectives unlike U.S. and Canada. The article examines the relative levels of various countries' output per unit of input in a selected benchmark year. The levels of value added per person-hour worked for the manufacturing sectors of the Netherlands, France, Germany are compared on a binary basis with Great Britain for a selected benchmark year. It discusses a "star" pattern of binary comparisons, with the Great Britain the center of the star. A comparison between Great Britain and the United States is also included in this article to compare Europe's productivity levels with that of the world's leading industrial nation during the post-war period.

Over a thousand articles of original research plus several archival sources were studied for the period before 1940 in this examination of the history of serological research in physical anthropology. One goal was to study the spread and adoption of new discoveries and techniques by scientists. In addition, to look more closely at possible social or cultural influences, the work of researchers in three countries was examined more closely: Great Britain, France, and the United States. The anthropological uses of the serological discoveries began in most countries as an effort to find a more 'scientific' definition of race based on differing distribution of blood types. By 1940 and after several hundred studies that tested over a million subjects, researchers failed in achieving this goal. The data produced, how ever, were largely the basis for the development of human population ge netics in the late 1930s and 1940s which redefined humans into gene pools instead of races. Two common features of the conduct of this research were the predominance of one school or individual in a given country, and the extension of studies to exotic and overseas locales. The United States was an exception to the centralization of research because interest and resources were so extensive. Research in Great Britain was unusual in the relative lack of interest in the new blood group discoveries until late in the period. The article focuses on the issue of Islamic activists in the Western Countries and its negative effects to the majority of Muslims. The author cited instances such as the bombing of the World Trade Center in New York and the terrorist acts against Frenchmen in Algeria have made the presence of such activists a political issue in countries such as the United States, France and Great Britain. According to the author, because of those incidents done by some Muslims, the majority of the Muslims in the Western countries would be affected.

The article presents several key statistics on the capability of countries to provide troops for the United Nations' (UN) military, police and peacekeeping missions overseas. Military analysts noted that some of the world's largest military forces, such as the U.S., Great Britain and France, are already overstretched amidst the increase in the need for troops for special UN missions overseas.
