To mitigate sequencing effects in decision‐making, many situations require a set of items to be considered in a random order. When such orderings are repeated, one can test whether randomization indeed obtains, or whether some orderings have been manipulated in order to achieve a favorable result. This paper articulates the key features of this problem and presents three general tests for randomness. These methods are used to analyze the order in which lottery numbers are drawn in Powerball, contestants perform on American Idol, and candidates are placed on election ballots. This article focuses on the interaction between planning-programming-budgeting (PPB) and public policy-making system. PPB is closely related to politics, being strictly constrained by politics, trying a little to change politics, and serving as one of the symptoms of the state of politics. But, after all, not every symptom is a useful starting point for analyzing a complex series of developments and the author, for one, doubt whether PPB is a necessary or useful jumping board into the faster-moving streams of politics. As public policy is a product of complex interactions between a large number of components, similar changes in the output can be achieved through many alternative variations in the components. This means that different combinations of a variety of improvements may be equally useful in achieving equivalent changes in the quality of policy making. This is a very helpful conclusion, because it permits us to pick out of a large repertoire of potentially effective improvements those which are more feasible under changing political and social conditions.

Voltage/VAR regulation (VVR) implemented by capacitor banks (CBs), on-load tap changers (OLTCs), and photovoltaic (PV)-associated inverters is effective to enhance voltage stability and reduce power loss. On the other hand, conservation voltage reduction (CVR) has been widely adopted in distribution networks to reduce load demand. Existing works mainly focus on each of them. This paper proposes a VVR method with CVR, forming a multi-objective optimisation problem which minimises (i) voltage collapse proximity indicator (VCPI), (ii) load demand, and (iii) power loss. Besides, PV power generation as uncertainty significantly impairs the VVR results. To deal with the uncertainty issue, this paper proposes a rollinghorizon framework to determine VVR and applies Taguchi's orthogonal array testing (TOAT) to model the uncertain PV power generation, achieving rolling-horizon-based multi-objective robust VVR. The proposed model is tested and demonstrated on the IEEE 33-bus and 69-bus systems, and simulation results verify that the proposed method can support robust solutions of the multi-objective VVR problem for decision-making. System dynamics (SD) approach is a framework for reproducing the behaviour of the real systems. This approach has demonstrated a proven capability in modelling the dynamic interactions among the factors affecting the behaviour of complex systems and therefore can be used by researchers and policymakers as a useful decision tool. Recently, many researchers have devoted significant efforts in adopting the SD modelling technique in water sector, where complex interactions and feedback loops govern the behaviour of the system. This paper presents a comprehensive literature review of scholarly papers in the water sector on the development of the SD models followed by discussion on different steps of the modelling process. A discussion of each step is accompanied by the water sector examples, exemplified in the existing literature. The paper also discusses the advantages and disadvantages of using system dynamics in the water sector and provides directions for future research in this field. © 2018 John Wiley & Sons, Ltd. This paper empirically examines the separation principle, which asserts that investment decisions are not influenced by dividend decisions. Existing empirical evidence on this proposition is inconclusive. In this paper, we employ causality tests to examine whether investment decisions are, in fact, statistically exogenous with respect to dividend decisions. These tests are undertaken using both firm-specific and aggregate data. This article presents a critique of assessing audit risk from errors and irregularities in auditing as analyzed by Toshiyuki Shibano. His model is based on strategic-testing theory and components of decision-theoretic testing as well. The author questions the use of exogenously given auditee and auditor payoffs. He also believes the results are influenced by endogenizing sample size or allowing sequential sampling. Other questions related to the presumption of common knowledge among the participants.

This paper provides clear evidence of substantial tax effects on the choice between issuing debt or equity; most studies fail to find significant effects. The relationship between tax shields and debt policy is clarified. Other papers miss the fact that most tax shields have a negligible effect on the marginal tax rate for most firms. New predictions are strongly supported by an empirical analysis; the method is to study incremental financing decisions using discrete choice analysis. The study of managerial elites is one of the most important, yet neglected areas of social science research. This paper synthesizes and critically reviews three intellectual traditions in the study of managerial elites. These are: interlocking directorates and the study of institutional and societal power, the study of boards and directors, and the composition and correlates of top management teams. The purpose of this paper is to argue that the destiny of the firm is closely linked to the evolution of product class in the industry and show that product-class evolution is driven by the variation, retention and selection of dominant designs in the context of lumpy markets. The paper demonstrates that business strategy decisions cannot be undertaken without an intimate understanding of the relationship between the firm's technology trajectory and the opportunity space created by lumpiness in the market. The paper identifies where the major choices facing the executive team, and the processes they implement in response, significantly influence the scope direction and quality of technology strategy decisions. The paper describes how an organization's strategic planning process affects the set of strategic issues that do capture decision-makers' attention. State-owned enterprises, referred to as 'government owned business corporations' in this paper, are a common phenomenon in Canada, are increasing in number, and are contributing substantially to the economy. The environment for these corporations is examined to establish the principal components and to identify two dominating trends in public policy, privatization and commercialization. The paper suggests that these trends, plus management's desire for flexibility, are resulting in the formulation of autonomy strategies designed to increase management's decision making capability relating to operating and strategic management with less government interference. A final section integrates the environment and autonomy strategies discussions to develop a typology for classifying the behaviour of government owned business corporations. The paper concludes that the managers of government owned business corporations in Canada are formulating and implementing autonomy strategies because of environmental factors, public policies, and management's desire for independence. Mao & Helliwill have two very ambitious objectives: (1) to present a new theoretical model in the area of investment and financing decisions under uncertainty and (2) to evaluate critically the current practices and suggest the directions future theoretical and empirical research on investment decisions can take. These objectives are not attainable by any single paper and M & H's attempt is no exception. By other more conventional standards, however, M & H have written an interesting paper. This paper is based on the thesis that by studying financial theory and financial practice in relation to one another, we may find ways in which both can be improved. The paper will first present a theory of investment decision under uncertainty which incorporates the following ideas: (1) a firm should choose portfolios rather than projects, (2) investment and financing decisions must be made simultaneously if the optimal program is to be chosen, (3) the risk attributable to an investment should be measured by its contribution to the total risk of a firm viewed in a market context, (4) a firm should trade off risk and return at the market-established rate of substitution, and (5) investors view security returns in real terms rather than in monetary terms. The paper will then present the results of three case studies investigating the actual making of investment decisions. We shall examine the disparity between the theory and practice of investment decisions, and suggest some reasons why the sophisticated techniques developed by theorists are not fully implemented in practice. Financial decision-making involves two separate and distinct considerations: (1) forming probability beliefs about potential returns from various assets and (2) allocating financial resources among assets on the basis of these beliefs. This paper deals exclusively with the second consideration. No effort is made to determine how management forms probability beliefs about returns on investment opportunities; the emphasis of this paper is on the proper financial decisions to be made given such beliefs. The article analyzes economist James Ohlson's paper "Analysis of the Usefulness of Accounting Data for the Portfolio Decision: A Decision-Theory Approach," in order to determine if he's making a model comparison or a model choice. Ohlson's thesis is that he used methods of comparing models, but the author demonstrates the inaccuracies in that thesis. The author tests Ohlson's findings and also considers the portfolio-choice problem and whether the findings are conditional upon the comparison of the forecasting models used.

The article comments on the paper "Comparative Values of Information Structures," by Theodore J. Mock, that appears in the December 1, 1969 issue of the "Journal of Accounting Research." The author states that developments during the 1960s have had a major impact on the design of information systems. He explains that advances in operations research have provided an increased capability for formalizing decision models, as well as an added ability to identify optimal operating conditions, relevant variables, and the sensitivity of the models to parameter variations.

Background: There is limited evidence of genuine equal partnership where power is shared with young people with mental health difficulties throughout all research stages, particularly in data collection and analysis. Objective: To describe how our qualitative study, exploring young peoples' perceptions on the feasibility of using technology to detect mental health deterioration, was co‐produced using principles of co‐production, whilst reflecting on impact, challenges and recommendations. Methods: Young people with experience of mental health difficulties were appointed and then worked with researchers throughout all research stages. The study was evaluated against the five principles of co‐production. Reflections from researchers and young people were collected throughout. Results: Seven young people formed an initial Young People's Advisory Group (YPAG); three became co‐researchers. Reflection was key throughout the process. Sharing power became easier and more evident as trust, confidence and mutual respect grew over time, particularly after a safe space was established. The safe space was crucial for open discussions, and our WhatsApp group enabled continual communication, support and shared decision‐making. The resulting co‐produced topic guide, coding framework, thematic map, papers and presentations demonstrated significant impact. Conclusions: To our knowledge, this is the first qualitative mental health study to be co‐produced using the principles of co‐production. Our rigorous assessment can be utilized as an informative document to help others to produce meaningful co‐produced future research. Although co‐production takes time, it makes significant impact to the research, researchers and co‐researchers. The pandemic significantly raised the stakes for the translation of bioethics insights into policy. The novelty, range and sheer quantity of the ethical problems that needed to be addressed urgently within public policy were unprecedented and required high‐bandwidth two‐way transfer of insights between academic bioethics and policy. Countries such as the United Kingdom, which do not have a National Ethics Committee, faced particular challenges in how to facilitate this. This paper takes as a case study the brief career of the Ethics Advisory Board (EAB) for the NHS Covid‐19 App, which shows both the difficulty and the political complexity of policy‐relevant bioethics in a pandemic and how this was exacerbated by the transience and informality of the structures through which ethics advice was delivered. It analyses how and why, after EAB's demise, the Westminster government increasingly sought to either take its ethics advice in private or to evade ethical scrutiny of its policies altogether. In reflecting on EAB, and these later ethics advice contexts, the article provides a novel framework for analysing ethics advice within democracies, defining four idealised stances: the pure ethicist, the advocate, the ethics arbiter and the critical friend. During the COVID‐19 pandemic, national triage guidelines were developed to address the anticipated shortage of life‐saving resources, should ICU capacities be overloaded. Rationing and triage imply that in addition to individual patient interests, interests of population health have to be integrated. The transfer of theoretical and empirical knowledge into feasible and useful practice models and their implementation in clinical settings need to be improved. This paper analyzes how triage protocols could translate abstract theories of distributive justice into concrete material and procedural criteria for rationing intensive care resources during a pandemic. We reconstruct the development and implementation of a rationing protocol at a German university hospital: describing the ethical challenge of triage, clarifying the aspirational norms, and summarizing specific norms of fair triage and allocation for developing an institutional policy and practice model and implementing it. We reflect on how critical topics are seen by clinicians and what helped manage the perceived burdens of the triage dilemma. We analyze what can be learned from this debate regarding the difficult issues around triage protocols and their potential implementation into clinical settings. Analyzing the ought‐to‐is gap of triage, integrating abstract ethical principles into practical concepts, and evaluating those should clarify the benefits and risks of different allocation options. We seek to inform debates on triage concepts and policies to ensure the best possible treatment and fair allocation of resources as well as to help protect patients and professionals in worst‐case scenarios. Systems are now extremely complex with the continuous involvement of multiple stakeholders and rapidly advancing technology, and a new way of viewing high‐performance system management and decision‐making is needed. This paper considers the use of practical wisdom as a promising way of revitalising system management to improve the success rate in making critical decisions. Practical wisdom has been investigated as a useful approach in many fields, including philosophy, psychology, health, education and organisation studies: however, its application to system management is sparse. Questionnaires were sent to 124 manager participants to assess their view of the importance of various practical wisdom attributes as these relate to system management success. Applying the exploratory factor analysis technique emerged the following factors: (1) practical mindset; (2) stakeholder mindset; (3) moral mindset; (4) win‐win mindset; and (5) holistic thinking mindset. Two of these factors, stakeholder mindset and win‐win mindset, have not previously emerged in practical wisdom research. The factors extracted were validated via both technical techniques and considered commentary by senior leadership practitioners. The results of this study can assist managers to develop greater insight into optimal management of increasingly complex systems via consideration of these practical wisdom factors and the interplay between them. Stochastic methods have been typically used for the design and operations of hydraulic infrastructure. They allow decision makers to evaluate existing or new infrastructure under different possible scenarios, giving them the flexibility and tools needed in decision making. In this paper, we present a novel stochastic streamflow simulation approach able to replicate both temporal and spatial dependencies from the original data in a multi‐site basin context. The proposed model is a multi‐site extension of the modified Fractional Gaussian Noise (mFGN) model which is well‐known to be efficient to maintain periodic correlation for several time lags, but presents shortcomings in preserving the spatial correlation. Our method, called Weighted‐mFGN (WmFGN), incorporates spatial dependency into streamflows simulated with mFGN by relying on the Cholesky decomposition of the spatial correlation matrix of the historical streamflow records. As the order in which the decomposition steps are performed (temporal then spatial, or vice‐versa) affects the performance in terms of preserving the temporal and spatial correlation, our method searches for an optimal convex combination of the resulting correlation matrices. The result is a Pareto‐curve that indicates the optimal weights of the convex combination depending on the importance given by the user to spatial and temporal correlations. The model is applied to a number of river basins in Chile, where the results show that the WmFGN approach maintains the qualities of the single‐site mFGN, while significantly improving spatial correlation. Infant and young child feeding (IYCF) practices are influenced by many context‐ specific factors related to local food systems as well as social and cultural practices. Understanding these local contextual perspectives is essential for designing effective programs and policies. This paper uses focused ethnographic study methods to examine challenges experienced by mothers related to IYCF in two counties in Kenya, a country with considerable heterogeneity in agriculture, food systems, and cultures. A two‐phase qualitative study was undertaken in each of Kilifi County and West Pokot County, entailing interviews and rating activities with mothers, health workers, and vendors. Interviews were audio‐recorded, transcribed, translated into English, coded, and analysed by topic. Results show low levels of dietary diversity in both counties; in West Pokot, the level of adequate meal frequency is also low. Core foods in young child diets included maize porridge and family foods such as ugali (stiff maize porridge), vegetables, beans, fish, and plantains. Food safety, acceptability, and acquisition ease were the main drivers of food choice. Mothers generally felt that all core foods fed to young children are healthy and safe, but there was more variability regarding child acceptance, acquisition ease, cost, and convenience. Common barriers to feeding nutrient‐dense foods to children included child illness, economic constraints, and limited knowledge of modification strategies, skills, or tools to make the foods suitable for young children. Potential actions to address these barriers include sharing information on child‐appropriate recipes; raising awareness on local, affordable nutrient‐dense foods; and improving WASH practices to reduce illness frequency. Appropriate overtaking can improve the safety and efficiency of driving. Practically, overtaking consists of two asymmetric lane‐changes: firstly to the left lane and then return back. Existing literatures treated the two lane‐changes as the same behaviour, which may result in frequent and unnecessary lane‐changes. For the more complex first lane‐change, discretionary lane‐change strategies have been developed to gain speed advantage with least deceleration. Most of them, however, described vehicles' dynamics with rough simplifications different from actual execution (e.g. constant speed and constant acceleration), which may fail them in practical applications. This paper presents an event‐triggered overtaking decision‐making strategy for autonomous vehicles to make the overtaking meet the driver's expectations. Firstly, the difference between the left‐lane change and right‐lane change is analysed. Left‐lane change is mainly concerned with the efficiency, whereas driving safety is the main target of the right‐lane change. Secondly, an event‐triggering condition covering the speed difference between the ego vehicle and its preceding vehicle is set. Afterwards, based on quantified speed advantage, considering surrounding vehicles' changes in both speed and acceleration, an optimisation of overtaking decision‐making strategy is proposed. During right‐lane change in an overtaking, safety is ensured by predicting whether the ego vehicle will collide with surrounding vehicles. Finally, several scenarios are defined in the combination of SCANeR studio and Simulink, which are used to test and demonstrate the effectiveness and applicability of the overtaking decision‐making strategy. The results show that the proposed overtaking decision‐making strategy, by mathematical quantification of speed advantage, performs well in measuring the motivation of lane‐change and avoiding frequent lane changes, which correspond to driver habits. Background: In the management of epidemics, like COVID‐19, trade‐offs have to be made between reducing mortality and morbidity and minimizing socioeconomic and political consequences. Traditionally, epidemic management (EM) has been guided and executed attentively by experts and policymakers. It can, however, still be controversial in the public sphere. In the last decades, public engagement (PE) has been successfully applied in various aspects of healthcare. This leads to the question if PE could be implemented in EM decision‐making. Methods: From June to October 2020, seven deliberative discussion focus groups were executed with 35 Dutch citizens between 19 and 84 years old. Their views on PE in COVID‐19 management were explored. The deliberative approach allows for the education of participants on the topic before the discussion. The benefits, barriers, timing and possible forms of PE in EM were discussed. Results: Almost all participants supported PE in EM, as they thought that integrating their experiences and ideas would benefit the quality of EM, and increase awareness and acceptance of measures. A fitting mode for PE was consultation, as it was deemed important to provide the public with possibilities to share ideas and feedback; however, final authority remained with experts. The publics could particularly provide input about communication campaigns and control measures. PE could be executed after the first acute phase of the epidemic and during evaluations. Conclusions: This paper describes the construction of an empirically informed framework about the values and conditions for PE in EM from the perspective of the public. Participants expressed support to engage certain population groups and considered it valuable for the quality and effectiveness of EM; however, they expressed doubts about the feasibility of PE and the capabilities of citizens. In future studies, these results should be confirmed by a broader audience. Background: Shared decision‐making has been shown to improve the quality of life in metastatic breast cancer patients in high‐literacy and high‐resource settings. However, limited studies have examined the cultural preferences of metastatic breast cancer patients with shared decision‐making implementation and the barriers encountered in an Asian setting where societal norms predominate and physician decision‐making is at the forefront. This paper aims to identify (1) barriers to practising shared decision‐making faced by healthcare professionals and patients and (2) strategies for implementing shared decision‐making in the context of metastatic breast cancer management in Malaysia. Methods: We conducted a qualitative study involving 12 patients diagnosed with metastatic breast cancer, 16 healthcare professionals and 5 policymakers from surgical and oncology departments at public healthcare centres in Malaysia. Semi‐structured in‐depth interviews and focus group discussions were conducted. The interviews were recorded, transcribed verbatim and analysed using the thematic approach. Nvivo software was used to manage and analyse the data. Results: Five main themes emerged from the study: healthcare provider–patient communication, workforce availability, cultural and belief systems, goals of care and paternalism versus autonomy. Other strategies proposed to overcome barriers to implementing shared decision‐making were training of healthcare professionals and empowering nurses to manage patients' psychosocial issues. Conclusion: This study found that practising shared decision‐making in the public health sector remains challenging when managing patients with metastatic breast cancer. The utilization of decision‐making tools, patient empowerment and healthcare provider training may help address the system and healthcare provider–patient barriers identified in this study. On the basis of analysing the internal relationship between TOP and WSR, an analysis matrix composed of organizational perspective, personal perspective and two different dimensions of shili and renli is constructed, namely, SROP (shili‐[S], renli‐[R], organizational perspective‐[O], personal perspective‐[P]) analysis matrix. And then, this paper gives the four elements of the formula of SROP matrix consisting of shili, renli analysis based on personal perspective (S‐P, R‐P) and shili, renli analysis based on organizational perspective (S‐O, R‐O). The matrix and formula provide a systematic and integrated analysis tool for complex management decision‐making. The market‐driven demand side management of distribution networks suffers from the challenge of operational security issues. This paper proposes a distribution locational marginal price (DLMP) based bi‐level transactive control model for distribution networks to manage demand side resources of nodal agents, ensuring both the network security and the agents' optimal decision. The proposed model consists of a DLMP‐pricing model at the upper level and DLMP‐based demand response (D‐DR) models at the lower level, integrating the DLMP‐pricing of the distribution network and the decision‐making of agents. The DLMP‐pricing model is constructed as the dual form of a linearized optimal power flow problem to determine DLMP related to the decision of all agents. The D‐DR model enables each nodal agent to minimize its own expenditure under the DLMP, which is established as a linear programming problem. The bi‐level model is converted into single‐level programming through replacing the D‐DR models by Karush‐Kuhn‐Tucker conditions, in which the bi‐linear items of the complementary slackness are further linearized by introducing integer variables. Consequently, the intractable bi‐level transactive control model is equivalently reconstructed as a single‐level mixed‐integer linear programming problem that can be conveniently solved. Introduction: Paediatric patients with disorders that involve brain functioning are particularly vulnerable with respect to including them in shared decision‐making. Current tools are mostly paper or digital patient information. We lay the groundwork for improving engagement with a concept that we coined 'the Self‐Portrait'. The main goals were to identify (1) obstacles and (2) design parameters that enable patient participation. Methods: A research‐through‐design approach was utilized in nine patients with brain‐related disorders (4–12 years), 15 parents and 15 medical professionals, involving contextual research (interviews and observations) within the paediatric hospital and patients' homes and codesign. Sensitizing materials and early instances of design solutions were deployed as catalysts for communication. Five rounds of enriched interviews and design reviews were thematically analysed to answer the research questions. Results: Obstacles to child involvement were related to children's level of understanding, the time and energy necessary for information processing and lack of perceived relevance of the information. Patients' engagement is supported by design features that extend the time frame of interaction beyond the consultation, transfer information interactively and give control and influence during the consultation. Conclusion: Obstacles were detected that complicate child engagement, which differ between stakeholders. Promising design features were identified that have the potential to play an important role in enabling active child involvement. These findings show that applying principles of human‐centred design research and codesign can bring together patients, parents and medical professionals around a tool that provides a shared language and focus, which are prerequisites to increase child engagement. Introduction: This paper aims to explore the care processes that best exemplify person‐centred care during physical activity (PA) for long‐term care (LTC) residents with dementia from the perspectives of substitute decision‐makers (SDMs) and LTC home staff. Little is known about how person‐centred care is reflected during PA for residents with dementia, or the barriers and benefits to enacting person‐centred care during PA. Methods: Semistructured interviews were used to collect SDMs and LTC home staffs' perspectives on the importance of person‐centred care during PA from two LTC homes in Canada. The McCormack and McCance person‐centredness framework was used to guide thematic content analysis of responses. Results: SDM (n = 26) and staff (n = 21) identified actions categorized under the sympathetic presence or engagement care processes from the person‐centredness framework as most reflecting person‐centred care. Benefits of person‐centred care during PA were categorized into three themes: functional and physical, behavioural and communication and psychosocial improvements. Barriers to person‐centred care during PA identified were lack of time, opportunities for meaningful activity in LTC setting and staff experiences with resident aggression. Significance: Understanding the care processes that are most recognized as person‐centred care and valued by SDMs and LTC home staff has implications for education and training. Insights into SDMs' care expectations regarding person‐centred care can inform staff about which actions should be prioritized to meet care expectations and can foster relationships to the benefit of residents with dementia. Introduction: Young women in sub‐Saharan Africa account for two‐thirds of all new HIV infections and face high rates of unintended pregnancy. Multipurpose prevention technologies (MPTs) are promising products under development that are designed to simultaneously prevent HIV and unintended pregnancy. Since MPTs will be used in the context of sexual relationships, ensuring acceptability and use requires understanding the role of male partners in MPT use decision‐making. Methods: This paper draws on qualitative data from 39 couples enrolled in the Microbicide Trials Network (MTN) 045 study, conducted in 2019–2020. Partners completed a discrete choice experiment (DCE), first separately and then jointly, to measure preferences for future MPT attributes and then completed a qualitative interview. We also draw on quantitative data from interviewer observation about who dominated the decision‐making process during the joint DCE. Content analysis was used to examine (1) how couples made decisions on existing non‐MPT HIV and pregnancy prevention products; (2) how couples made decisions on future ideal‐MPT product during the DCE; and (3) how these decision‐making processes varied by decision‐making dominance (10 male, 10 female and 19 equal) and interview type (19 joint and 20 separate). Results: Existing non‐MPT product decisions focused on trust between partners and product attributes, while future ideal‐MPT product decisions exclusively focused on product attributes. Across existing and future products, preferences for product attributes varied by gender. Male partners were most concerned with limiting side effects impacting sexual pleasure, female partners were most concerned with limiting side effects causing physical symptoms and both were concerned with the return to fertility. Across all dominance and interview types, couples reported making decisions together and female partners were often able to negotiate with male partners for their preferred product or set of product attributes. Conclusions: Research activities in this study provided an opportunity for couples to openly present their product attribute preferences to their partner, learn about their partner's attribute preferences, negotiate for their ideal set of attributes and ultimately choose attributes that benefited the couple without disempowering the female partner. The ethical justifiability of the invitation of others to participate in research and their deliberate exposure to risks of harm is not a common topic in bioethics. If, however, some offers ought not to be made and the corresponding actions ought not to be facilitated, invitations to, and the conduct of, a medical study involving humans needs justification. This paper addresses this issue by linking the search for medical knowledge with solidarity. The argument begins with the observation that scientific research is aimed at general knowledge, which is a necessary condition of the social value of research. The applicability of this knowledge to many makes it potentially a public good; that is, a good that is available freely to all. For knowledge to be a public good, a social decision to make it freely available to all needs to be made. It is proposed that this decision be grounded in society's, and so in both researchers' and potential research participants', commitment to solidarity and its obligations of provision, sharing, support, and loyalty. These obligations imply, among other things, an imperfect obligation to participate in research and the corresponding entitlement of the investigators to invite others to participate in research, and so to expose them to its risks during implementation. Age rationing is a central issue in the health care priority‐setting literature, but it has become ever more salient in the light of the Covid‐19 outbreak, where health authorities in several countries have given higher priority to younger over older patients. But how is age rationing different under outbreak circumstances than under normal circumstances, and what does this difference imply for ethical theories? This is the topic of this paper. The paper argues that outbreaks such as that of Covid‐19 involve special circumstances that change how age should influence our prioritization decisions, and that while this shift in circumstances poses a problem for consequentialist views such as utilitarianism and age‐weighted consequentialism, contractualism is better equipped to cope with it. Community engagement is increasingly defended as an ethical requirement for biomedical research. Some forms of community engagement involve asking the consent of community leaders prior to seeking informed consent from community members. Although community consent does not replace individual consent, it could problematically restrict the autonomy of community members by precluding them from research when community leaders withhold their permission. Community consent is therefore at odds with one of the central principles of bioethics: respecting autonomy. This raises the question as to how community consent can be justified or even required. This paper aims to provide an answer to this question by arguing, based on the work of Taylor and Kymlicka, that community practices are important for the identity and autonomy of community members. When these practices are incompatible with a solitary focus on individual informed consent, they need to be protected by making these decision‐making practices (including asking permission to community authorities) part of the consent process. Since these decision‐making practices are important for the autonomy of community members, community consent with the goal of protecting these practices is not necessarily in conflict with autonomy. A grandfather clause is a provision whereby an old rule continues to apply to some existing situation while a new rule applies to all future cases. This paper focuses on the use of grandfather clauses in health technology appraisals (HTAs) issued by the National Institute for Health and Care Excellence (NICE) in the United Kingdom. NICE provides evidence‐based guidance on healthcare technologies and public health interventions that influence resource allocation decisions in the National Health Service (NHS) and the broader public sector in England and Wales. In this context, a grandfather clause is included when NICE does not recommend treatment with a given technology. The grandfather clause provides an exemption from the general recommendation for patients who have already started treatment with the technology in question, before the publication of the NICE guidance. In this paper we first lay out the contexts in which grandfather clauses occur in NICE guidance, and then consider ethical arguments against and in support of grandfather clauses and the continuation of treatment. We argue that NICE's current practice of automatic inclusion of a grandfather clause is ethically problematic and unfair. While the inclusion of a grandfather clause may be appropriate and justified in specific cases, we argue that inclusion of such a clause should be considered as part and parcel of the decision making process on a case by case basis, rather than adopted as the default. The paper reviews references to bounded rationality within the system dynamics literature. It is argued that so far the relation between bounded rationality and system dynamics has primarily been discussed from a ‘content’ perspective, that is, that boundedly rational decision making needs to be incorporated in the detail of system dynamics models because of the methodology's aspiration to represent real, not ideal decision making. In this paper this content view is extended by a new ‘process’ perspective. This perspective concerns effects observed at the level of whole models. For example, during modelling the developer of a system dynamics model is prone to be influenced by the limitations of rationality, which might lead to erroneous models. In the same way, users conducting simulation experiments with models are prone to carry out these simulations in an unsystematic way and might draw wrong conclusions from the simulation outcomes. The paper then outlines the connections between the established content view and the new process view on bounded rationality in system dynamics. These connections lie in the knowledge elicitation phase of modelling and in the changes of real systems on the basis of insights gained in modelling and simulation. This paper documents a decade of thinking and practice inspired by Bela H. Banathy and his work on collaborative systems design. I first met Bela in 1994 at the annual conference of the International Society for the Systems Sciences (ISSS), where he invited me to discuss my recently launched dissertation project on the history and social implications of general systems theory. In my research on the founders of ISSS, I was particularly inspired by Kenneth Boulding's emphasis on the critical role of dialogue in decision making. I am currently a faculty member in Hutchins School of Liberal Studies at Sonoma State University, which offers an interdisciplinary seminar-based program, embodying the spirit of both Boulding's and Banathy's work. It has provided an excellent laboratory for practicing the art of interdisciplinary dialogue, which extends into the larger community in a variety of ways. In recent years, the area of Supply Chain Management has generated a substantial amount of interest both by managers and researchers. This interest has also been fueled by the growth in the development and application of e-business technologies. These technologies enable the supply chain manager to make coordinated decisions by integrating the diverse and sometimes conflicting objectives of the various trading partners in a chain. The purpose of this paper is to: (a) highlight strategic and tactical issues for analyzing supply chains in an e-business setting based on papers published in this special issue; and (b) describe future research opportunities in this emerging interdisciplinary area. Decision‐making in flood risk management is increasingly dependent on access to data, with the availability of data increasing dramatically in recent years. We are therefore moving towards an era of big data, with the added challenges that, in this area, data sources are highly heterogeneous, at a variety of scales, and include a mix of structured and unstructured data. The key requirement is therefore one of integration and subsequent analyses of this complex web of data. This paper examines the potential of a data‐driven approach to support decision‐making in flood risk management, with the goal of investigating a suitable software architecture and associated set of techniques to support a more data‐centric approach. The key contribution of the paper is a cloud‐based data hypercube that achieves the desired level of integration of highly complex data. This hypercube builds on innovations in cloud services for data storage, semantic enrichment and querying, and also features the use of notebook technologies to support open and collaborative scenario analyses in support of decision making. The paper also highlights the success of our agile methodology in weaving together cross‐disciplinary perspectives and in engaging a wide range of stakeholders in exploring possible technological futures for flood risk management. Operational risk management (ORM) is critical for any organization, and in the big data era, analytical tools for operational risk management are evolving faster than ever. This paper examines recent developments in academic ORM literature from the data analytics perspective. We focus on identifying present trends in ORM related to various types of natural and man‐made disasters that have been challenging all aspects of life. Although we examine the broader operations management (OM) literature, we keep the focus on the articles published in the well‐regarded OM journals, including both empirical and analytical outlets. We highlight how the use of data analytics tools and methods have facilitated ORM. We discuss the need for data monitoring and the integration of various analytical tools into decision making processes by classifying the literature on application fields, analytics techniques, and the strategies used for implementation. The concept of ecosystem services (ES) has risen to prominence based on its promise to vastly improve environmental decision‐making and to represent nature's many benefits to people. Yet the field has continued to be plagued by fundamental concerns, leading some to believe that the field of ES must mature or be replaced.In this paper, we quantitatively survey a stratified random sample of more than 1,000 articles addressing ES across three decades of scholarship. Our purpose is to examine the field's attention to common critiques regarding insufficient credible valuations of realistic changes to services; an unjustified preoccupation with monetary valuation; and too little social and policy research (e.g. questions of access to and demand for services).We found that very little of the ES literature includes valuation of biophysical change (2.4%), despite many biophysical studies of services (24%). An initially small but substantially rising number of papers address crucial policy (14%) and social dimensions, including access, demand and the social consequences of change (5.8%). As well, recent years have seen a significant increase in non‐monetary valuation (from 0% to 2.5%).Ecosystem service research has, we summarize, evolved in meaningful ways. But some of its goals remain unmet, despite the promise to improve environmental decisions, in part because of a continued pre‐occupation with numerical valuation often without appropriate biophysical grounding. Here we call for a next generation of research: Integrative biophysical‐social research that characterizes ES change, and is coupled with multi‐metric and qualitative valuation, and context‐appropriate decision‐making. Abstract: Objectives: The objective was to develop a patient decision aid (DA) to promote shared decision making (SDM) for stable, alert patients who present to the emergency department (ED) with syncope. Methods: Using input from patients, clinicians, and experts in the field of syncope, health care design, and SDM, we created a prototype of a paper‐based DA to engage patients in the disposition decision (admission vs. discharge) after an unremarkable ED evaluation for syncope. In phase 1, we conducted one‐on‐one semistructured exploratory interviews with 10 emergency physicians and 10 ED syncope patients. In phase 2, we conducted one‐on‐one directed interviews with 15 emergency care clinicians, five cardiologists, and 12 ED syncope patients to get detailed feedback on DA content and design. We iteratively modified the aid using feedback from each interviewee until clarity and usability had been optimized. Results: The 11 × 17‐inch, paper‐based DA, titled SynDA, includes four sections: 1) explanation of syncope, 2) explanation of future risks, 3) personalized 30‐day risk estimate, and 4) disposition options. The personalized risk estimate is calculated using a recently published syncope risk‐stratification tool. This risk estimate is stated in natural frequency and graphically displayed using a 100‐person color‐coded pictogram. Patient‐oriented questions are included to stimulate dialogue between patient and clinician. At the end of the development process, patient and physician participants expressed satisfaction with the clarity and usability of the DA. Conclusions: We iteratively developed an evidence‐based DA to facilitate SDM for alert syncope patients after an unremarkable ED evaluation. Further testing is required to determine its effects on patient care. This DA has the potential to improve care for syncope patients and promote patient‐centered care in emergency medicine. Abstract: Decision‐making is a complex process that typically includes a series of stages: identifying the issue, considering possible options, making judgements and then making a decision by combining information and values. The current status quo relies heavily on the informational aspect of decision‐making with little or no emphasis on the value positions that affect decisions. There is increasing realization of the importance of adopting rigorous methods for each stage such that the information, views and judgements of stakeholders and experts are used in a systematic and repeatable manner. Though there are several methodological textbooks which discuss a plethora of social science techniques, it is hard to judge the suitability of any given technique for a given decision problem. In decision‐making, the three critical aspects are “what” decision is to be made, “who” makes the decisions and “how” the decisions are made. The methods covered in this paper focus on “how” decisions can be made. We compare six techniques: Focus Group Discussion (FGD), Interviews, Q methodology, Multi‐criteria Decision Analysis (MCDA), Nominal Group Technique and the Delphi technique specifically in the context of biodiversity conservation. All of these techniques (with the exception of MCDA) help in understanding human values and the underlying perspectives which shape decisions. Based on structured reviews of 423 papers covering all six methods, we compare the conceptual and logistical characteristics of the methods, and map their suitability for the different stages of the decision‐making process. While interviews and FGD are well‐known, techniques such the Nominal Group technique and Q methodology are relatively under‐used. In situations where conflict is high, we recommend using the Q methodology and Delphi technique to elicit judgements. Where conflict is low, and a consensus is needed urgently, the Nominal Group technique may be more suitable. We present a nuanced synthesis of methods aimed at users. The comparison of the different techniques might be useful for project managers, academics or practitioners in the planning phases of their projects and help in making better informed methodological choices. In the debates regarding the ethics of human organoid biobanking, the locus of donor autonomy has been identified in processes of consent. The problem is that, by focusing on consent, biobanking processes preclude adequate engagement with donor autonomy because they are unable to adequately recognize or respond to factors that determine authentic choice. This is particularly problematic in biobanking contexts associated with organoid research or the clinical application of organoids because, given the probability of unforeseen and varying purposes for which a donor's organoids could be employed and given the different ways in which a donor can relate to her biospecimens, a donor can value her organoids differently in different contexts, and her reasons for autonomously permitting use of her cells and tissues in one case may not support an autonomous decision in another. In response, this paper has three aims: first, to make the case for why organoid biobanks ought to respect donor autonomy conceived as authentic choice; second, to explore the autonomy‐respecting limits of established and widely prevalent models of biobank consent; and third, to propose certain conditions that organoid biobanks ought to support or facilitate in order to respect donor autonomy. Internet technology is vital in education as it is an enabler tool used by students for information exchange, communication and creation of knowledge. However, issues related to Internet use behaviour (IUB) and effects on students' performance are still being debated due to inconsistent results. Thus, the main aim of this paper is to propose a specific IUB classification model to discover comprehensive prediction models on students' performance by using educational data mining (EDM). Data related to the students' CGPA and their internet usage activities were collected from 469 undergraduate students. Primarily, in this study several techniques were ensembled to predict students' performance based on IUB. An EDM approach comprising of clustering, classification, correlation, and regression was used. The base classifiers including decision tree (j48) ensembled with EM clustering technique were exploited to develop a high accuracy of prediction results. At first, the usage of clustering technique was to cluster the dataset into smaller variable and applied classification technique to solve the complexity of the variables. Correlation come across to measure the degree of IUB and students' performance and later regression was applied to produce predictive results. Based on 11 IUB categories, the results indicate that online gaming has a negative significant effect on the students' performance. Additionally, the prediction model revealed a high correlation, which generates good predictions of 92%. The prediction model would enable higher learning institutions to detect as early as possible those students who are at risk. Background: Technological advances have led to cancer prognostication that is increasingly accurate but often unalterable. However, a reliable prognosis of limited life expectancy can cause psychological distress. People should carefully consider offers of prognostication, but little is known about how and why they decide on prognostication. Using uveal melanoma (UM) patients, we aimed to identify (i) how and why do people with UM decide to accept prognostication and (ii) alignment and divergence of their decision‐making from conceptualizations of a 'well‐considered' decision. Methods: UM provides a paradigm to elucidate clinical and ethical perspectives on prognostication, because prognostication is reliable but prognoses are largely nonameliorable. We used qualitative methods to examine how and why 20 UM people with UM chose prognostication. We compared findings to a template of 'well‐considered' decision‐making, where 'well‐considered' decisions involve consideration of all likely outcomes. Results: Participants wanted prognostication to reduce future worry about uncertain life expectancy. They spontaneously spoke of hoping for a good prognosis when making their decisions, but largely did not consider the 50% possibility of a poor prognosis. When pressed, they argued that a poor outcome at least brings certainty. Conclusions: While respecting decisions as valid expressions of participants' wishes, we are concerned that they did not explicitly consider the realistic possibility of a poor outcome and how this would affect them. Thus, it is difficult to see their decisions as 'well‐considered'. We propose that nondirective preference exploration techniques could help people to consider the possibility of a poor outcome. The research was informed by the responses of patient participants, as we used the material from interviews to dynamically shape the interview guide. In recent times, the Internet of Things (IoT) in healthcare is a novel and promising emerging area that offers a number of benefits to users and healthcare professionals, enabling real time monitoring of diseases, convenience, and ease of use. With respect to aid the patients by the use of IoT with biosignals enabled solutions, recent researches make use of machine learning (ML) techniques for decision making, particularly haemorrhage diagnosis. In this view, this paper presents an intelligent intracranial haemorrhage (ICH) diagnosis using biosignals (IICHD‐BS) in IoT environment. The IICHD‐BS technique performs data acquisition process using two sensors namely complementary metal oxide semiconductor sensor and ESP8266 Wi‐Fi module. They are employed to collect CT images of the CT scanner and transforms them into electrical signals for storing them in the server. Besides, the IICHD‐BS technique employs optimal region growing based segmentation approach for detecting the infected brain regions in the CT images. In addition, EfficientNet based feature extraction and functional link neural network (FLNN) based classification approach is used for detecting and classifying the existence of ICH. For experimental validation, a set of two benchmark dataset ICH datasets are used and the experimental outcomes are evaluated with respect to different measures.
